During the last year, we had a very severe situation with the strike of physicians working in medical facilities. From that time, many politicians and scholars insisted on the expansion of public hospitals to enhance the public role in the medical care sector. They think that private medical facilities work for profit motivation and that the high proportion of private to whole facilities is an obstacle to the public function of medical care under social insurance system. They found that one of the reasons for failing to prevent the physicians' strike was the high proportion of private facilities. Others insisted that the strike was not a good reason for the expansion of public hospitals. The physicians' strike was a very rare case, and it is not a good basis for generalization of the discussion of public hospitals. Last year almost all apprentice physicians in public facilities took part in the strike, and consequently the public hospitals also lost the role of public function. They view this increasing involvement of government in the medical sector as improper and the cause of inefficiencies. In this paper we review the debate over the expansion of public facilities. To clarify the debate, we review traditional criteria for the role of government in a market system and to apply these criteria to medical care. There are two traditional areas where government Is acknowledged to have a role in a market system: market imperfections and market failure. Where market imperfections and market failure exist, there may be a role for government. The justifications for government intervention are consumer protection and the existence of externalities. One of externalities is to provide medical care for the poor. The appropriate measures to provide medical owe to the poor can be sought in both demand and supply side subsidies. National health insurance is a method of demand subsidies and establishment of public hospitals is a method of supply side subsidies. Under the National Health Insurance System, the expansion of public hospitals is not an appropriate subsidy policy.

This paper is aimed for providing Business Intelligence System which is in order to analysis and produce the useful industrial information such as the market penetrance and the status of competition among the enterprises in the same or similar industrial field. These industrial information were mainly analysed by the annual sales of the enterprises in the entire industry and the industrial market based on KSIC was segmented. The results obtained in the study were applied as a module in the KMAPS(KISTI Market Analysis and Prediction System) which is the demand-based Business Intelligence System. And they were verified reliability by comparing to the qualitative analyses of the specialists. It is considered that the market penetrance and competition information can be valuably used for the enterprises makes a decision to enter the new market or develop new products.

In this paper, we propose the rough set approach to extract trading rules able to discriminate between bullish and bearish markets in stock market. The rough set approach is very valuable to extract trading rules. First, it does not make any assumption about the distribution of the data. Second, it not only handles noise well, but also eliminates irrelevant factors. In addition, the rough set approach appropriate for detecting stock market timing because this approach does not generate the signal for trade when the pattern of market is uncertain. The experimental results are encouraging and prove the usefulness of the rough set approach for stock market analysis with respect to profitability.

This paper uses a Mobilans case based on software system to derive the results of our study. Recently, the mobile phone payment entered its matured stage and became most frequently used payment method in all internet sites. And, in order to prepare for the future ubiquitous market, every mobile phone payment methods has different speed of development, market status and target segments in the market. This paper also discusses about the background and current status of Korean mobile phone payment market using SMS(Short Message Service) to purchase items on internet which is growing sharply every year. Also, we try find the key factors to succeed in this growing market. In addition to safety, delayed payment and the immediateness for use of mobile phone, we also suggest that a highly developed hardware system is an additional factor under the increased demands for the convenience with various applications.

유비쿼터스 컴퓨팅 기술(uT)의 적용에 대한 논의가 상대적으로 저조한 재래시장에 uT를 적용하여 쇼핑객의 쇼핑편의와 온/오프라인 쇼핑경험을 촉진할 수 있는 u-Market을 구현한다면, 재래시장을 방문하는 쇼핑객(유동인구)을 중대시킬 수 있으며，이는 매출증대로 이어져 재래시장 활성화에 일조할 것이다. u-Market 아키텍처는 쇼핑 전 모듈과 쇼핑 중 모듈로 구성된다. 단, 설계 시에는 재래시장의 공간적 제약과 기반시설의 낙후로 인해 적용 가능한 uT의 제약이 따르므로 이를 고려하여 KIOSK, 3G Dongle, 개인 휴대단말기를 기반으로 한 u-Market 시스템의 아키텍처를 설계하였다. u-Market 시스템 아키텍처는 개발 초기 단계에서의 개발자 간의 의사소통 문제를 줄이고, 재 작업에 따른 비용을 절감할 수 있을 뿐만 아니라 높은 품질의 시스템을 효과적으로 개발할 수 있는 기반을 제공할 것이다.

