A Study on Aichi Biodiversity Target 11 - Focused on Quantitative Expansion Goals and Qualitative Improvement Goals of Protected Areas - (아이치 생물다양성 목표 11의 이론적 고찰 - 보호지역의 양적 확대 목표와 질적 향상 목표를 중심으로 -)

  • This study aims to provide basic understanding for evaluating the quantitative and qualitative progress of national protected areas, through the theoretical review of Aichi Biodiversity Target 11 in order to comply with recommendations of international community and to conserve biodiversity. As a result of the study, Aichi Biodiversity Target 11 sets out the specific contents that the Parties should achieve for protected areas by identifying them as temporal and spatial goals. The temporal goal, the time schedule for achieving the goal, is 2020, and the spatial goal is divided into quantitative expansion goals and qualitative improvement goals. The quantitative expansion goals present the target coverage of protected areas separately terrestrial and marine. The qualitative improvement goals include the target areas for conservation and five conservation considerations. The conservation targets focus on the important areas with regard to biodiversity and ecosystem services. The five conservation considerations mean effective management, equitable management, ecological representativeness, connectivity, and integration into the landscape and seascape for protected areas. Finally, it suggests that two tracks of protected areas and other effective area-based conservation measures(OECMs) should be used as conservation measures to build an integrated system. The results of this study can be applied to quantitative and qualitative evaluation methods for protected areas and it can contribute to achieve quantitative expansion goals and qualitative improvement goals for them.

Prediction of Species Distribution Changes for Key Fish Species in Fishing Activity Protected Areas in Korea (국내 어업활동보호구역 주요 어종의 종분포 변화 예측)

  • Marine spatial planning (MSP) is a crucial element for rational allocation and sustainable use of marine areas. Particularly, Fishing Activity Protected Areas constitute essential zones accounting for 45.6% designated for sustainable fishing activities. However, the current assessment of these zones does not adequately consider future demands and potential values, necessitating appropriate evaluation methods and predictive tools for long-term planning. In this study, we selected key fish species (Scomber japonicus, Trichiurus lepturus, Engraulis japonicus, and Larimichthys polyactis) within the Fishing Activity Protected Area to predict their distribution and compare it with the current designated zones for evaluating the ability of the prediction tool. Employing the Intergovernmental Panel on Climate Change (IPCC) 6th Assessment Report scenarios (SSP1-2.6 and SSP5-8.5), we used species distribution models (such as MaxEnt) to assess the movement and distribution changes of these species owing to future variations. The results indicated a 30-50% increase in the distribution area of S. japonicus, T. lepturus, and L. polyactis, whereas the distribution area of E. japonicus decreased by approximately 6-11%. Based on these results, a species richness map for the four key species was created. Within the marine spatial planning boundaries, the overlap between areas rated "high" in species richness and the Fishing Activity Protected Area was approximately 15%, increasing to 21% under the RCP 2.6 scenario and 34% under the RCP 8.5 scenario. These findings can serve as scientific evidence for future evaluations of use zones or changes in reserve areas. The current and predicted distributions of species owing to climate change can address the limitations of current use zone evaluations and contribute to the development of plans for sustainable and beneficial use of marine resources.

A Review on the International Trends for Establishing Post-2020 National Targets Relevant to Protected Areas - Focused on the CBD Decisions and Aichi target-11 Achievement Status - (Post-2020 국가 보호지역 목표 설정을 위한 국제동향 고찰 - 생물다양성협약 결정문 및 글로벌 목표 성취현황 분석을 중심으로 -)

  • This study aims to draw suggestions for establishing the Post-2020 national policy direction and goals related to protected areas in Korea by analyzing the trends of major discussion issues on protected areas in the Convention on Biological Diversity (CBD) and reviewing the achievement progress of the Aichi target-11. Regarding the CBD decisions on protected areas, two decisions (Decisions II/7 and II/8) were adopted in 1995, and then the Program of Work on Protected Areas (PoWPA), which presented an ideal blueprint for protected areas, was adopted at the 7th Conference of the Parties (COP) in 2004. At the 10th COP in 2010, the "Strategic Plan for Biodiversity 2011-2020 and the Aichi Biodiversity Target" (Decision X/2) was adopted along with the Decision X/31, which presented ten key issues related to protected areas. The global outcomes of the Aichi Target-11 include 15% of the earth's land area and 7.4% of the ocean being designated as protected areas. In Korea, 16.63% of the land and 2.12% of the ocean have been designated as protected areas. However, the outcomes of the effective and equitable management, protection of areas important to biodiversity and ecosystem services, and identifying "Other effective area-based conservation measures" (OECMs) and linking them with protected areas have been found to be significantly short of global goals. The first draft of the Post-2020 Global Biodiversity Framework (Post-2020 GBF) prepared in January 2020 presented multi-step objectives. They included protecting at least 60% of particularly important sites for biodiversity through protected areas and other effective area-based conservation measures, at least 30% of the entire land and sea areas, and at least 10% of them under strict protection by 2030. The Updated Zero drafted in August 2020 concisely set out one quantitative goal of at least 30% of the globe by 2030, adding qualitative goals that these areas should be protected and conserved through "well connected and effective system of protected areas and OECMs at least 30 % of the planet with the focus on areas particularly important for biodiversity." Based on the draft Post-2020 GBF's targets related to protected areas and Korea's national targets reflecting the current state of Korea and established national plans, we suggest the national targets "to protect and conserve at least 30% of the land area and 10% of the marine area and to strengthen the means of qualitative achievement by establishing sub-targets through an effective system of protected areas and OECMs by 2030.".

