연구목적: 코로나19 감염병 등 외부영향에 따른 대중교통 이용 감소의 주된 요인을 파악하여 대중교통 이용을 활성화 방안을 연구 하는데 목적이 있다. 연구방법: 본 연구는 코로나19로 인해 변화하는 수도권 통행행태와 대중교통 이용 특성을 코로나19 지표와 연계성을 분석하고, 통행에 영향을 미치는 사회·환경적 요인을 분석하였다. 연구결과: 수도권 통행행태는 상업지역에서 관광 휴양지역으로 거점이 이동하고, 코로나19 사망자 수 지표가 대중교통 이용에 영향을 주는 것으로 분석되었으며, 사회·환경적 요인으로 인구밀도와 농림지역, 남녀 성비가 편차가 낮을수록 유의한 차이를 보임. 결론: 앞으로 교통거점 침 통행행태 변화 분석에 네트워크 중심성 이론을 기반으로 도시의 교통체계와 지역간 거점 및 다양한 사회·경제 활성화를 위한 기본 분석 모형으로 활성화 할 수 있을 것이며, 코로나19 지표로 인하여 대중교통이 어떠한 지표에 크게 영향을 받는지 확인할 수 있음에 따라 대중교통 방역 및 사회적 거리 두기 등 다양한 맞춤형 대책 마련하고, 통행량 변화에 따른 사회·환경적 요인을 확인할 수 있으며, 주요 영향 요인에 따른 대중교통 정책 방향 수립의 기본 자료로 활용될 수 있다.

In 2013, the International Atomic Energy Agency (IAEA) changed the recommended maximum range of the Emergency Planning Zone (EPZ) to 30 km, and the Kori Nuclear Power Plant in Republic of Korea has also expanded the EPZ to 30 km, following the recommendation. As a result, metropolitan cities with a high population density are contained within the EPZ, and evacuating millions of people should be considered if the 30 km range of evacuation is to take place. This study proposes an evacuation plan using buses (public transportation) to transport people outside of the EPZ, quickly and efficiently. To verify the appropriate mode share ratio of buses that can guarantee the right of vulnerable road users and reduce traffic congestion, a model was built simulating the Kori Nuclear Power Plant in Ulsan Metropolitan City. The scenarios were established by changing the mode share ratio of buses and passenger cars by 10%. Considering a large-scale network analysis at the city level, a cell transmission model was applied to calculate the evacuation time in each scenario. The result shows that the optimal mode share ratio of buses is 40%, with a total evacuation time of 132 min, considering feasible bus fleets in Ulsan Metropolitan City.

교통시설 투자사업에 대한 타당성조사 시 가장 큰 비율을 차지하는 편익항목은 통행시간 절감편익이며, 이는 통행시간가치를 이용하여 산정한다. 현재 예비타당성조사 표준 지침(5판)에서는 1999년 전국 지역 간 통행 조사 자료를 기반으로 산정된 업무통행 대비 비업무통행 통행시간가치의 비율을 이용하여 비업무통행 통행에 대한 시간가치를 산정하였으며, 여기에 수도권 통행목적 비율과 재차인원을 적용하여 수도권에 대한 통행시간가치를 산정하였다. 수도권 통행은 전국 지역 간 통행과 다른 통행특성을 가지고 있다. 수도권 통행의 경우 복합 대중교통 수단을 이용한 환승이 빈번하게 발생하고 있으며, 통근통행에 장시간을 소요하고 있다. 따라서 본 연구에서는 타당성조사 관련 지침의 통행시간가치 산정방법을 개선함으로써 수도권의 통행 특성을 반영한 통행시간가치를 산정하였다. 수도권 통행 특성 반영을 위하여 기존 비업무통행에 포함된 통근통행을 분리하여 통근통행에 대한 통행시간 가치를 별도로 산정하였다. 통근통행 모형과 비업무 통행 모형에 대한 우도비 검정통계량 검정 결과 두 모형은 통계적으로 유의미한 차이가 있는 것으로 분석되었다. 또한 수도권 통합요금제 시행에 따른 통행 여건을 반영하기 위하여 대중교통 통합 모형을 구축하였다. 대중교통 통합모형의 버스와 지하철의 계수 비교결과 두 수단간 계수는 통계적으로 유의미한 차이가 없는 것으로 분석되었다.