To meet the challenges of today's market, the communication of corporate identity will ultimately reflect the complexity of the market by adapting the flexible conoept of identity design. The level of flexibility in identity system should be determined depending on the management and market Eng strategy. Flexible Identity System (FIS) would be the best solution for some cases such as; a company with various fields, a company with sensitivity to the contemporary trend, and a company with an emotional appeal to consumers. FIS, with the capacity of a chameleon, can not only adopt the various circumstantial flanges, but also maintain the up-to-date corporate image .

The companies' management strategies of the electronic commerce market are different from those of the traditional market. The main difference between the electronic commerce market and the traditional market is an IT network system which is a companies' management strategies in the electronic commerce market. This study focuses on the examination and analysis of the companies' management strategies which are constituted through influence on the effectiveness of the IT network system in the electronic commerce market and Promoting Arbitration System in The Era of Digital Economy this study is to introduce several alternative policies of the Government and companies to such formated IT network system of the electronic commerce market in the future. It's also suggested that the Korean Commercial Arbitration Board (KCAB) fully cover consideration and arbitration, while KCAB for Electronic Commerce activates its proper role of consulting and ad hoc arbitration by using electronic information. E-commerce sets up the probability that its merchants and customers will not exist in the same legal jurisdictions. The confusing application of laws and wide geographical dispersion of these parties will necessitate a faster and cheaper dispute resolution methodology. Therefore, online ADR may be effective for e-commerce dispute resolution. The examples of online ADR operation are the cyber mediation of Electronic Transaction Dispute Resolution Committee, the cyber mediation of Korean Commercial Arbitration Board, the cyber mediation of Click N Settle, the online ADR of BBB online, and the cyber arbitration of virtual Magistrate. The paper points out the last one as the most desired practice. This study results are how to minimize the disputes and the method of dispute settlement. Therefore, a role of arbitration proposed and emphasized. To protect the dispute in advance, it's suggested to revise rules timely following on technical changes, and emphasized that the dispute has to lead to arbitration settlement not for consuming unnecessary time and finance for enterprises and consumers.

The growth of online market is accelerating due to the development of technology and the era of pandemic. In order to deliver the ordered product to customers courier service should be used. In addition, the courier logistics market is growing with the growth of the online market. With the growth of the logistics market, traffic and environmental problems are emerging as social issues. Logistics technology of urban community logistics courier terminal system utilizing vacant space in the city has been developed as a new alternative to environment and traffic problems by increasing logistics efficiency in the city area. In this study, we propose a concept of a system that performs operational concept definition and scenario analysis by applying model-based perspective analysis to urban community logistics courier terminal system under development. Through this study, we defined the operating concept of the urban community logistics courier terminal, which is the target of development, and defined the scenario for system operation by grasping the structure and function of the system and applied it to system development.

As an electricity industry transforms into a competitive system, an electricity market revolves into a combined market consisting of generation and operating reserve. This paper presents a market model combined by an energy market and an operating reserve market. In a competitive structure, Gencos strive to choose strategic bidding parameters that maximize total profit resulting from an energy market and a reserve market. The primary goal of the paper is to analyze power transactions of generation and operation reserve based on marginal profits and capacity limits at NE(Nash Equilibrium). In case studies, the reserve market and the energy market are compared at the n from the viewpoints of marginal profits, prices and transaction quantities. It is shown that the marginal profit in an energy market is equal to that in a reserve market, and Gencos strategic bidding is greatly influenced by capacity limit.
