A Study on the Development of Operator Training Methods for a Cloud-Based Vessel Traffic Service Platform (클라우드 기반 차세대 VTS 통합플랫폼 도입에 따른 교육과정 개발에 관한 연구)

  • In South Korea, a cloud-based vessel traffic service (Cloud VTS) system integrating the fourth industrial revolution technologies such as cloud and AI is currently under development in contrast to the existing VTS systems. A pilot center for at Busan VTS is being established based on differentiated technology and operational programs. The roles of operators and maintenance personnel who operate the innovative Cloud VTS system must be redefined. Additionally, a demand exists for the development of new educational programs to ensure the smooth operation of the Cloud VTS. Therefore, this study introduces the development details of a Cloud VTS system and explores educational strategies aimed at operators and maintenance personnel to ensure its safe operation.

Study on the Vessel Traffic Safety Assessment for Routeing Measures of Offshore Wind Farm (해상풍력발전단지의 대체통항로 통항안전성 평가에 관한 연구)

  • In this paper, we analysed vessel traffic volume and patterns of traffic flow for ships using areas where included wind farm site and adjacent waters of Daejeong Offshore Wind Farm, and estimated traffic volume by classified navigational routes according to suggestion of rational routeing measures on the basis of classified patterns after installation of offshore wind facilities. Also, we assessed vessel traffic safety for each designed routeing measures on the basis of estimated traffic volume and proposed requisite countermeasures for the safe navigation of ships. With a result of analysing patterns of traffic flow, the current traffic flow was classified by 8 patterns and the annual traffic volume was predicted to 8,975 ships. On the basis of these, expected the vessel traffic volume according to designed four routeing mesaures after installation of wind farm. As result of assessing vessel traffic safety by using powered-vessel collision model of SSPA on the basis of the estimated traffic volume, the value of collision probability was less than safe criteria $10^{-4}$. Thereby we made sure usability of the designed routeing measures for the safe navigation of ships.

  • Although Korea's coastal areas increasingly experience marine accident due to frequent ship encounters, increased vessel traffic and large vessel, there is a no specific model to evaluate the navigating vessel's risk for the given situation. The maritime transport environmental assessment is necessary due to the amended marine traffic law. However, marine safety diagnosis is now evaluated by foreign models. In this paper, therefore, we suggest a domestic model catering to and reflecting the characteristics of Korea's costal areas as well as those of vessel navigator's risk. We can evaluate subjective risks using this model, and can establish the model output as maritime risk exposure assessment system. We have performed analyses of variance and multiple comparison to identify the factor affecting subjective risks. As a result, measurable subjective risks of maritime traffic accident based on our suggested model can be expressed using the maritime risk exposure assessment system with geographic information system.

  • Nowadays, road transportation which has played a key role in the market of both passenger and freight transportation is facing with a serious problem, the traffic congestion causing a delay of transportation. Therefore, railroad transportation is considered as an attractive alternative mode of inland transportation due to its inherent merits in mass transportation such as relatively low cost compared with road transportations, less air pollution and noise than other mode ets. In this paper, therefore, we examine the current situation of railroad transportation markets including TKR(Trans- Korean Railway}, TSR(Trans-Siberian Railway} and prospects for the connection of TKR-TSR. And then we examine the structure of the container transportation market by railroad in Korea with a brief analysis of the traffic volume of TKR-TSR.

