The security vulnerabilities in Korea maritime domain were mentioned and analysed with the static data of crimes relating to maritime security. The counterterrorism and initiatives to reduce the security risk and to minimize the damage are introduced and evaluated. The maritime security strategy and the near term initiatives to enhance the non-military security at Korean sea and ports are proposed in order to response maritime security threats economically, efficiently and safely.

미국에서 발생한 항공기 테러 사건이후 해상의 보안위험성이 높게 인식되고 있다. 본 논문에서는 국내 해상범죄 데이터를 바탕으로 해상보안위험의 현황을 파악하고 특성을 분석하였다. 또한, 해상보안위협을 예방하고 효율적으로 대처하기 위한 대응 방안을 제안하였다.

According to the increasing attention to safety and security in maritime shipping, there are diverse security systems in international logistics activities. Although prior studies on maritime transport and port security reviewed security policy and practices in order to provide useful insights for strategic agenda, a few focused on attitude to respond it. Moreover, there are no prior study on a comparative study between continents. To tackle this, this paper compared confrontation attitude to maritime transport and port security between South Korea and European Union. Results identified that maritime shipping security incorporates container cargo security management, logistics security management, logistics security certificate system, and environmental impacts management caused by maritime shipping. Further, the comparison between two countries suggests that South Korea need to take more positive attitude to respond, such as investment in equipment and technologies for maritime shipping security, construction of comprehensive management system, political supports for logistics security, and training and education for safety and security. The results provide useful insights for strategic review of security systems in South Korea, and to help strategic agenda for future improvement.

This research deals with the PLAN's capabilities and its implication for regional security, and suggests some measures for maritime security cooperation among regional states. China has began to focus its national strategy more on 'rising as a new maritime power' since the 18th Party Convention in November 2012. Chinese new strategy aims at building a strong navy, contributing economic prosperity and national security, and thus elevating its prestige in international society. Most of all, building a strong navy is the foremost task at this time, and that is why the PLAN has the priority for military modernization. Chinese new maritime strategy could cause naval arms race in East Asia and aggravate maritime territorial disputes among concerned parties. It is the time for regional states to discuss some measures to build confidence, such as arms control of naval weapons, establishment of multilateral maritime security mechanism, and foundation of regional security regime, thus enhancing regional maritime cooperation.

해적과 테러공격에 의한 해상보안사고는 해상운송이 발생한 이후에 지속적으로 증가하고 있다. 하지만 기존의 해양사고 조사방법으로 해상보안사고를 조사하고 문제점을 파악하는데 한계가 있으므로 해상보안관리를 위한 분석모델을 개발할 필요가 있다. 이러한 분석모델을 개발하기 위해 해상운송에서 해상보안관리 위협대상을 선박, 화물의 종류, 항만시스템, 인적요소, 정보흐름으로 구분하고, 이에 대한 위험평가기준을 마련하여 해상보안사고 발생가능성 4등급으로 구분하였다. 또한 해상보안관리 관련 이해관계자를 단계별로 구분하여, 국제기구, 각국정부, 해운회사, 선박에서 이루어지고 있는 각종 보안제도들의 동향을 통해 분석모델의 기본틀을 마련하였다. 해상보안관리 관련 단계주체별 이해관계자들이 시행하고 있는 각종 보안제도를 상향식 및 하향식의 의사결정 및 이행방식을 토대로 하여 해상보안관리 분석모델을 개발하였으며, 실제 Petro Ranger호에서 발생한 해상보안사고 사례를 적용하여 유효성을 입증하였다.

본 연구는 러시아의 크림반도 합병의 해양안보적 고찰을 목표로 하였다. 본 연구는 러시아의 국가안보 인식에 대한 포괄적인 분석을 바탕으로 러시아의 해양안보전략과 흑해·아조프해의 안보적 중요성에 대해서 검토하였으며, 이후 크림반도 합병을 해양 안보적으로 고찰하였다. 이를 통해 본 연구는 러시아의 크림반도 합병이 군사적으로는 흑해함대의 활동을 보장하며 대서양으로의 진출 통로를 확보하여 NATO의 동진에 대항하고 경제적으로는 천연자원의 생산 및 수송, 해운의 안정적인 보장, 흑해경제권 내에서의 영향력 확보를 위한 전략적 고려를 바탕으로 이뤄졌음을 드러냈다.

To improve maritime security and enhance international shipping commerce within US ports in addition to ISPS (International Ship and Port Facility Security Code), the TWIC (Transportation Worker Identification Credential) program is working on the maritime field from the October 15, 2008 in the United States. In this paper, the program is reviewed and investigated in terms of goal, benefit, solution, and related legislation so forth In addition, other maritime security programs including MMD (Merchant Mariner Document), FAST (Free and Secure Trade), SIDA (Security Identification Display Areas). and Air Cargo security program was analyzed and compared in order to obtain relationship and difference with the program in terms of enrollment frequency, list and method of security check, and profile of each program As a result of this paper, the program is mostly to improve maritime security, protect individual privacy, and enhance commerce rather than other programs.

The system of civil security service is analyzed and reviewed in order to induce it to maritime security domain. A system of civil maritime guarder who provides security service and cooperates with coast guard at sea is proposed. It is expected not only that some expecters on the field of maritime security service are built up but that the Qualities of security services are improved in considering characteristics of sea control and coast guard.

본 논문은 '국가해양안보전략서'의 필요성과 발전방향을 분석하기 위한 것이다. 이를 위해 한국의 해양안보전략서의 필요성, 해양안보전략관련 한국의 실태와 주요선진해양국의 사례, 한국의 '해양안보전략'의 비전·목표·전략·수행체계를 살펴본 후 결론을 도출해본 것이다. '세계 5대 해양강국(Ocean G5)' 등과 같은 국가해양전략 비전의 달성은 우리나라가 국민의 해양안전과 해양안보를 유지·강화해 나갈 수 있을 때 가능함은 물론이다. 세월호사건은 우리에게도 해양선진국처럼 '국가해양안보전략서'가 절실히 필요하다는 것을 잘 일깨워주고 있다. 선진해양국가처럼 국가해양안보전략이 효율적으로 수행되기 위해서는 해군·해경의 협력을 포함한 관련기관의 협력을 결집시키기에 충분한 권한과 위상을 보유한 전담부서를 두어야 한다. 국가안보회의 예하에 장관급으로 구성된 의결기구인 가칭 해양안보위원회와 관련부처 실무자로 구성된 집행기구인 가칭 해양안보수행단을 설치하면 좋을 것으로 판단된다. 미국이나 영국처럼 우리도 국민의 해양안전·해양안보를 위한 국가해양안보전략을 성공적으로 수행해 나가기 위해서는 보다 더 긴밀한 국내의 범정부적 협조체제와 국제적 협력체제, 그리고 해당 분야별 해양안보능력을 더욱 보강해 나가야 할 것이다. 이를 위해 해군에 의한 해양안보전략의 수립·추진; 해군·해경 간의 작전적 연계강화; 국가차원의 해양감시능력의 강화 및 민간영역과의 공유의 활성화 등을 모색·추진해 나가야 할 것이다.

국내 연안 여객선 관련 종사자들에 대한 보안의식에 대한 설문조사를 통하여 보안환경과 여객선의 보안취약성 을 분석하였다. 이러한 연안 여객선의 보안위협에 능동적인 예방과 체계적인 대응시스템 구축을 목적으로 연안 여객 선 보안강화 프로그램을 제안하였다.
