The Impact of the Media Law Reform on the Media/Contents Firms' Market Value: Event Study Analysis (미디어법 개정이 미디어/콘텐츠기업가치에 미치는 영향분석: 사건연구의 활용)

  • The Media Law including Newspaper Law, Broadcasting Law and Internet Multimedia Law has been reformed in 2009. The main purpose of the reform was to allow media firms to gain a global competitive edge by opening doors to more investments that were nonexistent due to regulatory barriers. Also it aimed to contribute to an increase of employment in the media industry. This paper analyzes the impact that the Media Law reform of 2009 had on many media/contents company's future value by tracking abnormal returns gained during the period of the reform. The analysis with the capital market data of fifteen firms over a one-year period provided evidence that the new law has had an effect on the related firms' future value; however, the impact was shown to not be as significant in the long-term. This study has the significance in that it showed that the impact of the reform was not overall to the industry but given to the limited number of media company and confirmed the relatively strong effect of the unexpected events.

An Analysis of Social Discourse on the Enactment of School Sport Promotion Law Produced in the Media (미디어에 나타난 학교체육(진흥)법 제정 관련 사회적 담론 분석)

  • The purpose of this paper was to analyze a social discourse on the enactment of School Sport Promotion Law produced in the media. For this purpose, 73 articles related to the law collected from portal sites such as 'Daum', 'Naver' and 'Yahoo' as well as 'KINDS' were utilized for data analysis. Therefore, it was concluded that a social discourse's feature related to the enactment of the law is a social 'support' discourse calling for the enactment of the law, a 'denunciation' discourse after the rejection at the regular session of the National Assembly, a 'opposition' discourse concerned about the regression of elite sport and a 'wish' discourse expecting the leap and vitalization of school sport. From the holistic point of view, a dominant discourse is the appropriateness and necessity of the enactment of the law. However, smaller but stronger voices of dissent concerning about the decline in the development of elite sport (especially elite sporting success) were raised.

  • The school library media specialist is the information manager of school library as well as the teacher who take charge of a study. The basic knowledge of copyright law is needed to supply lawful and safe information service to students and teaching staffs in school. In order for the school library media specialist to have a copyright knowledge, the actual proof research to analyze the copyright recognition degree of school library media specialist is necessary, The survey study measured the recognition degree against copyright of school library media specialists who participate to 2006 school library media specialist 1 class qualification annual study and training process. As a result of the question analysis, the research suggested concretely Improved plans to raise the copyright recognition of school library media specialist.

Analysis of Media Trends and Social Perceptions on Nursing Law Legislation (간호법 제정에 대한 언론 동향 및 사회적 인식 분석)

  • Purpose: This study aimed to derive considerations for the enactment of nursing law by analyzing the trends and social perceptions of nursing law mentioned in major daily newspapers, cafes, and blogs. Methods: Main texts and comments that included nursing law as a keyword were collected from major daily news and online postings from January 2021 to August 2022. The data collected through web crawling were analyzed using a TousFlux program used for big data analysis. Results: During the period of study, the awareness level around nursing law enactment increased. In particular, public concern over nursing law enactment intensified due to the two political parties' policy pledges related to nursing law in January 2022 and the failure to introduce the nursing law to the national assembly judiciary committee in May 2022. Except in December 2021, public perception of nursing law enactment was generally favorable, with public opinion tilting more in favor of than against enactment. Conclusion: Public opinion should be considered when drafting and implementing the nursing law to make it easier for the people to understand what the law constitutes. In addition, it is necessary to pay attention to and continuously promote the relationship between medical care and nursing in the nursing law system of developed nations. Lastly, nursing law enactment can enhance nurses' retention intention and provide a sense of efficacy to medical services.

  • Recent technological advances provide the opportunity to use large amounts of multimedia data from a multitude of sensors with different modalities (e.g., video, text) for the detection and characterization of criminal activity. Their integration can compensate for sensor and modality deficiencies by using data from other available sensors and modalities. However, building such an integrated system at the scale of neighborhood and cities is challenging due to the large amount of data to be considered and the need to ensure a short response time to potential criminal activity. In this paper, we present a system that enables multi-modal data collection at scale and automates the detection of events of interest for the surveillance and reconnaissance of criminal activity. The proposed system showcases novel analytical tools that fuse multimedia data streams to automatically detect and identify specific criminal events and activities. More specifically, the system detects and analyzes series of incidents (an incident is an occurrence or artifact relevant to a criminal activity extracted from a single media stream) in the spatiotemporal domain to extract events (actual instances of criminal events) while cross-referencing multimodal media streams and incidents in time and space to provide a comprehensive view to a human operator while avoiding information overload. We present several case studies that demonstrate how the proposed system can provide law enforcement personnel with forensic and real time tools to identify and track potential criminal activity.