Study on Public Awareness of establishing Marine Protected Areas - Case Study of Guimaras Province, Philippines using Contingent Valuation Method (해양보호구역의 설정에 대한 대중인식도 연구 - 조건부 가치측정법을 이용한 필리핀 기마라스주의 사례)

  • In Korea and the Philippines, as well as all over the world, with the recognition of the importance of marine ecological resources, the marine protected areas(MPA) have been established and managed to protect and preserve these resources. While the number of marine protected areas for marine ecological resources protection has been increased, there is main problem that the most of MPAs do not achieve their intended management objectives. the effective management. Because of the positive and negative impacts on local communities and fishermen as direct stockholders, there has been ongoing debate on the pros and cons of implementing MPAs. Accordingly, this research conducted a case study of establishing Marine Protected Areas in Guimaras, Philippines because Philippines fisheries code of 1998 (Republic Act 8550), which is enacted to manage, conserve and protect fishery resources, obliged local governments to designate no less than 15% of jurisdictional municipal water as fisheries resource protection areas for a long time. To do this, a dichotomous-choice contingent-valuation survey was conducted in the two municipalities of Guimaras, Philippines to investigate public opinion in debates over MPAs and to estimate willingness to pay (WTP) for MPAs to protect and conserve marine habitats for fishery resources. Because of the expected economic costs by prohibiting fishing activities within the establishing newMPA, 58.7% of respondents thought the costs should be compensated, but 91.4% respondents voted in favor of increasing MPAs for fisheries resources as a protective measure. Finally, with Contingent Valuation Method(CVM), the aggregate mean WTP (375.5ha) of San Lorenzo and Sibunag residents in Guimaras Province, Philippines for establishing the additional MPA in their municipality waters was estimated to $1,046,791. Therefore, these findings could be used as a valuable data for establishing effective management plan of MPAs in Korea.

Cooperative Management Framework for the Transboundary Coastal Area in the Western Part of Korean Peninsula (서해연안 접경지역 현황 및 남북한 협력관리 방안)

  • As a result of very limited access due to the military confrontation between South and North Koreas for the last five decades, ecosystems in the transboundary coastal area in the western part of Korean Peninsula have been protected from intensive developments in both Koreas. In the core of the recent two military collisions lies the fishery resources represented as blue crabs as well as the politico-military aspect. Increasing development pressures from both sides as reflected in the South Korea supporting the construction of an industrial complex in Kaesung, North Korea, is the main factor which threatens the sustainable resource base in this region. This research is aimed to develop a cooperative management system for the well-preserved transboundary coastal area between South Korea and North Korea. The Pressure-State-Response (PSR) framework of OECD was used to assess environmental conditions, socioeconomic pressures on the environment of the region, and policy responses of both Koreas to those pressures. Protection of ecosystems, peace settlement, and prosperity of the region and the entire peninsula were proposed as the management goals of the cooperative management system. The designation of the area as a Co-managed Marine Protected Area System (COMPAS) through close cooperation among South Korea, North Korea, and international entities was suggested as a way to achieve those goals. Revision of legal and institutional mechanisms, strengthening knowledge base for optimal COMPAS management, integration of the marine protected area and DMZ (demilitarized zone) ecosystem, enhancing stakeholder participation, building international partnership, and securing financial resources were presented as six management strategies.

