본 연구는 기상학적 및 수문학적 가뭄지수를 이용하여 가뭄사상의 첨두 심도 발생시점과 가뭄발생 기간에 대한 연구를 수행하였다. 연구를 수행하기 위해 사용한 가뭄지수로 기상학적 가뭄지수는 표준강수지수(Standardized Precipitation Index, SPI)를 사용하였으며, 수문학적 가뭄지수로는 하천가뭄지수(Streamflow Drought Index, SDI)와 표준하천유량지수(Standardized Streamflow Index, SSI)를 이용하였다. 연구 대상지역은 농촌과 도시가 공존하는 청미천 유역을 선택하였으며, 평가기간은 1985년 1월부터 2017년 6월까지 32.5년을 평가하였다 하천유량은 SWAT 모형을 이용하여 산정하였다. 수집한 데이터를 이용하여 가뭄지수를 산정한 후에 시계열을 토대로 가뭄의 특성을 분석하였다. 그 결과 수문학적 가뭄은 기상학적 가뭄이 발생한 후에 발생하는 것을 확인할 수 있다. SDI가 SSI보다 SPI와의 첨두 발생시점, 가뭄 시작일의 차이와 평균 가뭄기간이 더 크게 나지만, 가뭄지수의 심도를 비교해보면 일반적으로 SSI가 SDI 보다 심각한 심도를 나타내고 있다. 그러므로 가뭄의 특성을 확인하기 위해서는 기상학적, 수문학적 가뭄지수 등 다양한 가뭄지수를 검토해야 한다.
가뭄은 자연의 무시할 수 없는 재해이며, 비록 가뭄의 정의가 많이 있지만 가뭄은 장기간의 강우의 부족으로부터 기인한다. 기상학적 가뭄심도의 정도를 표현하기 위해 널리 이용되는 표준강수지수(Standardized Precipitation Index, SPI)는 강수 이외의 기온과 관련된 변수를 고려하지 않기 때문에 기후변동으로 인한 강수, 증발산 등의 물수지 변화를 고려할 수 없다는 한계점이 있다. 그러나 최근에 SPI와 유사하지만 기후변동으로 인한 강수 변화 뿐만 아니라 기온의 변동성이 미치는 영향을 반영할 수 있는 새로운 개념의 가뭄지수인 표준강수증발산지수(Standardized Precipitation Evapotranspiration Index, SPEI)가 개발되었다. 본 연구에서는 기상청 산하의 60개 기상관측소의 1973~2011년까지 기상자료를 대상으로 SPEI를 적용하여 남한지역의 가뭄발생의 변화를 평가하였다. 적용결과, 전국적으로 SPI와 SPEI 모두 봄과 겨울에 가뭄이 심화되고 여름철에는 가뭄이 완화되는 경향을 보였으며, SPEI는 SPI보다 가뭄심도를 크게 나타내었다. 또한, 지속기간 12개월의 SPI와 SPEI는 전반적으로 6년 내외의 저빈도 주기성을 갖는 극심한 가뭄이 반복되고 있음을 보였다.
A flash drought is a rapid-onset drought that develops over a short period of time as weather and environmental factors change rapidly, unlike general droughts, due to meteorological abnormalities. Abnormally high evapotranspiration rates and rapid declines in soil moisture increase vegetation stress. In addition, crop yields may decrease due to flash droughts during crop growth and may damage agricultural and economic ecosystems. In this study, Flash Drought Intensity Index (FDII) based on soil moisture data from Gravity Recovery Climate Experiment (GRACE) was used to analyze flash drought. FDII, which is calculated using soil moisture percentile, is expressed by multiplying two factors: the rate of intensification and the drought severity. FDII was developed for domestic flash drought events from 2014 to 2018. The flash drought that occurred in 2018, Chungcheongbuk-do showed the highest FDII. FDII was higher in heat wave flash drought than in precipitation deficit flash drought. The results of this study show that FDII is reliable flash drought analysis tool and can be applied to quantitatively analyze the characteristics of flash drought in South Korea.
