This work examines reemployment processes through the use of event history unemployment data in the United States. Two aspects of these processes, the duration of unemployment and changes in the reemployment rate, are modelled and analyzed in terms of individual characteristics and their structural positions in the labor market. The secondary labor market is a competitive market in which unemployment occurs because people quit their jobs to devote more time in search for better jobs. Using search theory, the rate of reemployment has a positive time dependence as the searcher lower her reservation wage with the passage of time. By contrast, the primary market is characterized by long-term employment relations which reduce voluntary turnovers but generate layoffs temporarily. Relying on contract theory, because workers on temporary layoffs wait for recall, reemployment rates have a constant time dependence. Empirical results of unemployment durations indicate that reemployment processes are influenced by individual's positions in dual labor market structures. While the analysis suggests that the amount of search reemployment seems to be positively related to the degree of competitiveness of a market, somewhat weaker results are noted in the search reemployment processes in competitive markets.
This study examined empirically the effect mechanism of labor market structure on access to social insurance. Data were derived from the second wave of Korea Welfare Panel Study in 2007 with a sub-sample of 3,790 of wage workers. Path analysis and structural equation model were used to analyze the effect mechanism. Findings confirmed the inequality of labor market by revealing high causal relationships among occupations and jobs, size of the firm, employment forms, and income. The results suggest that access to social insurance depends on the structural interaction of labor market rather than on the individual worker's trait. Small enterprises and non-standard employment were indicated as the main element explaining the unequal access to social insurance. Finally this study identified women's experience of intensive inequalities in the labor market status and access to social insurance.
Globalization has fuelled the desire for simplicity and flexibility in rules and processes within nations. de Soto (2000) calls for the simplification of rules to enable people to join the formal economy. Friedman (2005) echoes the need for simpler rules, to attract business and capital. Market-based approaches to governing have been adopted in many nations due to globalization. Recent developments demonstrate that such approaches fail. Globalization may lead to impoverishment in the absence of proper forms of governance (Cooney 2000). That is why it has the tendency to become a "race to the bottom." Regulatory measures can be costly, and the costs of doing business are uneven across nations. This unevenness is being used as a comparative advantage. Others call this regulatory competition (Smith-Bozek 2007) or competitive governance (Schachtel and Sahmel 2000), which is similar to the model of Charles Tiebout. Collaborative governance is an approach that governments could use in lieu of the competitive method. Mechanisms that enable stakeholders to exchange information, harmonize activities, share resources, and enhance capacities (Himmelman 2002) are needed. Philippine public policy encourages a shift in modes of realizing labor market governance outcomes from command to collaboration (Sale and Bool 2010B; Sale 2011). Is labor market governance and regional development in the Philippines collaborative? Or is the opposite - competitive governance (Tiebout model) - more evident? What is the dominant approach? This preliminary research tackles these questions by looking at recent data on average and minimum wages, wage differentials, trade union density, collective bargaining coverage, small and bigger enterprises, employment, unemployment and underemployment, inflation, poverty incidence, labor productivity, family income, among others, across regions of the country. The issue is studied in the context of legal origins. Cultural explanations are broached.
This study empirically examines the relationship between the education and competence, age and competence, and the returns to skills in the labor market in different countries using PIAAC data. The main focus is notable characteristics of Korea compared to other PIAAC participant countries. Contrary to young students who have highest scores in international tests, Korean adults made mediocre performances in all three areas, numeracy, literacy, and problem solving. It turns out that the correlation between educational level and competence is weak in Korea compared to other countries, whereas the depreciation of competence from aging is strongest. In terms of labor market returns, literacy skills get highest returns while problem-solving skills get lowest in Korea. In contrast, the numeracy skills get highest returns, and the problem-solving skills have high returns than those of Korea in many other countries When we include three skills in the Mincer wage equation, the returns to problem solving skills have negative effect in Korea, which is rarely found in other countries. These results implies that problem-solving skills are not much appreciated in the Korean labor market and Korean adults have few opportunities of accumulating human capital after finishing formal education. Korean need to rethink the ways to accumulate human capital and enhance economic performances to overcome high deprecation in human capital after formal education and to make the labor market more efficient in a sense that adults' competence results in the due economic returns.
