A Study on Changes in Local Meteorological Fields due to a Change in Land Use in the Lake Shihwa Region Using Synthetic Land Cover Data and High-Resolution Mesoscale Model (합성토지피복자료와 고해상도 중규모 모형을 이용한 시화호 지역의 토지이용 변화에 따른 주변 기상장 변화 연구)

  • In this study, the influence of a change in land use on the local weather fields is investigated around the Lake Shihwa area using synthetic land cover data and a high-resolution mesoscale model - the Weather Research and Forecasting (WRF). The default land cover data generally used in the WRF is based on the land use category of the United States Geological Survey (USGS), which erroneously presents most land areas of the Korean Peninsula as savannas. To revise such a fault, a multi-temporal land cover data, provided by the Ministry of Environment of Korea, was employed to generate a land cover map of 2005 subject to the land use in Korea at that time. A new land cover map of 1989, before the construction of the Lake Shihwa, was made based on the 2005 map and the Landsat 4-5 TM satellite images of two years. Over the areas where the land use had been changed (e.g., from sea to wetlands, towns, etc.) due to the Lake Shihwa development project, the skin temperature decreased by up to $8^{\circ}C$ in the winter case while increased by as much as $14^{\circ}C$ in the summer case. Changes in the water vapor mixing ratio were mostly affected by advection and topography in both seasons, with considerable increase in the summer case due to continuous sea breeze. Local decrease in water vapor occurred over high land use change areas and/or over downstream of such areas where alteration in wind fields were induced by changes in skin temperature and surface roughness at the areas of land use changes. The albedo increased by about 0.1% in the regions where sea was converted into wetland. In the regions where urban areas were developed, such as Songdo New Town and Incheon International Airport, the albedo increased by up to 0.16%.

  • This study aimed to adaptive reuse plan a take advantage of Suncheon Bay Garden Expo 2013. Detailed objectives included: to identify and foster cultural and ecological resources in Suncheon Bay and Garden Expo Site; and to search and propose characterized program in the site for efficient utilization; and to revitalize a site for the vitalizations of the region where garden culture and garden industries for strengthening local competitiveness. The study was multi-phased. The first stage included basic surveys such as site status and environmental context analysis, and questionnaires and similar case studies, and the second stage was to review the direction of preliminary planning, develop associated industries and strategies for regional revitalization and review and incorporate project details. And the third stage aimed to develop a comprehensive plan from spatial plans and program plans and suggest plans to vitalize the operation of the site. The results of the study are as follows: First, the characterization strategy is 'healing experience tourism', 'healing garden', 'healing herbal care' are suitable for the site and regional revitalization. Second, the dimension of 2013 Suncheon Bay Garden Expo which was distinguished into four areas, in consideration of the characteristics and contents of the garden expo site for efficient operation and maintenance. Four area are as follows: the park oriented area, the experiential tourism oriented area, the existing conservation oriented area, and the area for associated industries. Third, the practice of private and public partnerships is needed in order to efficiently manage and operations. The significance of this study is that it is seeking to take advantage of the Garden Expo site and set the plan by existing resources and in consideration of local characteristics, in conjunction with area to envision and proposed management plan. Some problems are remained which have not been able to deal with details program and organization and financial planning programs for the operation of the site. This is for further study.

  • The increasing demands and utilization of the multi-purpose satellites have led to diverse research activities with regards to satellite image processing and applications. In the domestic development project for the Compact Advanced Satellite, it is a goal to develop the satellite with the domestic individual technique performing a various tasks such as the earth observation, the monitoring of the weather, climate and environment. In particular, the Compact Advanced Satellite is expect to be widely used in the agricultural sector, which account for a substantial part of public demand. This paper aims at establishing the way to utilize the satellite imagery in the domestic institution and the strategy for securing the specialized satellite payload in the agriculture sector. The technical element of satellite has a high value, so that it is hard to be transferred technology. For this reason, it is required to establish the domestic development planning. Furthermore, this paper can be utilized to identify and support the incoming Compact Advanced Satellite development plan utilizing satellite images capabilities specially in agricultural sector.

