A Study On the Safe Width and Alignment of the Navigational Channel (선박의 안전을 위한 최적 항로배치 및 항로폭 결정에 관한 연구)

  • Although the studies carried out in recent years have provied much new information about channel widths and alignment, they are not consistent in their results. In addition, as a result of variations in local condition and type of traffic accommodated, the dimensions of the channel widths vary over a wide range. Therefore, the recommendation made by the maritime engineering organizations over the world, do not offer detailed and decisive optimal design criteria and are all different. It, therefore, was attempted in this paper to draw a decisive guideline on the optimal widths and alignment of the navigational channels, which can be utilized by the port designers at the stage of the planning. The guideline was drawn through the comparison and analysis of the existing guidelines of the U.S.A, Japan and PIANC and simulation experiment. The simulation experiment was carried out using the "Off Line Port and Waterway Design Simulator" to find the optimal dimensions of the widths of the navigational channels. 90 different simulation runs were conducted at the 3 different secenario channels. New guidelines, the result of the study, is expected to be used usefully by the Korean port designers when designing the rapodly developing ports in Korea. in Korea.

  • The main ports of Korean south sea are exposed to intensive danger as 58.1% of total vessel in Korea waters and 62.9% of total dangerous cargo ships. Therefore, it is required to establish fundamental database to solve numerous issues at the main ports cf the south sea as studying amount of the vessel traffic and their flows into the main ports, and evaluating degree of danger by traffics environmental stress model as analyzing relationships among degree of danger, maritime accident, and number of vessel arriving or departing in the main ports.

Automated Ship Reporting System in the Context of e-navigation

  • Ship reporting systems are used to exchange information between ship and shore. To realize the digital ship reporting concept, the International Maritime Organization (IMO) recently developed revised guidelines and descriptions of Maritime Service for ship reporting systems in the context of e-navigation. To improve the existing ship reporting system, each Administration should follow the IMO guidelines for ship reporting system. The purpose of this paper is to identify follow-up measures to be taken by the Korean Government as a member State according to the recently developed IMO guidelines in the context of e-navigation, and to present the considerations for the implementation of follow-up measures in Korea. In this study, a ship reporting system in Korea was investigated to identify the considerations for the digital ship reporting system. Consequently, a digital reporting system and digital traffic clearance were proposed and considerations for ship reporting system are presented. This paper is expected to be helpful for the safe operation of ships by presenting the considerations necessary for the implementation of an automated and standardized ship reporting system.

A Study on Safe Vessel Traffic Speeds Based On a Ship Collision Energy Analysis at Incheon Bridge (인천대교 선박 충돌에너지 분석을 통한 선박의 통항안전 속력에 관한 연구)

  • Incheon Bridge is 13.38 km long with an 800 m span, connecting Incheon International Airport and Songdo International City, Per hour 73.8 vessels navigate this space. The purpose of this study was to suggest a safe passing speed based on the displacement of a vessel based on the safety criteria of Incheon Bridge's anti-collision fence, which was designed during its initial construction. As AASHTO LRFD suggested, vessel collision energy, vessel collision velocity, and the hydrodynamic mass coefficient were considered to derive a safe vessel traffic speed. Incheon Bridge's anti-collision fence was designed so that 100,000 DWT vessels can navigate at a speed of 10 knot. This research suggests a safe speed for vessel traffic through a comparative analysis of an experimental ship's (300,000 DWT) speed and cargo conditions, regulation speed has been calculated according to the collision energy under each set of conditions. Additionally, safe traffic vessel's safe speed was analyzed with reference to tidal levels. Results from the experimental ship showed that a vessel of maximum 150,000 DWT is able to pass Incheon Bridge at a maximum of 7 knots with an above average water level, and is able to pass the bridge with a maximum of 8 knots under ballast conditions.

A Study on the Entrance Channel of Restrictions on Passage of Oil Tankers in Yeosu-Gwangyang Port (여수·광양항 중심의 유조선통항금지해역 출입 항로에 관한 연구)

  • The Maritime Safety Act established restrictions for the passage of oil tankers, prohibiting vessesl carrying more than 1,500 kiloliters of oil or 1,500 tons of a hazardous liquid substance. Prohibited vessels that do not satisfy the restrictions are allowed to enter and depart from a nearby port from the outer sea area to minimize the time and distance the oil tanker must navigate in the prohibited area. Therefore, such regulation should not be construed as referring to inshore traffic. In this study, the traffic volume of coastal tankers that do not use the approaching channels for specific sea areas near Yeosu and Gwangyang Port was analyzed, and the cargo loads of these ships were investigated. The results of this study should be used to allow tankers to minimize the time and distance of navigation in prohibited areas. According to the survey, 16 vessels, 51.6 % of the 31 vessels using inshore traffic included in the study, were loaded with more than 1,500 tons of cargo. This is not appropriate according to the legislation for oil tanker passage. Therefore, in this study, sea routes have been proposed that connect with the approaching channels of specific sea areas, from the outer sea areas of restricted passages. Regulations have also been proposed for the entry and departure of oil tankers around Yeosu and Gwangyang Port.

