The Effective Policy for the Establishment of Disaster Management System in Korea (우리나라의 효과적(效果的)인 재난관리체제(災難管理體制) 구책방안(構策方案)에 관한 연구(硏究))

  • Many concerns have been raised for importance of disaster management after 1990's numerous urban disasters in Korea. When the primary function of government is to protect lives and property of citizens, disaster management should be included in the mainstream of public administration and many hazard countermeasures should be carried out for that purpose. The principal purpose of this research is to establish ways and means needed to improve the disaster management system in Korea. This paper is split into five chapters. Chapter I is the introduction part. Chapter II introduces the reader to a disaster management theory, and deals with various disaster management systems of foreign countries such as the U.S.A. and Japan, Chapter III describes and characterizes the Korea's current disaster management system. The Korean disaster management system has been reestablished through the enactment of the Disaster Management Act of 1995 and the full revision of Natural Hazards Management Act of 1995 after series of catastrophic man-made disasters since 1993. Chapter IV is devoted to the establishment of an effective disaster management system in Korea. In this chapter, I discusses measures needed to improve the quality of CDMB(Central Disaster Management Bureau)'s service to the people. I strongly reemphasize the effectiveness of a comprehensive risk-based, all-hazard national emergency management system that addresses preparedness, mitigation, response, and recovery. To that end the Administration should develop legislation, new policies, and organizational plans to invigorate the agency with a refocussed mission. Chapter V is a conclusion. As the demand for citizens'welfare has been continuously increased in the localization, the importance of disaster management is emerging subject in the public sector. The disaster management carries out complicated affairs and manages diverse objects, the cooperation/connection system of the central-local government and citizens, and non-governmental organization should be established.

  • Act of journalism is act of social practice. Therefore, judgment on its rightness must be a prerequisite. That is why journalism requires philosophy. Barrenness of journalism philosophy promotes journalism to serve only as an instrument. No power and money should intrude the essential philosophy of journalism. Journalism must secure its own value. Remaining silent when its fundamental value is at risk is to negate one's own value of existence. It is self-denial. Social practice of journalism is assurance and realization of its essential value. Thus, it is historical. It is the juncture of journalism and history. Journalism without history leads to barrenness in philosophy. Without philosophy, journalism thus cannot uphold its historical mission. Journalism philosophy becomes a reality through the history. Concrete journalism philosophy shall come to light through historical reality. That is why conversation between journalism philosophy and journalism history is necessary. Thus, this research investigates how journalism philosophy formulates and reconstructs itself within journalism history. At the same time, this research thoroughly examines how journalism philosophy concretizes in journalism history, how historical subjects have practiced journalism and how all these have projected themselves in journalism history.

Study on the Introduction of EMC Engineering System in Korea (전자파 엔지니어링 제도 도입 방안에 관한 연구)

  • In order to ensure the safety of the large-scale public facilities, the analysis of EMC(ElectroMagnetic Compatibility) of electronic systems included in the facilities is very necessary. The reason is that the system-level EMC of the facility could be not guaranteed, even if individual equipments included in the facility are satisfied with their EMC requirements. As a result, the system-level evaluation and analysis of EMC should be carried out in order to establish the reliable operations of safety and mission-critical electronic systems. This paper analyze the relevant legal systems of domestic and other countries, and furthermore case studies of system-level EMC approaches were analyzed in the specific applications of electric railways, building, automobile, petroleum refinery systems. And the introduction of related systems in Korea is proposed, and main parts and problems to be looked at each proposed measures are discussed. The results are expected to be utilized in the introduction of the system-level EMC engineering, and contributed in national security and the protection of people's life, body and their properties.

