베이지안 추정법을 활용한 댐 추가방류수의 경제적 가치 추정 - 충주댐 사례 (Estimation of the value of dam flushing by using Bayesian analysis - the case of Chungju dam)

  • 최근 녹조현상이 심화되면서 이를 해결하기 위한 방안으로 댐의 추가방류에 대한 필요성이 제기되고 있다. 따라서 보다 합리적인 댐 추가방류와 관련된 정책 수립을 위해서 댐의 추가방류수에 대한 경제적 가치 측정의 필요성이 제기되고 있다. 이에 본 논문에서는 녹조 저감과 수질개선을 위한 댐의 추가방류에 대한 경제적 가치를 도출하기 위하여 일반가구의 지불의사액을 분석하고자 한다. 한편 연구방법론적인 측면에서 조건부 가치측정법(CVM)을 적용하되, 최우추정법(Maximum Likelihood Estimation)을 이용하는 기존의 CVM 연구와 달리 베이지안(Bayesian) 추정법을 적용하였다. 본 연구는 전국의 1,000가구를 대상으로 충주댐의 추가방류를 현재보다 200% 증가시켰을 경우를 가정하여 댐 추가방류의 사회적 편익 즉, 조류저감 효과를 산정하였다. 분석결과 가구당 연간 WTP는 1,909.3원으로 이를 연간 총편익으로 계산하면 357.1억 원, 10.56원/$m^3$이다.

제주토 서귀포항내 퇴적물 중의 부틸주석화합물의 분포 특성 (Distribution Characteristics of Butyltin Compounds in Sediments inside Seogwipo Harbor of Jeju Island, Korea)

  • Butyltin compounds (BTs), namely tributyltin (TBT), dibutyltin (DBT) and monobutyltin (MBT), were measured in surface and core sediments collected in 2001 inside Seogwipo Harbor, in order to evaluate their distribution characteristics. Seogwipo Harbor is one of major harbors of Jeju Island where a lot of shipping occurs and is designated as a trade port by the Korea Maritime and Port Law. BTs were detected in surface and core sediments of all stations and their concentrations in surface sediments were low, compared with to those in other sites of domestic and foreign countries. The main species among BTs was MBT, although there was a little difference with a survey site in surface sediments and in core sediments with depth. No or low correlations were obtained between organic matter or particles size of surface and core sediments and total BTs, indicating that these factors did not affect the distribution of BTs. It was estimated that more complex factors including BTs loads and surrounding sedimentary environments, affect the distribution of BTs. The high correlations between BTs indicated that DBT and MBT were mainly degraded from TBT based on antifouling paints of vessel etc. and other sources, such as DBT and MBT, could be ignored. The butyltin degradation indices ([DBT]+[MBT]/[TBT]) in surface sediments were in the range of $2.0\~3.8$ (mean 3.0), indicating that the parent compound, TBT, were inflowed into the surface sediments a long years ago, degraded and deposited. The sedimentation age of BTs contaminated core sediments could not estimated because the content of $^{210}pb$ activity were nearly all the same and so the sedimentation rate could not obtained.

A Study on the Provenance of an Opacifying Agent(PbSnO3) in Yellow and Green Glass Beads Excavated from the Korean Peninsula

  • The yellow crystalline material present in yellow and green glass beads excavated from sites in the Baekje region of Korea was previously analyzed through scanning electron microscopy with energy dispersive spectroscopy and X-ray diffraction, revealing that the yellow crystalline material was $PbSnO_3$. This material is a pigment that is rarely seen in the Korean peninsula. Furthermore, some studies have been published on the provenance of lead in this material, which revealed no relationship to Korea, China, or Japan. In this study, we collected all accessible results of analyses on the lead isotope ratio of yellow and green glass beads excavated from the Korean peninsula, specifically from 7 sites in the Baekje region(located in the vicinity of Seoul, Wanju, Hwaseong, Osan, Gongju, Buyeo, and Iksan) and 2 sites in the Silla region(located in the vicinity of Gyeongju and Changnyeong). We subsequently investigated the lead provenance of the opacifying agents in the glass beads through comparison with the current extent of the galena data accumulated for the East Asian region, including Korea, China, and Japan, and for Thailand(Kanchanaburi Province), Southeast Asia. Our analysis determined that the lead provenance of the glass beads excavated from the Korean peninsula was Thailand(Kanchanaburi Province). Beyond our results, further studies should seek to determine the production sites of the glass beads. Obtaining and comparing the scientific analyses of glass beads from India and Southeast Asia would enable research on the glass beads trade through the maritime silk road.

