해상교통안전 진단 기술의 적정성 및 선박조종시뮬레이션 고도화 (A Study on Adequacy of Audit Techniques and Advancement of Ship-Handling Simulation for Maritime Safety Audit)

  • 최근 해상교통안전진단제도가 국내에 도입되면서 선박의 안전여부를 판별하는 중요한 핵심 기술 요소로 다양한 항행 환경을 인위적으로 재현하는 선박조종시뮬레이션이 활용되고 있다. 그러나 현행 시행지침에 명시된 진단기술은 국내 시뮬레이터 보유 기관에서 공통적으로 활용하고 있는 수행 절차 및 평가 방법 등을 일반화한 것으로 이에 대한 적절한 보완 또는 개선이 필요하다. 본 연구는 현행 선박조종시뮬레이션 진단기술의 기술력 분석과 함께 한계점 및 문제점 등의 적정성 평가를 수행하였다. 또한 선박조종시뮬레이션 선박모델의 표준화, 표준조선법, 평가 방법 등의 고도화 방안을 제시하였다. 이러한 연구 결과는 선박조종시뮬레이터 시스템 개선은 물론 해상교통안전진단제도에 활용되고 있는 진단 기술의 정량화 및 신뢰성 향상에 기여할 것으로 사료된다.

성인학습자들의 안전의식과 안전생활실천 연구: 창원지역 「시민안전문화대학」 중심으로 (A study on the Safety Awareness and Safety Practice Behavior of Adult Learners: Focusing on 「Civic Safety Culture College」 in Changwon City)

  • The purpose of this study was to examine the relationship between the safety awareness and safety practice behavior of adult learners who participated in "civic safety culture college" was held in Changwon city. We carried out a questionnaire survey that was targeted at 150 citizens, but 132 citizens were included finally. Data collected were analyzed with SPSS 21.0 statistical program. Analysis methods were t-test, one way ANOVA, Scheffe test, Pearsons correlation coefficient, and multiple linear regression. The results were as follows. First, safety awareness point was an average of 4.17 point which was higher levels. Area showing the highest safety awareness was fire safety. Safety practice behavior point was an over intermediate level of an average of 3.58 point. Second, safety practice behavior had statistically significant difference according to sex(t=2.58, p=.01), education(t=-2.57, p=.01), job(t=-1.96, p=.05), housing(t=3.65, p<.001). Third, there was a positive correlation between home safety awareness(r=.28, p<.001), traffic safety awareness(r=.37, p<.001), fire safety awareness(r=.37, p<.001), emergency care awareness(r=.45, p<.001) and safety practice behavior. Fourth, safety practice behavior was related to the emergency care awareness(${\beta}$=.34, p=.002), this factor accounted for 19.5% of the variability of the safety practice behavior. These results are expected to be very important baseline data for many different businesses and program development for strengthening of safety awareness and spreading of safety culture in Changwon city.

해상이동통신에서 VHF 데이터링크 프로토콜을 이용한 자동감시시스템 (A Study on Automatic Surveillance System using VHF Data Link Protocol)

  • 본 고에서는 현재 해상과 항공 이동통신에서는 자동 감시 및 트래픽 완화를 위해 도입되고 있는 자동 식별장치에 대한 기술적 특성에 대해서 기술하였다. 특히 해상에서는 2002년 7월부터 의무적으로 선박자동식별장치를 설치할 것을 SOLAS(Safety of Life at Sea)조약에서 규정하고 있다. 자동감시시스템인 선박자동식별장치는 디지틀 무선링크와 GNSS(Global Navigation Satellite System)를 컴퓨터와 상호 연결해서 효율적으로 선박간의 충돌 회피 및 트래픽 관리를 수행한다. 이를 위해서는 각 장치간에 데이터 링크를 효율적으로 사용해야 하는데 이를 SOTDMA(Self-Organized Time Division Multiple Access)라 부르는 알고리즘이 수행하고 있다. 이 알고리즘은 여러 무선국에 짧은 버스트를 허용해서 정확히 조직화한다. 그러므로 무선국을 설치한 선박이나 항공기간에 충돌은 최소화된다. 본 고에서는 해상 및 항공에서 SOTDMA 알고리즘 동작 및 능력을 분석해서 모델링하여 이 시스템의 throughput을 평가하는 방법을 제시 하였다.