A Study on Improvement of Emergency Medical System for forestry accident (임업 사고 응급대응체계의 개선방안에 관한 연구)

  • The estimated on-site accident rate in Forestry is relatively high. According to statistics of the accident, in the recent 5 years, from 2014 to 2018, forestry accidents have resulted in 98% of injuries and 87% of fatalities. Especially, there are significant geographical constraints to access to the scene in case of an accident. Even though the capacity of first aid capacity is notably emphasized its importance to minimize the scale of damages, the relevant employees have been educated only basic first aid, which is not considered circumstances or geographic limitations, by Occupation Safety and Health Acts. Therefore, the purpose of this study is to derive a direction for a forest emergency service system to increase forestry workers' survival and prevent secondary injury through securing 'Golden Time.' This study conducts analyzing relevant laws and regulations in domestic and international settings as well as looking at several concerned accident cases. The outcome of analysis presents an issue regarding the implementation of onsite first aid in forestry and existing risk factors depending on the working process. Finally, we suggest two ways to improve the forest emergency service that are 1) an appropriate curriculum and kit for forest first aid; and 2) a system for emergency transfer through sharing information between National Fire Agency (NFA) and emergency medical service center, and emergency and rescue mission using helicopter from NFA and Korea Forest Service.

Development of Autonomous Behavior Software based on BDI Architecture for UAV Autonomous Mission (무인기 자율임무를 위한 BDI 아키텍처 기반 자율행동 소프트웨어 개발)

  • Currently, the Republic of Korea is facing the problem of a decrease in military service resources due to the demographic cliff, and is pursuing military restructuring and changes in the military force structure in order to respond to this. In this situation, the Army is pushing forward the deployment of a drone-bot combat system that will lead the future battlefield. The battlefield of the future will be changed into an integrated battlefield concept that combines command and control, surveillance and reconnaissance, and precision strike. According to these changes, unmanned combat system, including dronebots, will be widely applied to combat situations that are high risk and difficult for humans to perform in actual combat. In this paper, as one of the countermeasures to these changes, autonomous behavior software with a BDI architecture-based decision-making system was developed. The autonomous behavior software applied a framework structure to improve applicability to multiple models. Its function was verified in a PC-based environment by assuming that the target UAV is a battalion-level surveillance and reconnaissance UAV.

Geospatial analysis of terrorist bombing attacks in Afghanistan (아프가니스탄 폭탄테러공격에 관한 지리-공간 분석)

  • Since the launch of Operation Enduring Freedom in 2001, Afghanistan has been a critical battle ground for war against global terrorism. For the last 10 years, the U.S. government and its allies and the Afghan government have put a considerable effort to crush terrorists and insurgents and at the same time to construct nationwide governance system. Yet, the noble mission still seems far from complete. Terrorist or insurgent operations in Afghanistan are still active and troublesome. Thus this subject continues to draw a considerable attention of research or investigative reports to grasp an insightful knowledge or intelligence that may allow a better handling of terrorist troubles in this war-torn nation. This study hopes to serve this purpose by providing analyzed information on terrorist bombings in Afghanistan occurred between 2004 and 2007. It adopts GIS (Geographic information System) analysis technique to uncover spatially patterned aspects of terrorist bombing attacks in Afghanistan. The specific focus of this study is to examine whether terrorists behave rationally when they decide which targets to attack. For analysis, this study will focus on examining whether characteristics of localities have certain impact on the risk of being targets of terrorist bombing attacks. To examine the hypothesis of this study, it will explore how the spatial risk of becoming targets of terrorist bombing attack interacts with cost necessary for executing a ttack paid b y terrorists; 1) by demonstrating the spatial distribution of bombing attacks in Afghanistan and 2) by estimating the distance between headquarters (or home base) of terrorists groups and the bombed target area.

A Study on the Traffic Improvement at an Approach Area of Busan Harbor (부산항 제1항로 진입 해역의 통항 개선에 관한 연구)

  • In approaching sea area of Busan harbour, there are many traffic vessels and external forces such as strong seasonal wind and lateral flow are existed. Since the area caused the risk of navigation and ship operators feel hard to enter/depart on Busan port, we carried our the evaluation of traffic risk and propriety at Busan no.1 fairway. In order to assess the safety in the fairway, we analyzed ship's traffic stream based on the marine traffic survey and evaluated the traffic safety of present Traffic Separation Schemes(TSS) and suggest TSS in the research using full mission ship-handling simulators. As a result, the suggested TSS has an effect on improving the traffic safety. In addition, this paper was to suggest the dredging area of depth of water, the passage of towing vessels and control of warships for preventing of maritime accidents in the Busan no.1 fairway.

