설계단계에서 적정 기계설비 공사비 산정을 위한 BIM 정보표현수준(BIL) 개선안 (A Proposal of BIL for Reasonable Cost Estimation of Mechanical Contracts and Construction in Design Phases)

  • Building information modeling (BIM) technology based on 3D modeling has been applied to the entire domestic construction industry since 2010. It can calculate quantity take-off considering construction productivity at design phase. Based on this, it is possible to improve the reliability of construction cost prediction of design phase in the process of cost estimation. However, Building Information Level (BIL) defined by Ministry of Land, Infrastructure and Transport and Public Procurement Service does not seem to offer doable environment due to the lack of detailed application items. By calculating construction cost that meets Construction Cost Estimate Accuracy by American Association of Cost Engineers (AACE) through quantity take-off and cost estimation based on 3D modeling of BIM technology, a BIL improvement proposal at design phase for Mechanical Contracts and Construction is provided here. Results showed that properties including outline and minimum specification of the main equipment, internal main piping, and internal main duct should be defined from the intermediate design phase to have reliable cost estimation.

Prioritization of Price Volatility Management Strategies in Construction Projects

  • The existence of material price volatility in construction projects puts forward substantial risks for all parties involved. Depending on the parties involved in the project, type of contracts, and state of the market various risk management strategies are practiced by contracting parties to manage project risks related to price volatility. Unfortunately, in many cases companies fail to select an adequate approach to better manage volatilities of material prices due to the lack of a decision support system to aid in the selection of an appropriate strategy based on the project characteristics. The aim of this study is to identify critical project factors and align them to documented strategies to manage price volatility based on an extensive literature review and industry interviews. This study found Integrated Project Delivery (IPD) as the ideal strategy with respect to project duration; quantitative risk management methods with respect to the cost; and Price Adjustment Clauses (PAC) with respect to the risk allocation, as the top price volatility management strategies.

자산담보부 단기사채를 활용한 해외발전사업 수주확대방안 (Business Growth Strategy with Asset Backed Short Term Bond for Overseas IPP Opportunities)

  • 본 연구는 최근 도입된 단기사채를 통해 한국수출입은행의 대외채무보증과 연계하여 자산유동화 구조에 접목한 자산담보부 단기사채의 금리를 추정하고 해외 투자개발형 민자발전사업의 수주 확대를 위한 프로젝트파이낸스의 한 방안으로 이용할 수 있는지에 대한 것이다. 회사채 신용등급 AA-부터 BBB+까지 건설사 자산담보부 단기사채와 비교한 결과, 자산 유동화 구조와 접목한 한국수출입은행의 대외채무보증부 자산담보부 단기사채는 금리 경쟁력이 있고, 프로젝트의 자기자본수익률이 개선됨을 확인할 수 있었다. 특히, 본 금융구조는 회사채 등급이 낮은 시공사에 적용할수록 더 높은 자기자본수익률 확보가 가능함을 알 수 있었다. 이를 통해, 경쟁력 있는 자산담보부 단기사채 금융조건은 수요 창출 및 수익성 확보는 물론 우리기업의 해외 투자개발형 민자발전사업 수주확대에 기여할 것으로 기대된다.
