해양 및 수산자원 관리를 위한 해양경계정보 구축방안에 관한 연구 (A Study on the Establishment Maritime Boundaries Information for Ocean and Fisheries Resource Management)

  • Information on maritime boundaries is essential to manage ocean and fisheries effectively in the era of the UN Convention on the Law of the Sea. With various information regarding to maritime boundaries analysed and reviewed, maritime boundaries are mainly divided into two categories such as international and domestic boundaries and also sub-divided into two aspects such as administrative and other boundaries. After clarification of boundary information, the geographical natures of boundaries, for instance datum, projection, line types, are reviewed. The Geographic Information Systems (GIS) is used for the establishment, management and utilization of boundary information due to its strong function in database, analysis, visualization, etc.

  • Korea has maritime jurisdiction over an area 4.5 times larger than the nation's inland area, but negotiations with surrounding nations on the maritime boundary delimitation have still not been completed satisfactorily. In particular, maritime boundary delimitation has become an important issue in terms of maritime security and resource exploration. Considering national interests, the delimitation of the maritime boundary is essential. However, no system to help the decision-makers involved in maritime boundary delimitation has yet been systematically constructed. Therefore, the aim of this study was the development of a system to support such decision-making. In this study, considerations related to maritime boundary delimitation were investigated through expert advice and international precedents. Based on these considerations, data were collected from several organizations, and a spatial database was systematically constructed. Finally, MBDSS (maritime boundary delimitation support system) was developed to support maritime boundary delimitation. This GIS-based system provides visual information about the considerations for the maritime boundary delimitation. Thus, it could help decision-makers to choose appropriate boundaries during the negotiation. Furthermore, this system is expected to be utilized as a scientific tool on the delimitation of maritime boundaries.

해양경계획정에서 지질 및 지형적 요소의 효과에 관한 고찰 (The Role of Geological and Geomorphological Factors in the Delimitation of Maritime Boundaries)

  • A reference to natural prolongation appeared for the first time in the North Sea Judgement. Although it was not suggested that the concept of natural prolongation would automatically allow for the fixing of a continental shelf boundary, that concept encouraged States to request international tribunals to determine continental shelf boundaries on the basis of the geological and geomorphological features of the seabed. In the Libya v. Malta Case, however, the rejection of geological and geomorphological factors was total. Especially, Natural prolongation was the then checkmated as a relevant fact in delimitation between coasts situated less than 400 nm. apart. There can be no doubt that, in several disputed cases, prominent geomorphological variations are simply ignored ; nevertheless, there are also a few agreements where geological and geomorphological characteristics come into play and, to a certain extent, affect maritime boundaries. Physical characteristics of sea-bed are generally given serious consideration in the boundary delimitation such as the final negotiated boundary of the Australia-Indonesia Continental Shelf boundary Agreement(Timor and Arafura seas) which follows the continental slope bordering the Timor Trench.

유성음과 무성음의 경계를 이용한 연속 음성의 세그먼테이션 (Segmentation of continuous Korean Speech Based on Boundaries of Voiced and Unvoiced Sounds)

  • In this paper, we show that one can enhance the performance of blind segmentation of phoneme boundaries by adopting the knowledge of Korean syllabic structure and the regions of voiced/unvoiced sounds. eh proposed method consists of three processes : the process to extract candidate phoneme boundaries, the process to detect boundaries of voiced/unvoiced sounds, and the process to select final phoneme boundaries. The candidate phoneme boudaries are extracted by clustering method based on similarity between two adjacent clusters. The employed similarity measure in this a process is the ratio of the probability density of adjacent clusters. To detect he boundaries of voiced/unvoiced sounds, we first compute the power density spectrum of speech signal in 0∼400 Hz frequency band. Then the points where this paper density spectrum variation is greater than the threshold are chosen as the boundaries of voiced/unvoiced sounds. The final phoneme boundaries consist of all the candidate phoneme boundaries in voiced region and limited number of candidate phoneme boundaries in unvoiced region. The experimental result showed about 40% decrease of insertion rate compared to the blind segmentation method we adopted.

우리나라 관할해역내 북한선박 통항통제 제도와 개선방안 (A Study on the Navigation Control System against DPRK Vessels Within the ROK Maritime Jurisdictional Area and it's Improvement)

  • 남 북한간 정전협정시 해양경계를 정하지 못했으며, 주변국과 관할해역 경계가 명확하지 않다. 유엔군사령부는 6.25전쟁 이후 정전협정 준수를 위해 북방한계선과 작전구역을 설정해 해 공군 세력의 활동을 통제했고, 우리나라는 작전구역 내에서 북한선박의 통항을 통제해 왔다. 작전구역 내에서 제3국 선박은 항해의 자유를 향유하지만, 북한선박은 교전국으로서 통항이 통제되는 특수한 해양 제도가 유지되고 있다. 그러나, 작전구역이 설정된 이후 유엔해양법협약 발효, 남 북한의 유엔 가입 등 변화가 지속되고 갈등요인이 있어 작전구역의 지리적 범위를 보완할 필요가 있다. 또한 해군의 기능적 역량 강화를 위해 해군함정에게 북한선박 통제를 법적으로 보장하는 조치가 요구된다. 본 논문에서는 6.25 전쟁 이후 한반도 주변해역에서 북한선박을 통제하여 온 실례와 북한선박 통항통제 제도에대한 개선방안을 살펴보았다.

