Vertical Distribution of Mega-invertebrate and Calculation to the Stock Assessment of Commercial Species Inhibiting Shallow Hard-bottom in Dokdo, Korea (독도 연안 암반에 서식하는 초대형 저서동물의 수직분포와 산업종의 현존량 추정)

  • Distribution and stock assessment of mega-benthos living in the shallow hard bottom around Dokdo were studied in July,2000. Depth and topographical conditions have affected to the densities and biomass of benthic animals. In shallow area, less than 10 m depth, turbo shell Batillus cornutus, mussel, Mytilus corusucs were dominated and showed distinct patterns in vertical distribution. On the other hand, the area over 10m depth, it showed diverse pattern depending on topography. Turbo shell, mussel and sea cucumber Stichopus japonicus were dominated in terms of fishery resources, but abalones were rarely sampled. Stock assessment were estimated to be 6.54 M/T, 3.89 M/T and 8.92 M/T, respectively. Some parts of coastal hard bottom around Dokdo, such as the area between Dongdo and Seodo, seemed to play an Important role as nursery ground. Therefore, it is necessary to the environmental monitoring for coastal fishery managements aspects.

Legal Problems on U.S.-Korea Fishery Dispute (한미어업관계의 쟁점과 법률문제)

  • The U.S.-Korea fisheries relationship was concluded on the legal basis of Korea as a distant-water fishing nation and U.S. as a coastal state, and aiming effective conservation, management and rational utilization of the marine living resources. The existing two legal problems on U.S.-Korea fisheries relationship are the pelagic driftnet fishing on the high seas and trawl fishing in the Bering Sea. The results and countermeasure discussed on the positive legal systems of both countries which simultaneously rationalize the conflicting standpoints each other are as follows : 1. For the sake of rational conservation and utilization of the high seas fishery resources, an international organization composing of all the coastal states and fishing nations concerned must be established, and it shall be shall be more desirable to manage the resources by the international joint control system than by the bilateral agreements between the countries concerned. 2. The U.S.-Korea Fisheries Agreement being based on the MFCMA was concluded by mutual understanding between both countries. Accordingly, no protest exists against legal status of the Agreement because it has acted as a customary norm in keeping fisheries relationship between both countries within the U.S. EEZ. 3. The existing fisheries legislative system of Korea is insufficient to support development of the industry satisfactorily. Therefore a special legislation, for example $\ulcorner$Distant-water Fishery Promotion Act$\lrcorner$, is required. And a perfect legal system for effective conservation and management of fishery resources must be established.

Stock assessment and management of blackthroat seaperch Doederleinia seaperch using Bayesian state-space model (베이지안 State-space 모델을 이용한 눈볼대 자원평가 및 관리방안)

  • This study is aimed to take a stock assessment of blackthroat seaperch Doederleinia seaperch regarding the fishing effort of large-powered Danish Seine Fishery and Southwest Sea Danish Seine Fishery. For the assessment, the state-space model was implemented and the standardized catch per unit effort (CPUE) of large powered Danish Seine Fishery and Southwest Sea Danish Seine Fishery which is necessary for the model was estimated with generalized linear model (GLM). The model was adequate for stock assessment because its r-square value was 0.99 and root mean square error (RMSE) value was 0.003. According to the model with 95% confidence interval, maximum sustainable yield (MSY) of Blackthroat seaperch is from 2,634 to 6,765 ton and carrying capacity (K) is between 33,180 and 62,820. Also, the catchability coefficient (q) is between 2.14E-06 and 3.95E-06 and intrinsic growth rate (r) is between 0.31 and 0.72.

