국외 NaTech 사례연구를 통한 재난관리 방안 고찰 (Discussions on the Disaster Management for NaTech based on the Foreign Case Studies)

  • Natural disasters can cause major accidents in chemical facilities where they can lead to the release of hazardous materials which in turn can result in fires, explosions or toxic dispersion. Technological disasters triggered by natural disasters are referred to as NaTech(Natural Disaster Triggered Technological Disaster). These trends increase the probability of catastrophic future disasters and the potential for mass human exposure to hazardous materials released during disasters. In the present study, we proposed some methods for effective disaster management by conducting case study of major NaTech. First, establishing information sharing system of chemical accident for stakeholders and improving disaster manuals and standards of central and local government and co-operation support system. Second, activating information service of emergency planning and community right to know. Third, improving the integrated chemical accident database including NaTech accidents.

  • A bioterrorism attack is the deliberate release of viruses, bacteria, or other agents used to cause illness or death in people, animals, or plant. These agents are found in nature, but it is possible that they could be changed to increase their ability to cause disease, make them resistant to current medicines, or to increase their ability to be spread into the environment. Terrorists may use biological agents because these agents can be extremely difficult to detect and do not cause illness for several days. Some bioterrorism agents, like smallpox virus, can spread from person to person, like anthrax, can not. From these agents, we discussed the characteristics of biological agents and national safety regulation on the weapons of mass destruction including bioterrorism.

Relationship of box counting of fractured rock mass with Hoek-Brown parameters using particle flow simulation

  • Influenced by various mining activities, fractures in rock masses have different densities, set numbers and lengths, which induce different mechanical properties and failure modes of rock masses. Therefore, precisely expressing the failure criterion of the fractured rock influenced by coal mining is significant for the support design, safety assessment and disaster prevention of underground mining engineering subjected to multiple mining activities. By adopting PFC2D particle flow simulation software, this study investigated the propagation and fractal evolution laws of the micro cracks occurring in two typical kinds of rocks under uniaxial compressive condition. Furthermore, it calculated compressive strengths of the rocks with different confining pressures and box-counting dimensions. Moreover, the quantitative relation between the box-counting dimension of the rocks and the empirical parameters m and s in Hoek-Brown strength criterion was established. Results showed that with the increase of the strain, the box-counting dimension of the rocks first increased slowly at the beginning and then exhibited an exponential increase approximately. In the case of small strains of same value, the box-counting dimensions of hard rocks were smaller than those of weak rocks, while the former increased rapidly and were larger than the latter under large strain. The results also presented that there was a negative correlation between the parameters m and s in Hoek-Brown strength criterion and the box-counting dimension of the rocks suffering from variable mining activities. In other words, as the box-counting dimensions increased, the parameters m and s decreased linearly, and their relationship could be described using first order polynomial function.

Input energy spectra and energy characteristics of the hysteretic nonlinear structure with an inerter system

  • The typical inerter system, the tuned viscous mass damper (TVMD), has been proven to be efficient. It is characterized by an energy-dissipation-enhancement effect, whereby the dashpot deformation of TVMD can be amplified for enhanced energy dissipation efficiency. However, existing studies related to TVMD have mainly been performed on elastic structures, so the working mechanism remains unclear for nonlinear structures. To deal with this, an energy-spectrum analysis framework is developed systematically for classic bilinear hysteretic structures with TVMD. Considering the soil effect, typical bedrock records are propagated through the soil deposit, for which the designed input energy spectra are proposed by considering the TVMD parameters and structural nonlinear properties. Furthermore, the energy-dissipation-enhancement effect of TVMD is quantitatively evaluated for bilinear hysteretic structures. The results show that the established designed input energy spectra can be employed to evaluate the total energy-dissipation burden for a nonlinear TVMD structure. Particularly, the stiffness of TVMD is the dominant factor in adjusting the total input energy. Compared with the case of elastic structures, the energy-dissipation-enhancement effect of TVMD for nonlinear structures is weakened so that the expected energy-dissipation effect of TVMD is replaced by the accumulated energy dissipation of the primary structure.

  • 급작스런 폭우로 침수피해를 예측하기 힘든 실정에서, 재해 현장에서의 신속한 제보 및 정보 전파의 중요성이 커지고 있다. 재난 상황에서 실시간으로 정보를 수집하는 수단이 많지 않은 점에 착안하여, 본 논문에서는 소셜 네트워크 서비스를 통한 정보 수집 시스템을 설계하였다. 그리고 현재 소셜 네트워크 서비스를 융합한 여러 매시업 시스템들이 정보 확산을 목적으로만 활용하는 점을 개선하여, 기존과는 반대로 소셜네트워크 서비스의 정보를 수집, 분석하여 재해 상황에서 최대한 활용 할 수 있도록 하는 방법을 연구하였다. 최종적으로는 트위터에 실시간으로 등록되는 재해 정보를 통해 수많은 매체 중에서 가장 신속한 재해 정보를 추출하기 위한 연구이다.

