Priorities, Mechanisms and Prospects on Industrial Clusters and Special Economic Zones in Kazakhstan

  • This research investigates the characteristics, principles, advantages, factors and problems of cluster development in Kazakhstan, and identifies the prerequisites, conditions and stages of organizing clusters on the framework of special economic zones. In this research, we used methods, which will allow analyzing of the organization industrial clusters in special economic zones in Kazakhstan. The author studied international experience of cluster development and the efficiency of the use of the model of the "rhombus effect" with account the specific features of interaction between the participants of the cluster, analysis of the legal framework for the formation and development of clusters. These have been identified as the more important or strategically necessary clusters in Kazakhstan: innovation-technological cluster, innovation-education cluster, innovation-petrochemical cluster, innovative-metallurgical cluster, transport and logistics cluster, textile industry cluster, tourism cluster, agro cluster, construction cluster, medical and pharmaceutical cluster. Firstly, the results suggest that the interaction of science, education, business and government in the development and implementation of innovation policy is not sufficiently structured to provide a balanced representation of the interests of the range of various innovative enterprises in Kazakhstan. Secondly, the legal basis of cluster development in Kazakhstan is determined. Need to develop mechanisms for the implementation of promising direction. Thirdly, the clusters can be formed in the existing special economic zones, allowing them to get right to the mass production of high-tech products that are developed.

A Study on Colors and Emotions of Video Contents -Focusing on depression scale through analysis of commercials

  • This study is intended to analyze colors felt in TV commercials among video contents, to provide basic resources of color plan that can be applied to production of contents and to help acceptors to change their mood and to lower depression levels. Many studies have revealed the obvious correlation between depression and suicide, so the World Health Organization(WHO) recommends the importance of media by recognizing public that depression is a serious risk factor that leads to suicides and by asserting the necessity of establishing social environment for active treatment. Contents production companies have social and cultural responsibility to convey correct information and to make acceptors have positive emotions. If the result of colors that emotionally healthy people feel through this study is used for production of video contents, it will be helpful to lower the depression scale and to prevent and treat depression by providing visual comfort. In addition, it is expected to be used as an important basic resource for not only production of video contents but also color plan of industrial fields.

  • According to the World Health Organization, the top 10 causes of death worldwide include heart disease. Heart diseases include coronary disease, which induces acute myocardial infarction. Ticagrelor drugs are being used to treat acute alliances, but it has become difficult to breathe due to the drugs. In a related study, Tobias predicted that uric acid causes acute respiratory distress independently of other factors, including BNP. And in the Ahmad study, serum uric acid numbers were related to the left ventricle depending on the level of uric acid. Experimental data are data used after 155 patients who received coronary intervention took ticagrelor. The research methods were leveraged by gradient decent algorithm and linear regression. In order to avoid overfitting in the experiment, training data and test data were separated into 70 and 30 percent respectively. The experimental results lacked the predictability of other attributes except DT in the correlation coefficient and crystal coefficient. However, all attributes related to dyspnea other than DT are determined to be related to causing relaxation of the heart in the left ventricle. Therefore, the attribute causing dyspnea is determined to be an attribute causing relaxation of the heart of the DT and left ventricle.

Social Network Anaylsis of Collaborative Activity in Rural Community - Case study of Hong-Dong area in Chungman Province, South Korea - (농촌 공동체 협업활동의 사회연결망분석 - 충남 홍성군 홍동 지역을 중심으로 -)

  • Rural development policy has changed from hardware based development to community revitalization. The purpose of this study is to analyze social network of collaborative activity among rural organizations as fundamental of community. The material used in this study is a record of collaborative activites in the community newsletter of Hong-Dong area. 161 of collaborative activities (links) and 75 of organizations (nodes) are investigated in network. 6 collaborative activity type ('Education', 'Socializing', 'Meeting', 'Culture', 'Event' and 'Labor') is classified. 'Socializing' is inclusive of approximately half of whole network (50.67%). Closeness centraization, degree centralization and betweenness centralization are measured on top in 'Education', 'Meeting' and 'Event' type. Scatter plot analysis using degree and betweenness centrality index, 'Maeul Revitalization Center', 'Balmak Library', 'Woori-Maeul Medical Co-op', 'Support Center for Female Farmers', 'Hongdong Middle School' and 'Mundang Sustainable Agriculture Education Center' are resulted as the core organization in network. Geographical distribution of collaborative activity is not only concentated in Hong-Dong Myeon but also networked with adjacent administrative district. This study finds its purpose in the detailed analysis of network characteristics of collaborative activity within Hong-Dong area which is representative developed rural community in Korea.

