A Study on the Application of the Mitigation System for Efficient Management of Coastal Wetlands in Korea -Enhancement of Legal Regime- (연안습지의 효율적 관리를 위한 Mitigation 개념의 한국적 적용방안에 관한 연구 -법제도 개선방안을 중심으로-)

  • It is widely known that compare to many other countries, the U.S.A. has a strong framework for efficient implementation of mitigation policy to protect wetlands. As indicated in many strong mitigation initiatives, mitigation policy primary requires avoidance rule for wetland damage and if a developer inevitability damages wetlands, the development should be minimize, and as a last resort, the policy impose legal duty that a developer should compensate wetland corresponding to the damaged wetlands. However, the legal system fur Korea's mitigation system does not provide any legal duty for the compensatory mitigation, although the possibility of creation of tidal flat is casually expressed in several Korean legal systems. Therefore, without any strong and enforceable legal system, Korean mitigation system cannot efficiently protect Korea's vast and productive wetlands. To introduce mitigation policy similar to the U.S.A. in Korea, we suggest that there (a) should be a strongly policy which regulate legal duty for the compensatory mitigation, (b) should be an improve management system for actively corresponding to special knowledge relating to environment, and lastly, (c) should be a system which consider a class action introduced in environmental regime for a long term protection of tidal wetlands for future generation.

  • The society increased interest because the scale and size of disaster is getting gradually large. However, urban hazard mitigation management of existing system had many problems about prompt hazard mitigation (prevention, provision, confrontation, restoration) in the event of disaster. For these reasons, this paper presents ubiquitous urban hazard mitigation management system of new ideas which are fusion ubiquitous technology and urban hazard mitigation management system to solve the existing system problems.

Effect of Fouling Mitigation for Ceramic Ball in Cooling Water System of Heat Exchanger (열교환장치의 냉각수 계통에서 세라믹 볼의 파울링 저감효과)

  • The objective of this study was to investigate the effecs of fouling mitigation for ceramic ball in cooling water system experimentally. The devices filled with ceramic balls were connected to the bypass line of the heat exchanging system. Cooling water in the heat exchanging system was artificial water. To visualize the formation of fouling on the heat transfer surface a number of images were obtained using a CCD camera with real-time microscopy. Fouling resistances and overall heat transfer coefficients were measured in order to analyze fouling mitigation effects. We found that the ceramic ball devices for artificial water reduced the formation of fouling compared to the no-mitigation devices.

Seismic and vibration mitigation for the A-type offshore template platform system

  • In this study an improved design method for the traditional A-type(or V-type) offshore template platform system was proposed to mitigate the vibration induced by the marine environmental loadings and the strong ground motions of earthquakes. A newly developed material model was combined into the structural system and then a nonlinear dynamic analysis in the time domain was carried out. The analysis was focused on the displacement and rotation induced by the input wave forces and ground motions, and the mitigation effect for these responses was evaluated when the viscoelastic damping devices were applied. The wave forces exerted on the offshore structures are based on Stokes fifth-order wave theory and Morison equation for small body. A step by step integration method was modified and used in the nonlinear analysis. It was found that the new design approach enhanced with viscoelastic dampers was efficient on the vibration mitigation for the structural system subjected to both the wave motion and the strong ground motion.

  • The scope of this paper is to show a risk management plan including how to perform risk assessment and to make a mitigation plan aspects of the communication payload system development. According to system engineering management guide of DoD of USA and risk management plan of satellite communication system, risk assessment and mitigation plan of communication payload system were performed. In this paper, it is indicated the process of risk management and risk assessment procedures as well as mathematical model for risk assessment of DoD guide. It is shown how risk assessment and mitigation plan have implemented in communication payload system development through case study.

