We are living in the age of information and the role of information communication is large. Moreover, the mass commucatioin and the concentration of communication facilities could cause a significant impact on the lives of the people in the event of an accident. Therefore, we proposed improvement measures by analyzing the standard manual of risk management for information communication disaster. The disaster management agency should improve the management system, the related law system, the basic planning and response system, and the standard manual for risk management through continuous research into the statute and the standard manual for risk management.

This study compared news coverage of national and international disasters, Hurricane Katrina and the Haiti Earthquake, using textual analysis of The New York Times and The Washington Post. The results reveal that media framing of the historical cases developed in three stages upon the development of post-disaster relief: (1) Call for humanitarian assistance; (2) New Orleans under anarchy and hopelessness vs. Haiti under scrutiny with hope; and (3) Katrina effects. By framing the outcomes of the hurricane as the "Katrina effect," the media used the disaster as a reference point to explain other economic and political issues. In addition, analysis of relevant statements and press releases confirmed that different social actors involved in the relief process, such as donors, facilitators, and beneficiaries, contributed to the media framing of the issue, although the facilitators were most successful in transferring their own frames to media frames. This study makes important contributions to the field as it looks beyond traditional relationships between quantitative measures of media attention and aid allocation. For governmental and nongovernmental organizations in the area of humanitarian assistance, the findings of this study will assist them in media-relations in the future.
This research verified that how citizen feel about police protection for the mass rally and how they trust about police and private security. Mass rally is lots of people gathering therefore, each of member could feel fear for their safe. And that kind fear has effect on success of rally Therefore we researched that security level by police and private security and the result is that most of people think that the charge of security is police and they think police member need to be more for their security. And police should be involved for the rally security. But they don't think for the private security.
Until recently, GIS technology was mainly based on 2D for disaster management. Necessity of 3D spatial information came to the fore with a speedy and accurate response system in disaster management. However, most fire-fighting facilities presently use CAD with 2D formation, Image drawings, and conception of construction data's formation. It is not about the drawings in map production. It's about varieties of construction ways or contents. In this study, we are proposing the ways on analyzing the existing disaster management targets for 2D technology drawings, designing the 3D spatial information data model, and transforming the effective 3D spatial information into algorithm and dimension spatial information construction for easily building on mass 2D architectural drawings to 3D spatial information effectively in disaster management. We can maxim ize efficient construction time and expenses. Then what is proposed in this study about constructing 3D spatial information for manual work, and it's significance for improving decisive decisions and utilizing the tasks to prevent, prepare, respond and restore steps in disaster management.
The indiscriminate growth in global population poses a threat to the world in handling and disposal of Municipal solid waste. Rapid urban growth increases the production, consumption and generation of Municipal solid waste which leads to a drastic change in the environment. The methane produced from the Municipal Solid waste accounts for up to 11% global anthropogenic emissions, which is a major cause for global warming. This study reports the methane emission estimation using IPCC default, TNO, LandGEM, EPER and close flux chamber from open dump yards at Perungudi and Kodungaiyur in Chennai, India. The result reveals that the methane emission using close flux chamber was in the range of 8.8 Gg/yr-11.3 Gg/yr and 6.1Gg/yr to 9.1 Gg/yr at Kodungaiyur and Perungudi dump yard respectively. The per capita waste generation was estimated based on waste generation and population. The waste generation potential was projected using linear regression model for the period 2017-2050. The trend of CH4 emission in the actual field measurement were increased every year, similarly the emission trend also increased in IPCC default method (mass balance approach), EPER Germany (zero order decay model) where as TNO and Land GEM (first order decay model) were decreased. The present study reveals that Kodungaiyur dump yard is more vulnerable to methane emission compared to Perungudi dump yard and has more potential in waste to energy conversion mechanisms than compare to Perungudi dump yard.

Korea is experiencing various disasters both natural and artificial. This study is descriptive research designed to examine the perception of the disaster response ability of fire-paramedics during the response stage of disaster management. The subjects of this study were EMT-P's who had more than 2 years of experience in the field at a fire station in G Province. The questionnaire, including the items for the sub-factors of the field response ability, were prepared and 161 final questionnaires were collected and analyzed with the SPSS program. The mean scores of triage ability, patient treatment ability, patient transfer ability, disaster support ability, and disaster response speed were 3.53, 3.68, 3.66, 2.95, and 3.44, respectively. As a result of multiple regression analysis, variables affecting the speed of disaster response were in the order of patient treatment ability, patient transfer ability, and disaster support ability. In conclusion, fire-paramedics will have to consider the ability to treat patients, transfer patients, and disaster support to improve disaster response speed, and, ultimately, disaster response guidelines should be developed to improve disaster response capabilities.