Flutter analysis of Stonecutters Bridge

  • Stonecutters Bridge of Hong Kong is a cable-stayed bridge with two single-column pylons each 298 m high and an aerodynamic twin deck. The total length of the bridge is 1596 m with a main span of 1018 m. The top 118 m of the tower will comprise structural steel and concrete composite while the bottom part will be of reinforced concrete. The bridge deck at the central span will be of steel whilst the side spans will be of concrete. Stonecutters Bridge has adopted a twin-girder deck design with a wide clear separation of 14.3 m between the two longitudinal girders. Although a number of studies have been conducted to investigate the aerodynamic performance of twin-girder deck, the actual real life application of this type of deck is extremely limited. This therefore triggered the need for conducting the present studies, the main objective of which is to investigate the performance of Stonecutters Bridge against flutter at its in-service stage as well as during construction. Based on the flutter derivatives obtained from the 1:80 scale rigid section model experiment, flutter analysis was carried out using 3-D finite element based single parameter searching method developed by the second author of this paper. A total of 6 finite element models of the bridge covering the in-service stage as well as 5 construction stages were established. The dynamic characteristics of the bridge associated with these stages were computed and applied in the analyses. Apart from the critical wind speeds for the onset of flutter, the dominant modes of vibration participating in the flutter vibration were also identified. The results indicate that the bridge will be stable against flutter at its in-service stage as well as during construction at wind speeds much higher than the verification wind speed of 95 m/s (1-minute mean).

Strategic Development Plan of Standardization on Korean Medicine : Comparison with Traditional Medicine Policies between Korea and China (한의약 표준화 발전방안 연구: 한-중 전통의학 표준화 정책비교를 바탕으로)

  • Objectives: This study aims to investigate the policy status of traditional medicine standardization between Korea and China as well as to derive a strategic development plan for Korean medicine standardization. Methods: The existing national plans and preceding studies on traditional medicine standardization in Korea and China were reviewed, and scope of the study was categorized as having three main aspects: infrastructure; standard development and standardization activities; and application and diffusion. Results: Nine development plans for Korean medicine standardization derived under the study were as follows: With regard to infrastructure of standardization, 1) standardization plan of Korean medicine shall be established based on involvement of multi-government ministries. 2) It shall be set with a consistent cooperation process among standardization-related organizations, as well as 3) encourage the industry to participate in standardization activities. To activate standards development, 4) launching the R&D-standardization-industrialization linked project, 5) supporting Korean medicine society and the mirror committee for motivation, and 6) planning the international joint research for development of standard and expanding standardization activities are recommended. In the aspect of application, there is a need for 7) expanding certification systems for the industry and 8) evaluation and feedback on the life-cycle of standardization. Lastly, 9) educational programs for training experts of standardization shall be developed and implemented. Conclusions: In order to invigorate standardization activities for Korean medicine, enhancement of planning and evaluation capacity, ensuring the strategic development of standards, broadening boundaries of international standardization activities, and training professionals are required.

  • Today's Software Systems are becoming bigger, larger and more complex than ever before. To develop largerscale projects, it is required that many experts of different fields participate and cooperate in the same project. So, it is an applied area of CSCW(Computer Supported Cooperative Works} that centers around methodologies and tools that enable cooperative works by geographically distributed people engaged in all aspects of product development. In this paper, we designed a multi-user cooperative works platform, SPACE(Software Platform for distributed Application sharing under Cooperative Environment} as a infrastructure that support to CSCW based system development for telecommunication and information system. SPACE has a fully distributed architecture under Windows 95 environment, has an application sharing mechanism enabling collaborative use of mteractive application adapt to a mixed GUI sharing technology which capture GUI and screen information, and also, an event sharing technology that has a replicated architecture.