환경문제를 고려한 혼합복점시장의 최적 오염세와 사회후생: 생산량 경쟁과 가격 경쟁의 비교 (Emission Tax, Environment and Welfare in Mixed Duopoly Markets: Comparing Quantity and Price Competitions)

  • 본 논문은 공기업과 사기업이 혼재된 혼합복점시장을 대상으로 환경오염을 고려한 최적 오염세와 후생효과를 분석하였다. 상품차별화된 시장에서 두 기업이 생산량 경쟁과 가격 경쟁을 동시 게임과 순차 게임으로 진행하는 경우를 각각 분석한 결과는 다음과 같다. 첫째, 생산량 경쟁이나 가격 경쟁 또는 동시 게임이나 순차 게임에 관계없이 최적 오염세는 항상 한계오염비용보다 작다. 둘째, 최적 오염세의 크기를 비교하면 생산량 경쟁에서는 사기업 선도모형에서 가장 높고, 가격 경쟁에서는 공기업 선도모형에서 가장 높다. 셋째, 동시 게임과 사기업 선도 모형에서 생산량 경쟁이 가격 경쟁보다 환경을 악화시키는 반면, 공기업 선도모형은 가격 경쟁이 생산량 경쟁보다 환경을 악화시킨다. 마지막으로 동시 게임이나 공기업 선도모형에서 가격 경쟁이 생산량 경쟁보다 후생을 높이는 반면, 사기업 선도모형은 생산량 경쟁이 가격 경쟁보다 후생을 높인다.

우연한 패권거부 - 미국의 세계리더십 거부와 중국의 틈새공략 - (The Accidental Denial of a Hegemonic Power's Role - The Reluctance of the U.S's Role as a World Leader and China's Target of a Niche Market -)

  • As the Trump administration withdraws the Paris Climate Agreement and shows its antipathy toward free trade, the U.S.'s soft power is most likely to weaken and its behaviors could be perceived as acts to surrender the U.S. hegemonic leadership in the world stage. Hegemonic stability theory notes that the existence of a hegemonic power contributes to international stability in the sense that it provides international public goods. A lack of the U.S's leadership in international politics, however, could be recognized as its denial of a hegemonic status. Is it intentional or accidental? The U.S's denial of hegemonic roles is the byproduct of the Trump administration's "American First" policy, not the showcase of its intention to transit hegemony to others. What is noteworthy is that China targets a niche market of hegemony as the U.S. denies its roles as the international leader. Put it another way, China attempts to ride hegemony for free when the U.S. denies its hegemonic roles accidentally. Faced with a niche market of hegemony, China has begun to accelerate its national strategy to make "Chinese Dream" come true. To that end, China promised again to keep the Paris Climate Agreement and attempts to play more active its roles in Shanghai Cooperation Organization(SCO), Asia Infra Investment Bank(AIIB), and "One Belt, One Road". Despite all these efforts, the U.S. is most likely to withdraw its denial of hegemony any time soon. The U.S's resumption of Freedom of Navigation Operations(FONOPs) could be a precursor of the return to a hegemonic power's willingness. In this vein, it is noteworthy that the South China Sea serves as a quasi-war zone for hegemonic conflict.

냉동컨테이너 온도 제어 알고리즘에 관한 연구 (Temperature Control Algorithm for Reefer Container)

  • 국내에서 생산되는 신선농산물은 현재 정부의 보조금 지원을 받으며 비싼 항공운송을 이용하여 해외로 수출되고 있다. 하지만 2023년부터 정부의 보조금 지급이 중단됨에 따라 저렴한 비용으로 많은 화물 운송이 가능한 해상운송을 이용할 필요가 있다. 신선농산물의 해상운송에는 냉동컨테이너가 사용되는데 현재 냉동컨테이너는 화물 적재부 내부 온도편차가 크게 발생하여 운송 중 신선화물의 부패 등에 따른 문제가 있다. 이를 해결하기 위해 본 연구에서는 냉동컨테이너 내부 온도를 일정하게 유지하며, 편차를 최소화 할 수 있는 냉동컨테이너 온도 제어 알고리즘을 개발하였다. 개발한 알고리즘을 참외 싱가포르 해상운송 경로에 적용하여 그 기능을 검증하였다. 검증 결과 설정온도 $4.0^{\circ}C$를 기준으로 최대 $0.5^{\circ}C$이내에서 화물 적재함 내부 온도가 유지되는 것을 확인 할 수 있었다.

국제물류전략에 있어서 ASEAN과 한국의 컨테이너항만 경쟁력에 관한 연구 (A Study on the Competitiveness of ASEAN and Korea′s Container Ports In International Logistics Strategies)

  • 본 연구의 목적은 21세기 국제물류전략의 근간이 되는 ASEAN과 한국의 주요 컨테이너항만의 경쟁력 파악과 비교ㆍ평가를 통하여 한국항만의 경쟁력 제고를 위한 對 ASEAN에 관한 정책적 시사점을 강구함에 있다. 연구방법론과 범위는 ASEAN과 한국에 있어서 컨테이너항만의 경쟁력이라는 정성적인 속성을 정량화하여 평가하는 계층퍼지 분석(HFP)기법을 도입하여 실증분석을 하였다. 연구의 결과 싱가포르가 1위, 부산과 마닐라항만이 공동 2위의 선두그룹으로 평가되었다. 본 논문의 기여도는 한국과 ASEAN의 항만경쟁력 비교 연구를 통해 사회과학분야의 연구에 적용할 수 있는 HFT방법론을 도입하여 정책수립에 응용한 최신의 실증적인 연구접근에 있다.

