A Study on the Data Pseudonymization Methodology for Defense Training Data as Artificial Intelligence Technology is applied to the Defense Field (국방 분야 인공지능 기술 접목에 따른 교육훈련 데이터 가명처리 방법론에 관한 연구)

  • Recently, in the defense field, efforts are being made to collect data by building data centers to incorporate artificial intelligence technology. Weapon system training data can be used as input data for artificial intelligence models and can be used as high-quality data to maximize training performance and develop military strategies. However, training data contains personal information such as the names and military numbers of the personnel who operated the equipment, and training records that reveal the characteristics of the weapon system. If such data is passed on to the enemy, not only the specifications and performance of the weapon system but also the proficiency of each operator may be exposed. In this paper, we propose a pseudonym processing methodology for education and training data security and also suggest a direction for revising related laws.

  • The history of decentralization and autonomy is the result of the struggle for democracy against the authoritarian central government. Before the imminent law amendment, there are many tasks for decentralization and citizen autonomy. Therefore, decentralization and autonomy are not given on their own but they must be taken from authoritarian and centralist power group which possesses exclusive interests. The decentralization and autonomy now enters into the stage of development. In 1960, the April 19 Revolution opened the era of democratic local autonomy and it was abolished by the military coup of May 16, Now, the era of the reform of the decentralization are coming. Decentralization and autonomy will evolve from the stage of quantitative expansion to the stage of qualitative leap. This paper proposes that the revision of decentralization be the strategic maximum, and that the independence of the local government personnel rights be the tactical minimum. This paper insists that the independence of personnel right in the local government can be a link with law amendment for decentralization. Local autonomy and decentralization are the main subjects of the amendment. Above all, clarifying this is the subject and method of this study, and the scope of the study.

Reinforcement Learning Model for Mass Casualty Triage Taking into Account the Medical Capability (의료능력을 고려한 대량전상자 환자분류 강화학습 모델)

  • Purpose: In the event of mass casualties, triage must be done promptly and accurately so that as many patients as possible can be recovered and returned to the battlefield. However, medical personnel have received many tasks with less manpower, and the battlefield for classifying patients is too complex and uncertain. Therefore, we studied an artificial intelligence model that can assist and replace medical personnel on the battlefield. Method: The triage model is presented using reinforcement learning, a field of artificial intelligence. The learning of the model is conducted to find a policy that allows as many patients as possible to be treated, taking into account the condition of randomly set patients and the medical capability of the military hospital. Result: Whether the reinforcement learning model progressed well was confirmed through statistical graphs such as cumulative reward values. In addition, it was confirmed through the number of survivors whether the triage of the learned model was accurate. As a result of comparing the performance with the rule-based model, the reinforcement learning model was able to rescue 10% more patients than the rule-based model. Conclusion: Through this study, it was found that the triage model using reinforcement learning can be used as an alternative to assisting and replacing triage decision-making of medical personnel in the case of mass casualties.

  • The Guard over the royal household in the "Goryeo" era was the same as if was over the President or Ruler of a nation today. In those days, a king represented a nation and any threat to the safety of a king could bring the destruction of a nation and the dispersion of the people. by reviewing the change of the 2-Gun 6-Wi system of the era, it can be, summed up as follow, Ther will be suggestions. The Guard might focus on a king's personal safety in the wake of the system of the Silla and Taebong dynasties until the establishment of the Goryeo Dynasty's unique political system. "Goryeo" rebuilt the royal palace in Gyeonyeong-gun to take the shape of unified country after its accomplishment of unification of the late three countries, Then it was afraid of the rebellion and uprising of local powerful clans, The country put them under control and organized the local army with them in the era of Kings, Seongjong, through the kings, Seongjong and Gwangjong. The army system of "Goryeo" consisted of 2-Gun and 6-Wi, and 2-Gun placed above the 6-Wi played the role of the Royal guards, and among the organizations a certain army under the specific name of "Gyeonyong-gun" guarded the kings in the nearest position. An aristocratic culture enjoyed its golden age in the period of stability of the aristocracy of "Goryeo", but afterward in the confusion of the aristocratic disruption and incompatible confrontation the country lost its control, and faced military rebellions by treating civil officials well and ill-treating military officials The safety of kings become unstable with the grasping political power by the military officials, and "Dobang" was established in the era of Choi's family to grasp political power. In the era of Choi Woo, he gathered his men and organized his familys army with them and managed the personnel administration with the civil officials of "Jeongbang and Seobang under his command. Such a fact shows the similarity to today's task of guarding. Considering the facts that "Sambyeolcho, the military ground of the military-men-rule, was at the center of the struggling against Mongolia and that even after the fall of the military regime, they rebelled and fought against Mongolia to the end, we came to know that the nationalism in the era of the military era was great. In the transition of external situations from "Myeong" to "Won"(Chinese dynasties), the conflict between the old "Won"-friendly power and the new "Myeong"-friendly power caused the weakness of the power to guard the royal household, and "Goryeo" at last gave way to the newly rising "Joseon" led by Lee, Seong Gye who won the people's confidence.