Study on the Collision Avoidance Algorithm against Multiple Traffic Ships using Changeable Action Space Searching Method (가변공간 탐색법을 이용한 다중선박의 충돌회피 알고리즘에 관한 연구)

  • Auto-navigation algorithm have been studied to avoid collision and grounding of a ship due to human error. There have been many research on collision avoidance algorithms but they have been validated little on the real coastal traffic situation. In this study, a Collision Avoidance algorithm is developed by using Fuzzy algorithm and the concept of Changeable Action Space Searching (CAS). In the first step, on a basis of collision risk calculated from fuzzy algorithm in the current time(t=to), alternative Action Space for collision avoidance is planned. In the second step, next alternative Action Space for collision avoidance in the future($t=to+{\Delta}t$) is corrected and re-planned with re-evaluated collision risk. In the third step, the safest and most effective course among Action Space is selected by using optimization method in real time. In this paper, the main features of the developed collision avoidance algorithm (CAS) are introduced. CAS is implemented in the ship-handling simulator of MOERI. The performance of CAS is tested on the situation of open sea with 3 traffic ships, whose position is assumed to be informed from AIS. Own-ship is fully autonomously navigated by autopilot including the collision avoidance algorithm, CAS. Experimental results show that own-ship can successfully avoid the collision against traffic ships and the calculated courses from CAS are reasonable.

  • Recently, the accidents on the sea have arisen due to the increase of the nautical traffic and the digitization of equipments for marine. Therefore, IMO(International Maritime Organization) have provided the recommendation of EMI and EMS for radio communication and equipments of marine from SOLAS convention at July 1st 2002. In this paper, we measured EMC environment on the Hanbada, which is Korea Maritime University training ship, for basic EMC environment of ship. The measuring point was Bridge and Engine Control Room of the ship, we measured at the test point that was set at random. Measured Band is from 30 MHz to 2 GHz, polarization measurement is processed both vertical and horizontal polarization. We analysed the results in consideration of permissible criteria.

Analysis of a Naval Warship Accident and Related Risk (해군함정 사고사례 및 위험도 분석에 관한 연구)

  • Due to recent changes in the maritime traffic environment, naval warship accidents are constantly occurring. Especially in 2017, serious loss of life was caused by a US navy destroyer accident. The purpose of this study is to analyze the characteristics of naval warship accident cases and construct an accident scenario by using naval training materials, adjudication of naval warship accidents and US navy destroyer accident reports. Based on the surveyed data, the status of accidents was identified and cases were analyzed. We reproduced 17 accident cases in accordance with accident reproduction procedure and constructed naval warship accident scenarios. As a result of analyzing the CPA, TCPA and PARK model for risk, reproducing 17 naval ship accident cases, collision risk increased on average 5-6 minutes before an accident. The result of this study represents basic data for naval and simulation education materials, contributing to the prevention of marine accidents.

  • The VTS concept was located as a principal methods of maritime safety administration in world's major harbors and expected to become the pivotal role for the future of the maritime and harbor society with e-Navigation epoch. If recent limelight concept of big-data has been included in aspect of information gathering and analysis with various studies, it's required advanced studies to improve the information analysis capability and application range of the data that can be mining by the VTS. In this study, contrast to other studies that aimed quantitative analysis as communication number, it can be mining the time information and each of the communication VTS for the target vessel, including qualitative analysis, such as the purpose or the type of communication. This comparison across multiple items of the collected information, and presenting the VTS data mining model (VCDF) that can be analyzed for the purpose of analyzing way, type and number of communication by ship's type, also number of violations through VTS communication. First, In Busan port case, it shows frequently information service and shows frequently communicating with particular types of vessels. Second, Passive VTS carried out notwithstanding many kinds of traffic violations due to communication congestion. This arranged information can be used as data for the analysis, as possible the level of traffic for VTSO situational awareness, which pointed to the 'workloads' in 'IALA Guideline' and could be used as a database for future research of e-Navigation.

Development of the Speed Limit Model for Harbour and Waterway(I) - Considerations Discrimination for Speed Limit Decision - (항만과 수로의 제한속력 설정 모델 개발에 관한 연구(I) - 제한속력 설정을 위한 고려요소 식별 -)

  • This research is the first research on developing the speed limit select model and also it is the result of the research on the importance of each element and consideration factors when selecting the speed limit. For the consideration factor discrimination and calculation of the importance, the delphi method and AHP method was used. The delphi survey was processed through third round survey, 5 high consideration factor(Level 1) and 23 low consideration factor(Level 2) was discriminated. During the process of the third delphi survey, when the CVR cost was in the range between 0.4~1.0 it was treated as the consideration factor when selecting the speed limit and less than 0.4 cost was eliminated. In the process of the second delphi survey, 33 consideration factors were discriminated but was reordered into 23 categories through the third survey. Based on the 23 categories earned through the third delphi analysis, the AHP survey was processed. The result of the AHP survey was that out of the importance of the 5 high consideration factor(Level 1), the traffic condition was evaluated as the number one factor and the vessel condition, waterway condition, environment condition, supporting condition and etc. conditions were evaluated following the traffic condition. Out of the 23 low consideration factor(Level 2) consideration, the visibility was evaluated to be the first important and the performance of the vessel steering, objective factors within the harbor, amount of traffic and density, distance between the passing vessel, speed of the steering capacity and tidal current were the following evaluated factors.