A study on the risk scoring and risk index for the ecosystem-based fisheries assessment (생태계 기반 어업평가의 위험도 추정에 관한 개선연구)

  • This study identified problems of the existing ecosystem-based fisheries assessment approach, and suggested new methods for scoring risk and for the estimation of fishery risk index. First, risk scores of zero to two for target and limit reference points for each indicator were replaced by those of zero to three, and the risk scores were calculated from new formulae which were developed in this study. Second, a new method for estimating fishery risk index (FRI) was developed in this study, considering the level of indicators. New method was applied to the Korean large purse seine fishery, large pair trawl fishery and drag net fishery. More precise and detailed risk scores were obtained from the new method, which can explain the risks by the wider range of both risk levels for 'better than target' and 'beyond limit'. The new method for estimating FRI could avoid the basic problem related with duplicated computations of fishery-level indicators, which improved the estimated FRI to be more accurate. Also, a method for estimating variance of FRI using the bootstrap was proposed in this study.

  • Nowadays, Under the current system of fisheries laws, fishery division and marine division are unified into one marine-fishery related law system indiscriminately. So they are not divided by nature. Moreover, terminology of fishery Law has been used by now in inappropriate conditions from Japanese 1951 fishery law systemct. Because fisheries administrative reorganization is also in parallel with the same logic as above, the reorganization of the legal system should be made. Finally, when the above mentioned problems is clearly defined and improvement is actually performed, more efficient management will be achieved through the beneficiary of more simple legal services. And so fisheries managers will be able to contribute to the development of the industries through more efficient management. While the existing framework of laws and regulations currently being enacted or established should be kept as much as possible, in order to ensure better control of fisheries resources and ensure sustainable development of related industries. Under various existing laws including the Fisheries Act, the Enforcement Regulations/enforcement rules, notice, instruction, established rule, the recognition of problems and improvements on the overall delegate legislative framework will be needed.

  • The fisheries resources control system in the Fisheries Act of Korea is introducing technical management method and input control method that controls fishing effort. Fishing effort control system of Korea aiming at realizing the maximum sustainable yield does not regulating the limitation of fishing quota and the limitation of fisheries object target fish. Therefore fishing operators who have fishing permit can use fishery resources without any restriction of fishing quota. But there are no rules that can controlling capacity of productivity of fishing by developing of fishing technic and fishing gear. For those reasons, productivity of fishing is superior to reproductivity of fisheries resources. Therefore, the Fisheries Act of Korea rearranges a legal basis for an introduction of fisheries resources management system by TAC, but the contents to be possible for a legal guarantee is not included and it is exceedingly defective as abstract and institutional devices. And that the affairs to be required for an enforcement of the said regime was placed in an administrative mandatory legislation and the danger to be degenerated is high in accordance with the bureaucratic self-righteous and/or the coercion of group's interest concerned and accordingly its substitute legislation system is keenly required. TAC system that is going to be introduced in our country is expected to enforce the Olympic fishing method and the individual quota method in parallel. This method is not certainly proper, because it occurs to overcapitalize and to compete fishing amounts between fishery operators. So as to prevent overcapitalization and fishing competition between fishery operators, and the exhaustion of coastal fisheries resources, individual transferable quota system should be introduced in Korean sea. Accordingly this thesis has attempted to constitute a view to improving problems of the traditional fisheries resources control system and introducing TAC fisheries resources control system.

Distribution Characteristics of Fishes by a Bottom Trawl in the Jointly Controlled Waters of the East China Sea (동중국해 한일공동수역에서 저서 어획물의 분포특성)

  • This study was investigated the species composition of demersal fishes by a bottom trawler GAYA, in order to be used basic data for resources management of fishery in the jointly controlled waters of the East China sea. We caught 52 species, 1,167 individuals and 186.171kg in biomass in summer, and 1,924 individuals and 200.871kg in biomass in winter The first dominant species in individuals in summer was Glossanodon semifasciatus, and in biomass was Dentex tumifrons. But that in winter was Ovalipes punctatus in both individuals and biomass. It was a special phenomenon that crustacea was to be the first dominant species compared with general offshore fishery in Korea. Catch per unit effort (kg/hr) of bottom trawl in winter was higher than that in summer. There was also big difference by station in the diversity index, the evenness index and the dominant index.