Comparison between village characteristics and habitat quality to application OECM in Nakdong-Jeongmaek (낙동정맥 내 OECM 적용 가능 지역 발굴을 위한 마을 특성과 서식지 질 비교)

  • The Jeongmaeks are Korea's unique forest space recognition system that diverged from the Baekdudaegan. The Jeongmaeks are easily exposed to pressure because it is adjacent to the living area. Among them, Nakdong-Jeongmaek has high biodiversity, but damage is accelerating. According to the Convention on Biological Diversity (CBD) in 2022, the target is to expand the area of terrestrial and marine protected areas to 30% of national territory by 2030. As of September 2023, the area of terrestrial protected areas in South Korea is only 16.97% of the country's territory. This is due in part to the high proportion of private forests in the region, which makes it difficult to establish protected areas. Therefore, there is a need to establish Other Effective Area-based Conservation Measure (OECMs), which pursue complex and effective conservation that considers multiple values, as an alternative to protected areas. This study aims to identify areas suitable for OECM and to provide opinions on the establishment of appropriate management plans for each value using SOM and InVEST Habitat Quality model. This study evaluated the habitat quality of 206 villages located within 1km of the Nakdong-Jeongmaek and compared the characteristics of villages classified by SOM. As a result, the habitat quality was 0.867 for Tourism village (ClusterIV), 0.838 for Conservation village (ClusterVI), 0.835 for Mixed village (ClusterI), 0.796 for Production (ClusterV), 0.731 for Rural village (ClusterIII) and 0.625 for Urban village (ClusterII). When the distribution was identified through statistical analysis, the Kruskal-Wallis test showed that the distributions were not identical, with a p-value of 1.53e-08. Dunn's test showed a difference between Tourism, Conservation and Rural, Urban village. However, Mixed village was overestimated due to the lack of villages and the small area included in the study area. Moreover, Conservation village was somewhat under-evaluated in the analysis due to the use of a single weight for protected areas. It is necessary to perform additional reinforcement of the value evaluation of Jeongmaeks by conducting Forest Resource Survey and the National Natural Environment Survey. Therefore, we believe that sufficient validity for the establishment of OECMs in the Nakdong-Jeongmaek can be provided by addressing these limitations and conducting additional research.

Public Willingness to Pay for the Preservation of Marine Protected Species Zostera marina: A Contingent Valuation Study (해양보호생물인 거머리말의 보전에 대한 대중의 지불의사액 - 조건부 가치측정법의 적용)

  • Zostera marina (ZM), a type of seagrass registered as a marine protected species in South Korea, provides valuable ecosystem services to humans, such as improving marine water quality, providing food, spawning grounds and habitats for marine life, and absorbing carbon dioxide. Therefore, the government is seeking to preserve ZM by designating ZM-protected areas. This study examined the public willingness to pay (WTP) for the preservation of ZM using contingent valuation. The one-and-one-half-bounded model was adopted for WTP elicitation, and the single-bounded model was also applied for comparison. The spike model was employed to deal with many zero WTP responses. The household average WTP was estimated as KRW 4,087 per year, securing statistical significance. The national value was KRW 84.1 billion per year. The preservation value of ZM estimated in this study can be used as important data for economic analysis of various projects or policy implementation for its preservation.

Improvement of Marine Environmental Impact Assessment for Golf Course Projects in Southern Coastal Area of Korea (남해연안 골프장조성에 따른 해양환경영향평가 개선방안)

  • We evaluated the status and problems of golf course developments in the southern coast of Korea. It's adjacent waters supports nursery and fishing grounds for commercially-important fisheries species, and various sites are designated and protected as marine protection area(MPA), fisheries reserve, or clean area(blue belt) for producing shellfish. We proposed key assessment items for environmental impact assessment(EIA) and checklists in selecting golf course locations. For the protected areas, we suggest that it is essential to limit golf course establishment while setting a minimal distance from the coast to secure a buffer zone for mitigating the environmental impacts. To efficiently utilize existing regional coastal management plans, it is necessary to diagnose how a golf course development will potentially modify geomorphology and scenery, amplify pollutant loads from non-point sources, and disrupt the functions of coastal ecosystem. Especially, continued monitoring and assesssing input loads of hazardous materials originating from agricultural chemicals should be obligatory. Finally, measures for improving the QA/QC analysis were discussed to enhance reliability of environmental data with respect to golf courses and adjacent coastal waters.

Study on the Institutional Limitations and Improvements for Effective Management of Coastal Wetlands (국내 연안습지 보전 정책의 법제도적 한계와 개선방향 고찰)

  • In 1999, Wetlands Conservation Act was enacted for the domestic implementation of the Ramsar Convention in Korea. According to the Act, wetlands have been managed by the Ministry of Environment and the Ministry of Oceans and Fisheries(MOF). In the field of coastal wetland of which MOF is in charge, starting with the designation of Muan coastal wetlands as protected area in 2001, there are 12 wetland conservation areas up to $218.96km^2$. Even though there has been rapid growth of protected areas, it is time to give attention to the effective implementation of wetland conservation policies. This study aims to analyze institutional and operational problems related to wetland management and give some recommendations for the improvement of the wetland conservation policy and legal framework.
