An Analysis of the Determinants of the Bolsonaro Administration's Pro-U.S. and Anti-China Diplomacy: Focusing on Political Leader's Personal Characteristics (브라질 보우소나루 정부의 친미·반중 외교노선 결정요인 분석: 정치지도자의 개인적 특성을 중심으로)

  • With the inauguration of the Bolsonaro administration in 2019, Brazil experienced a noticeable transformation in its policy lines at home and abroad. Limiting this change to diplomacy, it can be pointed out that pro-U.S. and anti-China diplomacy, which is clearly distinguished from the previous regimes, has begun in earnest. Nevertheless, the existing literature on this topic is limited, and it is mainly poetic reporting through the media. This paper aims to derive the main determinant of Bolsonaru's pro-U.S. and anti-China diplomatic lines by postulating the individual level of the political leader as a key variable. This study argues that his personal experience and beliefs and world views formed by his life history, and Bolsonaro's political calculation that would strengthen his domestic political support through linking between his domestic politics and diplomatic lines, ultimately influenced the dependent variable. This study is thought to be meaningful in that it enhanced the theoretical implications of not only the theory of foreign policy determinants but also the understanding of Brazil's foreign policy by explaining the factors of Brazil's pro-U.S. and anti-China diplomacy through focusing on an individual level.

Writing Discourse Study in a Group of Professionals: Focusing on YouTube (전문가 집단의 글쓰기 담론 연구: 유튜브(YouTube)를 중심으로)

  • This paper analyzed the discourse on writing by experts such as writers, novelists, and writing instructors appearing in YouTube videos through narrative analysis methods. According to the analysis, the five key topics comprising writing discourse were: Active reading for writing, Nonstop writing and writing more, Rewriting 10 times more than talent, Writing in spoken language in the era of one-person media, Sharing feedback on social media. The writing discourse of professionals illustrated the change in writing in the age of social media. First, it was confirmed that the writing culture shifted from reading to writing and rewriting. Second, writing in the social media era naturally showed that the spoken language of writing became the dominant code. Third, it has been confirmed that writing in the social media era is social writing of cooperation and sharing that openly share feedback. These findings will have significant implications for future research on media and writing

National Interest and the News Media -Understanding U.S. Elite Media's Relationship with Foreign Economic Policies- (국가이익과 언론 -미국 엘리트 언론의 국제통화체제 위기 보도를 중심으로-)

  • There emerges a growing concern about South Korea's intellectual dependence on U.S. financial news media. However, those media's inherent relationship with national economic and financial interests has been poorly addressed. This paper thus attempts to identify such a strategic partnership between media and the government by analysing news coverages over four critical arena interwoven with U.S. dollar based financial system. For this purpose, total 152 news articles about Asia crisis, Asian Monetary Fund, Malaysia currency crisis and the new international financial architecture have been examined in terms of frame, attitude, cue-givers and discursive strategies. Research results indicate that not only have the media actively deferred to government leadership bur they have also acted as public diplomats in way of not hampering journalistic credibility. Hence, it is claimed that Korean society needs to formulate a model of media's strategic partnership with government at least in foreign policy arena, as well as to launch discursive strategies against nation-bound global news media.

The Feasibility of Reciprocal Health Care Agreements between South Korea and Australia (상호의료협약에 대한 고찰 -호주와 한국의 상호의료협약 가능성을 중심으로-)

  • Objectives : This study reviews the feasibility of Reciprocal Health Care Agreements (RHCA) between South Korea and Australia. Methods : A literature review was conducted using government reports and media articles. Results : In Australia, the Health Insurance Act enables health care agreements with other nations, but Korea has no similar legislation in place. Therefore, Korea must build a broader consensus on the need for RHCA, based on the precedent of Australia's RHCA with 11 nations, as well as on the Korean Pension Act, which has made reciprocal pension agreements with 28 nations through an exceptive clause. The active government involvement of the Ministry of Health and the Department of Foreign Affairs and Trade in Australia, and the Ministry of Health & Welfare and Ministry of Foreign Affairs in Korea, are essential for a successful RHCA process. Conclusions : RHCA between Australia and Korea would constitute a significant step forward in strengthening people-to-people links between these two trading partners in the spirit of health diplomacy.

