Economics of Supply Chain Contracting for Quality

  • This paper models and solves contracting schemes for both when quality is perfectly observable and when quality is not perfectly observable in supply chain. When quality is perfectly observable, the first-best optimal solution which is that the marginal utility of procurer obtained from the quantity and quality supplied by suppliers (the price) is equal to the marginal cost to produce the quantity and quality is obtained. However, when quality is not perfectly observable to procurers the optimal solution cannot be the first-best but the second-best where the price is greater than the marginal cost to produce the quantity and quality and social welfare is less than that of the first-best solution.

혼잡통행료 산정모형의 개발 및 계층간 형평성 연구 (A Multiple User Class Congestion Pricing Model and Equity)

  • 전통적으로 혼잡통행료는 교통시설의 한계사회비용과 한계개인비용의 차이를 혼잡통행료로 부과함으로써 사용자 균형(user equilibrium)상태의 도로망을 체계최적(system optimum)으로 유도하는 한계비용가격(marginal cost pricing) 또는 최적혼잡통행료(first-optimal pricing)이론에 근거를 두고 있다. 이러한 이론을 기초로 본 연구에서는 가변수요를 갖는 다계층 도로이용자를 대상으로 링크 최적혼잡통행료의 이론적 특성을 살펴보고 혼잡통행료 징수에 따른 계층간 그리고 지역간 형평성을 분석하기 위한 방법론을 연구한다. 여기서, 도로이용자가 경험하는 경로통행비용은 시간요소(통행시간)와 화폐요소(혼잡통행료)의 2가지 판단기준으로 구성되고 시간가치에 의해 하나의 단위로 전환(trade off)이 가능하다. 경로 통행비용이 시간단위로 환산될 경우, 최적혼잡통행료는 시간단위 체계최적 조건으로부터 도출될 수 있고 경로통행비용이 화폐단위로 환산될 경우, 최적혼잡통행료는 화폐단위 체계최적 조건으로부터 도출될 수 있다. 따라서 본 연구에서는 이러한 체계최적 조건으로부터 도출된 최적혼잡통행료를 산정하는 모형을 개발하고 이를 통하여 계층간 형평성을 살펴본다.

원자력 및 신재생에너지 발전비율에 따른 전력단가의 변화 (Electricity Cost Variations subject to Nuclear and Renewable Power Portions)

  • 원자력발전과 신재생에너지발전에 대하여 과학적, 객관적 검토없이 다양한 정책과 주장이 제기되고 있다. 본 연구에서는 국가별 에너지정책을 조사 분석하고 총 34개의 가능한 전원구성 시나리오를 도출하였다. 이들 시나리오가 우리나라 전력정책에 도입될 경우를 가정하여 전력단가를 계산하였다. 전력단가 계산방법은 현재 우리나라 전력시장에서 사용하는 한계가격결정 방법을 사용하였고 발전원별로 표준건설비 및 운영비를 적용함으로써 계산을 단순화하였다. 계산결과 송배전 비용과 사업자의 이윤을 제외한 현행 전원 구성에 대한 전력단가는 평균 22.18원/kWh이고 전원구성비에 따라 19.74에서 164.07원/kWh까지 분포하였다. 원자력발전비율이 증가할수록 전력단가는 낮아졌고 신재생에너지 발전비율이 증가할수록 전력단가는 높아졌다. 주목할 만한 것은 신재생에너지 발전비율이 20%를 넘어서게 되면 값싼 기저발전을 활용할 수 없게 되어 전력수요가 적은 시간대에 전력단가가 오히려 상승하였다.

단일가격시장에서 손실보상효율계수의 특성 분석 (Analysis of Loss Compensation Efficiency Factor in the Uniform Price Market)

  • In the uniform price electricity market or bilateral electricity market, the energy transactions in which the network is not considered and ISO's system operation costs which ISO try to minimize are settled separately. In this paper, transmission loss, one of the ISO's system operation costs, was dealt. The conventional marginal loss allocation method gives economic signals but three aspects have to be considered; excessiveness, arbitrariness and cross-subsidy. In this paper, marginal loss compensation efficiency method was suggested which consider those aspects of the conventional marginal loss allocation method. Also the characteristics of the marginal loss compensation efficiency were analyzed in the appendixes. And simple 2-bus system and IEEE 14 bus system were used to explain these characteristics.

비대칭 정보하에 무역정책 설계 (How to Design Trade Policy under Asymmetric Information?)

