토지이용의 위험성 제어계획 -사용 밀도에 따른 기준치 설정의 접근방법- (Planning Controls for Land Use Safety)

  • This paper discussed the limit of existing safety controls where the use of land around hazardous industry. There is a gap between engineering evaluation of acceptable criteria for loss reduction and risk exposure to the areas of high risk outside plants from the aspects of risk perception. The paper performed how land use safety could be designed between the density of uses with the duration of risk exposure by type of land use. It concluded the needs of multi-dimensional presentation for an appropriate risk controls on existing and future land use safety.

도시 주거지 학교와 공원의 주차장 입체화 사례의 형태와 이용 특성 분석 (The Characteristics of Mixed-use School and Park with Parking Facility in Urban Residential Area)

  • According to the change of life environment and economic growth, the more city has highly developed, the more concentrated urban function. That is, city is required for adding infra structure. But, both of limited land resources and financial problems made it impossible to add infra structure. So, the necessity of multi-dimensional planning of urban infra structure was recognized. Especially, In Urban residential area, in order to secure parking area, It is on the increase that mixed-use of the playground of school in the high density area and the empty space of park. School and park is closely connected with town community, playing a central role on town life. For this reason, they are highly demanded for providing space in the urban residential area and also expected to be effective. However, people using park and school are almost young students and the elderly, it needs to consider not only the parking convenience also the safety of users in design process. In this study, we analysed the physical characteristics and the utilization of mixed-use of school and park. and then evaluated the case in the point of convenience and safety. For this, first we selected the case among the sites constructed in seoul, and divided 2type of 'slope type' and 'flatland type'. The meaning of this study is to suggest elementary standards for design in the point of multi-dimensional land use planning.

주거지 내 버스차고지의 복합화 필요성과 개발방향 제안 (The Necessity and Feasibility for the Mixed-use Development of Bus Depots in Urban Residential Area)

  • Recently, the interest in the mixed-use development of various urban planning facilities has been increased, but the interest in the Mixed-use development of bus depots that is closely related to our daily life is insufficient circumstance so far. Accordingly, this study aims to realize the necessity for the mixed-use development of bus depots as methods to improve the living environment and use efficiently the land, and to suggest reasonable development directions by analyzing their physical character after classifying bus depots according to their position in the residential area. As the results of study, bus depots have different properties according to their position in residential area and have the problem of space shortage. Also, many things such as location of entrances, the finish method of edge of bus depot's area are affected by the surrounding environment. So development plan to consider the each condition is required.

So, the necessity of multi-dimensional planning of urban infrastructure was recognized. Especially, in the urban residential area, a mixed-use of the playground of a school and the empty space of a park is desired to serve the issue of insufficient parking spaces. Schools and parks are closely connected to the center of a town, and playing a central role for the town life. For this reason, they are highly demanded in urban residential areas and also expected to be effective. However, we need to consider not only parking convenience but also the safety of users in design process, because people using parks and schools include young students and the elderly. In this study, we mainly examined physical characteristics and the utilization of schools and parks with parking facilities in urban residential areas. Then, we analyzed cases through comparing and evaluating in terms of convenience and safety. and weighed up advantages and disadvantages of each through the comparison of the schools and the parks having parking facilities. The results of this study are expected to provide fundamental references for preparing design standards for such facilities.

도시재생 측면에서 입체도시계획의 기능과 제도 개선 방안 (Improvement of Multi-Dimensional Urban Planning System for Urban Regeneration)

  • 본 연구는 도시재생 관점에서 입체도시의 효과를 밝히고, 국내 입체도시계획 관련 제도의 문제점과 한계를 고찰함으로써 제도적 개선방안을 제시하고자 수행되었다. 그리하여 사례 분석을 통해 도시공간 연결, 지역경제 활성화, 기반시설 확충, 주택 공급 등 입체도시의 도시재생 기능과 역할을 파악하였으며, 제도적 문제점으로 국유재산에 대한 사권설정 금지로 민간참여가 저해되고, 2차원적 토지이용계획에 의거한 획일적인 기반시설 설치 기준으로 일정비율 이상의 토지 확보가 없으면 입체공간 활용이 어려우며, 법률간 연계성이 미흡한 문제를 도출하였다. 결론적으로 지역기반 산업구조 다양화 및 도시기능 강화 등을 목표로 입체시설 추진을 적극 지원 유도하고, 구도심 구역을 대상으로 입체 복합개발을 추진하며, 노후주택가의 공원, 학교, 도로, 전통시장의 하부공간을 활용한 보행로, 지하상가, 주차장 등의 도시재생사업 실현을 위해 중앙정부, 지자체, 민간부문 간 협력이 이루어져야 한다.

농촌마을계획 지원을 위한 통합계획모의모형의 개발 (Development of Integrated Planning Simulation Model for Supporting Rural Village Planning)

  • This study aims to integrate the simulation models for rural settlement planning (SimRusep) in the district level (Myon) area of rural counties. The SimRusep, which has two modules of key villages selection and spatial planning for the selected villages, consists of four sub-models such as the spatial location-allocation model of center villages (SLAMCV), the potential centrality evaluation model (PCEM), the land use planning model (LUPM), and the 3-dimensional spatial planning modeller (3DSPLAM). Basically, map data of the integrated system which can be operated on the UNIX environment is inputted and treated using GIS (ARC/INFO) and then its village planning results is graphically presented on the AutoCAD. In order to verify the practical applicabilities of the SimRusep, an administrative area, Ucheon-myun, HoengSung-gun, KangWon-do, was selected as a case study area. It was well operated in the strategic application trials considering application of each sub-model in the study area. The operation results of the SimRusep showed the possibilities of realtime simulation from the selection of key village to its final stereoscopic presentation of planned results. Alternative village plan proposals can be swiftly drafted, which means very practical support for decision making process and public participation.

