A Study of Radon Concentration in First Floor and Basement and Prediction of Annual Exposure Rate in Korea (국내 실내 라돈농도와 연간 피폭선량 예측에 관한 연구)

  • The purpose of this study was to investigate Rn concentration and annual radiation exposure level in the basement and first floor. The Rn Cup monitors were placed in different environments such as shopping stage, office building, Apartment, Hospital, house in Seoul from Match 1996 to April 1997 and CR-39 films were collected every two months. The mean radon concentration in the basement of house($88.6\;Bq/m^3$) showed the highest level among the areas, while radon concentration on the first floor of house($50.5\;Bq/m^3$) showed the higher than other areas. The annual radiation exposure dose that person on the floor / in the basement of differential place in the seoul can be exposed during living was estimated from 24.11 to 87.64 mRem/yr. This radiation dose is significantly lower than 130mRem maximum radiation dosage from the radon nuclide prescribed by the ICRP, with respect to the overall average exposure of the working adult. this study indicated that possible radon sources on the first floor / in the basement areas are radon intrusion from soil gas, construction materials, or ground water leaking. Further study is needed to quantitatively assess major contributions of radon-222 and health effect to radon exposure.

Evaluation Study on Wind Retrieval Methods from Single-Doppler Radar (단일 도플러 레이더를 이용한 풍속데이타 산출기법에 관한 연구)

  • This study presents the analysis of an atmospheric flow around a single-doppler radar located in a pseudo-site. The use of a doppler radar in meteorological field of wind engineering has become widespread over the last several decades, but it has generally been recognized that the single-Doppler radar yields only one single velocity component - the radial velocity($V_r$) so that some additional hypotheses or simplifications must be necessary to get proper wind forecast. Therefore, in order to get an accurate radial velocity($V_r$) in this study, the existing methods such as VAD(Velocity Azimuth Display) and VARD(Velocity Area Display) are reformulated and applied to match the previous study(Waldteufel and Corbin), which have been an important indicator for retrieving a radar velocity. The results presented in this study include the results from different assessment methods in a peudo-site of different wind fields. Unless the existing method can consider the proper decomposition of radial velocity in the real site, then authors suggest an appropriate curve-fitting to decrease the uncertainty errors by changing a grid adaptation rate or applying a weighting function with respect to the wind angle. It is concluded that provided properly formulated fitting function are used, the wind retrieval from the Doppler radar using VAD and VARD methods can be a viable tool for use in wind engineering problems searching for the wind resources.

Chronic Lateral Ankle Instability: Efficacy of Combination of Ankle Arthroscopic Exploration and Modified Brostrom Operation (족관절 외측 불안정성 재건 시 시행하는 탐험적 관절경의 유용성)

  • Purpose: To evaluate the efficacy of the arthroscopic exploration combined with modified Brostrom operation (MBO) for the treatment of chronic lateral ankle instability (CAI). Materials and Methods: Sixty patients who diagnosed a CAI were performed MBO. We divided to 2 groups, whether simultaneously inspected by arthroscopy (group B) or not (group A). The both group's results were compared according to American Orthopedic Foot and Ankle Society Ankle-hindfoot score (AOFAS), functional ankle score and visual analog scale (VAS) at preoperative and final follow-up period. Results: There were no significant differences of AOFAS, functional ankle score and VAS between both groups at final follow-up. However, in group A, 2 cases associated with medial ankle instability and syndesmotic injuries were did not diagnosed preoperatively, showed poor prognosis. In group B, one case had a permanent peroneal nerve symptom. The match rate of intra-articular lesions between preoperative diagnosis and postoperative arthroscopic diagnosis was 30% in group B. Conclusion: Combination of arthroscopic exploration and MBO is effective strategy for intra-operatively discrimination of intra-articular associated lesions for CAI.

Implementation of a Personal Exercise System for Growing Children using Kinect (키넥트를 이용한 성장기 아동을 위한 개인 운동 시스템 구현)

  • Exercising and stretching are essential for the growth of children, but recently, children's outdoor activities are limited due to social risks such as fine dust and child crime. It has increased the need for children's programs that can be safely and easily followed indoors. In this paper, we developed a system to induce and manage children's voluntary stretching to support growth. The system developed in this paper recognizes the child's stretching motions in real-time using Kinect to evaluate the match rate with the standard motions. The system gives users the results with a calendar and check stamp to provide voluntary motivation for the child and to provide parents with systematic management of the child's progress.

An Efficient Face Recognition Using First Moment of Image and Basis Images (영상의 1차 모멘트와 기저영상을 이용한 효율적인 얼굴인식)

  • This paper presents an efficient face recognition method using both first moment of image and basis images. First moment which is a method for finding centroid of image, is applied to exclude the needless backgrounds in the face recognitions by shifting to the centroid of face image. Basis images which are the face features, are respectively extracted by principal component analysis(PCA) and fixed-point independent component analysis(FP-ICA). This is to improve the recognition performance by excluding the redundancy considering to second- and higher-order statistics of face image. The proposed methods has been applied to the problem for recognizing the 48 face images(12 persons*4 scenes) of 64*64 pixels. The 3 distances such as city-block, Euclidean, negative angle are used as measures when match the probe images to the nearest gallery images. The experimental results show that the proposed methods has a superior recognition performances(speed, rate) than conventional PCA and FP-ICA without preprocessing, the proposed FP-ICA has also better performance than the proposed PCA. The city-block has been relatively achieved more an accurate similarity than Euclidean or negative angle.