The study for process of development in publishing of Ryuseo (유서편찬(類書編纂)의 전개양상(展開樣相) 고찰(考察))

  • Ryuseo(類書) is a type of traditional books and seems like today's encyclopedia. For compilation of this book, the contents with good ideas and the improvement in method of editing are very important. The process of development, basic form, reception and transformation, the method of succession in today were investigated with the traditional Ryuseo through this study. In Korea, the publishing of this book in the beginning was just republishing of Chinese Ryuseo. During the reign of king Sunjo of Chosun dynasty, Ryuseo for Korean, "Daedongeunbugunok(大東韻府群玉)" was published. Also the basic form of Ryuseo had to be changed in this period. Kimyuk increased practical use of this book by summarizing "Samunryuchui(事文類聚)". The first complete Korean Ryuseo was "Kosachalyo(故事撮要)" that was published in 1554, king Myungjong. In the book was included contents about diplomacy and daily life by Eosukkwun. In 1771, king Youngjo, "Kosashinseo(故事新書)" was published. It had more information about actual life than Kosachalyo. Ryuseo should be considered with two things when it is read by modern readers. One is the development of material for study and another is to ensure the readers. So Ryuseo could be a good basic material for developing contents of internet. Reproduction of this book by new one should be considered with increasing its function. Because reforming classical material by digital one is necessary for daily life in today.

  • During the study, big data analysis was conducted focusing on domestic media reports related to Mongolia. The Latent Dirichlet Allocation(LDA) topic modeling was conducted using 130,000 articles with the keyword 'Mongolia' as the target of analysis. As a result of deriving and examining major topics for each period, there were disappearing subjects as the diplomacy level was raised, but most appeared in the beginning were remained and additional issues in various fields were shown.

  • The K-POP market has become influential not only in culture but also in society as a whole, including diplomacy and environmental movements. As a result, various papers have been conducted based on machine learning to identify the success factors of idols by utilizing traditional data such as music and recordings. However, there is a limitation that previous studies have not reflected the influence of new media platforms such as Instagram releases, YouTube shorts, TikTok, Twitter, etc. on the popularity of idols. Therefore, it is difficult to clarify the causal relationship of recent idol success factors because the existing studies do not consider the daily changing media trends. To solve these problems, this paper proposes a data collection system and analysis methodology for idol-related data. By developing a container-based real-time data collection automation system that reflects the specificity of idol data, we secure the stability and scalability of idol data collection and compare and analyze the clusters of successful idols through a K-Means clustering-based outlier detection model. As a result, we were able to identify commonalities among successful idols such as gender, time of success after album release, and association with new media. Through this, it is expected that we can finally plan optimal comeback promotions for each idol, album type, and comeback period to improve the chances of idol success.

An Investigation on the Periodical Transition of News related to North Korea using Text Mining (텍스트마이닝을 활용한 북한 관련 뉴스의 기간별 변화과정 고찰)

