Introduction to Korean involvement in the Large Synoptic Survey Telescope Project

  • We introduce Korean involvement in the Large Synoptic Survey Telescope Project and activities organized by a group of Korean astronomers as LSST Korea. The Korea Astronomy and Space Science Institute plans to sign a memorandum of agreement with Large Synoptic Survey Telescope Corporation this year. Although the project will start its commissioning observation around 2020, Korean preparation for the LSST era should be initiated now because of an unprecedented amount of data produced in the LSST. We explain current status of our efforts for the LSST Korea.

  • 이 글은 선박매매에 관하여 해사법상 법률관계와 영국 보통법상 판례의 판결 그리고 한국 해운산업에 대하여 몇 가지 입법적 제언으로 구성한다. 최근 신조선박의 수주량과 거래는 대부분 동아시아의 한국, 일본 그리고 중국에서 형성되고 있다 특히 한국의 주요 조선소들은 규모를 확대하고 있고 LNG(액화천연가스) 수송을 위한 새로운 해운산업을 개척하고 있다. 여기에 한국의 정부도 점차 인터넷을 통한 중고선박매매의 활성화에 관심을 두고 있으며, 한국해운거래소를 설립할 계획도 모색하고 있다. 그러므로 이 글은 선박매매의 법적 특질, 선박매매의 표준서식, 및 선박매매에 관한 해사법상 문제점 과 개선방안을 제언함으로 결론적으로 해사법상 선박매매의 입법적 제시와 한국형 선박매매서식의 제작, 해사법상 선박매매에 관한 현행법 제 ${\cdot}$ 개정 및 특별법제정과 한국해운거래소 설립의 필요성을 제언한다.

요르단연구로건설사업 문서관리시스템 구축 (Establishment of Document Control System for the Jordan Research and Training Reactor Project)

  • The Project of Jordan Research and Training Reactor (JRTR) officially launched in Aug. 2010. JRTR is the first made-in-Korea nuclear system to be built abroad by year 2015, and Korea Atomic Energy Research Institute (KAERI) is responsible for the design of major systems including the reactor core. While the PDCS (Project Document Control System) being operated by EPC company controls all the documents of the whole Project, KAERI is supposed to have its own system for KAERI documents. Meeting such a need; KAERI has implemented a document control for the JRTR Project into already existing ANSIM (KAERI Advanced Nuclear Safety Information Management) system. The documents of JRTR project to be controlled are defined in the PPM (Project Procedures Manual), QAP (Quality Assurance Procedure) and PEP (Project Execution Program). The ANSIM consists of the document management holder, document container holder and organization management holder. The document management holder, which is the most important part of ANSIM-JRTR, consists of the DDA (Document Distribution for Agreement), IOC (Inter-office Correspondence), PM Memo. (Project Manager Memorandum) and cover sheets of design documents. Other materials such as meeting minutes, sub-department materials and design information materials are stored in an independent COP (Community of Practice). This established computerized document control system, ANSIM, could lessen a burden for project management team and enhance the productivity as well.

  • Project management is a tool for smooth operation during a full cycle from the design to normal operation including the schedule, document, and budget management, and document management is an important work for big projects such as the JRTR (Jordan Research and Training Reactor). To manage the various large documents for a research reactor, a project management system was resolved, a project procedure manual was prepared, and a document control system was established. The ANSIM (Advanced Nuclear Safety Information Management) system consists of a document management folder, document container folder, project management folder, organization management folder, and EPC (Engineering, Procurement and Construction) document folder. First, the system composition is a computerized version of the Inter-office Correspondence (IOC), the Document Distribution for Agreement (DDA), Design Documents, and Project Manager Memorandum (PM Memo) works prepared for the research reactor design. Second, it reviews, distributes, and approves design documents in the system and approves those documents to register and supply them to the research reactor user. Third, it integrates the information of the document system-using organization and its members, as well as users' rights regarding the ANSIM document system. Throughout these functions, the ANSIM system has been contributing to the vitalization of united research. Not only did the ANSIM system realize a design document input, data load, and search system and manage KAERI's long-period experience and knowledge information properties using a management strategy, but in doing so, it also contributed to research activation and will actively help in the construction of other nuclear facilities and exports abroad.