  • A recent trend of global shipping industry adopting Port State Control (PSC) system is recognized as a proficient mechanism in preventing costal traffic accident and protecting marine environment. Disadvantages of Korean shipping companies in PSC inspection are unavoidable as Tokyo MOU imposed priority listed flag to Korea. Having stated above, appropriate research and prompt preparation in compliance with current PSC requirements for the Korean shipping companies have become an immediate need. The objectives of this study are : First, to review in understanding of PSC in overall and foundation of enforcement. Second. to study interaction of international treaties regarding PSC. Third, to compare practical compliance among the countries and to open up a case study on Korean shipping companies in adopting PSC. Last, to suggest direction to the Korean shipping companies the most proficient way in compliance with the current Tokyo MOU requirement. Korean flagged vessels have become prioritized target in PSC inspection as Tokyo MOU imposed priority listed flag to Korea due to high detention rate of its fleet. Disadvantage of a priority listed flag is a burden in its proficient fleet operation. This study suggests solutions to the disadvantages as below. : 1) Change shore management system, and provide continuous & quality education to crew members 2) Form a network in sharing PSC information among the Korean shipping companies 3) Form a centralized function in which government, Korean Shipping register and shipowners can treat problems in a prompt manner.

전자무역의 네트워크 개선방안에 관한 연구 (A Study on the Improvement of Network by e-Trade)

  • 저자무역은 우리나라 해운물류산업을 보다 편리하고 효율적으로 개선시키는데 많은 부문에 기여했다고 할 수 있다. 그러나 운영측면에서 볼 때 전자문서(전자데이터 등)의 폭발적인 송신 폭주로 인하여 네트워크의 기술적인 문제점들이 적잖게 노출되어 있는 것이 현실이다. 따라서 우리나라가 동북아시아 경제중심 국가 및 해운물류정보 중심지로 성장하기 위해서는 전자무역 체제속의 IT기술 중 네트워크 제어기법을 충분히 활용하여야 할 시점이다. 따라서 본 연구의 목적은 전자무역 네트워크의 효율적인 운영을 위하여 첫째, 우리나라 전자무역의 부분별 종합 네트워크와 전자문서 송수신 네트워크의 폭주 원인을 고찰하고 둘째, 전자무역 네트워크의 문제점과 개선방안을 제시하고자 한다. 본 논문은 네트워크의 기술적인 방향을 제시하기보다는 실무적 관점에서 해석적 기초를 제시하는데 그 목적이 있다.

항로표지 시뮬레이션 시스템을 활용한 항로표지 교육모듈 개발에 관한 연구 (A Study on the Development of Educational Modules for Aids to Navigation Using the Aid to Navigation Simulator)

  • 항로표지는 등광, 형상, 색채, 음향, 전파를 이용하여 선박의 안전항해를 돕기 위한 인위적인 시설을 의미한다. 국제항로표지협회에서는 이러한 항로표지의 설계, 배치, 관리 등을 위해 전문가 그룹에 대한 교육과정을 개발하여 운영 중에 있으며, 해기교육기관에서는 항해사들을 위한 선박조종향상교육 및 ECDIS 교육과정을 통하여 안전항해를 위한 다양한 교육을 운영하고 있다. 이에 더불어, 다양한 지형적, 환경적, 해상교통환경 등에 따른 항로표지의 오인으로 인한 해양사고를 예방하기 위해 항로표지 시뮬레이션 시스템을 활용한 교육이 필요하다. 본 연구에서는 기존의 선박조종시뮬레이터와 항로표지 시뮬레이터를 활용하여 다양한 환경에서 항로표지에 대한 정확한 이해과 활용을 위한 교육모듈 개발을 통해, 기존의 이론적인 관점에서의 교육을 보완하고 실무적인 활용도를 높여 교육효과 향상방안을 제시하였다.

개항의 항계 안에서의 선박충돌에 따른 법률상의 쟁점 -해양안전심판원의 재결사례에 대한 분석을 중심으로- (A Study about Legal Issues of Ship Crash in Open Ports Act)

  • Open port has the designated course and traffic jam of ships happens often. This fact may connect to ship crash easily. And the accident happens due to violation of navigation mainly. In ship crash between Neoblue and Shinkwang 7 at incheon open port, the Korean incheon maritime safety tribunal shows that the violation of navigation and duty of attention at the open port would produce ship crash directly. Wherefore, the interpretation and application of navigation are important to protect future ship crash accident. The points of navigation as objects of study are divided into two categories, interpretation and application of navigation on crashing between the ship which navigate the designated course and the ship which enter into the designated course from the another course or outside the course, interpretation and application of navigation on crashing between two or more ships, which navigate violating the navigation every ships and violating agreement rule each other. And as conclusion, I refer the legal responsibility both Neoblue and Shinkwang 7 in detail. The results of this study as follows : First, in case of crashing between the ship which navigate the designated course and the ship which enter into the designated course from the another course or outside the course, public order in open port act can be applied by priority. However, in applying the public order the principle of trust and reasons of crew, cause and effect, the time of navigation application are mandatory considerations. Second, in case of crashing between two or more ships, which navigate violating the navigation every ships and violating agreement rule each other, we should focus on the reasons of crew. Also, the reasons of crew need strict conditions. These means that the awareness of crash danger and recognition of special circumstance including limit state of ships, existence of emergency danger, non escaping crash danger by only observance of navigation. And in case of this state the public order the principle of trust and reasons of crew, cause and effect, the time of navigation application should be considered by priority, too.