A Conceptual Model of Port Clusters and Related Assemblages

  • Recently we have seen a noticeable trend in ports to establish port clusters. Despite this trend, little research has actually been undertaken to fully define and analyse port clusters. A couple of exceptions have descriptively defined port clusters but the boundaries of port clusters are not apparent. Therefore, the aim of this paper is to define port clusters in terms of set theory and in particular look at them in terms of their distinct characteristics and system boundaries. The main concern of this paper is that there is a need to distinguish, from a system and a competition perspective, between port clusters, ports, maritime clusters and port ranges. This paper proposes a conceptual model relevant to the relationship among port clusters related assemblages and that has been applied to the north western europe region This model suggests six levels of competition that will help port authorities and government to develop appropriate policies and strategies for port operation and port industry.

통일한국 북측해역 기선설정에 관한 쟁점연구 - 국가승계론을 중심으로 (A Study on the Maritime Baseline of the Unified Korea's Northern Part : Focused on the State-Succession)

  • This study is intended for the Maritime Boundaries(Baseline) of the Unified Korea. According to the international law, North-Korea is recognized as a nation. Then with unification, the state succession will be a very important issue. Thus we should seek for the expected problems and counter-measures, by analyzing of the State-succession. There is a conflict of the positive or negative reaction about the state succession. However, in general, 'the principle of continuity' has been applied for at the national border treaty, regardless of the type of State succession. This can be found on Article 11 & 12 of the 「1978 Vienna Convention on Succession of States in Respect of Treaties」, Article 62, paragraph 2 of the 「1969 Vienna Convention on the Law of Treaties」, and a series of international case law. Currently it is being understood as customary international law. In summary, although South and North Korea, China, Russia and Japan are not the parties of 「1978 Vienna Convention」, the unified Korea will necessarily have a duty to succeed national boundaries(also, maritime baseline) of North Korea. Specifically, we have an objective and rigorous review of the treaty of maritime baseline that is signed between North Korea and neighboring countries, such as 「National Border Treaty Regime between North Korea and China」 and 「Treaty between the Union of Soviet Socialist Republics and the Democratic people's Republic of Korea on the Demarcation of the Soviet-Korea National Border」. Also, we analyzed 'Historical Bays' and 'Straight Baseline' system. By this, we are able to occupy a favorable position when renegotiating with neighboring countries, at the point of unification.

Smooth Edge Images Based on a Multilevel Morphological Filter

  • Edge detection is an important problem in computer vision and image understanding. Because the threshold is difficult to properly determine, edge images gained by the usually gradient-based segmentation methods are often tend to have many disjoint or overlapping boundaries, which makes the edge images spinous. In this paper, a practical multilevel morphological filter is presented for smoothing spinous edge images. The experimental results show that the method is effective in dealing with the images of a target in the sky.

동북아 해양경찰 증강 동향 (Strengthening Trend of Coast Guards in Northeast Asia)

  • Recent marine territorial disputes in the East China Sea and the South China Sea have come to us as a great threat. China, which has recently established the China Coast Guard and has rapidly developed maritime security forces, is trying to overcome the various conflict countries with its power. Japan is also strengthening intensively its maritime security forces. Since Korea, China, and Japan are geographically neighboring and sharing maritime space in Northeast Asia, there is no conflict between maritime jurisdiction and territorial rights among the countries. The struggle for initiative in the ocean is fierce among the three coastal nations in Northeast Asia. therefore, Korea needs more thorough preparation and response to protect the marine sovereignty. As the superpowers of China and Japan are confronted and the United States is involved in the balance of power in strategic purposes, the East Asian sea area is a place where tension and conflict environment exist. China's illegal fishing boats are constantly invading our waters, and they even threaten the lives of our police officers. The issue of delimiting maritime boundaries between Korea and China has yet to be solved, and is underway in both countries, and there is a possibility that the exploration activities of the continental shelf resources may collide as the agreement on the continental shelf will expire between Korea and Japan. On the other hand, conflicts in the maritime jurisdictions of the three countries in Korea, China and Japan are leading to the enhancement of maritime security forces to secure deterrence rather than military confrontation. In the situation where the unresolved sovereignty and jurisdiction conflicts of Korea, China and Japan continue, and the competition for the strengthening of the maritime powers of China and Japan becomes fierce, there is a urgent need for stabilization and enhancement of the maritime forces in our country. It is necessary to establish a new long-term strategy for enhancing the maritime security force and to carry out it. It is expected that the Korean Coast Guard, which once said that it was a model for the establishment of China's Coast Guard as a powerful force for the enforcement of the maritime law, firmly establishes itself as a key force to protect our oceans with the Navy and keeps our maritime sovereignty firmly.

남중국해 중재판결 : 군사적 분쟁 고조인가 국제법적 해결의 증진인가? (PCA Ruling on SCS : Is it a Peaceful Solution or Cause of Military Tension?)

  • A unanimous Award has been issued on 12 July 2016 by the Arbitral Tribunal constituted under Annex VII to the United Nations Convention on the Law of the Sea in the arbitration instituted by the Republic of the Philippines against the People's Republic of China. The current security issues in the regional sea shall be carefully reflected to anticipate whether the Award could resolve the existing political conflict or rather will grow military tension in the region. The Award clearly directs the scope of delimiting maritime jurisdiction to coastal States in the Southern China sea, so it seems to help facilitating finding resolutions of regional disputes on maritime boundaries. On the other hand, there are several limitations in reality to implementation of the decisions included in the Award. USA could use the decisions to restrict military activities and exercise of unilateral maritime jurisdiction by China in the region, while China shall encounter guilt to illegitimacy of its activities as well as shaking the legal foundation of its policy in the region. Then the resolution of this dispute through application of international law would rather cause more political confusion. The intension of bringing the case to an international court were to resolve political difficulties. If, however, the political difficulties are not properly reflected in the legal decisions, such decision would possibly raise more political risks.
