A Study on the Technical Strategy on the IMO Air Pollution Prevention (IMO의 대기오염규제에 따른 기술적 대응전략에 관한 연구)

  • As conservation of global environment has becoming a major outstanding issue of the world, the International Maritime Organization(IMO) has been legislation a convention for prevention of air pollution from ships. By the new convention, use of air pollutants such as SO/sub x/, NO/sub x/, Freon and Halon Gas shall be restricted. In this regards, analysing these requirements of the convention is required as the convention will also be applied on restriction of discharging exhaust gases from ships by establishing a requirement of SO/sub x/ and NO/sub x/ discharged. The purposed of this study is as follows ; 1) Introducing of the backgrounds of legislating the convention for prevention of air pollution from ships and major contents of the convention and a countermeasures on the convention by Korea. 2) Reviewing by analyzing the influence on domestic industies concerned by restriction of SO/sub x/, NO/sub x/ in exhaust gases and sulphur content of fuel oil. 3) Preparing a countermeasure on the convention properly.

  • For trying to frontal attack of new solution by fusion of technical tasks and conditions with it's solving methods of the essential tasks of marine resource development and environmental conservation in addition with elements of electronic high-technologies, the magnetic oil spill adsorbent of Mag-Sorbent* has been prepared and proposed to dispose oil spill from the marine disaster for preventing oil pollution by using them and their system with sequentially circular collection of oil spill mag-sorbent powder and fabrics on the electronic equipment like as barge robot for the scheme of sustainable development of environment-friendly technology. Because of recent marine accident occurred at Tae-An cost and earthquake in Sichuan province were very large scale accident of disaster to prevent and manage of them. So, it was verified from the experiment of electronic demonstrator that the skimmer system of oil spill mag-sorbent powder and fabrics prepared was very effective and useful technique to collect oil spill samples on the water surface specially at the closed space of underground cave. At this point, the barge-based electronic remote control was very useful system operating easily on the marine fields but also water level at the small pool to skim it with the environment-friendly system of the disposing marine disaster and preventing oil pollution using magnetic adsorbents of Mag-Sorbent*.

Erosion Damage of Ultrasonic Vibrator Tip in Marine Sludge Oil Environment -as for oil temp. change- (선박 슬러지유 환경에서의 초음파진동자 선단의 침식손상(1) -유온도의 변화에 대해서-)

  • Many investments and works being continued to preserve green ocean in each countries of the world. Especial1y, the researches on the prevention of marine oil pollution being strengthened. It is not easy to disclose sludge oils that were produced necessarily in the ships operation, so that they are transferred to shore treating facility after collected inside the ship's sludge tank mostly. However, this shore transferring method is not only costly and time consuming but also entails risk of oil pollution. In this regard, it will be the best way to manage the sludge oils inside ship itself. The purpose of this study is to device an ultrasonic breaking systems which recycle the sludge oil from ships into usable oil to be burnt. In this paper, the first place, matrix structures of sludge fuel oil(SFO) and sludge lubricating oil(SLO) with the irradiation time for ultrasonic vibrator were interpreted. And, erosion damage for vibrator horn tip which is one of important part of ultrasonic breaking systems was examined under such an environment of the sludge oils. The material for horn tip is being made of SS41 steel and its erosion phase was investigated with variation of the vibration amplitude of 50${\mu}{\textrm}{m}$ and 24${\mu}{\textrm}{m}$ as well as the change of temperature in the oil environments. It is suggested that the experimental results can be helpful to the development of sludge oil disposing systems for the vessel.

  • The sludge oils were produced necessarily in the ships operation, so that it will be the best way to manage the sludge oils inside ship itself from a viewpoint of the prevention of marine oil pollution. The ultra-sonic breaking system which recycle the sludge oil from ship into usable oil to be brunt is recognized as a most possible recycling device. In this regards, the purpose of this study is to examine erosion damage,on the SS400 specimen by cavitation and the effect of impact pressure generated from the demolition of the cavity of ultrasonic vibration in the marine sludge oil environment.. The erosion damage of specimen was investigated mainly on weight loss, weight loss rate and maximum erosion rate with variation of the oil temperature as well as the change of space between transducer hem and specimen. The experimental results showed that as the space between ultrasonic vibrator horn and specimen disk increased, the weight loss and weight loss rate decreased and the values were larger in SFO than in SLO. The experimental results can be useful to the development of sludge oil disposing systems and to consider a countermeasure for the prevention of erosion damages by cavitation.

