최근 선박의 대형화, 고속화가 지속되면서 기존 선박 통항로가 협소해졌을 뿐 아니라, 해상교통시스템 개선 및 최적화, 해상구조물 설치, 항만 정비사업 등이 활발하게 이루어짐에 따라 이러한 시설에 의한 해양사고 발생의 개연성이 높아지고 있다. 이러한 시점에 국토해양부에서는 항해민감시설이 선박의 안전항해에 미치는 정도를 전문기관에 의해 사전평가하여 안전을 확보하고, 해양사고 발생률을 낮출 수 있는 해상교통안전지단제도를 법제화하여 도입하게 되었다. 본 연구에서는 해상교통안전진단제도에 대한 이해를 넓힐 목적으로 진단제도의 개념 및 필요성 등에 대해 소개하고, 국내외 유사진단제도를 분석하여 향후 방향을 설정할 수 있는 계기를 만들었다. 또한 진단제도의 과학적 표준적 시행을 위하여 현재 진행중인 진단제도 기술기준 연구에 대해서도 소개하고자 한다.

The recent increase in crude oil trading has led to an increase in the workings of SPM for crude oil carriers. VLCCs generally encounter difficulty entering port due to limitations in terms of sea depth and maneuverability. The SPM is a system that allows mooring to the buoy located in the outer sea for such vessels. However, the buoy is more affected by relatively external forces because of their of shore location. Therefore, the safety assessment of SPM is particularly important as it can lead to large oil pollution disasters in the event of SPM accidents. Despite this, in the implementation of the Marine Traffic Safety Audit Scheme in Korea, there exists no guidance for SPM. In this study, a SPM mooring safety assessment is performed using OPTIMOOR, a numerical analysis program, so as to understand the mooring characteristics of SPM. As a result, it is confirmed that the tension of mooring lines and hull movement in the SPM are greatly affected by the encounter angles with external forces. In addition, it is found that the maximum tension of the mooring line is elevated as the water depth becomes shallower through sensitivity analysis. According to SPM characteristics, which has a large influence on the encounter angle, this study has proposed an amendment to setting criteria in the implementation of the Maritime Traffic Safety Audit Scheme which could improve the reliability and accuracy of mooring safety assessments.

안전한 해상운송을 위한 다양한 안전대책이 요구되는 국제적 추세 속에서 내항선사들도 다양한 해상 안전정책을 수립하여 지속가능성을 추구하고 있다. 내항선사의 안전관리시스템과 안전문화 인식이 높아지면, 사고 확률을 최소화하고 내항선사의 지속가능성을 높일 수 있을 것이다. 이에 내항선사의 안전관리시스템(안전정책, 위험관리, 안전보증)이 안전문화를 매개하여 기업의 지속가능성에 미치는 영향을 실증 분석하였다. 선행연구에 기반하여 각 변수의 설문 문항을 구성하고 내항선사에 근무하는 임직원 204명의 표본을 분석에 최종 활용하였다. 그 결과 안전정책은 안전문화에 통계적으로 유의한 영향을 미치지 않았지만, 위험관리와 안전보증은 안전문화에, 안전문화는 지속가능성에 각각 정(+)적으로 유의한 영향을 미치는 것으로 나타났다. 추가로 위험관리 및 안전보증과 지속가능성 간 관계에서 안전문화는 매개효과가 있음을 검증하였다. 결국, 내항선사는 안전문화 인식을 높이기 위해 위험관리와 안전보증을 체계화하고 강화할 필요가 있으며, 안전문화 인식이 높아지면 지속가능성도 높아질 수 있음을 확인하였다.

According to the increasing attention to safety and security in maritime shipping, there are diverse security systems in international logistics activities. Although prior studies on maritime transport and port security reviewed security policy and practices in order to provide useful insights for strategic agenda, a few focused on attitude to respond it. Moreover, there are no prior study on a comparative study between continents. To tackle this, this paper compared confrontation attitude to maritime transport and port security between South Korea and European Union. Results identified that maritime shipping security incorporates container cargo security management, logistics security management, logistics security certificate system, and environmental impacts management caused by maritime shipping. Further, the comparison between two countries suggests that South Korea need to take more positive attitude to respond, such as investment in equipment and technologies for maritime shipping security, construction of comprehensive management system, political supports for logistics security, and training and education for safety and security. The results provide useful insights for strategic review of security systems in South Korea, and to help strategic agenda for future improvement.

과거 해양자유와 개방적 자원사용 레짐은 오늘날 해양관리와 공유자원관리 레짐으로 변화하였다. 해양생물자원, 해양광물자원, 해양공간, 해로 등 해양자원은 경합성은 강하나 배제성은 약한 공유자원적 특성을 가지기 때문에 이를 방치하면 공유의 비극이 발생하며 따라서 합리적 해양관리가 필요하다. 주요한 국제 해양이슈는 해양오염 연안관리, 해수면상승, 어자원관리, 포경, 해양관할권, 심해저광물자원, 군사적 해양안보, 해적활동, 생태적 환경안보 등이 있으며, 이들에 대한 견고하고 지속적인 정책레짐이 형성되어 왔다. 이 논문은 오늘날 해양패러다임이 변화함에 따라 등장한 국제적 해양환경안전 이슈들과, 이를 해결하기 위한 정책레짐의 형성, 그리고 향후 바람직한 정책레짐 형성과제 등에 대해 국제정치학 또는 국제정책형성론적 시각에서 거시적으로 고찰하는데 그 목적이 있다.

Since the 1980s, no concepts have been paid more attention to in discussions of environmental policy and natural resource management than ″sustainability″ and ″sustainable development.″ The concepts, however, are still vague and elusive even though they are frequently being used by a wide range of fields including academia. governments, and the private sector. To identify the diversity, range and concepts of sustainability. this paper will conceptualize the theoretical paradigms and social implications of sustainability and will develop general principles in Public policy.