본 연구는 부산, 대구, 광주, 대전 등 4개 대도시권역을 대상으로 대중교통서비스가 열악한 대중교통사각지역을 선정한 후 이들 지역간을 운행하는 새로운 급행대중교통수단 도입 시 기성 시가지내 통행자들과 수단선택 행태가 어떻게 다른지를 분석하기위해 SP 조사(stated preference survey)를 통한 수단선택 행태변화에 대해 네스티드 로짓모형을 구축하여 분석하였다. 연구결과 대중교통사각지대는 잠재 대중교통수요가 많아 기성시가지에 비해 자가용통행으로부터 새로운 대중교통수단으로 전환하는 통행전환 비율이 매우 높은 것으로 분석되었다. 이러한 연구결과는 향후 대도시권 외곽 순환도로 혹은 외곽지역에서 도심지역으로 연결되는 간선도로를 활용한 새로운 급행 대중교통체계 도입시 수요변화 평가와 외곽지역의 대중교통 잠재수요 분석에도 활용될 수 있을 것으로 판단된다.

경계역은 수도권 도시철도 연락운임정산에서 반영되지 못한 평가지표이다. 경계역은 동일한 노선을 공유하는 2개 운송기관의 경계 지점에 있는 역사로서 선로 운영방식은 영업관리와 유지관리로 구분된다. 지금까지 연락운임정산은 경계역을 영업관리의 관점으로 평가하였다. 한편 수도권 통합대중교통 요금체계는 발전적 차원에서 경계역을 유지관리의 관점으로 해석할 필요성을 요구하고 있다. 본 연구는 유지관리 방식이 도입되는 상황을 염두에 두고 수입금 변화를 정량적으로 분석하는 방안을 마련하였다. 서울교통공사와 KORAIL의 4개 구간의 경계역을 대상으로하여 1일 교통카드자료를 기반으로 운송기관의 수입금 변화를 평가하였다. 본 연구는 향후 수도권 도시철도의 운송수입금 변화를 평가하고 배분하는 분석적 판단을 위한 기초연구로써 의의가 있다고 할 수 있다.

Since July in 2004, starting with urban bus reorganization of Seoul metropolitan government, the change of the public transportation which integrates the urban bus and the subway of the metropolis are being continued. But the integration of such bus and the subway is staying to only a fare system mainly, and the guidance system of the subway and the bus has not changed. So we propose the concept of the new guidance system following public transportation change tendency. At first we introduce the new information system which can guide city railroad and bus altogether, and we propose new system which can guide divided by the trunk line and the branch line instead of bus and subway. Last high-functional guidance system which can give passengers tip and hint for various and effective usage of public transportation in more complicated city transit network is introduced. This new guidance system can increase competitiveness of public transportation system and stretch transportation share of it. And that guidance system is high-class contents that all public transportation business can utilize, so it can originate new industry. In conclusion, this new innovative guidance system is important field that government, local administration and public transportation business must be concerned and develop.

코로나19의 확산으로 도심의 대량 수송을 책임지는 대중교통 수요가 급격하게 감소하였다. 본 연구에서 코로나19 확산 전 2019년과 확산이 시작된 2020년의 부산광역시 대중교통 카드 데이터를 빅데이터 분석한 결과, 일 평균 92만 통행이 감소하는 것으로 나타났다. 또한, 개별 정류장 단위로 조사한 코로나19 확산 전후의 대중교통 통행량을 읍면동 단위로 통합한 후, 읍면동 단위의 대중교통 통행량 증감 비율을 종속변수로 하고 읍면동의 다양한 특성을 독립변수로 하는 순서형 로지스틱 회귀분석을 통해 대중교통 411수요변화에 유의미한 영향을 미치는 요인을 분석하였다. 그 결과, 기초생활수급자의 비율, 공업지의 면적 비율, 그리고 등교 통행 비율이 높은 읍면동은 코로나19의 확산에도 불구하고 대중교통에 대한 의존도가 높아 대중교통의 수요변화가 크게 나타나지 않았지만, 철도수단 분담률이 높은 읍면동은 코로나19 확산에 따라 대중교통 이용자 수가 큰 폭으로 감소하는 것으로 나타났다. 따라서, 코로나19와 같은 응급 상황에 효율적으로 대응하기 위해서는 획일적인 교통정책보다는 지역의 특성을 고려한 차별적인 교통정책의 수립과 집행이 필요하다.

Pusan Metropolitan City has developed 'HANARO Card' system. It is a sort of multi-function card systems which has devised to resolve many traffic problems, to improve public transportation services, to build advanced transit information systems, to encourage reasonable operation of the public transit companies, and to obtain basic informations for devising transportation policies. This study aims at reviewing the systems of 'HANARO Card', analysing the situation of usage of the card, and suggesting some issues for improving the system. Main finding is that the major effects of the introducing HANARO traffic card are convenience (to pay a charge) in using transit, public parking lots, city freeway toll for citizens, and saving in personnel expenses, maintenance expenses for buses, subway and taxi companies. It is also found that HANARO traffic card system needs to be expended to be compatible with other fields of economic activities.
