계층분석과정(AHP)을 이용한 육군 군대급식 개선과제의 실행 우선순위 분석 (Application of Analytical Hierarchy Process in Analyzing the Priorities of Strategy for Improving the Army Military Foodservice)

  • The current exploratory study presents the Analytical Hierarchy Process (AHP) as a potential decision-making method to obtain the relative weights of alternatives through pairwise comparison in the context of hierarchical structure. The aim of this study was to elicit prior strategy to improve army military foodservice. Content analysis and seven times of in-depth interview from 13 officers of the Ministry of National Defense were conducted to develop the hierarchical structure for AHP analysis. Questionnaires were distributed to 61 foodservice managers and 39 dietitian and military foodservice officers. The highest-ranked strategy for improving military foodservice was the 'renewal of the kitchen facilities' (0.2578), followed by 'enlargement of foodservice operating staffs' (0.2345), 'specialization of sanitation & foodservice management' (0.2222), 'Practical foodservice budget control' (0.1394), and 'menu variety & standardized recipe' (0.1281). 'Enlargement of foodservice facilities' (0.3995), 'increase the no. of kitchen police' (0.3463), 'sanitary & cooking training reinforcement of kitchen police' (0.4445), 'management of foodservice budget by total amount' (0.5043), and 'standardization of mass cooking' (0.3571) were the highest overweight item in each strategy. The study also compared the relative weights of alternatives of foodservice managers with that of dietitians and military foodservice officers. Those two groups revealed some difference in their priority of important strategy regarding army military foodservice. The results of this study would provide the data for making a policy or compilation of the budget regarding army military foodservice.

합동성 강화를 위한 각 군의 노력과 합동작전의 효율적 수행방안 (ROK Military Efforts for Jointness Improvement and Some Views for the Development of Its Joint Operational Capability)

  • Jointness is a core concept of ROK military reform plan. ROK military has pursued to transform its military organization and capability for enhancing jointness and joint operation after the 1990s. It has strengthened the organization of JCS(Joint Chief of Staffs), introduced joint education, and acquired modernized weapons and equipment proper for joint operation. The 1986 Glodwater-Nichols Act of the U.S. military and lessons of the recent war provided a good direction how ROK military should take measures to enhance jointenss. In fact, defense reform efforts for jointness has produced invaluable fruits for transforming industrial age military forces into information age one which possesses more strong combat capabilities and develops joint business for efficient defense management. Nevertheless, there are many issues ROK military should address for stepping up the jointness. This paper well analyzes practical problems and issues ROK military faces to develop jointenss and draws policy recommendations for the policy makers.

해상침투선 조기발견 방안 (An Optimal Strategy for Finding Espionage Ship)

  • This research paper is aimed at developing an optimal strategy for finding espionage ship sent from North Korea. The optimal strategy developed here handles detection rate and probability that the espionage ship is in a certain specific sea area. A detection model is developed and an application problem is illustrated.

일본 방위전략의 공세적 변화가 한국 해군에 주는 전략적 함의 - 일본 '수륙기동단(水陸機動團)' 창설에 대한 분석을 중심으로 - (An Offensive Change of Japan's Defense Strategy and Strategic Implication to the South Korea Navy: Focusing on the Japan's Amphibious Rapid Deployment Brigade Creation)

  • After defeat in World War II, Japan's Peace Constitution committed the country to forego the acquisition of offensive military capabilities. However, in the midst of the post-cold war period, Japan began to change its security posture in line with the so-called 'normal state theory', which called for a more robust defense posture and expanded security activities. The second Abe administration promoted these security policies by issuing a National Security Strategy as well as a new National Defense Program Outline(NDPO) in 2013 and by establishing new security institutions such as the National Security Council. The Abe administration also adopted the new concept of a 'Unified Mobile Defense Force' in the 2013 which replaced the 'Dynamic Defense Force' as a new criteria for the Self-Defense Force's acquisition of military capabilities. In this new concept of military capabilities, the Ground Self-Defense Force is planning to replace existing divisions with mobile divisions and to form 'Amphibious Rapid Deployment Bridge' for the first time in 2018, which has long been taboo in Japan. Japan has experience a Marine Corps in the past. Likewise, an offensive changes in the military strategy can change the spectrum of strategy and 'Amphibious Rapid Deployment Bridge' plays a big role in this. Furthermore, Japan is increasing the Coast Guard's budget and capabilities in preparation for contingencies around the Senkaku islands (called the Diaoyu in Chinese). The South Korea navy should utilize Japan's changing security posture to deter immediate threat such as North Korea's military provocations and potential enemy threat such as China, Japan, Russia.

  • On February 12, 2019, the U.S. Department of Defense newly established and announced the "Defense AI Strategy" to accelerate the use of artificial intelligence (AI) technology for military purposes. As China and Russia invested heavily in AI for military purposes, the U.S. was concerned that it could eventually lose its advantage in AI technology to China and Russia. In response, China and Russia, which are hostile countries, and especially China, are speeding up the development of new military theories related to the overall construction and operation of the Chinese military based on AI. With the rapid development of AI technology, major advanced countries such as the U.S. and China are actively researching the application of AI technology, but most existing studies do not address the special topic of defense. Fortunately, the "Future Defense 2030 Technology Strategy" classified AI technology fields from a defense perspective and analyzed advanced overseas cases to present a roadmap in detail, but it has limitations in comparing private technology-oriented benchmarking and AI technology's maturity level. Therefore, this study tried to overcome the limitations of the "Future Defense 2030 Technology Strategy" by comparing and analyzing Chinese and U.S. military research cases and evaluating the maturity level of military use of AI technology, not AI technology itself.

