A Study on the Problem and Improvement Plan of Management of Public Land Parcels (국공유지 필지 관리의 문제점 및 개선 방안)

  • This study analyzes the status and problems of current parcel management in the public land, and it suggests measures for improvement based on the analysis. For this, it looked into the status and problems of the public land's parcel management. One of the major problems was that the number of parcels was continuously increasing due to insufficient parcel management. The study found that the number was increasing every year by 128,520 parcels on average as of 2008. It also found that there was also non-coincidence between the status and the land use conditions in the cadastral records. An increasing set of minute parcels (minute polygon) has appeared because of these outstanding issues, and these errors have been included in the statistics survey on parcels, negatively influencing the credibility of the data. This study suggests ways to improve these issues including reduction in the number of parcels through annexation, enhancement of credibility of cadastral information through cadastral confirmation survey, and registration and management of public land parcels in consideration of the current status.

Study on Fine-tuning of Boundary for World Geodetic Transformation of a Digital Cadastre (경계점좌표등록지역의 세계측지계변환을 위한 경계미세조정에 관한 연구)

  • The WGS conversion project of cadastral drawing (promoted by the Ministry of Land) is not able to reflect the cadastral registration due to subtle differences such as area and location. When converting the digital cadastral region to the world geodetic system, the boundary point coordinates must be changed to the legal coordinate units. However, there is a phenomenon that occurs in which the minute area changes do not coincide with the area registered in the cadastral registration when the coordinate unit is changed. In this study, we have developed a method to adjust many parcels collectively by applying a passive fine-tuning method used in cadastral resurvey project to solve these problems. Total 1, total 2+1, interval 1, interval 2+1, etc. were classified based on the number of parcels that need to be considered for the range of adjustment and the area condition. The analysis of the experimental area (after developing SW for comparison of each method) showed that the total 2+1 method is suitable for the location accuracy and the interval 2+1 method is suitable for the temporal efficiency.

Development of Precise Vectorizing Tools for Digitization of Cadastral Maps (지적도면 수치화를 위한 정밀 벡터라이징 도구 개발)

  • Cadastral map is the basic data that prescribe a lot number, the classification of land category, a boundary and ownerships of the parcels. Because the analogue cadastral map is not appropriate for the Parcel Based Land Information System, computerization of cadastral map is needed. When considering other automatic vectorizing softwares, we conclude that they can not satisfy the accuracy needed in cadastral map. Also screen digitizing methods demand lots of time. So we developed semi-automatic vectorizing program that realized almost capacities, such as overlay display which is needed for screen digitizing , window link, vector file generation , and so forth. As comparing screen digitizing method using AutoCAD with our developed program, we could obtain not only almost same accuracy , but also 35 minute reduction in vectorizing.

Exposure Assessment of Diesel Engine Exhaust among Door-to-door Deliverers in Daegu (대구지역 택배서비스업 종사자의 디젤엔진배출물 노출 평가)

  • Objectives: This study evaluated the diesel engine exhaust (DEE) exposure levels of door-to-door deliverers in Daegu from July to September. Methods: We measured exposure levels of DEE surrogates for the same door-to-door deliverers who joined the particulate matter 2.5 exposure study previously published in this journal. Black carbon(BC) concentrations were measured using real-time BC monitoring devices with 1 minute interval. $NO_2$ concentrations were monitored using passive badges. DEE exposure data were analyzed using the same characteristics and GPS information as the first study. Results: A total of 40 measurements of BC concentrations and $NO_2$ concentrations were collected during delivery of parcels. The average exposure levels to BC, and $NO_2$ were $2.23{\mu}g/m^3$ ($0.001-350.85{\mu}g/m^3$) and 21.26 ppb(3.3-61.37 ppb), respectively. Exposure levels to BC according to the day of a week and coverage areas were not significantly different(p>0.05). Delivery trucks manufactured before 2006 caused significantly higher exposure to BC than the trucks manufactured after 2006(p<0.05). Exposure levels of BC integrated for each time in residential area and roadsides were $1.96{\mu}g/m^3$ and $3.46{\mu}g/m^3$, respectively, and the difference was statistically significant(p<0.001). The Pearson correlation coefficients between the ambient $PM_{2.5}$ and BC was significant, r=0.26(p<0.01); however, the correlations between $PM_{2.5}$ and ambient $PM_{2.5}$, and between BC of DEE and $PM_{2.5}$ of DEE did not show a significant correlation Conclusions: BC and $NO_2$ exposure levels were significantly lower when door-to-door deliverers drove newer trucks. BC exposure levels of deliverers were higher in roadsides than in residential area. DEE from nearby vehicles through open windows might be the main source of BC exposure.