  • Virtual Reality simulation enables immersive 3D experience of a Virtual Environment. A simulation-based VE can be used to map real world phenomena into virtual experience. This research studies on the use of Newton's physics law to demonstrate the effects of forces upon object's falling movement, and their effects towards other fallible objects. A reconfigurable simulation enables users to reconfigure the parameters of the objects involved in the simulation, so that they can see different effects from the different configurations, such as force magnitude and distance between objects. This concept is suitable for a classroom learning of physics law. Preliminary implementation is done on a PC with a joystick for 4DOF movement. The graphics is implemented by SGI OpenGL Performer. A middleware called NAVERLib that consists of Performer's modules for easy XML-based configuration is used for management of visualization, network and devices connection, and where the engine of this domino simulation is attached.

  • The presence of traditional media content on online platforms is one of the critical issues nowadays, and Article 17 of the European Media Freedom Act (EMFA) seeks to regulate this. However, it can be seen that the current version of the text is not yet free of flaws: both its harmonisation with the Digital Services Regulation, its use of definitions and the media fast track mechanism it contains would require careful legislative scrutiny before the final text is adopted. The article examines if the self-declaration procedure envisaged by the EMFA would create a loophole for rogue media actors and bring confusion at both the European and horizontal levels or if it would fit the original goal of the EMFA, which is to improve the functioning of the internal European media market and to reinforce the independent media.

  • Freedom of speech is indispensable in Democracy. It is a rink among government agencies. Mass media as institutionalized means which forms public opinion impacts quite a few to a society. Mass media as a life media in our daily lives has characteristics of speed and prompt report. It is difficult to measure the effect on a society. Mass media is a lifeline in democracy because it has freedom of opinion for seeing, listening, speaking, and criticizing about the people's right to know in an information society. Our Constitution also guarantees freedom of the press, information(peoples's right to know), report, the collection of news, and edition. Because an unnecessary thing about a privacy is reported by mass media, it can violate defamation. This study seeks to be unbiased in reporting and what the principles of the Constitution for minimizing an invasion of a person's privacy is. This study also seeks freedom of speech and the right to know. In case that a personal honor is invaded by a mass media and a publication, this study provides the Constitution basis, Criminal Law basis, and Civic Law basis for remedy violation. A report for apology on newspaper and by television was widely used as "a proper punishment for honor recovery in the past". The constitutional court had decided that including the report of apology for "a proper punishment of honor recovery" in the article 764 of the Civic Law as a reason of freedom of conscience and the violation of personal rights was against the Constitution. Therefore, this study examples what is a legal remedy in practical?, where is legal basis of special remedy in the Civic Law, and what is a method by the Press Arbitration Law compared with the examples of other countries. On the other hand, because a mass media may injure a person's honor and infringe a person's privacy, if the report is categorized as a malicious press, the true role which mass media has to do may not demonstrated. In conclusion, this study was to minimalize infringement of mass media to a person and to seek a realistic alternative of a legal remedy.

'Trivial' Conflicts of Multicultural Families: Focused on the Program (다문화가정의 사소한 갈등: <다문화 고부 열전>을 중심으로)

  • This study aims to analyze how the media represents marriage immigrant women in the reality of Korean multicultural society. In particular, by analyzing an EBS documentary titled, 'Multicultural Fierce Conflicts between Mother-in-law and Daughter-in-law', this study clarifies that this content adopted travel narrative to show conflicts between mother-in-law and daughter-in-law and solution of these conflicts. The documentary apparently shows mutual understanding and cultural diversity but still keeps representing these conflicts as individual's 'trivial' problems. Under this way of representation, social and structural problem or institutional problem in reality can be covered up by the medium of travel. It makes such a conflict look like an individual's 'trivial' problem can be solved by individuals.