  • Experts are concerned about the lack of troops and security vacuum due to the low birth rate in the Republic of Korea. They consider policies to expand the proportion and role of female soldiers to address these issues. In this regard, We would like to introduce the successful use of female personnel in the Ukrainian military and draw implications for the Korean military. This will provide a clue to offset the shortage of troops in the Republic of Korea.

  • 해양강국 달성을 위한 중국 해군전략의 성격에 대한 공세성 논란이 이어지고 있다. 본 연구는 이러한 논란 속에서 전략의 3요소를 이용, 해양강국 달성을 위한 중국 해군전략의 실체적 성격을 파악하고 이를 통해 차후 중국의 군사적 행동을 전망하는 것을 목적으로 한다. 연구목적을 달성하기 위하여 본 연구는 전략의 3요소와 함께 해군전략의 특수성을 고려하여 연구를 진행하였으며 연구결과 중국의 해군전략은 전체적으로 공세성을 띄고 있으나 각 전략요소 간의 공세성을 추구하는 정도에서는 불균형을 이루고 있었다. 방법적 측면에서는 공세성이 두드러지게 나타났으나, 목표·수단적 측면에서는 해양강국 달성을 위한 주변국과의 협력 필요성과 군사기술·작전지속 능력 부족이라는 제한사항이 존재하였다. 이러한 전략요소 간의 불균형을 통해 도출한 중국의 차후 군사적 행동의 전망은 다음과 같다. ① 당분간 미국과의 전면적 군사충돌의 위험은 낮다. ② 1도련선 내에서는 주변국에게 해군력을 강압의 수단으로 활용하거나 또는 제한적인 군사충돌을 일으킬 수 있다. ③ 영유권 분쟁을 둘러싼 해군력 대치시 미국 및 주변국과 우발적인 군사충돌이 발생할 수 있다.

  • This thesis is the result of the study about 'How we should develop the human resources program to gain human strength in the strategic environment of the future?' Once again, regional stability is interdependent with economic stability, political stability, and military stability of all the factors in the region. History shows that if a militarily capable regime lacks economic resources, then there is political pressure on the regime to use their military to acquire needed resources. The purpose of this study is to find the way that how to gain excellent human resources now and in the future. Military man power should be strong whenever. The Ministry of National Defense has "Reform Military Structure Plan". The focus of this Plan is Korean military strategy in the situation of the confrontation between South and North Korea and in the situation of the international relationship and the way of constructing the military strength for the future. To study these subjects, I reviewed the theories of "Acquisition Program of Human Strength" were developed and assessed the future strategic environment of the Korean Peninsula. From these studies, I suggest that The Ministry of National Defense should pursue preparing for the future military strategy and military structure. we should be skillful in supplementing the Human Strength. We should study about Military Revolution Plan and Human Strength structure for the future.

Utilizing Future Female Personnel in the South Korean Military

  • The South Korean military has undergone four changes in operating methods since its inception with 31 nursing officers in August 1948. While it initially began as a special unit for nursing and other specialized services, it later expanded to include various fields including technology, administration, and special forces. However, analysis shows that there have been few significant changes in how it operates and remains largely centered around technology, administration, and special forces. With the development of advanced science and technology and a decrease in military resources, there is a need for the South Korean military to proactively expand its use of female personnel, as has been done by the US military, Canadian military, Israeli military with female conscription, and Norwegian military. In order to achieve this, there needs to be a cultural shift towards co-ed military units, improvements in facilities and equipment, adequate pay and benefits, and resolution of childcare issues through institutional reforms.

Zigbee-based Local Army Strategy Network Configurations for Multimedia Military Service

  • With the rapid evolution of communication technology, it became possible to overcome the spatial and temporal limitations faced by humans to some extent. Furthermore, the quality of personal life was revolutionized with the emergence of the personal communication device commonly known as the smart phone. In terms of defense networks, however, due to restrictions from the military and security perspectives, the use of smart phones has been prohibited and controlled in the army; thus, they are not being used for any defense strategy purposes as yet. Despite the current consideration of smart phones for military communication, due to the difficulties of network configuration and the high cost of the necessary communication devices, the main tools of communication between soldiers are limited to the use of flag, voice or hand signals, which are all very primitive. Although these primitive tools can be very effective in certain cases, they cannot overcome temporal and spatial limitations. Likewise, depending on the level of the communication skills of each individual, communication efficiency can vary significantly. As the term of military service continues to be shortened, however, types of communication of varying efficiency depending on the levels of skills of each individual newly added to the military is not desirable at all. To address this problem, it is essential to prepare an intuitive network configuration that facilitates use by soldiers in a short period of time by easily configuring the strategy network at a low cost while maintaining its security. Therefore, in this article, the author proposes a Zigbee-based local strategic network by using Opnet and performs a simulation accordingly.