This study examines the effect of working conditions for care workers on the care quality in long-term care facilities, particularly the coexisting perspective on publicness and the marketization of Long-term care services in South Korea brings about. Prior studies have not identified a causal relationship between working conditions and the care quality, only explained cause of a low-wage labor market and low productivity of social services. Theoretical relevance of working conditions and service quality on Long-term care in Korea is to view from a integrated care model by Daly and Lewis(2002). A nonproportional stratified sampling procedure was used to consider Long-term care facility's ownership. A merged dataset combining surveys from 248 Long-Term Care facilities and online resources from NHIC administrative was used and analyzed by multiple regression. The analysis results is showed as follows. Overall, organizations with better working conditions, having higher wage, having greater a fringe benefit, being skills development and training are likely to have good care quality in each area. This research shows that the working conditions, rewards and support to care workers of organizational culture in the normative dimension beyond the minimum standard on labor market policy and evaluation system by government regulations have a positive impact on Long-term care quality.

The purpose of this study is to analyze the blind spots of Korea's employment insurance system from a gender perspective. The data used for this study was derived from 12th (2009) and 20th (2017) years of the Korean Labor and Income Panel Studies. Logistic regression analysis was performed to analyze the causes of the blind spot. As a result, the gender gap decreased by 5% in 2017 compared to that in 2009. In the coverage of employment insurance by gender, women are more likely to join when controlling for other demographic factors. If the conditions in the labor market are the same, then women's insurance coverage is likely to be higher than that of men. The policy suggestions are as follows. The current employment insurance system has a greater impact on the labor market characteristics than the difference in the participation rate according to gender itself. The results of this study show that bridging the gender gap in the labor market is an important way of bridging the gender gap in employment insurance coverage. In the short term, the social insurance subsidy program may be effective, but policy efforts are fundamentally needed to improve the employment environment of women and low-wage workers.
Three stages of population growth during last forty years affected differently to the labor force and employment in Korea. The first impact of rapid population growth on the labor force occured after the end of World War II. Sudden growth of population due to repartriation and refugees directly increased the labor force. Deteriorating labor market conditions were caused not only by the explosive labor supply but also by the shortage of employment opportunities due to a lack of productive facilities. This severe excess supply of labor continued until the early 196Os. Population growth in the second stage which caused by high fertility during the post Korean War baby boom period induced an eventual increase in the labor supply with time lag of more than fifteen years. Younger persons born during baby boom period were flooded the labor market. Fortunately, job opportunities were expanded more rapidly than the labor force supply because high rates of economic growth and speedy industrialization were continued until the later half of 1970s. Unemployment, therefore, decreased dramatically during this period. The effect of third stage which is characterized as mitigated population growth due to birth control has appeared in the labor market since late 1970s. The growth rate of labor force has been going down and the proportion of younger workers was also been decreasing. From the early 1980s, furthermore, partial disharmony between supply of and demand for the younger workers is closing up. Less educated younger workers who works at low wage are lacking while more educated youngers who want to work at high wage are being excess, because a lot of younger prefer higher education rather than productive job. It is expected that the structural inharmony will be diversified in the future in Korea. The labor force will be changed to middleaged, highly educated and womenized till year 2000, and, after then, to old-aged. On the demand side, industries and jobs will transferred to be labor-saving and soft. These structural changes of labor supply and demand will not matching in time. Aggregate supply of labor force will be steadily increasing more rapidly than aggregate demand for labor until year 2000, and this trend will continue to the first one or two decades of the 2lth century because the persons born dufing the baby boom pariod are being eligible couples in recent. Therefore, conclusion is that appropriate manpower development policy as well as sustained birth control policy is necessary for harmonizing the structural unbalance and the disequilibrium between aggregate labor supply and demand in the future.
Interest about the effect of military service is increasing because of the renewal of military service incentive system in Korea. In the background, men has been experienced which suffer monetary and non-monetary damages through the compulsory military service in Korea. However there are few studies that analyze the labor market effect of military service. This study takes advantage of male worker's data of 10th KLIPS(Korea Labor & Income Panel Survey) in 2007 and analyze the wage effect of military service. According to empirical result using Mincerian earnings function, the positive effect of military service appeared. These result shows men who finished military duty have an monetary advantage in Korean labor market unlike general perceptions on military service.
This study examines job transition process and its lahor market performance by reasons of job separation, using the Employment Insurance DB(2000~07). The findings show that involuntary job changers lend to suffer greater loss in job spell and real wage than voluntary job changers, which seems to reflect their characteristics such as lower quality of job matching due to unsystematic job search, negative signaling effect in the labor market and decreasing availability of human capital in previous job. In addition, unemployment benefit eligible for involuntary job changers tends to prolong the period of unemployment, while increasing job spell in the following employment.