  • Using a trade policy, government can shift profits from foreign firms to domestic firms. This paper will reexamine how asymmetric information can affect the equivalence of tariff and quota in a duopoly, where one domestic firm competes with one foreign firm. It can happen that the domestic firm has informational advantage against the government. Within this framework, the domestic firm has private information about own marginal cost as well as the foreign firm's. The domestic firm would exploit the advantage to draw a favorable policy from the government. When the government is misled, social welfare would decline. This paper will guide how the government can extract information from the domestic firm by offering a menu of tariff or quota. Previous studies showed that quota demands information more than tariff. With the principle of revealed information, the domestic firm chooses tariff (quota) if the marginal cost of foreign firm is low (high). The quota level will be high (low) if the marginal cost of domestic firm is high (low). To prevent misrepresentation, the domestic firm should be charged when quota is implemented. When the quota level is low, the domestic firm is charged additionally. This paper can contribute to the literature of trade policy and information.

적정 작업환경측정수수료 산정을 위한 소고 (Essay on the Calculation of Appropriate Working Environment Measurement Fees)

  • Objectives: The question of whether the level of fees paid to working environment measurement agencies is appropriate has long been a matter of concern to the government. In addition, measurement institutions express dissatisfaction with their level of compensation, which has a great influence on the evaluation of a subject's policy. This study is intended to find a way to appropriately calculate working environment measurement fees. Methods: We looked at the principle of fee determination as a basic theory of fee calculation used in fee calculation, the legal and academic aspects of the general method of fee calculation, and government cost calculation standards. Furthermore, we reviewed the research methods applied so far to derive a method of calculating fees appropriate for this environment. Results: The working environment measurement environment is different from other commission calculation environments. The other environment is to appropriately calculate the service price provided by a monopoly public enterprise, while the situation is to appropriately calculate the fees provided by competitive private enterprises. Therefore, the service delivery environment and the delivery entity are different. In this case, the appropriate method of calculating service fees would be competitive pricing. There have also been many problems under the method of calculation by service cost. Conclusions: First, the working environment measurement fee requires an accounting correction of endogenous variables. Second, the theory of calculating fees appropriate for this situation is appropriate for competitive pricing that applies to private competitors. Third, the government should make efforts to make the service supply market a fully competitive market while ensuring that the service fee level is determined at the marginal cost level. Fourth, economically, research on marginal cost levels is needed.

  • As we move to competition, transmission cost become more and more important. At the wholesale competition market, the process of settlement must include the cost of transport. The aim of this paper is to calculate approximate transmission cost at each power sales district office using KEPCO data. We considered investment cost, transmission constraints and marginal losses as cost elements which must be taken into account in transmission cost calculation.

사회적 비용을 고려한 저탄소 전원구성의 시나리오 분석 (Scenario Analysis of Low-Carbon Generation Mix Considering Social Costs)

  • This study organizes scenarios on the power supply and demand plans considering the uncertainties and the portion of distributed energy resources. In analysing the scenarios, it estimates total electricity supply cost in the social aspect, natural gas demand and air pollutants emission including carbon dioxide. Also the analysis is performed to estimate the marginal cost of carbon dioxide reduction for the fuel switching from coal to liquified natural gas. In result, the social cost could be decreased by replacing some portion of renewable energy by LNG-based combined heat and power and delaying the construction of large base-load generators such as coal and nuclear plants. The marginal carbon dioxide reduction cost by fuel switching is in plausible range for fuel switching to be an option for carbon dioxide emission reduction when the social cost is considered.

  • 본 연구에서는 가치에 기반을 두고 배전시스템을 계획할 수 있는 방법을 제시하였다. 우선, 신뢰도를 평가하기 위하여 VBDRA를 도입하였으며, 고조파를 평가하기 위하여 한계가격기법을 도입하였다. 그리고, 신뢰도비용, 고조파비용, 건설비용을 사용하여 가장 경제적인 대체안을 결정을 할 수 있도록 하였다. 제안한 방법을 실제시스템에 적용하여 그 유용성을 입증하였다.

입찰함수에 의한 전력거래에서의 최적조류 계산에 의한 혼잡비용 처리연구 (A Study on the Congestion Management by OPF in the Electricity Power Market with the Bidding Function)

  • The nodal marginal cost and the congestion charge are used as the econimic signals for the electricity price and new invetments in deregulated power systems. In this paper, the nodal marginal cost and the congestion charge are calculated by using the shadow prices resulted from the calculation of Optimal Power Flow(OPF). Linearization of inequality constraints and piecewise linear cost functions make an OPF problem LP-based forms. In order to use the shadow price, the Interior Point(IP) algorithm is applied as a solution technique to the formulation. This paper proposes an algorithm to determine efficients initial points which are guaranteed to be interior points.