시민의식에 기초한 공주시 도시 이미지 분석 - 도시와 랜드마크의 형용사 이미지 포지셔닝 - (The Analysis of the Image of Kongju City Based on Citizen - Image Positioning by Adjectives of City and Landmarks -)

  • Since the 1990s, with the beginning of local autonomy, most Korean cities have tried to establish and reinforce their own identity. The Law on the Planning and the Use of National Land, which took effect in January 2003, requires major and minor cities to manage and develop a city image and a marketing strategy to reflect their current condition. However, many cities continue to experience confusion in implementing urban landscape planning because no efficient and systematic method has been provided for the analysis of a city's image. The absence of systematic analysis methods makes it difficult not only to assess the current condition of a city accurately but also to choose an appropriate policy for the given city. Consequently, many cities suffer excessive trials and errors in implementing the correct policies for their city. The purpose of this study was to analyze the image: of Kongju, which has many historical properties. For this purpose, adjective questionnaires and multi-dimensional scaling (MDS) were made use of in order to assess the city image. The results of this study can be summarized as follows: 1. There are five properties that serve as landmarts lie symbolize Kongju: Muryeong royal tomb, Castle Kong, Mt. Gyeoiryong, Forest Museum, and Kongju National Museum. 2. Based on the citizen survey regarding the city type, Kongju is seen as a historical and an educational city. 3. Based on the image positioning (image spatial plot), Kongju is described as an old and familiar city. There we, however, no landmarks which are in accord with the image of Kongju. It is difficult to establish and reinforce the image of a city with a single element like a landmark However, with steady follow-up research, this study may serve as a systematic and logical model to improve the urban landscape and image.

수도권 1기 신도시 공공시설부지의 효율적 이용 방안 연구: 평촌신도시를 중심으로 (A Study on the Efficient Use of Public Facility Site in the 1st Generation New Town: Focused on Pyeongchon New Town)

  • 본 연구는 신도시가 갖는 태생적인 토지이용의 경직성과 더불어 거시경제적 여건으로 인해 공동주택단지 내 정비사업 추진이 곤란한 상황에서, 여건 변화에 따라 새로이 요구되는 공공시설의 확충을 위해 신도시 내 저이용 되고 있는 공공시설부지의 효율적 이용 방안을 모색하는데 그 목적이 있다. 본 연구에서는 평촌신도시를 대상으로 기존의 공공시설부지를 효율적으로 활용하기 위한 방안으로 다음 세 가지를 검토하였다. 첫째, 공동주택단지의 부족한 주차공간을 공동주택단지가 속한 대가구 내 공원, 학교 등 공공시설부지의 입체도시계획시설 결정을 통해 주차장 확보방안을 제시하였다. 둘째, 상업지역 내 위치한 저이용 공공시설부지 내 공공청사의 건축 밀도를 상향시켜 필요한 공공시설 수요를 해결하는 방안을 동안양세무서 사례를 통해 제시하였다. 마지막으로 평촌도서관을 사례 검토하여, 기존 공공시설의 기능 재편 및 일부 증축을 통해 이용자가 요구하는 기능을 추가 설치하는 방안을 제시하였다.

다차원척도법(MDS)을 활용한 지하철 역세권과 TOD계획요소의 연관성에 따른 유형분류 (The Classification according to the Correlation between TOD Planning Factors and the Seoul Metropolitan Subway Influential Area by Using MDS Analysis)

  • 최근 뉴어바니즘으로 기원된 압축복합도시개발, 대중교통지향개발(TOD)이 국내에서도 역시 트렌드로 자리잡고 있다. 이러한 새로운 도시개발의 패러다임은 기존의 자동차를 이용한 도시공간구조를 대중교통 중심으로 변화시키고 있다. 또한 녹색성장과 에너지절약 등의 친환경효과를 가지는 대중 교통지향형 개발은 지속가능성으로 각광받고 있다. 이렇듯 국내 대표적인 대도시 서울도 역시 대중교통을 중심으로 역세권 개발이 활성화 되고 있으나, 이에 대한 영향요인에 대한 실증연구는 미흡한 실정이다. 따라서 본 연구는 대도시의 광범위한 접근성을 고려하여 역세권을 기존보다 광범위하게 1km로 설정하고 토지이용 연면적, 접근성, 복합성, 도시설계요소 등의 세부지표를 요인분석을 통해 7개로 통합 및 유형화 하였다. 또한 다차원척도법을 이용하여 통합 유형화한 요인과 지하철 역세권의 연관성에 근거해 유형을 구분해본 결과 (1)'대중교통의 국지적 접근성', (2)'주변개발 수준','보행친화형 환승시설', (3)'대중교통의 광역적 접근성', (4)'중심지 토지이용용도', '역세권의 복합적 이용', '대중교통의 상호보완'과 같은 구분으로 4가지 차원으로 201개의 지하철역이 각 요인과 연관성을 나타내며 구분되었다.