  • The owner of underground metallic structures (gas pipeline, oil pipeline, water pipeline, etc) has a burden of responsibility for the corrosion protection in order to prevent big accidents like gas explosion, soil pollution, leakage and so on. So far, Cathodic Protection(CP) technology have been implemented for protection of underground systems. The stray current from DC subway system in Korea has affected the cathodic protection (CP) design of the buried pipelines adjacent to the railroads. In this aspect, KERI has developed a various mitigation method, drainage system through steel bar under the rail, a stray current gathering mesh system, insulation method between yard and main line, distributed ICCP(Impressed Current Cathodic System), High speed response rectifier, restrictive drainage system, Boding ICCP system. We installed the mitigation system at the real field and test of its efficiency in Busan and Seoul, Korea. In this paper, the results of field test, especially, distributed ICCP are described.

  • The ROM (roll over mitigation) system is a next-generation suspension system that can improve vehicle-driving stability and ride comfort. Currently, mass-produced safety systems, such as ESC (electronic stability control) and ECS (electronic control suspension), enable measurements of longitudinal and lateral acceleration as well as yaw rate through inertial sensor clusters, but they lack direct measurements of the roll angle. Therefore, in this paper, a roll angle estimation algorithm from ESC system sensors and tire normal force has been proposed. Furthermore, this study presents a method for roll over mitigation force distribution between the front and rear of a ROM system. Performance and reliability of the roll angle estimation and roll over mitigation force distribution were investigated through simulations. The simulation results showed that the proposed control algorithm and strategy are reliable during vehicle rollovers.

  • To minimize IT operational risks and the opportunity cost for lost business hours. it is necessary to have preparedness in advance and mitigation activities for minimization of a loss due to the business discontinuity. There are few cases that banks have a policy on systematic management, system recovery and protection activities against system failure. and most developers and system administrators response based on their experience and the instinct. This article focuses on the mitigation model development for minimizing the incidents of disk unit in IT operational risks. The model will be represented by a network model which is composed of the three items as following: (1) the risk factors(causes, attributes and indicators) of IT operational risk. (2) a periodic time interval through an analysis of historical data. (3) an index or an operational regulations related to the examination of causes of an operational risk. This article will be helpful when enterprise needs to hierarchically analyze risk factors from various fields of IT(information security, information telecommunication, web application servers and so on) and develop a mitigation model. and it will also contribute to the reduction of operational risks on information systems.

  • Space debris mitigation has become an international custom for international space activities. IADC and COPUOS adopted a Guideline on Space Debris Mitigation. Two Guidelines provided that member states or international organization shall establish a national mechanism to mitigate space debris. China has made progress in legislation on space debris mitigation and management system. It establised a fundamental framework on the legislative mechanism on space debris mitigation and managemental mechanism on space debris mitigation. In order to further improve the national mechanism on space debris mitigation, it is essential for China to strenghen legislation on space activities and specify the duties of management administrates.

Experimental study on the vibration mitigation of offshore tension leg platform system with UWTLCD

  • In this research, a typical tension-leg type of floating platform incorporated with an innovative concept of underwater tuned liquid column damper system (UWTLCD) is studied. The purpose of this study is to improve the structural safety by means of mitigating the wave induced vibrations and stresses on the offshore floating Tension Leg Platform (TLP) system. Based on some encouraging results from a previous study, where a Tuned Liquid Column Damper (TLCD) system was employed in a floating platform system to reduce the vibration of the main structure, in this study, the traditional TLCD system was modified and tested. Firstly, the orifice-tube was replaced with a smaller horizontal tube and secondly, the TLCD system was combined into the pontoon system under the platform. The modification creates a multipurpose pontoon system associated with vibration mitigation function. On the other hand, the UWTLCD that is installed underwater instead would not occupy any additional space on the platform and yet provide buoyancy to the system. Experimental tests were performed for the mitigation effect and parameters besides the wave conditions, such as pontoon draught and liquid-length in the TLCD were taken into account in the test. It is found that the accurately tuned UWTLCD system could effectively reduce the dynamic response of the offshore platform system in terms of both the vibration amplitude and tensile forces measured in the mooring tethers.