Development and Application of Service Quality Model for Public System (공공제도 서비스품질 모델의 개발과 적용)

  • The development of an appropriate public service quality model has become increasingly recognised as an important subject of interest in the public sector as well as academia. In particular, the public systems enacted by governments are widely used and have a significant impact on national competitiveness. But few researches have been conducted to explore the quality dimensions of a public system service and empirically examine the relationship among related variables. Therefore, in this study, we strive to develop a quality measurement model of public system service that can be effectively used in practice. Using 601 samples gathered through a structured survey from project engineers, a conceptual quality model of public system is presented and discussed. Given the exploratory nature of this study, an exploratory factor analysis is used to investigate quality dimensions and partial least square (PLS) is employed in determining the structural relationships. From empirical results, we found that the quality dimensions of the public system had four distinct quality dimensions (design quality, environment quality, primary outcome quality, additive outcome quality). All four quality dimensions showed good representative factors in explaining user satisfaction. Perceived trust was proved to significantly mediate the relationship between quality dimensions and user satisfaction. Our research is expected to contribute to the literature by providing a good conceptual framework for assessing public system quality by linking four quality dimensions with user satisfaction. In particular, the developed model can elaborately measure process quality and multi-functional outcome quality of the system by the supplementation of design quality and additive outcome quality respectively. Practical implications are also suggested on the basis of our analysis.

Investigations into a Multipurpose Dam in Tasman District-New Zealand

  • The Waimea Basin is located on the northern tip of the South Island of New Zealand. It is a highly productive area with intense water use with multi-stakeholder interest in water. Irrigation from the underground aquifers here makes up the largest portion of used water; however the same aquifers are also the key urban and industrial sources of water. The Waimea/Wairoa Rivers are the main sources of recharge to the underlying aquifers and also feed the costal springs that highly valued by the community and iwi. Due to the location of the main rivers and springs close to the urban centre the water resource system here has high community and aesthetic values. Recent enhanced hydrological modelling work has shown the water resources in this area to be over allocated by 22% for a 1:10 year drought security for maintaining a minimalistic flow of 250 l/s in the lower Waimea River. The current irrigated land area is about 3700 hectares with an additional potential for irrigation of 1500 hectares. Further pressures are also coming on-line with significant population growth in the region. Recent droughts have resulted in significant water use cutbacks and the threat of seawater intrusion in the coastal margins. The Waimea Water Augmentation Committee (WWAC) initiated a three year stage 1 feasibility study in 2004/2005 into the viability of water storage in the upper parts of the catchment for enhancing water availability and its security of supply for consumptive, environmental, community and aesthetic benefits downstream. The project also sought to future proof water supply needs for the Waimea Plains and the surrounding areas for a 50 - 100 year planning horizon. The broad range stage 1 investigation programme has identified the Upper Lee Catchment as being suitable for a storage structure to provide the needs identified and also a possibility for some small scale hydro electricity generation as well. The stage 2 detailed feasibility investigations that are underway now (2007/2008), and to be completed in two years is to provide all details for progressing with the next stage of obtaining necessary permits for construction and commissioning a suitable dam.

Surface Characterization of Anodized and Hydrothermal Treated Niobium Metal (양극산화와 열수처리한 니오비움 금속의 표면특성)

  • This study was performed to investigate the surface properties of electrochemically oxidized pure niobium by anodic oxide and hydrothermal treatment technique. Niobium specimens of $10mm\times10mm\times1.0mm$ in dimension were polished sequentially from $\#600,\;\#800,\;\#1000$ emery paper. The surface of pure niobium sperimens was anodized in an electrolytic solution that was dissolved calcium and phosphate in water. The electrolytic voltage was set in the range of 250 V and the current density was $10mA/cm^2$. The specimen was hydrothermal treated in high-pressure steam at $300^{\circ}C$ for 2 hours using an autoclave. And all specimens were immersed in the in the Hanks' solution nth pH 7.4 at $37^{\circ}C$ for 30 days. The surface of specimen was characterized by surface roughness, scanning electron microscope(SEM), energy dispersion X-ray analysis(EDX), X-ray photoemission spectroscopy(XPS) test. The value of surface roughness was the highest in the anodized sample and $0.41{\pm}0.04\;{\mu}m$. The results of the SEM observation show that oxide layers of the multi porosity in the anodized sample were piled up on another, and hydroxyapatite crystal was precipitate from the surface of the hydrothermal treated sample. In the XPS analysis, O, Nb, C peak and small amounts of N peak were found in the polished specimens while Ca and P peak in addition to O, Nb, C and peak were observed in the hydrothermal treated sample.
