The existing wired emergency call such as 119, 112 have its own location information to serving immediate rescue service. For the case of wireless emergency call by mobile phone, the location information should be provided by wireless network. This paper describes the network architecture and protocol for mobile emergency service referring TIAlEWJ-SID-036-A with reviews about technical issues, legacy factors and related researches. The mobile emergency service is divided into mobile emergency rescue service and mobile emergency alert service. The network reference model for mobile emergency rescue service is released in KOREA. In this paper, the interfaces between elements of the network reference model, and service scenarios, message flows are defined. Supplement to mobile emergency rescue service, the network reference model, interfaces and message flows for mobile emergency alert service are developed. The protocol is described by DID, and the proposed works are on processing for domestic standard of TTA.

유선 전화에 의한 119, 112 등의 긴급서비스는 KT의 전화번호부 데이터베이스에 의해 구조서비스 요청자의 위치를 즉시 파악할 수 있다. 그러나 이동전화에 의한 119, 112 긴급구조서비스 요청 시 이동전화의 위치를 이동통신망에서 제공받아야 한다. 본 연구는 모바일 긴급서비스를 위한 이동통신망에서의 위치정보 제공을 위한 프로토콜에 대한 것으로, 국내외 무선긴급구조서비스 기술, 제도, 관련 연구 현황을 조사하고, TIA/EIA/J-STD-036-A을 기반으로 국내 이동통신망 환경에 적합한 기술규격을 제시하였다. 무선긴급서비스는 무선긴급구조서비스와 무선긴급경계서비스로 구분할 수 있다. 무선긴급구조서비스를 위한 네트워크 표준 참조모델은 국내 표준으로 제정되어 있으며, 본 논문에서는 무신긴급구조서비스 참조 모델의 각 모듈간 세부 인터페이스를 정의하고 시나리오와 메시지, 메시지 흐름을 정의하였다. 또한 무선긴급경계서비스를 위한 네트워크 참조모델을 제시하고, 구성요소간의 메시지 흐름 및 메시지 규격에 대하여 정의하였다.

This research work is concerned with a location-based alert service in wireless communication network environment. The alert service automatically transfers alert message to subscriber in the disaster area. This research work deals with automatic alert services that automatically provide people in emergency area with the state of emergency. The alert service uses the mobile device to inform its urgency to the subscribers in its area. The location tracking service will give the list of people in emergency area. The all processes of this research work are followed as. First, when a disaster or a calamity comes in, an emergency management center receives the emergency to analyze its shape and size and to declare the place to 'the disaster area.' Secondly, then the center finds information of mobile device subscribers in the disaster area. Finally, the center automatically generates a shape of text or audio of alert message of the emergency to send the message to the subscribers in the disaster area. Our mobile automatic alert service proposed above is so efficient that the subscribers in disasters area may meet the emergency more efficiently and may save their own valuable lives and properties more safely.

본 논문에서는 능동적 응급 호출 서비스 지원 ACE시스템을 설계, 구현한다. ACE(Active Emergency call service system) 시스템은 의사전달이 가능한 경증 장애인, 독거노인 및 어린이 등이 사용가능한 E-단말(Emergency Mobile Device), E-단말 실시간 모니터링 관리 기능 및 E-단말의 제어 기능을 가진 E-서버(Emergency Server)로 물리적인 구성을 이루고 있다. E-단말은 저가, 경량으로 개발하고 경증 장애인, 독거노인, 어린이 등이 손쉽게 휴대할 수 있는 크기로 개발한다. E-단말을 통하여 응급 상황을 응급 기관 혹은 E-단말 사용자의 보호자에게 인터넷 및 CDMA 네트워크를 통하여 응급 상황을 알린다. E-서버는 기본적으로 E-단말 관리를 위한 종합적인 관제 시스템으로 개발한다. E-단말의 응급 호출에 대한 실시간 위치 추적기능을 제공하며, 효율적인 E-단말 관리와 양질의 응급 서비스를 위한 실시간 모니터링 기능을 제공한다.

In this paper, we discuss a service to give alarm in the case of emergency for the old and the weak by human behavior recognition in Intelligent Space. Our Intelligent Space consists of mobile robots, sensors and agents. And these components are connected to network framework. Agent analyzes data acquired from networked sensors and determines task of robots and a space to provide a service for humans. In our emergency alarm service, human behavior recognition service module analyzes accelerometer data obtained from body-attached human behavior sensing platform, and classifies into four basic human behavior such as walking, running, sitting and falling-down. For the old and the weak, falling-down behavior may bring about dangerous situations. On such an occasion, agent executes emergency alarm service immediately. And then a selected mobile robot approaches fallen person and sends images of the person to guardians. In this paper, we set up a scenario to verify the emergency alarm service in Intelligent Space, and show feasibility of the service from our simulation experiments.

