Nowadays, a transporter manager plans the schedule of the block transportation by considering the experience of the manager, the production process of the blocks and the priority of the block transportation in shipyard. The schedule planning of the block transportation should be rearranged for the reflection of the path blocking cases occurred by unexpected obstacles or delays in transportation. In this paper, the optimal block transportation path planning system is developed for rearranging the schedule of the block transportation by considering the damaged path. $A^*$ algorithm is applied to calculate the new shortest path between the departure and arrival of the blocks transported through the damaged path. In this algorithm, the first node of the damaged path is considered as the starting position of the new shortest path, and then the shortest path calculation is completed if the new shortest path is connected to the one of nodes in the original path. In addition, the data structure for the algorithm is designed. This optimal block transportation path planning system is applied to the Philippine Subic shipyard and the ability of the rapid path modification is verified.

국민소득 증대와 주 5일 근무제 시행으로 육상레저관광에서 해양레저관광으로 그 추이가 이동되고 있다. 해양레저를 즐기고자하는 수요는 증가하고 있으나, 기반시설 부족으로 활성화가 이루어지지 못하고 있는 실정이다. 특히 우리나라 서남해안 해역은 2,000 여개의 다도해가 자연방파제 역할을 하고 있으므로 해양레저 산업을 활성화 시키는데 적합한 천혜의 자연조건을 보유하고 있다. 본 연구에서는 우리나라 해양레저 기반시설의 현황과 문제점을 분석하고, 서남해안 해양레저 산업 활성화에 필요한 친환경 마리나 시설 구축에 관한 자연조건, 해상조건 분석, 다목적용 마리나 시설에 관하여 논한다.

Marine pilot occupational accidents during transfer to/from the ship are at the top of the agenda after several safety campaigns by IMPA and individual attemptsThere is multiple transfer method for the marine pilot, but a most common way is to use the pilot cutter. This paper aims to predict marine pilot occupational accidents before it occurs by using historical data. Since the problem depends on several variables, this paper develops a model by using the random forest method to predict marine pilot accidents before happening with the random forest method by using RStudio software

This paper compares the maritime education of two traditionally maritime countries, Korea and the Philippines, specifically, in their maritime transportation education. The subjects of this review focus on Mokpo National Maritime University (MMU) and the Philippine Merchant Marine Academy (PMMA). The paper presents the curricular and training programs of both institutions and shows the differences in the curriculum designs and methodology of delivery as contained in the requirements of Standards of Training, Certification and Watchkeeping 1978, as amended in 1995 (STCW 95). It also illustrates the social climate of the two countries and the attitude of maritime community in relation with the maritime programs offered by the institutions towards the quality of the fresh maritime graduates.

현재 완도항은 인근해역을 통항하는 선박이, 황천을 만났을 때 피항할 수 있는 묘박지의 부족으로 항만 안전에 많은 위험요소가 내재하고 있다. 이러한 문제점을 해결하기 위하여, 본 연구에서는 완도항 인근 해역의 지리적인 조사를 하여, 피항 정박지의 최적지를 제안하고자하였다. 이를 위하여, 인근 해역의 어장 조사를 실시하여 정박지 부근의 어장위치 등을 고려할 수 있도록 하였다. 또한 통항선박과의 안전관계를 위하여, 해상교통조사를 실시하였으며, 이를 정박지 지정에 반영하였다. 최종 최적 정박지를 후보지로 제안하였다.

첨단해양교통시설은 안전한 해양교통 환경을 보장할 수 있는 혁신적인 교통시설이다. 현재 나와 있는 전자해도 기반의 항로표지 시스템은 ECDIS에 사용하기 위한 데이터 제작 사양만 가지고 있기 때문에 근본적으로 여러 수로데이터 표현에는 한계를 가지고 있으며, 장기간 수정 불가하도록 동결되어 있으므로 생산성이 떨어진다. 또한 격자구조 자료, 시계열 정보 같은 첨단 요구 사항을 만족시킬 수 없는 단점이 있다. 현재 S-57을 기반으로 각기 독립적인 운용체계를 구축하고 있지만 모든 프로토콜의 규격화와 포맷의 통일로 전체 모니터링 시스템이 상호연동이 될 수 있는 방안이 수요자의 가장 큰 요구사항인 것으로 파악 되었다. 또한 시중에 나와 있는 데이터 통합 시스템은 AIS, TRS, WCDMA 통신을 하여 각각 다른 서버에 저장을 한 후에 또 다른 서버를 이용하여 데이터를 모아 처리 하는 방식으로 나와 있다. 본 논문에서는 각 다른 프로토콜을 통합하여 통합시스템을 만들고 S/W인 S-63 전자해도 기반으로 된 항로 표지 시스템인 데이터 통합 시스템을 설계하였다.

항만 및 연안 해역에서의 사고를 미연에 방지하고, 사고 발생 시에 해양환경피해를 최소화하기 위한 목적으로 다양한 해상 교통관련 정보시스템들이 운영 중에 있다. 그러나 이러한 시스템들은 설치 목적별로 또는 제작사별로 독립적으로 관리 운영되고 있어서 각 시스템별 생성 정보가 다양한 형태로 존재하는 등 상호 정보 교환이 힘든 폐쇄적인 구조로 되어 있다. 해상에서의 안전 증진을 위해서는 이러한 시스템들간의 상호 효율적 정보 교환이 필요하며 이를 통하여 해양사고 발생 시에 입체적 종합적인 대응체계가 필요하지만 현재의 시스템간 정보교환 구조로는 급증하는 해양사고에 효율적으로 대응하기 어려운 실정이다. 따라서 본 논문에서는 각각의 해양안전 관련시스템에서 사용되는 정보를 효율적, 유기적, 능동적으로 상호 연계하여 사용하기 위한 데이터 표준 및 교환 방법을 제안하였다.