Domestic Status for Acceptance of Various International Conventions relating to Marine Environment Management (해양환경관리 관련 각종 국제협약의 국내 수용 현황)

  • Domestic laws such as Korea Marine Pollution Prevention Law which has been made and amended according to the conclusions and amendments of various international conventions, especially by MARPOL 73/78, were reviewed and compared with major contents of international conventions, and several alternative measures for legislating new laws or amending existing laws such as Korea Marine Pollution Prevention Law in accordance with new contents and recent amendments of existing and new international conventions were proposed. Annex VI of MARPOL 73/78 has been recently accepted in Korea Marine Pollution Prevention Law which should be applied to ships which are the moving point sources of air pollution at Sea rather than in Korea Air Environment Conservation Law which should be applied to automobiles and industrial installations which are the line and/or point sources of air pollution in land. International Convention for Ship's Ballast Water/Sediment Management should be accepted in Korea Marine Pollution Prevention Law or by a new law in order to prevent domes marine ecosystem and costal environment from the invasion of harmful exotic species through the discharge of ship's ballast water. International Convention for the Control of Harmful Anti-Fouling Systems on the Ships should be accepted in Korea Marine Pollution Prevention Law which should be applied to ships which are navigating in open sea and coastal waters rather than in Korea Noxious Chemicals Management Law. Basel Convention which shall regulate and prohibit inter-nations movements of noxious chemical substances should be accepted in Korea Marine Pollution Prevention Law in order to prevent the movement and transfer of scrap-purpose tanker ships containing bilge water of oil/water mixtures and chemicals remained on board from advanced countries to developing and/or underdeveloped countries and to conserve global marine environment after all.

  • According to grow maritime activities in coastal zone, a threat increase to the marine environment from oil spill. The success or failure of initial effort depends on the adequacy of the plan and the ability of immediate execution. Successful response to oil spills requires critical information in real time topics, including spill data, environmental conditions, ecological factors. Diverse simulation provides tactical decision-makers with the information on the movement of pollutant.

  • The sludge oils were produced necessarily in the ships operation, so that it will be the best way to manage the sludge oils inside ship itself from a viewpoint of the prevention of marine oil pollution from ship. The present study deal with the ultrasonic breaking systems which recycle the sludge oil from ships into usable oil to be burnt. The first place, experimental studies were carried out to investigate the homogenizing effect of the marine oils by repeated vibration of ultrasonic transducer. Variation of the properties(viscosity, specific gravity and pH) and the matrix structures for the environment of various marine oils were interpreted to analyze the breaking, dispersion effects by cavity. The experimental results can be useful to the development of sludge oil disposing systems.

A Study on the Recent Amendment relating to the International Convention for the Prevention of Pollution from Ship, 1973/1978 (73/78 해양오염방지협약의 개정동향과 개요)

  • The International Convention for the Prevention of Pollution from Ship, 1973, as modified by the Proto-col of 1978 relating thereto, well known as MARPOL 73/78, is probably the most important international agreement on the subject of marine pollution. The main purpose of the Convention is to reduce the total oil remaining on board vessel to minimum. MARPOL is a combination of different sets of rules on oil, chemicals, noxious substances in package forms, sewage and garbage as shown on each Annex. Since the Convention has globally set forth in 1973, it has amended so often whenever reasonable articles are requi-red by contracting states under guidelines of IMO. The amendments, for instance, have continuously perfo-rmed more than 8 times regarding articles, protocols, and five annexes because the original text was badly drafted as the control measures were expressed in general way. This paper, therefore, is intend to summa-rize a main point relating to each amendment, so that persons who have an interest in the Convention would be completely understand for practical implementation. Especially, for legislative purpose or annen-dement of domestic law, it could timely be contributable if specific consolidation and unified interpretations are followed with this paper. Consequently it is much more worth to study for preventing marine pollution from ship with tracing every moment whenever the Convention formally adopted through amending up-to-data.

Prospects for Building a Legal System for Marine Environment Protection in China (중국의 해양환경법제 분석과 전개방향에 관한 고찰)

  • Marine environment is subject serious destruction because of frequent accidents during exploration of marine resources and overseas transport. Also, as many industrial enterprises discharge high volume of wastes and contamination, marine pollution has become a serious threat to people (especially in China). China is quickly becoming a world economic leader of the 21st century. Rapid industrialization and social changes have raised the standard of living of millions of the Chinese, mainly in the areas of East and South East coast. The process of industrialization, however, is often followed by deterioration of the marine environment and rarely turned around until a country has increased its standard of living. Solving these array of problems will take decades and currently the government is addressing minor specific issues only. Fortunately, the Chinese government has enacted a number of marine pollution control laws. On 25 December 1999, the 13th Session of the Ninth Standing Commettee of the National People's Congress passed the amended the Marine Environment Protection Law of the People's Republic of China. This Law establishes rights and responsibilities of the relevant departments concerning marine environment management and provides for two new chapters on "Marine Environment Supervision" and "Marine Ecological Protection", along with "Supervision of Pollution Prevention for Marine Construction Projects", "Marine Ecological Protection" and "Marine Environment Pollution Prevention for Marine Construction Projects". Also, the Law was amended with provisions for integrated pollution discharge control system and oil spillage emergency response plan and enhanced legal responsibilities. Chinese government recognizes that international and national experience can be useful for China to prevent further ecological degradation of the marine environment.