가중치 분석을 적용한 지역공동형 훈련성과 평가지표 개발 (The Development of Key Performance Indicators for Regional Co-Training Programs, Using Analytic Hierarchy Process Technique)

  • 본 논문의 목적은 가중치 분석을 통해 지역공동형 훈련성과를 효과적으로 점검할 수 있는 평가지표를 개발하는 것이다. 지표를 개발하기 위하여, 1단계에서는 선행연구 분석을 통해 예비지표 목록을 구성하였고, 2단계에서는 전문가 검토를 통해 지표의 적절성과 대표성을 점검하였으며, 3단계에서는 현장 훈련기관 전담자 검토를 통해 지표의 현장 적용 가능성을 파악하였고, 최종 성과 평가지표를 산출하였다. 4단계에서는 최종지표를 바탕으로 가중치 분석을 실시하였다. 연구결과, 협약기업 발굴 및 관리실적 영역(협약기업 참여율, 근로자 훈련참여율 등), 훈련실적 영역(수료율, 취업률 등), 비용효과성 영역(1인당 훈련비용), 만족도 영역(협약기업 만족도, 훈련생 만족도), 지역공동 훈련활성화 영역(지역인적자원개발협의체 운영, 지자체의 인력개발 의지 등)별 지표들을 개발하였다. 가중치는 지역산업의 훈련수요 대응, 협약기업 만족도, 지역인적 자원개발협의체 운영 순으로 높았다. 또한 지역공동형 훈련성과 지표에 대한 지속적인 개선과 분석이 필요하다는 점을 제언하였다.

ANSIM 문서관리시스템에서 연구로사업 문서흐름 (Document Flow for the Research Reactor Project in ANSIM Document Control System)

  • A document control system (DCS), ANSIM (KAERI Advanced Nuclear Safety Information Management) was designed for the purpose of documents preparation, review, and approvement for JRTR (Jordan Research and Training Reactor) project. The ANSIM system consists of a document management, document container, project management, organization management, and EPC (Engineering, Procurement and Construction) document folder. The document container folder run after specific contents, a revision history of the design documents and drawings are issued in KAERI. The EPC document work-scope is a registry for incoming documents in ANSIM, the assignment of a manager or charger, document review, preparing and outgoing PM memorandum as attached the reviewed paper. On the other hand, KAERI is aiming another extra network server for the NRR (New Research Reactor) by the end of this year. In conclusion, it is the first, computation system of DCS that provides document form, document number, and approval line. Second, ANSIM increases the productivity of performance that can be recognized the document work-flow of oneself and all participants. Finally, a plenty of experience and knowledge of nuclear technology can be transmitted to next generation for the design, manufacturing, testing, installation, and commissioning. Though this, ANSIM is expected to allow the export of a knowledge and information system as well as a research reactor.

맞춤형 IT 인력양성을 위한 '대학-중소기업' 공동 교육 프로그램 개설 및 산학협력 방안 연구 (Cooperative Curriculum Establishment and Council Organization between University and 'Small and Medium Sized Companies' for IT Manpower Cultivation)

  • 본 논문에서는 중소기업의 맞춤형 IT 인력양성을 위한 업종별 '대학-중소기업 공동 교육 프로그램'을 제안하였다. '업종-기술' 매칭 테이블에 의해 제시된 업종별 핵심 기술을 중심으로 대학과 중소기업에서 특화된 공동 교육프로그램을 개설하고, 이를 이수한 학생들에게 해당 기업에 우선적으로 취업을 보장하는 제도이다. 이를 위해 대학과 중소기업은 인력 수급, 기술의 내용, 취업 조건 등의 공동 관심사항에 대한 양해각서(MOU)를 교환한 후 '대학-중소기업 공동 교육 프로그램' 개설에 대해 협약을 체결하는 2단계 절차를 제시하였다. 최종적으로, '대학-중소기업 공동 교육 협의회(UCCCC)'를 구성하여 '대학-중소기업 공동 교육 프로그램'을 운영하도록 한다.

Vulnerability Analysis on a VPN for a Remote Monitoring System

  • 14 Pressurized Water Reactors (PWR) in Korea use a remote monitoring system (RMS), which have been used in Korea since 1998. A Memorandum of Understanding on Remote Monitoring, based on Enhanced Cooperation on PWRs, was signed at the 10th Safeguards Review Meeting in October 2001 between the International Atomic Energy Agency (IAEA) and Ministry Of Science and Technology (MOST). Thereafter, all PWR power plants applied for remote monitoring systems. However, the existing method is high cost (involving expensive telephone costs). So, it was eventually applied to an Internet system for Remote Monitoring. According to the Internet-based Virtual Private Network (VPN) applied to Remote Monitoring, the Korea Atomic Energy Research Institute (KAERI) came to an agreement with the IAEA, using a Member State Support Program (MSSP). Phase I is a Lab test. Phase II is to apply it to a target power plant. Phase III is to apply it to all the power plants. This paper reports on the penetration testing of Phase I. Phase I involved both domestic testing and international testing. The target of the testing consisted of a Surveillance Digital Integrated System (SDIS) Server, IAEA Server and TCNC (Technology Center for Nuclear Control) Server. In each system, Virtual Private Network (VPN) system hardware was installed. The penetration of the three systems and the three VPNs was tested. The domestic test involved two hacking scenarios: hacking from the outside and hacking from the inside. The international test involved one scenario from the outside. The results of tests demonstrated that the VPN hardware provided a good defense against hacking. We verified that there was no invasion of the system (SDIS Server and VPN; TCNC Server and VPN; and IAEA Server and VPN) via penetration testing.