  • 본 연구에서는 차량-교량 간 상호작용효과가 교량의 동적거동에 미치는 영향을 분석하기 위한 실험적 연구를 수행하였다. 이를 위하여 차량 교량 간 상호작용이 포함된 이동 질량 형 윤하중 시험기를 조립식 프리캐스트 패널형식의 단순교량에 적용하여 이동질량 반복주행실험을 수행하였다. 실험분석 결과 차량-교량 간 상호 작용은 교량의 동적거동에 예측 가능한 거동뿐 아니라 상반거동 및 반전현상 등의 추가적인 다양한 거동을 발생시킴을 알 수 있었다.

  • Recently there has been an increasing interest in queueing models with disasters. Upon arrival of a disaster, all the customers present are noshed out. Queueing models with disasters have been applied to the problems of failure recovery in many computer networks systems, database systems and telecommunication networks in this paper, we suffest the steady state and sojourn time distributions of the M/G/l model with disaster and mass alway when the system is empty.

Optimization of multiple tuned mass dampers for large-span roof structures subjected to wind loads

  • For controlling the vibration of specific building structure with large span, a practical method for the design of MTMD was developed according to the characteristics of structures subjected to wind loads. Based on the model of analyzing wind-induced response of large-span structure with MTMD, the optimization method of multiple tuned mass dampers for large-span roof structures subjected to wind loads was established, in which the applicable requirements for strength and fatigue life of TMD spring were considered. According to the method, the controlled modes and placements of TMDs in MTMD were determined through the quantitative analysis on modal contribution to the wind-induced dynamic response of structure. To explore the characteristics of MTMD, the parametric analysis on the effects of mass ratio, damping ratio, central tuning frequency ratio and frequency range of MTMD, was performed in the study. Then the parameters of MTMD were optimized through genetic algorithm and the optimized MTMD showed good dynamic characteristics. The robustness of the optimized MTMD was also investigated.

The Fukushima Nuclear Accident and Environmental Risk: A Survey of Fukushima Residents

  • The Fukushima nuclear accident caused by an earthquake and a subsequent tsunami on March 11, 2011 has seriously impacted the environment surrounding the Fukushima Daiichi nuclear power plant. While all the residents near the plant were evacuated from the area deemed uninhabitable after the accident, residents of the neighboring area outside of the evacuation zone still seem to live in fear of invisible radiation. To understand Fukushima residents' thinking about the environmental risks that accompany a nuclear disaster, we utilize a poll of the residents of Fukushima conducted in 2013. Based on the survey data, we reveal factors that seem to strongly affect their knowledge and concerns about nuclear power plants. The results of the multivariate analysis show the importance of the following two factors: (1) confidence in mass media, and (2) trust in institutions in charge of administering the accident, especially the central government, the Nuclear and Industrial Safety Agency, and Tokyo Electric Power Company. We conclude that the more people trust mass media and particular institutions, the more likely it is that they are have an elevated sense of anxiety and fear of the presence of nuclear plants.

Charts for estimating rock mass shear strength parameters

  • Charts are used extensively in slope practical application to meet the need of quick assessment of rock slope design. However, Charts for estimating the shear strength of the rock mass of a slope are considerably limited. In this paper, based on the Hoek-Brown (HB) criterion which is widely used in rock slope engineering, we present charts which can be used to estimate the Mohr-Coulomb (MC) parameters angle of friction ${\phi}$ and cohesion c for given slopes. In order to present the proposed charts, we firstly present the derivation of the theoretical relationships between the MC parameters and ${\sigma}_{ci}/({\gamma}H)$ which is termed the strength ratio (SR). It is found that the values of $c/{\sigma}_{ci}$ and ${\phi}$ of a slope depend only on the magnitude of SR, regardless of the magnitude of the individual parameters ${\sigma}_{ci}$(uniaxial compressive strength), ${\gamma}$(unit weight) and H (slope height). Based on the relationships between the MC parameters and SR, charts are plotted to show the relations between the MC parameters and HB parameters. Using the proposed charts can make a rapid estimation of shear strength of rock masses directly from the HB parameters, slope geometry and rock mass properties for a given slope.
