Retrieval effectiveness is the principal criteria for measuring the performance of an information retrieval system. This paper deals with the characteristics of 'relevance' of information and various measuring techniques of retrieval effectivess. The outlines of this study are as follows: 1) Relevance decision for evaluation should be devided into the user-oriented and the system-oriented decisions. 2) The recall-precision measure seems to be user-oriented, and the recall-fallout measure to be system-oriented. 3) Many of composite measures can not be justified III any rational manner unfortunately. 4) The Swets model has demonstrated that it yields, in general, a straight line instead of a curve of varying curvature and emphasized the fundamentally probabilistic nature of information retrieval. 5) The Cooper model seems to be a good substitute for precision and a useful measure for systems which ranked documents. 6) The Rocchio model were proposed for the evaluation of retreval systems which ranked documents, and were designed to be independent of cut-off. 7) The Cawkell model suggested that the Shannon's equation for entropy can be applied to measuring of retrieval effectiveness.

Purpose: The purpose of this study was to investigate autonomy, teaching effectiveness, and clinical practice satisfaction for fundamentals nursing clinical practice in student nurses. Method: The participants were 244 sophomores, who had done the practice for 8 weeks from June 17 ${\sim}.33$ August 23, 2005. Autonomy the Caring Perspective(ACP) devised by Boughn(1995) was used to measure autonomy, Instrument to Measure Effectiveness of Clinical Instructor(IMECL) by Reeve(1994) for measuring teaching effectiveness, and an instrument by Moon(2002) for measuring satisfaction. Results: After practice, the role model was seen as rich in knowledge and experience(48.77%). Desirable categories for instructor were full-time professors with a practice background and head nurses(31.97%). Average score for autonomy was 3.71(${\pm}.33$), for teaching effectiveness, 3.67(${\pm}.48$) and for satisfaction 3.51(${\pm}.38$). Autonomy scores were high for students satisfied with their major(F=5.23, p=.006), and interested In practice(F=4.38, p=.014). Teaching effectiveness scores were high for students satisfied with practice (F=2.57, p=.038). Clinical practice satisfaction scores were high for students interested in practice(F=5.01, p=.007). Relationships between autonomy and teaching effectiveness (r=.174, p=.006), and between leaching effectiveness and satisfaction showed a positive correlation(r=.632, p=.000). Conclusion: Interest in clinical practice courses in first year affect autonomy, teaching effectiveness and satisfaction.

The shielding enclosure is very essential device to test the electromagnetic wave power generated by various RF equipments. Some standards for the shielding enclosures were established to test them in right method. Generally, There are IEEE-STD-299 and MIL-STD-285 and NSA-65-6 of the method for measuring the effectiveness of shielding enclosures, the IEEE-STD-299 combined MIL-STD-285 and NSA-65-6 about the method for measuring shielding effectiveness(SE) about 1969 years, but, the measurement point of 299 proposal is many points(including shielding wall, seam, coner beat, shielding door, etc) and demand long time of measurement. To improve SE test method for shielding enclosures was studied and suggested to develop a proper test procedure. First, we measure reference level as frequency range and H/V polarization, secondly, measure leakage point, and finally, measure shield effect and calculate SE. Our method has a merit of the less measurement point than IEEE-STD-299, and shorten time than 299, and define representation SE of shielding enclosure effectively.

The purport of quality assurance audit and its procedures as specified in ISO 9000 have been reviewed. The principles and techniques for interview, documentation of the results and quality trend analysis were discussed. The practical techniques for the performance of quality audit for measuring the effectiveness of quality management systems were suggested.