  • The goal of this paper is to investigate changes in North Korea's domestic and foreign policies through automated text analysis over North Korea represented in South Korean mass media. Based on that data, we then analyze the status of text mining research, using a text mining technique to find the topics, methods, and trends of text mining research. We also investigate the characteristics and method of analysis of the text mining techniques, confirmed by analysis of the data. In this study, R program was used to apply the text mining technique. R program is free software for statistical computing and graphics. Also, Text mining methods allow to highlight the most frequently used keywords in a paragraph of texts. One can create a word cloud, also referred as text cloud or tag cloud. This study proposes a procedure to find meaningful tendencies based on a combination of word cloud, and co-occurrence networks. This study aims to more objectively explore the images of North Korea represented in South Korean newspapers by quantitatively reviewing the patterns of language use related to North Korea from 2016. 11. 1 to 2019. 5. 23 newspaper big data. In this study, we divided into three periods considering recent inter - Korean relations. Before January 1, 2018, it was set as a Before Phase of Peace Building. From January 1, 2018 to February 24, 2019, we have set up a Peace Building Phase. The New Year's message of Kim Jong-un and the Olympics of Pyeong Chang formed an atmosphere of peace on the Korean peninsula. After the Hanoi Pease summit, the third period was the silence of the relationship between North Korea and the United States. Therefore, it was called Depression Phase of Peace Building. This study analyzes news articles related to North Korea of the Korea Press Foundation database(www.bigkinds.or.kr) through text mining, to investigate characteristics of the Kim Jong-un regime's South Korea policy and unification discourse. The main results of this study show that trends in the North Korean national policy agenda can be discovered based on clustering and visualization algorithms. In particular, it examines the changes in the international circumstances, domestic conflicts, the living conditions of North Korea, the South's Aid project for the North, the conflicts of the two Koreas, North Korean nuclear issue, and the North Korean refugee problem through the co-occurrence word analysis. It also offers an analysis of South Korean mentality toward North Korea in terms of the semantic prosody. In the Before Phase of Peace Building, the results of the analysis showed the order of 'Missiles', 'North Korea Nuclear', 'Diplomacy', 'Unification', and ' South-North Korean'. The results of Peace Building Phase are extracted the order of 'Panmunjom', 'Unification', 'North Korea Nuclear', 'Diplomacy', and 'Military'. The results of Depression Phase of Peace Building derived the order of 'North Korea Nuclear', 'North and South Korea', 'Missile', 'State Department', and 'International'. There are 16 words adopted in all three periods. The order is as follows: 'missile', 'North Korea Nuclear', 'Diplomacy', 'Unification', 'North and South Korea', 'Military', 'Kaesong Industrial Complex', 'Defense', 'Sanctions', 'Denuclearization', 'Peace', 'Exchange and Cooperation', and 'South Korea'. We expect that the results of this study will contribute to analyze the trends of news content of North Korea associated with North Korea's provocations. And future research on North Korean trends will be conducted based on the results of this study. We will continue to study the model development for North Korea risk measurement that can anticipate and respond to North Korea's behavior in advance. We expect that the text mining analysis method and the scientific data analysis technique will be applied to North Korea and unification research field. Through these academic studies, I hope to see a lot of studies that make important contributions to the nation.

Differences of news aspect about Asia and West in Korean newspapers and its reason: Focusing on news topic, amount of news, news tone and media sources (한국신문의 아시아와 서구에 대한 보도양상의 차이와 이유 연구: 뉴스주제, 보도량, 보도태도, 미디어 정보원을 중심으로)

  • Asia is developing rapidly in 21st century. Human and material exchanges between Korea and Asian countries have greatly increased. Korea entered the multicultural society. It became important for Korean people to understand Asia more correctively. Korean media can play a key role for this. In this point, I analyzed 1786 news contents reported in 2011 by four Korean newspapers(Chosun Ilbo, Dong-A Ilbo, Hankyoreh newspaper, Kyungh Kyunghyang Daily News), to see differences of Asia and West news aspect and its reason, focusing on news topic, amount of news, news tone and foreign media sources. In amount of news, the percent of West(54.3%) was higher than that of Asia news(45.7%). In news tone, negative news were the most in Asia news, but the least in West news. Korean newspaper showed more positive attitude to West than Asia. 1786 news were classified into seven topics(morality and justice, politics, economics and science, society, diplomacy and national defense, human interest, people). In news amount of seven topics, Korean newspapers reported hard news like morality and justice more than soft news like human interest about Asia. However they reported many soft news about West besides hard news. In news topics and tone, hard news showed negative tone most and soft news showed neutral or positive tone most. As a result, Korean news showed the negative attitude to Asia and the positive to West. Among five main sources(media, government, private organization, individual and material), only media source affected the differences of news attitude to Asia and West. Asia media source took the more positive attitude to Asia than West. West media took the negative attitude to Asia most and the neutral attitude to West most. Korean newspapers used West media as main sources in the news of all areas except East Asia. As a result, Korean newspapers showed the West-centered-attitude and reported the negative news more than neutral and positive about Asia. It was suggested that Korean newspapers had better increase Asia news in diverse spheres by the direct reporting of the correspondent and the more use of Asia media through the internet.

The Propagation and Construction of China's National Image in $21^{st}$ Century (21세기 중국 국가이미지의 형성과 전파)

  • As China's international status is more and more uplifted, the active shaping and effective propagation of China's national image has been regarded as an important means to demonstrate China's soft power, demolish the so-called "China Threat Theory", and compete for China's share in international discourse power. This article first makes a discussion on the fundamental concepts and related theories of national image, and then explores the precise positioning of China's image as "a responsible power" and the connotation that should be contained in this image. Finally, this article presents a tactic of "complex propagation" for the shaping of China's national image, which includes the propagation by new media and advertisement, the marketing of international sport games and other international events, public diplomacy and public relations tactics.
