A Research about The Effective Search Strategy Through Marine-time Search Theory Application (해상 탐지이론 적용을 통한 효과적 탐색 전략에 관한 연구)

  • The ocean has settled down in human mind as a territory and a leisure space from which anyone enjoys and takes a benefit under the national sovereignty, as the new era of Sea comes. In addition, because the population engaged in marine activities has rapidly increased, the number of marine accidents consequently has grown up as well. In this reason, currently it has been highlighted to devise safety measures to prevent large scale accidents or disasters on the oceans. Therefore, this thesis firstly points out issues and problems of current search and rescue operations, and secondly studies three primary factors of the search and rescue operations, which are decision of search range, decision of search asset, and decision of search duration. Finally, the thesis suggests a theoretical foundation of the search and rescue operations by applying the result of studies and the marine search theory through a theoretical approach to reasonable standards.

  • In Korea, the System of search and rescue in water have came into force on the basis of the Korea Life Saving and Rescue Act. 1961. But It's a premodern administration law which is not fit for an international system of the search and rescue and become disconnected with reality in Korea. Recently the marine casualties occur frequently in Korea coastal area, therefore, we need to amend the 1961 Act. The amendment which is carried out by the Korea Maritime Police Agency is a provision to receive International convention(SAR, 1979). The amendment of this Act will give a epoch-making change to Korean policy of the life-saving and rescue, security to marine safety and contribution to National positon on system of "Search and Rescue". In this thesis, I propose a development scheme to be conductive to original task on "Search and Rescue" of International Convention in Korea Life Saving and Rescue Act(Amendment, 1994).t(Amendment, 1994).

  • KCG, responsible Agency of maritime SAR operation has been known to address the marine casualties well, however, it was criticized because KCG failed to take prompt and effective response to the recent Ferry disaster at the very early stage. In this regards, the authors analyze the characteristics of marine incident with historical data, and also review and examine the national SAR system focusing on SAR coordination and human resources to make recommendation and suggestion in order to minimize the loss of lives to future marine incidents. As a result, KCG shall augment its capabilities, inter alia, fast libeboats and rescue helicopters for prompt response to marine incidents at the coastal waters, and KCG shall re-adjust the establishment of Rescue Coordination Center to improve operational problems of current system in accordance with IMO guidance, KCG is required to introduce mandatory training, qualification and certificate system to enhance the professionalism of SAR personnel.

  • In this study, I researched, analysed and compared the examples of civilian maritime search and rescue auxiliaries of world leading countries' such as Japan and America, and the Korean volunteer fire fighting team. Through this, I suggest that the decentralized civilian maritime search and rescue forces of Maritime Rescue and Salvage Association and KCG Civilian Auxiliary should be united into unified search and rescue system and establish legal basis for stabilized support and development. It seem that we should organize laws and regulations for the government to have centralized control of rescue mission as in the cases of America and Canada and elivate rescue mission capability with systemized education and training entrusted to specialized external training organization. I proposed to establish financial support such as fund for the stabilized status of civilian auxiliary, domestic and overseas training session for the civilian auxiliary to inspire integrity and sense of duty as a part of maritime search and rescue forces.

Validation of OpenDrift-Based Drifter Trajectory Prediction Technique for Maritime Search and Rescue

  • Due to a recent increase in maritime activities in South Korea, the frequency of maritime distress is escalating and poses a significant threat to lives and property. The aim of this study was to validate a drift trajectory prediction technique to help mitigate the damages caused by maritime distress incidents. In this study, OpenDrift was verified using satellite drifter data from the Korea Hydrographic and Oceanographic Agency. OpenDrift is a Monte-Carlo-based Lagrangian trajectory modeling framework that allows for considering leeway, an important factor in predicting the movement of floating marine objects. The simulation results showed no significant differences in the performance of drift trajectory prediction when considering leeway using four evaluation methods (normalized cumulative Lagrangian separation, root mean squared error, mean absolute error, and Euclidean distance). However, leeway improved the performance in an analysis of location prediction conformance for maritime search and rescue operations. Therefore, the findings of this study suggest that it is important to consider leeway in drift trajectory prediction for effective maritime search and rescue operations. The results could help with future research on drift trajectory prediction of various floating objects, including marine debris, satellite drifters, and sea ice.

  • Tracking model of a drifted ship lot the search and rescue mission in southern sea of Korea is studied. In this model, search area is determined by considering standard deviation of position around reference point. The reference point is estimated for a given type of ship when marine environmental conditions such as wind and current are given. A database for environmental data, which is necessary for the real-lime tracking of drilled ship, is gel)elated on southern sea and western sea of Korea. Using this database, the real-time prediction of wind and current is possible. The simulated trajectories and search area of our model ate validated by comparing with reported real data.