In this paper, we proposed and developed a new portable skin elasticity measuring device based on the indentation method using piezoelectric effect. The proposed device is designed to minimize the uncertainty caused by the layer structure of the skin when measuring the elasticity of the skin. And, we developed a piezoelectric-based thin-film pressure sensor that can measure quantitatively and quickly during repeated measurement as a device sensor. To confirm the effectiveness of the proposed measuring device, it was compared with the experimental results of the conventional measuring devices under the same experimental conditions, and statistical correlation analysis was performed between the experimental data of the proposed measuring device and the experimental data of the conventional measuring devices. As a result of the correlation analysis, it was confirmed that the proposed measuring device had a high correlation with the conventional measuring devices. Therefore, it was confirmed that the proposed skin elasticity measuring device was effective.

EMI 스프레이 코팅막의 차폐효과(Shield Effectiveness, SE)를 측정하기 위한 정확한 방법을 제안하였다. 고주파 시뮬레이션을 한 후에 원형 동축 표준 측정기를 제작하였다. 원형 동축 표준 측정기에 삽입하기 위하여 EMI 스프레이 코팅막의 시료를 가공하였다. 차폐효과 측정을 위한 측정기는 에이질런트 8722ES 벡터 네트워크 분석기를 이용하였다. 이러한 측정기와 측정시료의 구성으로 구리와 은의 혼합 스프레이 코팅 시료의 정확한 차폐효과를 측정하였다. 동박 시료의 차폐효과는 70 dB로 측정되었고, 구리와 은의 혼합 스프레이 코팅 시료의 차폐효과는 60 dB로 측정되었다. 이와 같은 측정 결과로 원형 동축 표준 측정기의 신뢰성을 확인하였다.

In this study, a new kind of instrument for measuring the magnetic shielding effectiveness (MSE) was developed using a double yoke; one a magnetizing yoke and the other a sensing yoke. Using the developed instrument, the MSE could be measured for a steel sheet specimen in the ELF range, where the magnetic permeability contributes to the MSE at low frequencies and eddy currents contributes to the MSE high frequencies with < 0.1 dB reproducibility. The developed measuring method can be applied to quality control in a steel sheet company producing EMI/EMC shielding materials.

The purpose of this study is to develop the web-based system for work performance analysis(WPAS). The need of work performance analysis system has already been suggested in many previous researches on the computerization of the performance measurement in the construction site by using the indicators such as time, cost and quality. However, they had focused on measuring or analyzing the result when the project would be over. The WPAS suggests three indicators - work reliability, work effectiveness and work efficiency - to manage the performance of the construction site. It can help the manager more easily recognize the status of on-going work in the construction site by measuring and analyzing the work reliability rate, the work effectiveness and work efficiency every day. This research includes the procedures for WPAS measurement process, database structure of WPAS which was analyzed by the IDEF0 and the data flow diagram. Finally, this research introduces the result of WAPS's case studies and validation in the Korean construction site.

This method explores a method of aggregating the measures of effectiveness of a weapon system from its characteristics. With this method, the constant sum method and multiple regression are used to develop a functional relationship between system effectiveness and system characteristics. As an example, a study of a tank weapon system was${\cdot}$conducted with data from the U.S. Army Armor School. It was concluded that the aggregation method is feasible, and that for the tank system studied, the reciprocals of system characteristics give a good estimating equation for measuring tank system effectiveness.

Most studies of organizational effectiveness previously done, have measured financial performance such as productivity, efficiency or subjective performance such as a commitment, satisfaction, and turnover intention of employees. However, these measurements have limitations to evaluate a organizational effectiveness in recent knowledge information era because evaluation of organizational effectiveness in knowledge-based society needs measurements in various aspects such as financial, customer, internal business process, and learning and growth. The purpose of this study is to overcome these problems and to introduce an appropriate system for evaluation of organizational effectiveness under knowledge management paradigm. In this paper, we suggest a Balanced Scorecard(BSC) as a new measurement standard of organizational effectiveness in a knowledge information era. The balanced scorecard is designed to help firms that have historically overemphasized short-term financial performance. When measuring organizational effectiveness through Balanced Scorecard(BSC) suggested by Kaplan and Norton[31], it is to present the measurement indices that can cover the limitation of the past evaluation indices of organizational effectiveness.