Suggestions for Redirection of Korean Price Policy for Reimbursement Drug in Health Insurance (선진국의 약가정책 고찰을 통한 건강보험 약가제도의 개선방안)

  • General drug prices involve three stages: shipment stage, wholesaler stage and retail stage. Policies on drug price differ from country to country. Shipment stage prices are tightly regulated in countries like France and Netherlands. They are free in only a minority of advanced countries, even if these include some major players such as the US, Germany and, in a very limited sense, Japan. The situation in the UK is very complex with a semi-free system, where drug companies are free to set their own prices but cannot exceed a predetermined profit ceiling. Mark-up at both wholesaler and retail stages is formally admitted in most countries observed. Apart from the general drug prices, reimbursement price of insured drugs has been major policy concerns. Most countries reviewed in this study has exerted some control over reimbursement prices, but differ both in the way how and in the extent to which prices are admitted or fixed. Price fixing has been used in France and Japan. Some countries have transformed their system over time, particularly to move to reference pricing in the last decade. This mechanism has empowered the customer, and improved price competition on the market. Referring to the drug price policies in the advanced countries, this study makes some suggestions for the redirection of Korean price policy for reimbursement drug in health insurance as follows: to match appropriate policy tools to each policy goal; to maximize market mechanism through effective reimbursement price fixing which admits mark-ups in wholesaler and retail prices; to introduce reference pricing system in order to redirect patient's demand with a financial incentive to choose the best-priced drugs and to save the finance of health insurance; and to strengthen surveillance and monitoring mechanism in the drug market.

  • Since AlphaGo's Match in 2016, there has been a growing calls for artificial intelligence applications in various industries, and research related to it has been actively conducted. The same is true in the military field, and since there has been no weapon system with artificial intelligence so far, effort to implement it are posing a challenge. Meanwhile, AlphaGo Zero, which beat AlphaGo, showed that artificial intelligence's self-training data-based approach can lead to better results than the knowledge-based approach by humans. Taking this point into consideration, this paper proposes to apply Reinforcement Learning, which is the basis of AlphaGo Zero, to the Shipboard Combat System or Combat Management System. This is how an artificial intelligence application to the Shipboard Combat System or Combat Management System that allows the optimal tactical assist with a constant win rate to be recommended to the user, that is, the commanding officer and operation personnel. To this end, the definition of the combat performance of the system, the design plan for the Shipboard Combat System, the mapping with the real system, and the training system are presented to smoothly apply the current operations.

Asymptotic Behavior of the output SINR at MMSE receivers in a MIMO MC-CDMA system (MIMO MC-CDMA시스템에서 MMSE 수신기 출력의 점근적 양상)

  • This paper analyzes the output signal-to-interference-plus-noise ratio (SINR) for a multiple-input-multiple-output (MIMO) multicarrier code division multiple access (MC-CDMA) system with minium mean square error receivers. A previous work of a single antenna MC-CDMA system cannot directly applied to a MIMO MC-CDMA system because some assumptions for single antenna do not match the case of multiple antenna. Therefore this paper expands the concept of freeness to MIMO system by using the Marcenko Pastur law. The analysis shows that the output SINR asymptotically converges to a deterministic value and finds the value on the assumption of freeness. From the analysis, it is easy to calculate bit error rate and the calculation is verified by simulations.

  • Previous post sender recognition study was focused on recognizing the address of receiver. Relatively, there was lack of study to recognize the information of sender's address. Post sender recognition study is necessary for the service and application using sender information such as returning. This paper did the experiment and suggested how to recognize post sender using SIFT. Although SIFT shows great recognition rate, SIFT had problems with time and mis-recognition. One is increased time to match keypoints in proportion as the number of registered model. The other is mis-recognition of many similar keypoints even though they are all different models due to the nature of post sender. To solve the problem, this paper suggested SIFT adding distance function and did the experiment to compare time and function. In addition, it is suggested how to register and classify models automatically without the manual process of registering models.

Usage Analysis and Design Development for Pilot Gloves (비행장갑설계를 위한 사용실태분석 및 개선안 개발)

  • This study was conducted to analyze the wearing condition on gloves for pilots and to suggest the developments for pilot gloves design. This survey was performed with 99 pilots and the questionnaires included items about discomfort, materials and problems when wearing pilot gloves. The respondents felt uncomfortable on the finger tip, the hollow area of the hand and the end of thumb when they move their hands with the gloves. They replied that the finger length, palm length, and circumference of the fingers did not match well. Also they complained there was severe abrasion in the tip of the thumb, finger tips and the middle of the palm of the gloves. The result of these analyses supports the following suggestions. It is necessary to improve durability by applying the additional materials to the severely worn parts. Punching on the glove materials could improve sweat rate and ventilation, and careful washing should be accompanied to prevent the occurrence of linters and transformation after laundering. And it is needed to prepare an accurate and more diversified size system and to design the gloves fitted to the individual hands. With these in mind, it is required to propose solutions for pilot gloves with reference to the survey results in order to design appropriate pilot gloves in terms of movement, size and material. It was concluded that an analysis of the wearing condition and developments are useful for ergonomics pilot gloves design.