  • This paper proposes revisions in the law governing assessments of the environmental impact of marine projects. In particular, we suggest strengthening the consultative role of the Ministry for Food, Agriculture, Forestry and Fisheries (MIFAFF), the agency responsible for regulating coastal area utilization and development, in order to improve the system by which fishery resources are managed, thus preventing negative environmental impact. Moreover, such an improved impact assessment statement would include reasonable evaluations of the dispersion of pollutants, such as the suspended solids generated by construction projects, as well as of the dredging, dumping and sand mining involved in coastal area reclamation. Thus, public confidence in the latter would be increased by the development and implementation of standardized and consistent guidelines addressing environmental research, simulation processes and evaluations of data.

Game Theory and a Study on Fishery Co-operation System in the Seas Surrounding Korea (게임이론과 한반도를 둘러싼 수산자원의 협력적 관리체계에 관한 연구)

  • The main purpose of this study is to explain fishery relation in the seas surrounding Korea and how the Prisoner's Dilemma (PD), within game theory is applied to the region and suggest possible co-operative approaches in the region. The seas surrounding Korea are very productive fishing grounds with abundant fisheries resources because of the favourable marine environment, including its geographical features and physical oceanography. Nevertheless, Fishery relations among the coastal states in the region have been historically characterized by conflict rather than co-operation. Based on the PD game where there is always an incentive to do better by not co-operating, in order to ensure a share of the short-run benefits, fishing countries in the region have so far pursued the non-co-operative strategy of 'don't fish responsibly' rather than the co-operative strategy of 'fish responsibly'. Considering rapidly deteriorating situations in terms of fishery resources, regional co-operation among coastal states is urgently required to eliminate overfishing and increase fish stocks to sustainable levels. The West Sea/East China Sea and the East Sea, semi-enclosed seas, have unitary ecosystems, and many migratory fish species are shared between coastal states. Therefore, one countries' efforts alone cannot effectively manage and conserve the fishery resources and close co-operation among coastal states is required. The 1982 UN Convention and other international instruments emphasize the role of RFOs in managing and conserving capture fisheries and encourage states to establish Regional Fishery organizations (RFOs) or strengthen existing RFOs to facilitate conservation and management for fish stocks. Therefore, an international regime is worthy of serious consideration in that it provides fundamental advantages for the conservation of fish stocks for the fishery characteristic of the region.

A quantitative analysis of greenhouse gases emissions from bottom pair trawl using a LCA method (전과정평가방법에 의한 쌍끌이 대형기선저인망의 온실가스 배출량 정량적 분석)

  • The negative factors of fishery in environmental aspect of view are Greenhouse gas emission problems by high usage of fossil fuel, destruction of underwater ecosystem by bottom trawls, reduction of resources by fishing and damage of ecosystem diversity. Especially, the Greenhouse gas emission from fisheries is an important issue due to Canc$\acute{u}$n meeting, Mexico in 1992 and Kyoto protocol in 2005. However, the investigation on the GHG emissions from Korean fisheries did not much carry out. Therefore, the quantitative analysis of GHG emissions from Korean fishery industry is needed as a first step to find a relevant way to reduce GHG emissions from fisheries. The purpose of this research is to investigate which degree of GHG emitted from fishery. Here, we calculated the GHG emission from Korean bottom pair trawl fishery using the LCA (Life Cycle Assessment) method. The system boundary and input parameters for each process level are defined for LCA analysis. The fuel use coefficient of the fishery is also calculated. The GHG emissions from the representative fishes caught by bottom pair trawl will be dealt with. Furthermore, the GHG emissions for the edible weight of fishes are calculated with consideration to the different consuming areas and slaughtering process also. The results will be helpful to understand the circumstances of GHG emissions from Korean fisheries.