다수 의사결정 그룹 문제의 가중치 조정에 관한 연구 (On the Adjustment of Weight of Multiple Decision Making Group Problems)

  • 다수의사결정그룹(MDMG : Multiple Decision-Making Croup)문제는 서로 의견이 상충하는 단위의사결정그룹(UDMG: Unit Decision-Making Croup) 문제로 구성되어 있다. 특히, 항만경쟁력 평가문제의 경우, 다계층$\cdot$복합$\cdot$다속성의 복잡한 평가특성을 가지며, 평가에 있어 선사, 포워더, 물류기업, 연구자 등 다수의 의사결정자들이 참여하는 대표적인 다수의사결정그룹문제가 된다. 이러한 복잡한 문제의 평가는 각 그룹간의 이질적인 선호도를 합리적으로 융합하는 가중치 보완과정이 필요하게 된다. 즉, 가중치 보완과정은 평가결과의 신뢰성과 타당성을 확보할 수 있는 매우 중요한 절차로써, 이를 위한 합리적인 방안에 대한 연구가 필요하다. 본 연구는 여기에 주목하여 평가 문제에서 빈번히 발생하는 이질적인 선호도를 합리적으로 흉합하는 방안을 제시하는 것을 연구의 목적으로 한다. 수립된 방안을 토대로 실제 다수 평가그룹이 참여하는 항만경쟁력 평가항목의 가중치 조정문제에 적용한 결과. 이질적인 선호도가 융합된 통합 가중치를 도출할 수 있었다.

Estimating Transportation-Related Greenhouse Gas Emissions in the Port of Busan, S. Korea

  • The port of Busan is the fifth busiest container port in the world in terms of total mass of 20-foot equivalent units transported. Yet no attempts have been made to estimate the greenhouse gas (GHG) emissions from the port of Busan by accounting for all port-related activities of the various transportation modes. With these challenges in mind, this study estimates the first activity-based GHG emissions inventory in the port of Busan, which consists of four transportation modes: marine vessels, cargo-handling equipment, heavy-duty trucks, and railroad locomotives. The estimation results based on the most recent and complete port-related activity data are as follows. First, the average annual transportation GHG emission in the port of Busan during the analysis period from 2000 to 2007 was 802 Gg $CO_2$-eq, with a lower value of 773 Gg $CO_2$-eq and an upper value of 813 Gg $CO_2$-eq. Second, the increase in the transportation-related GHG emissions in the port of Busan during the analysis period can be systematically explained by the amount of cargo handled ($R^2$=0.98). Third, about 64% of total GHG emissions in the port of Busan were from marine vessels because more than 40% of all maritime containerized trade flows in the port were transshipment traffic. Fourth, approximately 22% of the total GHG emissions in the port of Busan were from on-road or railroad vehicles, which transport cargo to and from the port of Busan. Finally, the remaining 14% of total GHG emissions were from the cargo handling equipment, such as cranes, yard tractors, and reach stackers.

해적행위의 본질, 발생현황 및 조직.기술적 대응 방안에 관한 연구 (Piracy: Its Nature, Development and Countermeasures)

  • Sea transportation has long been a vital component of the transport systems of the world. The great majority of imports and exports to and enlarge their national merchant marines. This effort is meant partly to arrest earlier trends of having their trade carried by ships from outside the region and partly to promote regional integration and improve the national balance of payments. However, sea transportation has been exposed to various types of threats on the high seas, in coastal waters and in port areas. Piracy is any robbery or other violent action, for private ends and without authorization by public authority, committed on the seas. Because piracy has been regarded as an offense against the law of nations, the public vessels of any state have been permitted to seize a pirate ship, to bring it into port, to try the crew(regardless of their nationality or domicile), and, if found guilty, to punish them and to confiscate the ship. Piracy has occurred in all stages of maritime history. The increased size of merchant vessels, the improved naval patrolling of most ocean highways, the regular administration of most islands and land areas of the world, and the general recognition by governments of piracy as an international offense resulted in a great decline in piracy in the 19th and 20th centuries. Piracy has, however, occurred in the 20th century, and the practice of hijacking ships has developed into a new form of piracy. The number of incidents of sea piracy against ships reported was 229 in 1997. Since 1991, 1,051 such acts have been reported. The purpose of this research is to examine the origin and development of the piracy to understand the current situation of such violence on the seas. In addition, what should be done by international community will be presented to prevent the piracy in the future.