정밀도로지도 산업 발전 방향 및 대응방안 연구 (The Future Direction of HD Map Industry Development Plan and Governance)

  • 현재 자율주행차의 위치결정을 위한 핵심 인프라인 정밀도로지도는 전 세계적으로 자율주행차 탑재 및 서비스 부문에 대한 연계를 위해 노력하고 있다. 글로벌 기업인 Here와 TomTom은 정밀도로지도 생산에서 자율주행차 탑재까지 일련의 체계를 민간기업 중심으로 구축하여 독일 3사(BMW, Audi, Daimler)와 협약을 체결하였다. 일본은 2017년부터 민관이 협력하여 DMP(Dynamic Map Platform)를 조직하고 민간중심의 정밀도로지도 공동구축을 수행하고 있다. 한편, 우리나라 자율주행차 관련 기업들도 차량, 센서, 지도 등 다양한 기업들과 협약을 체결하여 협력하고 있지만 민간과 공공이 개별적으로 정밀도로지도를 구축하고 있는 실정이다. 따라서 국토교통부에서는 기관과 기업의 중복투자 방지, 신속한 정보갱신 등 정밀도로지도의 발전을 위하여 2019년 4월 민-관 협력을 골자로 하는 MOU를 추진하여 체결하였고, 2019년 8월 정밀도로지도 공동구축 협의체를 출범하였다. 이에 본 연구에서는 정밀도로지도 관련 국내 외 동향을 분석하고 관련 기업을 대상으로 인터뷰를 수행하였다. 그리고 국내 정밀도로지도 산업에서 민-관이 상생 협력할 수 있는 방안 등을 분석하였고, 향후 정밀도로지도 공동구축 협의체 운영을 위한 단계별 추진전략 및 운영 방안에 대하여 제시하였다.

An International Collaborative Program To Discover New Drugs from Tropical Biodiversity of Vietnam and Laos

  • An International Cooperative Biodiversity Group (ICBG) program based at the University of Illinois at Chicago initiated its activities in 1998, with the following specific objectives: (a) inventory and conservation of of plants of Cuc Phuong National Park in Vietnam and of medicinal plants of Laos; (b) drug discovery (and development) based on plants of Vietnam and Laos; and (c) economic development of communities participating in the ICBG project both in Vietnam and Laos. Member-institutions and an industrial partner of this ICBG are bound by a Memorandum of Agreement that recognizes property and intellectual property rights, prior informed consent for access to genetic resources and to indigenous knowledge, the sharing of benefits that may arise from the drug discovery effort, and the provision of short-term and long-term benefits to host country institutions and communities. The drug discovery effort is targeted to the search for agents for therapies against malaria (antimalarial assay of plant extracts, using Plasmodium falciparum clones), AIDS (anti-HIV-l activity using HOG.R5 reporter cell line (through transactivation of the green fluorescent protein/GFP gene), cancer (screening of plant extracts in 6 human tumor cell lines - KB, Col-2, LU-l, LNCaP, HUVEC, hTert-RPEl), tuberculosis (screening of extracts in the microplate Alamar Blue assay against Mycobacterium tuberculosis $H_{37}Ra\;and\;H_{37}Rv),$ all performed at UIC, and CNS-related diseases (with special focus on Alzheimer's disease, pain and rheumatoid arthritis, and asthma), peformed at Glaxo Smith Kline (UK). Source plants were selected based on two approaches: biodiversity-based (plants of Cuc Phuong National Park) and ethnobotany-based (medicinal plants of Cuc Phuong National Park in Vietnam and medicinal plants of Laos). At mc, as of July, 2001, active leads had been identified in the anti-HIV, anticancer, antimalarial, and anti- TB assay, after the screening of more than 800 extracts. At least 25 biologically active compounds have been isolated, 13 of which are new with anti-HIV activity, and 3 also new with antimalarial activity. At GSK of 21 plant samples with a history of use to treat CNS-related diseases tested to date, a number showed activity against one or more of the CNS assay targets used, but no new compounds have been isolated. The results of the drug discovery effort to date indicate that tropical plant diversity of Vietnam and Laos unquestionably harbors biologically active chemical entities, which, through further research, may eventually yield candidates for drug development. Although the substantial monetary benefit of the drug discovery process (royalties) is a long way off, the UIC ICBG program provides direct and real-term benefits to host country institutions and communities.
