  • Recently, RFID technology play a key role to implement ubiquitous sensor network(USN). In this paper, we introduce trends of RFID technology, standardization, and then its applications. The purpose of this work is to suggest prosperous applications of RFID, which is applicable on marine information system, such as ship inventory management, management of container and its contents, sensing of environments within cargo hold, management of fishery boats. In case that RFID technology is utilized on marine information systems, it makes safety at sea and marine environments protection.

  • We badly need the plans to promote practical and systematic utilization of safety management system as the safety management in coasters is not yet sufficient although the government and shipping companies are making efforts to protect human life and environment in ocean. This thesis executed questionnaire survey on related organizations and shipping companies followed by proof analysis and suggest plans to make it useful safety management system suitable to coastal marine transport of the country through grasping and improving the points of problems in current safety management on coastwise vessels.

  • Marine pollution prevention manager system has been operated for the purpose of preventing marine pollution from ships and marine facilities in Korea. As a new "marine environment management act" replacing an old "marine pollution prevention low" had entered into force from January 20, 2008, the education system for marine pollution prevention manager is to change in some ways. Major changes in education/training institutions, education/training courses, trainees, marine pollution prevention manager's works and business, marine facilities and educational subjects are summarized, comparing between old "marine pollution prevention act" and new "marine environment management act".

Analysis of risk factors for safety accidents for fisher onboard aquaculture fisheries management vessel (양식어업 어장관리선에 승선하는 어선원의 안전사고 위험요인 분석)

  • This study aimed to quantitatively analyze the risk using data from 329 safety accidents that occurred in aquaculture fisheries management vessels over the recent five years (2018-2022). For quantitative risk analysis, the Bayesian network proposed by the International Maritime Organization (IMO) was used to analyze the risk level according to the fishing process and cause of safety accidents. Among the work processes, the fishing process was analyzed to have the highest risk, being 12.5 times that of the navigation, 2.7 times that of the maintenance, and 8.8 times that of the loading and unloading. Among the causes of accidents, the hull and working environment showed the highest risk, being 1.7 times that of fishing gear and equipment, 4.7 times that of machinery and equipment, and 9.4 times that of external environment. By quantitatively analyzing the safety accident risks for 64 combinations of these four work processes and four accident causes, this study provided fundamental data to reduce safety accidents occurring in aquaculture fisheries management vessels.

A Study on the Visualization of HNS Hazard Levels to Prevent Accidents at Sea in Real-Time

  • In order to develop an HNS safety management system to assess and visualize hazard levels via an automated method, we have conceptualized and configured a sample system. It is designed to quantify the risk of a vessel carrying HNS with a matrix method along navigational route and indicate hazards distribution with a contour map. The basic system which provides a visualized degree of hazards in real time has been introduced for the safe navigation of HNS ships. This is useful not only for decision making and circumstantial judgment but may also be utilized for HNS safety management with a risk base. Moreover, this system could be extended to address the navigational safety of marine traffic as well as of autonomous vessels in the near future if the sensors used are connected with IoT technology.

  • Maritime safety management needs active public participations because the sea is too wide for a government to respond to all unexpected accidents with limited resources. Marine rescue volunteer organizations of US, UK, Japan and Korea were compared one another on the base of disaster management governance theory, and recommendations for the development of marine rescue volunteer organization of Korea were proposed. The advanced organizations commonly have tradition of marine rescue voluntaryism in the advanced maritime countries. They have nation-wide networks and self-governing structures. Their main activities include public maritime safety education and fundraising programs as well as marine rescue operations. They have cooperative relationships with government agencies in charge of national maritime safety management, which are usually guaranteed by legislations or institutional systems. Donations from the public are major source of their finances. Members mainly consist of civil volunteers, and get basic compensations for their expenses. For the advancement of marine rescue volunteer organization of Korea, efforts are needed to strengthen the membership of civil rescue fleet, to activate public education and fundraising programs, and to amend the related law for institutional support.

  • This paper provides a study on the application and proposals of safety culture, new public management and social amplification of risk framework via ship accidents in Korea. This document analyzes what are the concept of safety culture, new public management as well as social amplification and risk framework and describes how 3 issues act, harmonize, interrelate through M/V Sewol accident. Korean government is needed to apply social amplification of risk framework to the in order to promote the safety culture in the maritime administration. Hence, this paper proposes safety framework in order to prevent and resolve future unexpected accident especially for maritime field.
