A study on the status and administrative supports for domestic marine biotechnology industry (해양생명공학 산업의 현황과 정부지원 방안에 관한 연구)

  • Marine biotechnology is one of the promising frontier of scientific exploration and commercial utilization for the next century. Compared with the terrestrial environment, the oceans of the world remain largely unexplored and include a major portion of bio-resources. Using the tools of biotechnology, the vast and diverse marine resources can be applied to produce new products and foods. Marine biotechnology has the characteristics of pro-environment, saying energy, and intensive knowledge. Therefore, we can take advantage of the marine biotechnology industry under our situation with the poor natural resources. The study focuses on the current status and administrative supports on marine biotechnology industry for upgrading the economic value of output. The status of our marine biotechnology industry is beginning stage in the economic aspects. Manpower and the level of most technologies are weaker than the ones of the advanced countries. More investment and recruiting skilled specialists are necessary because the improvement of marine biotechnology is depend on the technology and scientists. This study suggests the ways of administrative supports for domestic marine biotechnology: Efficient information network and supporting system for the development of marine biotechnology should be interrelated with other technical and scientific fields; The government should provide sustainable fund for the long-term research project and the infrastructure in the marine biotechnology.

  • The Japanese marine industries have made great contribution not only to the Japanese shipbuilding industry but also to the shipbuilding industry of many countries, Marine industries cover many products and one of the major area is propulsion engines.   • In this paper, we will introduce the predominant case on the marine leisure business of the overseas. Next we will analyze the current situation of the domestic marine leisure and draw up a plan to solve its problem At first, we will introduce the predominant case on the marine leisure business cf the overseas.   • As the population grows, the importance of the fishery industry continues to rise. It is therefore vital to support and promote sustainable fishery industry. However, the fishery production has been declining, mainly due to overdevelopment and depletion in fishery resources and stricter limits on development limits caused by growing concerns over the marine environment and ecology. Recently, international activities related to marine environmental and its ecosystems conservation, have been vigorously pursued. The United Nations Convention on The Law of The Sea has stipulated the protection and conservation of the marine environment, and the implementation of fishery resources development, made in harmony with the environment and fishery resources and based upon scientific findings and principles has become important. Accordingly, fishery industry must pay thorough attention to marine ecological and environmental problems and its international fisheries regime. Fisheries development can affect fishery resources, their environment and ecosystems. Adverse ecological effects resulting from fishery resources development practices in general include overdevelopment and incidental development of non target species, physical degradation of seabed habitants and degraduation of water quality. It has now become more important than ever to build up fishery resources development while achieving the conservation of biodiversity and the marine environment, as well as the restoration of destroyed ecosystems. To maintain fishery industry, it is necessary to develop bioeconomic fishery production system and industry policies for the ESSD(environmentally sound and sustainable development) given that maintenance of a favourable marine environment will ensure the fishery resources productivity. These bioeconomic system and policies are necessary to ensure the sustainability and viability of the fishery industry under ESSD fisheries concepts.

  • The tourism industry is considered as the world largest industry and it is assessed as the most effective way to create employment. In particular, the marine tourism industry such as marine leisure sports, cruise can create high added value so that its significance has been more emphasized. Korea has natural tourist attractions such as more than 3,000 islands, about 12,000km lengths coastline, wide wetlands and beautiful seascape. In addition, the establishment of the five-day workweek and the development of means of transportation make the policy demand of the public for marine tourism increase continuously. However, Korea currently lacks policy and system for revitalizing marine tourism industry as the new growth engine and has not made good use of its retained tourist resource. Accordingly, this study explores the current situation and challenges of Korean marine tourism industry and further analyses the limits of the national legal systems for marine tourism. Lastly, it suggests policy recommendation for promoting marine tourism industry.

Analysis of Biotechnology Companies' Needs Related to Supporting Their Entry into the Marine Biotechnology Industry (바이오 기업의 해양바이오 분야 진입을 위한 기업수요 분석)

  • This study seeks to analyze the needs of biotechnology companies in relation to their entry into the marine biotechnology industry and to discuss the policy implications associated with empirical tasks based on issues raised from empirical results gathered from a survey data of 200 biotechnology companies in Korea. This study made a comparison between marine and non-marine biotechnology companies and analyzed non-marine biotechnology companies' needs related to their entry into the marine biotechnology companies by using Social Network Analysis (SNA). Empirical results indicate that 23.5% of biotechnology companies produce goods using marine bio-resources. Once the utility of marine bio-resources is established, 58.8% of non-marine biotechnology companies intend to enter the marine biotechnology industry. This study also shows that non-marine biotechnology companies need technical support, information sharing, and the acquisition of raw materials to enter the marine biotechnology industry. The findings in this study provide important pointers for the direction of policies and future research in the area of marine biotechnology industry.

  • It is argued that conventional behavior of government, industry, and the public in managing the seas is dysfunctional and must change. Industry manipulation of government regulatory processes, the public complacency that allows it, and its consequences are discussed. Resolving this problem will reqire industry to embrace a code of environmental ideals such as the Coalition for Environmentally Responsible Economies(CERES) principles. A new emerging 'corporate environmentalism' is discussed.

A Case Study on the Need for Diagnosis of Current Issues and Policy Support in Marine Space: Focusing on the Specialized Marine Industry in Incheon (해양공간의 현안진단 및 정책지원 필요성에 대한 사례연구 : 인천지역 해양특화산업을 중심으로)

  • In this study, the specialized marine industry in the area (Incheon) of the case study was identified and the issues related to the current status of marine space utilization were diagnosed. Marine space utilization was selected as the specialized marine industry activity in Incheon through the location quotient index analysis of the marine industry in the target area. A case review of the Yeongheungdo demonstration area and diagnosis of issues in the marine energy development sector with the lowest degree of specialization was conducted, to solve field problems such as overlapping problems in marine-use zones and civil complaints between stakeholders. It was concluded that it is necessary to prepare a policy decision support system based on objective and quantitative grounds.

Technological and economic study of ship recycling in Egypt

  • The ship recycling industry is growing rapidly. It is estimated that the International Maritime Organization's (IMO) decision to phase-out single hull tankers by 2015 will result in hundreds of ships requiring disposal. At present, the ship recycling industry is predominantly based in South Asia. Due to the bad practice of current scrapping procedure, the paper will highlight the harm occurring to health, safety and environment. The efforts of the Marine Environment Protection Committee (MEPC) which led to the signing of the Hong Kong International Convention are also reviewed. The criteria and standards required to reduce the risk and damage to the environment are discussed and a proposed plan for the safe scrapping of ships is then presented. A technological and economic study for the ship recycling in Egypt is carried out as a case study. This includes the ship recycling facility size and layout. The equipment and staff required to operate the facility are also evaluated. A cost analysis is then carried out. This includes site development, human resources, machineries and equipment. A fuzzy logic approach is used to assess the benefits of the ship breaking yard. The use of the fuzzy logic approach is found suitable to make decisions for the ship breaking industry. Based on given constraints, the proposed model has proved capable of assessing the profit and the internal rate of return.