The extreme 2017 spring drought affected a large portion of central and western South Korea, and was one of the most climatologically driest spring seasons over the 1961-2016 period of record. This drought was characterized by exceptionally low precipitation, with total precipitation from January to June being 50% lower than the mean normal precipitation (1981-2010) over most of western South Korea. In this study, for the quantitative drought impact analysis, the widely-used Standardized Precipitation Index (SPI) and the statistical drought frequency are compared with observed meteorological characteristics and anomalies. According to the drought frequency analysis of monthly cumulative precipitation during January and May in 2017, Gyeonggi-do, Chungcheong-do, and Jeollanam-do areas showed more than drought frequency over 100 years. Gyeongsangnam-do area showed more than drought frequency over 200 years based on annual precipitation in 2017. The South Korean government (Ministry of Agriculture, Food and Rural Affairs (MAFRA) and Korea Rural Community Corporation (KRC)) have been operating a government-level drought monitoring system since 2016. Results from this study can be used to improve the drought monitoring applications of future drought events, as well as drought planning and preparedness in South Korea.
Drought is a disaster that causes prolonged and wide scale damage. Recently, the severity and frequency of drought occurrences, and drought damage have been increased significantly due to climate change. As a result, a quantitative study of drought factors is needed to better understand and prevent future droughts. In the case of agricultural drought, several existing studies examine the economic damage caused by droughts and their causes, but these studies are not well suited to estimating crop-oriented agricultural drought damage and the factors that absolutely affect agricultural drought. This study determines which factors most affect agricultural drought. It examines meteorological factors and those related to agricultural water supplied by irrigation facilities. Rice paddy production per unit area is lower than the average from the last two years where agricultural drought occurred. We compare the relative frequency of agricultural drought impacts with irrigation facilities, effective reservoir storage, the number of water supply facilities, and the meteorological drought index such as Standardized Precipitation Index (SPI). To identify factors that affect agricultural drought, we correlate rice paddy production anomalies with irrigation water supply for the past two years. There was a high positive correlation between rice paddy production and irrigation water usage, and there was a low or moderate negative correlation between rice paddy production anomalies compared to the average of the past two years and SPI. As a result, agricultural water supply by irrigation facilities was judged to be more influential than meteorological factors in rice paddy production. This study is expected to help local governments establish policies related to agricultural drought response.
최근 기후변화가 심화됨에 따라 가뭄으로 유발되는 피해가 증가하고 있다. 현재 국내의 가뭄 강도를 결정하기 위해 표준강수지수(Standardized Precipitation Index, SPI)를 기준으로 분류를 수행하고 있다. 현재 국내에서는 최근 6개월 동안의 누적강수량을 기준(SPI-6)으로 관심, 주의, 경계, 심각의 기상학적 가뭄의 강도를 분류하고 있다. 그러나 강수량만을 기초자료로 활용하기 때문에 가뭄 강도를 분류하는 데 한계가 있다는 문제점이 있다. 따라서 본 연구에서는 SPI에 따른 국내 기상학적 가뭄 예・경보 기준의 한계점을 극복하고자 국가가뭄정보포털(National Drought Information Portal, NDIP)에서 제공하는 비상급수 피해자료를 수집하여 가뭄의 강도를 분류하였다. 그리고 SPI의 인자인 강수량과 증발산량 산정에 사용되는 인자인 온도, 습도 등을 min-max 정규화로 지수화한 후 유전 알고리즘(Genetic Algorithm, GA) 기반으로 각 인자들에 대한 계수를 산정하였다. 비상급수에 따른 가뭄의 강도를 분류하여 종속변수로 활용하고, GA에 의한 각 기상인자들의 계수를 활용하여 새로운 가뭄 강도 분류 지수(Drought Severity Classification Index, DSCI)를 도출하고자 하였다. DSCI를 도출한 후 누적분포함수를 활용하여 분위별 경계를 강도 단계 분류 기준으로 제시하였다. 본 연구에서 제시한 DSCI를 활용하면 기존 SPI보다 가뭄 강도를 정확하게 분류할 수 있어, 재난 담당자들의 의사결정을 지원할 수 있을 것으로 판단된다.