Comparison of Goal-line and In-length Analyses in the Proximity Measures of Simulated Maneuvers (선박조종시뮬레이션의 근접도 평가에서 연속 분석과 목표선 분석에 관한 비교 연구)

  • The evaluation of safety of simulated maneuvers is frequently analysed by so called goal-line or point of interest in Korea. For the purpose of warning the risk in the proximity measure composed of only the goal-line analysis, this paper utilized Korea Institute of Maritime and Fisheries Technology(KIMFT) which houses a real-time, full-mission shiphandling simulator to examine the goal-line and in-length analyses in the outbound channel of Kwangyang port as an example. It used a 15,000 TEU container ship as a model under environmental conditions of the northwestly 26-knot wind and 2.2-knot ebb current. The result of two analyses showed the probability invading the channel boundary obtained by the goal-line analysis is a little greater than that of the in-length analysis. Therefore it was acknowledged that the proximity measure by the goal-line analysis alone may be followed by some risk. In addition, this paper was to suggest the closest distance to channel boundary from the ship's edge as one of proximity measures, instead of using the ship's deviation from the centerline of channel.

  • The number of drones used in various fields expected to 50,000 commercial drones by 2026. is to purchase business liability insurance only for commercial drones, as the scope of use of drones expands, it necessary to improve the drone insurance system, which imposes legal obligations aircraft duties. In particular, due to the diversification of aircraft characteristics of drones, an insurance system according to the degree of risk is required. To this end, a survey on the current status of drone operation in Korea, a review of documents related to drone insurance at home and abroad, collection and analysis of drone-related data, insurance systems for each transportation method, and analysis of data on overseas drone insurance products. o derive an improvement plan for the drone insurance system for drone insurance by aircraft characteristics and operation missions, and establish insurance standards by aircraft characteristics and operation missions, derive implications through required insurance surveys by sector such as users, users, and insurance companies. Detailed insurance standards were established by calculating the degree of risk according to the physical characteristics of the aircraft, and the liability for damage according to the operation mission was specified.

Proximal Policy Optimization Reinforcement Learning based Optimal Path Planning Study of Surion Agent against Enemy Air Defense Threats (근접 정책 최적화 기반의 적 대공 방어 위협하 수리온 에이전트의 최적 기동경로 도출 연구)

  • The Korean Helicopter Development Program has successfully introduced the Surion helicopter, a versatile multi-domain operational aircraft that replaces the aging UH-1 and 500MD helicopters. Specifically designed for maneuverability, the Surion plays a crucial role in low-altitude tactical maneuvers for personnel transportation and specific missions, emphasizing the helicopter's survivability. Despite the significance of its low-altitude tactical maneuver capability, there is a notable gap in research focusing on multi-mission tactical maneuvers that consider the risk factors associated with deploying the Surion in the presence of enemy air defenses. This study addresses this gap by exploring a method to enhance the Surion's low-altitude maneuvering paths, incorporating information about enemy air defenses. Leveraging the Proximal Policy Optimization (PPO) algorithm, a reinforcement learning-based approach, the research aims to optimize the helicopter's path planning. Visualized experiments were conducted using a Surion model implemented in the Unity environment and ML-Agents library. The proposed method resulted in a rapid and stable policy convergence for generating optimal maneuvering paths for the Surion. The experiments, based on two key criteria, "operation time" and "minimum damage," revealed distinct optimal paths. This divergence suggests the potential for effective tactical maneuvers in low-altitude situations, considering the risk factors associated with enemy air defenses. Importantly, the Surion's capability for remote control in all directions enhances its adaptability in complex operational environments.