  • Before the advent of early plastic or maxillofacial reconstructive surgery, facial features could only be replaced and mimicked by prosthetic, artificial means. Facial deformity or dysfunction, whether congenital or acquired by trauma or mutilating disease, has long been an area of constant research, development and innovation in many cultures of the world. One of the greatest contributors to the need for maxillofacial prosthetics has been physical conflict and warfare. The use of maxillofacial prostheses is not merely the replacement of a missing or disfigured aspect of the face, but the rehabilitation of that individual back into the society from which they originate. Rehabilitation includes the restoration of the person's self worth and confidence, not just physically but psychologically. In sixteenth century, Ambroise Pare, French military surgeon, first have tried many maxillofacial prosthetics for injured war soldiers with papier-mache, silver, gold and copper. According to patient's demand who lost their maxillofacial figures, maxillofacial personnel have increased and prosthetic's skill have been advanced all of the world. Over the last decade, there has been a very rapid development in technical possibilities to provide patients with facial prostheses retained by skin penetrating implants. This article will present overall history of maxillofacial prostheses and some background information on the materials used from the old world. And to overcome still many limitation of prosthetic, new minds and new ideas for technique and materials should be developed.

  • Recent changes made lack of volunteers is ready for a lot of the black students lack basic physical fitness and to increase this by itself is a lot to announce the final selection from the first notes, the secondary Fitness NCO selection process and interview process. The trend of course, but also to life as a career soldier passed the sergeant exam showed the important need is ready to run out of the old basic fundamentals that can be said that a lot of beginners executives. Therefore, we propose an appropriate national security with the mental and physical knowledge that our military needs the basic data ingest through analysis of model train to make excellent NCO personnel by fitness programs.

Current status of hepatitis A virus infections in Korea (한국 소아 A형 간염 현황)

  • The age-specific anti-hepatitis A virus (HAV) seroprevalence rates in South Korea have changed markedly since the last 2030 years with an improvement in the socio-economic, housing, and environmental-sanitation conditions. These changes are characterized by very low anti-HAV seropositive rates among individuals less than 30 years of age; however, nowadays, most adolescents and young adults at an increased risk of developing symptomatic HAV infections. The Korea Center for Disease Control Sentinel Surveillance System has recently revealed an increase in the incidence of hepatitis A infection since 2001 and has revealed a potential endemic nature of the hepatitis A infection. Hepatitis A vaccines that were introduced in 1997 in Korea have made the current anti-HAV IgG positive rates in children (less than 10 years of age) approximately 50% of the rates observed in Seoul in 2006. However, in the same year, a few children were diagnosed as having anti-HAV IgG antibodies in Busan. This suggests the presence of some difference in the vaccination policy among doctors practicing in Seoul and Busan. Thus, the current recommendation of vaccinating 12-year-old child with HAV vaccination should be emphasized and a new strategy should be developed for the vaccination program to cater to the adolescents and young adults who are not immune, as well as for persons who are at a high risk for hepatitis A viral infection such as military personnel and hospital and day care center employees. Further, urgent hepatitis A vaccinations are also needed in patients with chronic liver diseases.

  • Malaria is known to have been eradicated for a few decades through the persistent efforts of the national health program in South Korea. However, malaria caused by Plasmodium vivax has started to reappear incidiously among military personnel near to the De-militarized Zone since 1993. From that time on the number of malarial cases have increased abruptly year by year. However, congenital malaria in a neonate is extreamly rare in Korea. We experienced one case of malaria in a neonate who was born from a mother affected by malaria. This neonate was born at $33^{+3}$ weeks of gestational age. Here we present this case with a brief review of the literature.

An Investigation into Improving the Quality of Modern Weapon System Software Products: a Case Study (현대 무기체계 소프트웨어 개발 사례 분석을 통한 품질개선 방안에 대한 연구)

  • As modern weapon systems have evolved into embedded software systems, the capability to develop, install, and maintain high-quality software products is becoming increasingly valuable in today's competitive aerospace and defense industry. It is desirable, especially for government-contracted projects whose end-users are military personnel, that specific types of software quality elements are assured early during product development; namely, functionality and usability. Motivated by this need to approach improving software quality from a user's perspective, this paper presents a case study that analyzes system-level software integration testing results for a weapon system indigenously developed in the Republic of Korea. Quantitative data, such as software defect ratios and configuration change rates, are computed to observe meaningful trends with respect to functionality - represented by tests designed to verify the system's electrical signal interfaces - and usability, which is evaluated in terms of how often the initial human-computer interface had to be re-designed. Insights gained from these exercises are subsequently presented as a set of "lessons learned" to take into account when developing new software items for complex weapon systems.

  • Simulators were introduced in education as a tool to make advanced training standardized, less expensive, and without danger to those involved. In 1922 in the Unites States, Edward Link presented his homemade flight simulator, which became common place in both military and civilian aviation, known as the "Link Trainer". The development of mannequin simulators used for medical simulation education, training, and research is reviewed, tracing the motivations, evolution to commercial availability, and efforts toward assessment of efficacy of those for teaching cardiopulmonary resuscitation(CPR) for medical personnel and emergency medical technicians(EMT), cardiology skills, anaesthesia clinical skills, and crisis management. This study will provide a brief overview of simulators and trainers in several domains.