A good number of drought indices have been introduced and applied in different regions for monitoring drought conditions, but some of those are region-specific and have limitations for use under other climatic conditions because of the inherently complex characteristics of drought phenomenon. Standardized Precipitation Index (SPI) indices are widely used all over the world, including Bangladesh. Although newly developed, studies have demonstrated The Effective Drought Index (EDI) to perform better compared to SPIs in some areas. This research examined the performance of EDI to the SPI for detecting drought events throughout 35 years (1981 to 2015) in Bangladesh. Rainfall data from 27 meteorological stations across Bangladesh were used to calculate the EDI and SPI values. Results suggest that the EDI can detect historical records of actual events better than SPIs. Moreover, EDI is more efficient in assessing both short and long-term droughts than SPIs. Results also indicate that SPI3 and the EDI indices have a better capability of detecting drought events in Bangladesh compared to other SPIs; however, SPI1 produced erroneous estimates. Therefore, EDI is found to be more responsive to drought conditions and can capture the real essence of the drought situation in Bangladesh. Outcomes from this study bear policy implications on mitigation measures to minimize the loss of agricultural production in drought-prone areas. Information on severity level and persistence of drought conditions will be instrumental for resource managers to allocate scarce resources optimally.
The impact of the precipitation has been focused on losses in social and economical sectors. However, as growing the concerns of the future water shortage caused by the climate change, the precipitation should be consider in various views for an effective planning in the water resource management. A precipitation case occurred from 20 to 21 April 2009 was recorded as a welcome rain because it reduced the severe drought continued in Korea from winter season of 2008. In this study, economic values of the event was calculated with positive aspects in various sectors. The estimation is based on four major parts such as a secure of water resources, the improvement of air quality, the decrease of forest fires, and the reduction of the drought impact. The water resources only considered inflow waters into dams and the reservoirs managed by Korean public institutions and their economic values accounts for 5.92 billion won. Decreases of four air pollutants($PM_{10}$, $NO_2$, CO, and $SO_2$) were considered as the positive effects of the rainfall and estimated 175.4 billion won. The preventive effect of the forest fire after the rainfall results in 0.48 billion won. Finally, the rainfall during the drought period is effective to reduce the social costs of 108.65 billion won. Although the economic values estimated in this study explain parts of the positive effects of the precipitation, it can help to develop a comprehensive and systematic valuation system for the whole process of the precipitation. For doing this, various rainfall types should be analyzed in social-economic terms including economics, environments and hydrology.
본 논문의 목적은 금강유역을 대상으로 Standardized Precipitation Index (SPI) 기상학적 가뭄지수, 농업용 저수지 가뭄지수(Reservoir Drought Index, RDI)간의 관계를 통해 기상학적 가뭄이 농업에 미치는 상관성을 분석하는데 있다. 2014년부터 2016년까지의 강수량, 농업용 저수율 자료를 수집하여 가뭄지수를 산정하였으며, 기상학적 가뭄과 농업가뭄간의 상관성을 평가하기 위해 Pearson 상관계수와 Receiver Operation Characteristic (ROC) 분석을 실시하였다. 상관분석결과 SPI-6와 RDI의 Pearson 및 ROC 적중룰이 각각 0.606, 0.722으로 가장 높게 분석되었고 가뭄의 공간적 발생패턴을 분석하기 위해 공간분포된 SPI-6와 RDI를 중첩한 결과 2015년 8월부터 2015년 10월의 심한 가뭄 발생 시 미호천 상류 유역과 논산천 유역에서 중복적으로 가뭄의 심도의 차이가 발생하는 것을 확인하였다. 저수지 가뭄이 발생한 지역에 대한 저수지의 제원을 이용하여 분석을 수행한 결과, RDI 가뭄이 크게 나타난 지역은 유역배율이 작은 저수지들이 많이 모여 있는 지역일수록 극심한 가뭄을 겪는 것으로 분석되어, 유역배율에 따라 저수지의 농업가뭄 대응능력에 차이가 있음을 확인하였다.
