The purpose of this study was to analyze the perception of a high school teacher on Admission Officer System. The subjects were limited to 324 high school teachers of Busan, Ulsan, and Gyeongsangnam-do regions. The major research question for the study was how are the perceptions of high school teachers about the Admission Officer System. The main results were as follows: first, high school teachers showed high understanding of the admissions overall. Second, high school teachers with counseling experience about applying to colleges considered the score of the College Scholastic Ability Test less important. Third, high school teachers have recognized that there is a distance between high school education activities and the Admission Officer System. Eliciting sympathy from the high school teachers for the Admission Officer System is a very important task. Negative perceptions of high school teachers on the Admission Officer System is still remained. The cooperation between leading universities and high schools would help the Admission Officer System work with its original purpose or goal.

The admission officer system that is discussed by research topic was introduced just six years ago. So, domestic journals for research trends analysis of admission officer system are not enough. From the time of the end of 1st government financial support project (2007~2012) for admission officer system, it is important things that to summarize the results of study and to look at the implications. The contents of this study will help that other researchers search the study directions. The implication of the research are as follows. First, we can see that range of research is widening and research is advancing. Second, the journals that related to high school will be come out more frequently. Finally, after accumulation of data, in-depth study analysis will be also come out.

The Admission Officer System is a selecting system that evaluates potential and talent of students in multiple aspects and selects whom each university wants to pick and fits the specific recruitment units. However, the issue about fairness of the system has been discussed continually. This study conducted online survey, using fairness checklist with 31 universities to know how admission officers perceive the fairness of the system and secure that. Also, three times of expert FGI were conducted, too. The result shows there are still many universities that adjustment for deviated evaluation in interview, separation of operating agency, stabilization of the statue of admission officers, analyzation of each evaluator's tendency, and so on are not achieved well. To assure the fairness of the admission officer system, securing validity by clearly defining the concept of fairness is proposed first. Stabilizing the statue of admission officers and continuous education training for them is also proposed to improve their professionality. Furthermore, expansion of education programs about the admission officer system in both quantity and quality is suggested for fairness of the system.

This study aims at comparison and analyzing of marine officer license system for fishing vessels between South Korea and New Zealand. It is urgently required to establish Republic of Korea-New Zealand mutual certification system for marine officers who are on board ships within applicable area given that New Zealand will force foreign fishing vessels within New Zealand area to reflag from 2016 in accordance with the amendment of Fisheries Act. Secondly, to compare and analyze systems between two countries will contribute to the preparatory work related to ratification STCW-F convention as New Zealand already have completed law amendment to adapt the convention. Maritime law of New Zealand, Seafarers Act and Ship Personnel Act of Republic of Korea were compared and analyzed as references. The result showed that an improvement to corresponding level to the international convention and development of safety training by vessel type, and job descriptions according to the license class are needed to Republic of Korea system. Furthermore, it is suggested to prepare specialized training for deckhands as required in STCW-F convention and standard fishing vessel officer training record for designated institute of education. Therefore institutional complementarity and framework is required as it is expected that the nations of fishing in piscary demand to reflag Korean deep-sea fishing vessels or to ratify the STCW-F convention.

해상 및 해안에서 공경비를 보조하고 민간경비수요에 부응하는 고품질 경비서비스를 제공할 수 있는 민간경비제도 도입을 위한 기초연구로 육상 민간경비업의 현황과 경비지도사 제도를 분석하였다. 또한 해양민간경비 대상영역 탐색과 해양경비 현황분석을 통하여 해양영역에 민간경비서비스 제도의 도입 필요성 및 해양경비의 특수성과 전문성을 도출하였다. 이를 바탕으로 해양경비 현장에서 중추적인 역할과 업무를 담당할 해양경비사 제도를 제안하고 효과적인 해양경비업무 수행에 필요한 해양경비사 자격 조건과 선발시험 과목을 구성하였으며, 경비현장의 실무능력 향상을 위한 교육 프로그램을 설계하였다. 해양경비법에 해양경비업 조항 신설을 제안하여 해양경찰이 해양민간경비를 감독하고 관리함으로써 공경비와 사경비의 시너지 효과 창출은 물론 해양경비산업의 건전한 발전과 국제경쟁력을 갖출 수 있는 기반을 마련하였다.

The primary purpose of this study was to develop a college adjustment program for freshmen through admission officer system that relies less on test scores and on the various talents evaluated by admissions officers. To help these talented students adjust the new life of the university and enhance their gifts, a college adjustment program was developed with their special needs and characteristics. For that, the survey with 57 students and in-depth interviews with 12 students were conducted. The results revealed that the students wanted to learn study skills, self-management, global mind setting, and life vision and goals setting. Most of the students were worried about their grades because they entered the school with their talents and experience in diverse activities not SAT scores. To promote their academic performance, this program consisted of an academic readiness program which complements students' abilities in primary subjects like math, English, and science, and a potential progress program which is peer-group learning communities based on their own interests like global learning communities, creative learning communities, and service-learning communities. This program was suggested in the context of Comprehensive Development Model. To carry out the program systematically, related organizations and colleges should collaborate with each other.

Traditionally, in the education for the trainees of marine officier, the emphasis is laid on the practical training on board to prepare them for the future position on board and to fit them for the shipboard life. Though the education has been carried out in various ways according to each country's social tradition, culture and educational system, in these days it is done normally by the combined way of school education and training on board to get the competence for the marine officer. Thus the shipboard training course is compulsively required to the candidates for certification as merchant marine officers by the IMO STCW convention 1978 and also it is believed that the education for the dacet officers is to be completed through the shipboard training. In spite of the various earlier studies to improve the training education system, there are few studies for the matters and problems form the standing point of cadet.

In this study, an improvement plan was derived by statistically analyzing the system and current status of tests in Korea and survey of seafarers perception in order to improve the expertise of the Korean fishing vessel officer examination. Recently, about 70% of marine accident occurs from fishing vessels. Therefore, it's necessary to improve the examination to reduce marine accidents. As a result, it was identified that an average of 29,265 applicants have applied over the past four years, and among them, 1,833 people have applied for fishing vessel licenses, accounting for 6.3% of the total. According to the result of explanation and response of 115 people, they responded that practical utilization was low, each operation waters has different requirements and it's necessary to improve the contents of the questions for the specialty subject. In addition, inappropriate questions were found in previous exams. To reduce marine accidents caused by human error and to improve the professionalism of fishing vessel officers, it is necessary to adjust the test criteria and ratio with characteristics of fishing vessels and in the long run, institutional improvements such as the distinction between test subjects and licenses are needed.

This report represents analysis of the maritime casualty in terms of Bridge Resource Management. We evaluate the attitudes and knowledge of bridge officer regarding human factors issues that have been identified as causal to mishaps in high-risk situations. So to reduce human errors our goal is to establish effective officer resource management (ORM) program which is based on all subjects for cadets in IMO model course. In harmonization with STCW(The International Convention on Standards of training, Certification and Watch-keeping for Seafarers), as the result, the curriculumss in the maritime education institutions is surveyed to improve our education system and then reduce the human errors by mariners at sea.