최근 전문의 응급의료센터 당직을 규정하는 것을 골자로 응급의료법이 개정되면서 응급의료센터 시스템에 많은 변화가 생길 것 이다. 응급환자가 응급의료센터를 찾을 경우 응급실 근무의사 ${\rightarrow}$ 해당과 인턴 ${\rightarrow}$ 1 2년차 전공의(레지던트) ${\rightarrow}$ 3 4년차 레지던트를 거쳐야 전문의 진료를 받을 수 있던 것을 응급실 근무의사 ${\rightarrow}$ 해당과 당직전문의 진료 또는 호출로 그 절차가 간소화됐다. 문제는 이런 시스템을 하려면 모든 진료과목에 대해 당직전문의를 배치해야 한다. 하지만 모든 병원이 모든 진료 과목에 대해 전문의를 배치하는 것은 어렵다. 본 논문에서는 모바일 기기를 이용하여 사용자 근처의 응급의료센터가 있는 병원과 해당 병원이 어떤 전문의가 있는지와 병원의 정보와 응급실의 사용현황을 개정되는 응급의료법을 위해 통합 응급실 관리 시스템을 설계한다.

모바일 헬스케어 서비스에서 환자의 응급 상태를 정확하게 응급 감지하고 신속히 알리는 것이 매우 중요하다. 기존의 헬스케어 서비스에서는 전달된 생체 정보를 의료진 또는 의료 서비스 공급자가 항시 모니터링을 하여 환자의 상태를 판단하게 된다. 하지만 의료진이 항시 모니터링을 해야 하기 때문에 다수 환자를 실시간으로 동시에 모니터링하기에는 어렵다. 더구나, 환자마다의 고유한 환자의 건강 상태의 특징 (나이, 성별, 병력 기록 등)들이 있기 때문에 통계적인 의료 지식으로 환자의 상태를 진단하는 것은 더욱 힘든 일이다. 이러한 기존의 문제점을 해결하기 위해서 본 논문에서는 사용자 맞춤형 응급관리를 위한 모바일 헬스케어 시스템을 제시한다. 제안된 모바일 헬스케어 시스템의 특징은 환자의 고유한 건강 상태의 특징을 정책으로 정의하고 이를 기반으로 환자로부터 측정된 생체 정보에 대해 응급 상태를 판단하는 것이다. 제안된 모바일 헬스케어 시스템의 개념을 입증하기 위해 프로토타입을 구현하였다.

모바일 방송으로 재난방송을 서비스하기위해서는 각 전송시스템의 특성을 이해하고, 자국의 재난정책을 반영한 별도의 재난방송 프로토콜이 요구된다. 본 논문에서는 아직 재난방송 표준이 정의되지 않은 미국형 모바일 방송인 ATSC Mobile DTV를 통해 서비스 가능한 재난방송 시스템을 제안한다. 현재 미국에서 사용 중인 재난공용 프로토콜을 분석한 후, 이를 기반으로 ATSC Mobile DTV용 재난 프로토콜을 제안한다. 제안된 프로토콜을 기반으로 시스템을 설계 및 구현을 통해 ATSC Mobile DTV를 통한 재난방송 가능성을 확인하였다.

Mobile Internet interface needs to be concise and compressed because of the size of terminals Thus mobile internal service wants integrated portal service We study the service strategy for mobile internet portal Service according to the product life cycle Many Korean people who have used 'wired and fixed' Internet services and mobile phones want the mobile Internet portal to provide many attractive functions and high quality of service Thus we consider the current Korean mobile Internet service as the maturity phase of its life cycle The maturity phase needs the strategy of diversifying and focusing on, thus we recommend the hub portal model for Korean mobile Internet service, In this paper, we survey contents of mobile Internet portal service as a case study. With the result of the analysis, we present the promising contents as follows: video conference service, financial service, stock trading service, traffic information service, location map service, emergency rescue service, and so on.

본 논문에서는 사고 자동인식 서비스 제공과 위험 운전 여부 등을 통하여 운전자의 운전습관을 교정해 주고 사고 전후의 동영상을 재현하는 확장성이 높은 모바일 블랙박스 DVR (SMBD, Smart Mobile Blackbox DVR) 컴퓨터의 모델링 설계를 하였다. SMBD는 임베디드 시스템에 무선 기능을 탑재하여 차량이 휴면상태에서도 사고발생 지점과 영상정보를 무선통신을 이용하여 24시간 관제센터에 통보함으로써 긴급구난 서비스 및 교통정보를 제공 받을 수 있다. 또한 차량 ECU(Electronic Control Unit)의 차량정보 및 센서 데이터와 연동하여 무선 eCall (Emergency Call) 서비스를 실현할 수 있다.