The Substitution Effect of Leadership Substitutes for Transformational Leadership in Nursing Organization (변혁적 리더십행위와 리더십 대체요인이 직무만족에 미치는 효과)

  • Purpose: This paper was conducted to examine the effects of transformational leadership behaviors, within the substitutes for leadership model(Kerr & Jermier, 1978). Method: Data was collected from 181 staff nurses in 3 general hospitals, with self-reporting questionnaires(MLQ developed by Bass, rd-SLS developed by Podsakoff, et at., and MSQ developed by Weiss, et al.). Descriptive statistics, factor analysis, Cronbach's alpha and moderated regression analysis were used. Result: 1) The transformational leader behaviors and substitutes for leadership each had correlations with job satisfaction. 2) The total amount of variance accounted for by the substitutes for leadership was substantially greater than by the transformational leadership behaviors. 3) Few of the substitutes variables moderated the relationships between the transformational leader behaviors and job satisfaction in a manner consistent with that specified by Howell, Dorfman, and Kerr(1986). Conclusion: The finding of this study suggest that leaders need to have a better understanding of those contextual variables that influence job satisfaction. Thus future research should focus attention on the moderating effects of substitutes, as well as the things that leaders can do to influence them. In addition, it may be good to examine the effects of substitutes on other criterion variables.

  • Organizational growth is achieved through the process of finding opportunities in the environment and establishing a business model with internal and external resources. Bestian Hospital, which primarily focuses on saving the lives of patients with severe burns, has enlarged its business domain through deep understanding of burn patients' problems, including pain and complications during treatments, long-term treatments, skin reconstruction, and so on. Now Bestian is accelerating research for development of antipyretics and cosmetics for burn patients. The success of Bestian has been due to utilization of human and material resources that are essential to performance in the medical field. Also, Bestian properly used a management service organization(MSO) model and constructed an information technology(IT) system for supporting its businesses. However, previous successes do not guarantee continued success. Bestian is entering a new domain with different challenges than it has experienced so far, and how it deals with these challenges will decide its future.

  • This study is planned to gather necessary data for setting up a system on students' health care in the university. In order to obtain statistical data on the students' health care problems especially in 'depression' among the mental health problems of the students, 'The Beck Depression Inventory' by A. T. Beck and 'Zung's Self-Rating Depression Scale' by W. W. K. Zung were used for gathering numerical data of scale of depression. It is evident that we have to prepare for further medical examination and health care educations for several students. For these students, it is clear that they have problems not only in mental health but also in physical health. I have screened out the high scored students for comparison and analysis. And it disclosed that we have to build up a periodical and continuous 'Health Screening System' utilizing Health Questionnaire for both physical and mental aspects, which will bring up us the very exact result to pick out any person who has healthy problem among the enormous number of the students with handy, convenient and effective procedures but with the least expense and effort. Also it is my firm confidence that this system will be applicable for primary health care control of mass population in local community or any organization.

Association Analysis of Reactive Oxygen Species-Hypertension Genes Discovered by Literature Mining

  • Oxidative stress, which results in an excessive product of reactive oxygen species (ROS), is one of the fundamental mechanisms of the development of hypertension. In the vascular system, ROS have physical and pathophysiological roles in vascular remodeling and endothelial dysfunction. In this study, ROS-hypertension-related genes were collected by the biological literature-mining tools, such as SciMiner and gene2pubmed, in order to identify the genes that would cause hypertension through ROS. Further, single nucleotide polymorphisms (SNPs) located within these gene regions were examined statistically for their association with hypertension in 6,419 Korean individuals, and pathway enrichment analysis using the associated genes was performed. The 2,945 SNPs of 237 ROS-hypertension genes were analyzed, and 68 genes were significantly associated with hypertension (p < 0.05). The most significant SNP was rs2889611 within MAPK8 (p = $2.70{\times}10^{-5}$; odds ratio, 0.82; confidence interval, 0.75 to 0.90). This study demonstrates that a text mining approach combined with association analysis may be useful to identify the candidate genes that cause hypertension through ROS or oxidative stress.

  • As the standards organization under ISO responsible for the development of all international financial services standards, ISO/TC 68 plays a key role in the development and adoption of new technologies in the banking, brokerage and insurance industries. In this paper many of its current work projects are introduced for developing ecommerce standards. We need to discuss the recommendations on XML conversion with ISO and other international standard organizations. Each country try to adopt the international standards even though domestic technical standards and barriers. To solve this problem of interworking between these standards, harmonization activities are nedded. For development and distribution of electronic documents to be conformed to international standards, it is enough to have the role of international activities continue to supply part of the domestic industry and the trends in participation and international standard.Our principal focus is on facilitating national and international trade, through the simplification and harmonization of processes, procedures and information flows, and so contributing to the growth of global commerce.

The Present and Future of Children′s Hospice Care in Korea (한국 아동 호스피스의 현황과 전망)

  • Purpose: This study is to identify the present situation of children's hospice and to find the developing strategies for child hospice system in Korea. Method: The data was collected from both literatures and the recent data provided by the government. The direction of future of children's hospice cared in Korea was predicted based on the literature analysis and the report and policy of government. Result: In Korea, the system of the child hospice is not processing. There are the importance differences between children and adult in that the characteristics and approach of the hospice care. All medical personnel and the people related to hospice care including children and their family should be recognized the necessity of the children's hospice care. The following strategies is needed for setting up the child hospice :the principles and standards, recognizing of the necessities, developing of educational program for the specialist and the systemic children's hospice program, and the organization of child hospice. Conclusion: Directions suggested from this study have the importance of child hospice to establish and develop well in Korea for both children with life-threatening disease and their families.