Bimodal flocculation describes the aggregation and breakage processes of the flocculi (or primary particles) and the flocs in the water environment. Bimodal flocculation causes bimodal size distribution with the two separate peaks of the flocculi and the flocs. Extracellular polymeric substances and ionic species common in the water environment increase the occurrence of bimodal flocculation and flocculi-floc size distribution, under the flocculation mechanisms of electrostatic attraction and polymeric bridging. This study investigated bimodal flocculation and flocculi-floc size distribution, with respect to the extracellular polymeric substance concentration and ionic strength in the kaolinite-containing suspension. The batch flocculation tests comprising 0.12 g/L of kaolinite showed that the highest flocculation potential occurred at the lowest xanthan gum (as extracellular polymeric substances) concentration, under all the ionic strengths of 0.001, 0.01, and 0.1 M NaCl. Also, it was important to note that the higher ionic strength resulted in the higher flocculation potential, at all the xanthan gum concentrations. The bimodal flocculation and flocculi-floc size distribution became apparent in the experimental conditions, which had low and intermediate flocculation potential. Besides the polymeric bridging flocculation, steric stabilization increased the flocculi mass fraction against the floc mass fraction, thereby developing the bimodal size distribution.
The control of nonpoint source pollution is essentially needed to successfully perform the Total Maximum Daily Load program. Of the various land uses in the nonpoint source, the paved areas such as a parking lot and a bridge are stormwater intensive land uses because of high imperviousness and high pollutant mass emissions. This research was performed to understand the magnitude and nature of the stormwater emissions with the purposes of quantifying stormwater pollutant concentrations and mass emission rates from a parking lot and a bridge. Two monitoring sites in Kongju city were equipped with an automatic rainfall gages and an automatic flow meter for accumulating the data such as rainfall, water quality and runoff flow rates. This paper will summarize the metal concentration changes during the storm duration and metal EMCs to characterize the concentration profiles in a parking lot and a bridge. Also a new concept, dynamic EMC, will be proposed to find the relationship between EMC and first flush effect. It can be used to determine the economical treatment criteria in best management practices.
Natural rock mass contains defects of different shapes, usually filled with inclusions such as clay or gravel. The presence of inclusions affects the failure characteristics and mechanical properties of rock mass. In this study, the strength and failure characteristics of rock with inclusions were studied using the particle flow code under uniaxial compression. The results show that the presence of inclusions not only improves the mechanical properties of rock with defects but also increases the bearing capacity of rock. Circular inclusion has the most obvious effect on improving model strength. The inclusions affect the stress distribution, development of initial crack, change in crack propagation characteristics, and failure mode of rock. In defect models, concentration area of the maximum tensile stress is generated at the top and bottom of defect, and the maximum compressive stress is distributed on the left and right sides of defect. In filled models, the tensile stress and compressive stress are uniformly distributed. Failing mode of defect models is mainly tensile failure, while that of filled models is mainly shear failure.
An innovative high-rise timber-concrete hybrid structure was proposed in previous research, which is composed of the concrete frame-tube structure and the prefabricated timber modules as main structure and substructures, respectively. Considering that the timber substructures are built on the concrete floors at a different height, the floor response spectrum is more effective in estimating the seismic response of substructures. In this paper, the floor response spectra of the hybrid structure with different structural parameters were calculated using dynamic time-history analysis. Firstly, one simplified model that can well predict the seismic response of the hybrid structure was proposed and validated. Then the construction site, the mass ratio and the frequency ratio of the main-sub structure, and the damping ratio of the substructures were discussed. The results demonstrate that the peaks of the floor response spectra usually occur near the vibration periods of the whole structure, among which the first two peaks stand out; In most cases, the acceleration amplification effect on substructures tends to be more evident when the construction site is farther from the fault rupture; On the other hand, the acceleration response of substructures can be effectively reduced with an appropriate increase in the mass ratio of the main-sub structure and the damping ratio of the substructures; However, the frequency ratio of the main-sub structure has no discernible effect on the floor response spectra. This study investigates the characteristics of the floor response spectrum of the novel timber-concrete structure, which supports the future applications of such hybrid structure in high-rise buildings.
