Cost-Effectiveness Methodology for Maritime Patrol Aircraft

  • This paper presents a formalized methodology for conducting cost-effectiveness analysis on the ROK Navy's maritime patrol aircraft. The methodology involves a Delphi method application for determining the group of appraisal variables as well as their weight values in the area of aircraft effectiveness analysis, Life-cycle costing was employed to produce cost in terms of present worth values of all costs that occur over the common 20-year life cycle. A wide range of experts was selected so that their opinions could be effectively collected and synthesized to form the framework of the effectiveness model. Such a model development strategy provides easy acceptance of the analysis result and assure fairness of the analysis.

  • The concept of Algebraic-Coded Cryptosystem has been proposed recently but its application has not been developed yet. The primary object of this paper is to implement the Private-Key Algebraic-Coded Cryptosystem by using the primitive binary BCH codes. In the analysis of the cryptosystein, we find out the fact that there may exist other key pairs $S_i\;and\;P_i$ satisfying $G^*=S_{i},G_{s},P_{i}$ where $SG_{s}P$ is the original cryptosystem made by use of the systematic code generation matrix $G_{s}$.

Coordinates Tracking Algorithm Design (표적 좌표지향 알고리즘 설계)

  • This paper describes the design of a Coordinates Tracking algorithm for EOTS and its error analysis. EOTS stabilizes the image sensors such as FLIR, CCD TV camera, LRF/LD, and so on, tracks targets automatically, and provides navigation capability for vehicles. The Coordinates Tracking algorithm calculates the azimuth and the elevation angle of EOTS using the inertial navigation system and the attitude sensors of the vehicle, so that LOS designates the target coordinates which is generated by a Radar or an operator. In the error analysis in this paper, the unexpected behaviors of EOTS that is due to the time delay and deadbeat of the digital signals of the vehicle equipments are anticipated and the countermeasures are suggested. This algorithm is verified and the error analysis is confirmed through simulations. The application of this algorithm to EOTS will improve the operational capability by reducing the time which is required to find the target and support especially the flight in a night time flight and the poor weather condition.

  • In this paper, we propose an integrated algorithm for scene recognition, which has been a challenging computer vision problem, with application to mobile robot localization. The proposed scene recognition method utilizes SIFT and visual words as local-level features and GIST as a global-level feature. As local-level and global-level features complement each other, it results in improved performance for scene recognition. This improved algorithm is of low computational complexity and robust to image distortions.

  • This paper presents a motor selection technique for a manipulator design that is used in a multipurpose dog-horse robot. Since the dynamics of a manipulator and its servo drives are closely related to each other, it requires a repetitive analysis to determine a suitable motor. In order to simplify this procedure, Straete et al. proposed a simple normalization method to separate the load dependent terms and the motor dependent terms. This technique is adopted in this paper for selecting a motor in designing a manipulator.

  • This paper presents the results of new error analysis on the veering of marine target with the concept of frequency of occurrence, and shows how to apply the midcourse guidance errors of anti-ship missile. The veering error would be a dominant factor in the midcourse guidance errors with flight time increase. This study suggests the reasonable application method of the veering error based on the characteristics of abnormal error, and describes the tailoring method including trade-off between the midcourse guidance range of veering target and the value of frequency of occurrence on veering error.

A Terminal Ballistic Performance Prediction of Multi-Layer Armor with Neural Network (신경회로망을 이용한 다층장갑의 방호성능 예측)

  • For a design of multi-layer armor, the extensive full scale or sub-scale penetration test data are required. In generally, the collection of penetration data is in need of time-consuming and expensive processes. However, the application of numerical or analytical method is very limited due to poor understanding about penetration mechanics. In this paper, we have developed a neural network analyzer which can be used as a design tool for a new armor. Calculation results show that the developed neural network analyzer can predict relatively exact penetration depth of a new armor through the effective analysis of the pre-existing penetration database.

Fault Detection for Extended Kalman Filter Using a Predictor and Its Application to SDINS (예측필터를 이용한 확장칼만필터 고장검출 및 SDINS에의 적용)

  • In this paper, a new fault detection method for the extended Kalman filter, which uses a N-step predictor, is proposed. The N-step predictor performs the only time propagations for N-step intervals without measurement updates and its output is used as a monitoring signal for the fault detection. A consistency between the extended Kalman filter and the N-step predictor is tested to detect a fault. A test statistic is defined by the difference between the extended Kalman filter and the N-step predictor. The proposed method is applied to strapdown inertial navigation system (SDINS). By computer simulation, it is shown that the proposed method detects a fault effectively.

  • Defense offset is considered to be all effective way of acquiring defense critical technologies and arms components as a counter-trade obligation ill defense acquisition contracts. Although arranging the offset contracts is wide]y perceived as necessary, there hardly exists an acceptable model of valuation of the offset technology. By undertaking the technology valuation approach and applying the option approach tn the offset program, we present an offset technology valuation model that maximizes social net benefit of the countries transferring the technology. This article applies our model to an actual case of defense technology transfer in the Republic of Korea. The contribution of this paper is in applying the option approach to the valuation of defense onset technology, providing for the additional flexibility to tile analysis. Our research suggests several policy implications that can be applied to the actual process of defense offsets. Our results elucidate managers' role and responsibilities in designing such a process by applying option approaches.

  • A simulation model is developed to analyze the large-structure driving system and its integrated behavior in the whole weapon system. It models every component in the driving system such as mechanical and electrical characteristics, and it is programmed by simulation language in a way which strongly reflects the system's real time dynamics and reduces computation time as well. A useful parameter identification method is proposed, and it is tuned on the given physical system. The model is validated through comparing to real test, and it is applied to analysis and prediction of integrated system functions relating to the fire control system.
