A Study on Validity of New Mobile Policies in Korea

  • The world mobile service is growing sharply and became bigger market than wired. So it is very needed to find the political way to promote mobile industry. The United States government recently decided to introduce new mobile policies for promoting mobile industry. Until now the telecommunications policies of the United States have affected policy developments for many countries including Korea. In this context, we studied the validity of introducing new mobile policies of the United States in Korea. We found that new mobile policies can cause the change of mobile market environment; mobile market power will be dispersed from network to content, application and devise, and new mobile market environment where consumers freely select and use network as well as content, application and devise will be made. Also we found empirically that if new policies are introduced in Korea, mobile industry will be promoted as Korean consumers use mobile services and goods quite actively in new mobile market. We think our results provide reasonable evidence to introduce new mobile policies in Korea.

The Trend of Competitive Structure in Telecommunications Industry : The Case of Voice Fixed and Mobile Service

  • The remarkable growth of Korean telecommunication market has based on the introduction of competition as well as mobile technology like CDMA. It was well Down that such a conspicuous growth has been towed by mobile service rather than fixed telephone service. In telecommunications service the number of subscribers to mobile was over 40 millions in 2006 and also, while the traffic amount of fixed telephone has been more decreased, that of mobile, which already outnumbers the fixed, has been constantly increased and will be much more in future. It will accelerate the substitution of access and call demand of fixed service by mobile. This change of technology and demand does affect directly the market performance of telecommunications. And regulation has also an effect on market structure, which finally affects on market performance. In this paper we suppose the fixed and mobile telecommunications services are in a same industry. After reviewing the relations among the demand, cost, charge structure and revenue structure in the one fixed and mobile telecommunications market using the framework of an industrial structure analysis, we discuss the current issues of telecommunications regulation and implications for the future regulation.

이동통신서비스 접속대가와 소매요금간의 관계 : 논거와 실증 분석 (The Relationship between Mobile Termination Rates and Retail Prices : Some Arguments and Empirical analyses)

  • Lately there are many approaches for decreasing the retail prices for mobile telecommunication in response to higher demand of the consumer welfare. Related on this perspective, there have been many disputes how the MTR (mobile termination rate)s from the whole market has influences on the consumer prices at the retail market. Therefore, we need a timely review about the possibility of the reduction of retail prices with MTR policies. The purpose of this paper is to study the relationship between MTR and retail prices. For this purpose, we can identify three kinds of arguments by reviewing the previous literatures. We empirically analyze the relationship with latest European data and Korean annual data. Furthermore, we also examine whether the relationship would depend on the competition structure. The results imply that decreasing MTR would result in reduction of the retail prices but the effect would be enhanced by improvement of market concentration.

  • 우리나라 이동통신 시장은 기술의 발전과 다양해지는 소비자의 욕구 등으로 가입자 수의 급증만큼이나 경쟁 양상도 심화되고 있다. 또한 HSDPA라는 3G 이동통신서비스의 등장으로 세대 간 고객전환을 위한 치열한 마케팅 활동이 펼쳐지고 있다. 이러한 상황 속에서 이동통신 사업자에게 장기적인 경쟁우위를 안겨줄 원천에 대한 해답으로 가입의 활성화와 함께 이용의 활성화가 대두되고 있다. 이에 본 연구에서는 다중판별분석을 이용하여 이동통신서비스 시장을 가입의향과 이용의향이 모두 높은 고객과 그렇지 않은 고객으로 세분화하고 가입의향과 이용의향이 모두 높은 주요고객을 판별하는 판별함수를 도출하였다. 이를 통해 치열한 경쟁을 겪고 있는 HSDPA 서비스 시장에 유용한 전략 포인트를 제시하였다.

  • This research is focusing on industry dynamics of Korean Mobile Telecommunications Industry. Industry data from 1997 to April 2004 are used to analyze industry dynamics through variety use of case study and system dynamics modeling. As results, we found the importance of initial endowment, firm reputation, and handset subsidy strategy. Along with these player-based characteristics, government impacts on dynamics of competition are also investigated.

  • 스마트폰과 LTE 서비스가 국내 이동통신시장의 주류적 단말과 서비스로 자리 잡으면서, 데이터 서비스의 가치와 중요도는 더욱 높아지고 있다. 이미 이동통신 사업자들은 데이터 서비스를 시장의 핵심 니즈로 인식하고, 전송속도, 데이터 제공량, 무제한 요금 등 다양한 데이터 서비스 품질요소로 소비자에게 소구하고 있다. 따라서 성숙기에 진입한 스마트폰 시장에서 과연 소비자가 어떠한 기준으로 데이터 서비스를 선택 하는가?는 매우 중요한 문제로 인식된다. 이러한 배경에서, 본 연구는 이동통신 이용자의 데이터 서비스 선택 결정요인과 세분화된 이용집단내에서의 서비스선택 속성의 상대적 중요도에 대해 다루고 있다. 본 연구는 데이터서비스 중심 시대의 다양화된 이용자특성의 이해를 확장하며, 관련 통신정책 및 사업전략의 방향 설정에 시사점을 제공한다.

A Study on the Tariff Index of Mobile Telephony in Korea

  • Since the opening of the mobile telecommunications market to new entrants in 1996, the mobile telecommunications industry in Korea has transformed into a severely competitive market. Although there are numerous methods to evaluate the effects of the competition policy, the most relevant would be to measure the decreased degree of mobile service tariff. Also, after the Introduction of competition in the market, most carriers launched a variety of new tariff plans, which would satisfy the users′ traffic volume and pattern. Therefore, it is necessary to develop a "mobile tariff index" that would collectively consider all the various tariff plans. This paper aims to develop a mobile tariff Index that would accommodate all the various tariff plans provided by mobile carriers. To develop this mobile tariff index, mobile user′s will first be classified by their traffic volume, and then calculate the average tariffs per minute of each group of users, and lastly weight-average those tariffs per minute. And finally, this paper shows the mobile tariff index by considering those averaged tariffs and the carriers′ market shares to reflect the contribution of individual carriers and the users′ traffic volume.

Mobile Telecommunications Market Regulations and Carrier Performance: The Korean Case

  • This paper qualitatively and quantitatively examines the effectiveness of regulations currently in place in the Korean mobile telecommunications market by comparing their intended objectives with the actual outcome, particularly with respect to the performance of market participants. The results show that the regulations have generally been effective in lowering the average revenue per user of carriers. However, the managed competition efforts of the government have also resulted in increased revenues for the top two carriers in the market without significantly affecting their general business operations.

  • Policy introducing open access to the wireless network has been under discussion in the Korean mobile telecommunications industry. The policy, which directs mobile operators to allow mobile portals other than their own ones to access their network and subscribers, is expected to vitalize mobile Internet market through competition among portals. Modeling the Price-Reduction Effect in Mobile Telecommunications Traffic

  • As needs for telecommunications services diversify, an increasingly wide range of telecommunications services is becoming available in the market. Any subscriber can find a service to satisfy his/her telecommunication requirements and competition between providers to retain heavy users is increasing. Service price reductions are one retention strategy, although price reductions for one service can affect the individual-level usage for other services. Price reductions can also be imposed on a service provider by regulation. For these reasons, understanding how price reductions affect service usage is of growing importance to the telecommunications industry for purposes of pricing and tariff development. In this paper, we develop an individual-level usage model for telecommunications services and analyze the effects on usage of a price reduction. We apply the model to age-stratified aggregate traffic data for a Korean mobile telecommunication service provider. Finally, we develop a model to support a market segmentation and price reduction strategy.