  • As invigoration plan of the marine tourism, Busan City has the plan to operate the cruise ship inside of the harbor, but the area has narrow water way with heavy traffic. As a result it is requested to evaluate the safety for the preparation of actual navigation. In this study, the Ship Handling Simulation (SHS) Assessment was conducted, which is regulated by the Maritime Traffic Safety Audit Scheme (MTSAS) in compliance with the Marine Safety Law and the Maritime Traffic Risk Assessment System based on the Electronic Chart Display and Information System (ECDIS). The proximity assessment, control assessment and subjective assessment were implemented, which is enacted by the Marine Safety Law by using the SHS. In the case of proximity assessment, the probability of trespass was not analyzed. As the control assessment, the swept path was measured at 11.7 m and 11.5 m for port entry and port departure respectively, which exceeded the width of the model vessel, 10.4 m over; it was considered as a marginal factor. As a result of the subjective evaluation of the navigator, there would be no difficulty on ship maneuvering by paying particular attention to the mooring vessel nearby the Busan Bridge and Yeongdo Bridge as well as the coming vessel from the invisible sea area when the vessel is entering and departing the port. The Marine Traffic Risk Assessment System analyzed as [Cautious] level until the vessel passed the Busan bridge and the curved area at 5 kts and it became to [Dangerous] level from where it left 75 m to the Busan Bridge. When the vessel passed the Busan Bridge and the curved area at 10 kts and entered the narrow area, it indicated the [Dangerous] level and became to [Very dangerous] level from where it left 410 m to the Busan bridge. In conclusion, the vessel should maintain at the speed of 5 kts to reduce the risk when it passes this area.

Automated Ship Reporting System in the Context of e-navigation

  • Ship reporting systems are used to exchange information between ship and shore. To realize the digital ship reporting concept, the International Maritime Organization (IMO) recently developed revised guidelines and descriptions of Maritime Service for ship reporting systems in the context of e-navigation. To improve the existing ship reporting system, each Administration should follow the IMO guidelines for ship reporting system. The purpose of this paper is to identify follow-up measures to be taken by the Korean Government as a member State according to the recently developed IMO guidelines in the context of e-navigation, and to present the considerations for the implementation of follow-up measures in Korea. In this study, a ship reporting system in Korea was investigated to identify the considerations for the digital ship reporting system. Consequently, a digital reporting system and digital traffic clearance were proposed and considerations for ship reporting system are presented. This paper is expected to be helpful for the safe operation of ships by presenting the considerations necessary for the implementation of an automated and standardized ship reporting system.

  • This paper aims to Analysis on Structure about Information assistance of VTS(vessel traffic service) using fuzzy structure model. Generally, fuzzy structure model is difficult to all structure of a system by difficulty of the choice of critical value and Parameter. In this paper, is able to analysis all structure about information assistance of ITS system by hierarchical structure graph and division graph. Also, this paper is analysis and show a practical problem with interpretation of a model through how some example again.

  • Gate operations are very important as they are the starting point for export containers and the end point for import containers as far as checking and control exercised by terminal operators are concerned. The objective of this paper is to propose the design of separated gate system in order to reduce the truck turnaround time and to distribute the truck traffic volume in port container terminal. Because of a lot of container load and unload within short term, many trucks have to pass the gate at a time. This study suggests the separated gate system as an efficient design for gate operation considering integration of two individual berth.

  • To improve and modify the problems in Maritime Traffic Safety Audit(MTSA) Scheme, "Maritime Safety Research Center(MSRC)" in Korea Ship Safety and Technology Authority(KST) was designated as specialized institute for MTSA through general revision of "Enforcement of MTSA"(March 2012). However, the roles of the MSRC such as preliminary review of safety audit report, comments on target project and etc. had not been defined clearly on the related maritime safety laws compared with other specialized institutes in other similar audit scheme. In this research, the improvement strategies were proposed for development of specialized institute through SWOT analysis, gathering the opinion from related professions and also comparison with the roles and current status of operation in other similar specialized institutes. In conclusion, the 'Screen & scoping system', 'Consultant system' were proposed for efficient operation of the MTSA Scheme, and the systematic and operational improvements such as a revision of maritime safety lan and etc. were also suggested for integrated management about costal development works, development of specialized institute.

  • Recently, as a method for identifying the vessels, the technology of automatic identification system, radio frequency identification and maritime mobile has been researched and developed rapidly. In this paper, the analysis of three identification systems on coastal vessels carried out by using ten itemized check list, and the best solution would be proposed as a method for identifying small boats in coastal waters.