효율적인 어업실습선의 선교 layout을 위한 당직항해사의 업무특성 분석 (Analysis characteristics of officers' watch-keeping for efficient navigation bridge layout of a fisheries training vessel)

  • This study analyzed characteristics of officers' watch-keeping during fishing operation at the fisheries training ship KAYA (GT: 1,737 tons, Pukyong National University). It observed fishing works of three officers in wheel house of KAYA. The observations were carried out at the fishing ground 45 miles away from east of Jeju from 7 to 8 January 2010. The works and movements of the officers were recorded with three common video cameras and a 4-channel MPEG-4 Triplex DVR. Recorded data of the working circulation was analyzed by using the post-processing method. As a result of the traffic lines, the average (${\pm}S.D$) of working hour (min) and moving frequency (times), distance (m) and speed (m/min) during setting the net was 11.8 (0.9), 43.7 (8.1), 133.9 (35.8) and 10.5 (0.6), respectively. During trawling the net, it was 100, 241 (39.8), 615.7 (194.6) and 5.2 (1.6), respectively. During hauling the net, it was 17.6 (1.4), 41.0 (7.2), 196.9 (37.6) and 10.7 (0.8), respectively. In addition, it has a different tendency of the instrument usage frequency by the fishing works. During setting, the usage priority was CCTV, ECDIS, RPM and pitch controller, net monitor, GPS plotter, chart room, X-band radar, fish finder and public addressor. During trawling, it was CCTV, ECDIS, fish finder, X-band radar, net monitor, chart room, GPS plotter, RPM and pitch controller, auto pilot and steering, interphone, wind speed and direction indicator, No.1. VHF, navigation light control panel and public addressor. During hauling, it was CCTV, RPM and pitch controller, GPS plotter, public addressor, chart room, net monitor, X-band radar, auto pilot and steering and fish finder.

Estimating Transportation-Related Greenhouse Gas Emissions in the Port of Busan, S. Korea

  • The port of Busan is the fifth busiest container port in the world in terms of total mass of 20-foot equivalent units transported. Yet no attempts have been made to estimate the greenhouse gas (GHG) emissions from the port of Busan by accounting for all port-related activities of the various transportation modes. With these challenges in mind, this study estimates the first activity-based GHG emissions inventory in the port of Busan, which consists of four transportation modes: marine vessels, cargo-handling equipment, heavy-duty trucks, and railroad locomotives. The estimation results based on the most recent and complete port-related activity data are as follows. First, the average annual transportation GHG emission in the port of Busan during the analysis period from 2000 to 2007 was 802 Gg $CO_2$-eq, with a lower value of 773 Gg $CO_2$-eq and an upper value of 813 Gg $CO_2$-eq. Second, the increase in the transportation-related GHG emissions in the port of Busan during the analysis period can be systematically explained by the amount of cargo handled ($R^2$=0.98). Third, about 64% of total GHG emissions in the port of Busan were from marine vessels because more than 40% of all maritime containerized trade flows in the port were transshipment traffic. Fourth, approximately 22% of the total GHG emissions in the port of Busan were from on-road or railroad vehicles, which transport cargo to and from the port of Busan. Finally, the remaining 14% of total GHG emissions were from the cargo handling equipment, such as cranes, yard tractors, and reach stackers.

해월(海越)송전선 하부의 선박 통항 안전성 평가에 관한 연구 (A Study on Safety Assessment for Ship Sailing under Electric Power Cable)

  • 해월송전선의 해상고에 의하며 선박의 항로가 제한되는 해역에 있어서, 해월송전선에 관하여 현재 알 수 있는 정보는 아주 제한적인데, 주어진 정보를 토대로 송전선철탑들 사이의 임의의 위치에서도 해월송전선의 해상고를 알아낼 수 있는 방법을 제시하였다. 그리고 해월송전선의 하부를 선박이 항해할 경우의 안전성을 평가할 수 있는 방법론적 모델을 제시하였다. 실제 표본선박이 항해한 궤적을 조사하여 통계처리를 한 결과, 선박이 안전통항구간을 벗어날 확률은 약 0.00001 정도로 밝혀졌다. 따라서 네델란드 응용과학연구소의 보고서에 의한 안전기준(항만 내, 방파제 입구 부근에서는 0.0001 이하이면 안전하다고 판단.)보다 10배 정도 더 안전하다고 판단된다.
