Recently, the navigation risk is increasing significantly with growing of vessels' volume and propelling marine facilities, water bridges and port development etc. As a result, Ministry of Land, Transport and Maritime Affairs enacted a new law called MSA(Maritime Safety Audit) as a comprehensive maritime traffic safety management scheme in order to ensure safety improvements from the early planning stage to post managing of the development which affect the maritime traffic environment. MSA as a tool for improving maritime traffic safety is a formal safety diagnosis assessment in the existing or future ship's fairway by an independent audit institute. It examines the potential hazards of maritime traffic safety about the port development, if necessary, and is to ensure the implementation of appropriate safety measures. The primary purpose of MSA is to identify potential risk elements affecting safe navigation. This paper is aimed to introduce the backgrounds, the necessity and efficiency of MSA and also to describe some technical standards and diagnostic procedures.

A scoping system is ultimately aimed at accomplishing the efficient Maritime Safety Audit by enhancing the MSA and thus now it's necessary to consider introducing the scoping system to MSA in more positive way. However, system design which will be optimized to MSA needs to be developed in such a way of analyzing the domestic environmental impact assessment system as well as comparing with the current operation of scoping system in foreign countries.

While the vessel become bigger and high speed, navigational passages become narrow due to an enlargement of all sorts of new ports, sea-crossing bridges and anchorages, leading to the high probability of marine accidents. Furthermore, a constant increase in the maritime transportation and the traffic volume on the sea led to a variety of sea traffic environments and it is a trend for the demand for the sea transportation environment to increase steadily. At this point of time, the Ministry of Land, Transport, and Maritime Affairs introduced the Korea Maritime Safety Laws evaluating the degree that The Safety Audit System for maritime transport, which evaluates the degree that all kinds of port facilities installed temporarily or installed into navigational passages, and the installations and repair constructions of S.O.C. facilities affect ships' traffic safety, was introduced through Korea Maritime Safety Laws and went into effect from November 28th, 2009. This study was performed to introduce an outline including the concept and purpose of the Maritime Safety Audit(MSA) system for maritime transport and the technological guidelines for scientific and standardized enforcement, thereby analyzing the system.

Recently, the navigation risk is increasing significantly with growth of marine traffic volume and construction of marine facilities, water bridges, port development and marine wind farm etc. To reduce this kinds of risk, Ministry of Land, Transport and Maritime Affairs enacted a new law called MSA(Maritime Safety Audit) as a comprehensive maritime traffic safety management scheme in order to ensure safety improvements from the early planning stage to post managing of the development which affect the maritime traffic environment. MSA as a tool for improving maritime traffic safety is a formal safety assessment in the existing or future ship's fairway by an independent audit team. It examines the potential hazards of maritime traffic safety, if necessary, and is to ensure the implementation of appropriate safety measures. The object of this paper is to comprehensively evaluate the achievements and implementation problems of MSA about the 2 years, to define the fundamental problems of MSA by conceptualizing and analyzing MSA limits. MSA requires further examination about the introduction of screening and scoping in order to increase the efficiency and objectivity. It will be required the measures concerning policies directions as a tool for planning process for project owner. It will lead to right understanding concerning audit scheme and used in various ways such as amendments to related law.

Recently, the degree of navigating vessel's risk is increasing significantly by growing of vessel's volume and increasing of marine facilities, marine bridges and port development etc. As a result, Ministry of Land, Transport and Maritime Affairs generalized formal Maritime Safety Audit as a comprehensive maritime traffic safety management system in order to ensure safety improvements from the planing to maintaining of the development which influence to maritime traffic environment. A MSA is a formal safety performance examination of an existing or future fairway by an audit team. It qualitatively estimates and reports on potential risk of Maritime traffic safety and identifies the measure for improving in safety of human life and preservation of environment. This paper introduced the outline of MSA policy as the guideline for making audit reports is on its developing which is mainly processed by Maritime Safety Research Center, KST in cooperation with KMU, MMU and KORDI.

SHS(Ship-Handling Simulator) is virtual generation of vessel traffic situation under various environmental conditions. Recent, with the introduction of MSA(Maritime Safety Audit), SHS is being used as a key facility to determine the safety of navigation. However, the current audit techniques specified in the implementation guidance of MSA have been prepared by generalizing common procedures and evaluation methods used by institutions operating simulator systems. Therefore, they need to be reviewed and supplemented. This study analyzed the adequacy of current audit techniques based on the limitations and problems, then suggested the advanced scheme of SHS such as standardization of ship models, standard manoeuvring and evaluation method. The results of this research will contribute to improving the quantification and reliability of audit techniques used in the MSA as well as upgrading of the simulator system.

Recently, the navigation risk is increasing significantly with growing of vessels' volume and propelling marine facilities, water bridges and port development etc. At this point of time, the Ministry of Land, Transport, and Maritime Affairs introduced the Maritime Safety Audit(MSA) in amendment of the Korea Marine Traffic Law. audit results were survey for the last two years. As a result, appropriate certificate appears 11% among audit report, is an urgent need for improved quality of audit reports. This study is aimed to propose about Audit Personnel Education & Training System. To these solve, this paper analyzed the tendency of Audit Personnel Training. And also the opinions of user and experts were investigated and analyzed using Questionnaire survey methods. As a result, this paper was suggested, the construction of Audit Personnel Training System and the curriculum and training contents for 5-days of basic course, 2-days of expert course, 3-days of Qualification Maintain course.
