A Study on the Methodology of Manufacturing Readiness Levels(MRLs) 8 of Manufacturing Readiness Assessment(MRA) (제조성숙도평가 MRL8 평가 방법론에 관한 연구)

  • A Manufacturing Readiness Assessment (MRA) was adapted to prevent the probable ascending expense, poor quality, and delay from the development to production phase and assess the level of manufacturing readiness in 2012. Consequently, there are positive effects on improving the quality to identify the manufacturing risks during the production of military supplies and manage the issues in advance. On the other hand, because the appraisee is becoming accustomed to preparing for MRA checklists tailoring, it was found to intensify the MRA points more than before, which damages the goal of the MRA. This paper proposes the quantitative MRA methodology using MWV (Manufacturing Readiness Level 8 Weighted Value) to define and measure the HOM8, DOM8, ICOM8, and M8RA to reflect the history of MRA, the difficulties of MRA checklists, the intrinsic cruciallity and risk assessment of program, which can overcome the problems mentioned before. This paper shows the MWV of four weapon system programs to be carried out and an analysis of the proposed MRL 8 methodology.

A Study on the System Readiness Assessment Procedure Development through a case study in Defense R&D Programs (국방연구개발 사례 연구를 통한 통합성숙도평가 절차 연구)

  • Purpose: Simple part or equipment is necessary TRA(Technology Readiness Assessment) or MRA(Manufacturing Readiness Assessment). But sole maturity like TRA, MRA has limit complex systems or SoS(System of System). Especially complex weapon system need from the System Maturity Point of view. This research shows necessity of SRA(System Readiness Assessment). Methods: In case of complex systems, it is essential to SRA(System Readiness Assessment). For the purpose of calculating SRL(System Readiness Level), TRL and IRL must be calculated. And then SRL can obtain know from equation of TRL and IRL. To prove SRA effectiveness, it is calculated SRL of JTDLS(Joint Tactical DataLink System) programs. Results: SRA procedure is proposed and case study shows as examples of JTDLS programs. Although result of TRA is TRL6, result of SRA is not 0.6. From this research, we can know necessity of SRA. Especially complex systems or SoS(System of System) is essential to SRA. Conclusion: SRA(System Readiness Assessment) is required to overcome limitation of sole maturity and to achieve a successful acquisition of high quality weapon system. This research intended to suggest SRA procedure and case study in complex defense system.

Sampling Procedures Enhancement in Government Defense Quality Assurance Procedures: Case Studies in Combat Force Support Material & Ammunition Areas (국방 품질보증 활동 강화를 위한 샘플링 방법 개선: 전투물자 및 탄약 분야 사례 위주)

  • Purpose: Recently, many quality issues are aroused in military forces, such as failures in K-series weapons, combat boots defects and 40mm ammunition explosion accident. To address these problems, the one and only government defense quality assurance agency, DTaQ(Defense Agency for Technology & Quality) tried to improve many quality assurance procedures and introduced new systems such as MRA(Manufacturing Readiness Assessment), TRA(Technology Readiness Assessment), and etc. However, as the amount of war supplies increasing every year, the resource(budget and manpower) for quality assurance is limited. Therefore, DTaQ had difficulty to handle the issue efficiently and effectively, and we propose the method to address this problem. Methods: The most popular quality assurance technique is a sampling method, in this research, we first review the many sampling techniques and compare the strength and weakness of each method. After then, we selected the most appropriate sampling techniques and applied the procedures in combat force support material and ammunition areas. Results: We can reduce the number of samples dramatically, thus the required amount of labor time and money can be saved. Also, the new sampling technique enforces the supplier to produce the product which meets the target value(desirable value). A case study on the quality control strengthening in development phase of weapon systems (무기체계 개발단계 품질관리 강화에 관한 사례 연구)

  • Purpose: The purpose of this study is to analyze quality control strengthening pilot project in development stages of weapon systems which ensures zero-defect. In order to achieve that, we propose collaboration support system between related organizations. Methods: First, we analyze how quality control methods has been developed from reviewing the preliminary study in commercial and defense industry. Then, we suggest improvement plans for quality control in defense industry and propose a pilot study which able to improve the recognized problems. Results: The results of this study ensures the participants in defense industry recognize the importance of quality control and form a consensus by sharing a case study. Finally, we propose the standardized work process by utilizing manual and manpower dispatching. Conclusion: As a result, this study clarifies the scope and role of relevant organizations to achieve the defense quality assurance in the total life cycle(TLC). Also, this paper guides the collaboration system between the relevant organization which differs from the commercial industry currently divided into development-production-quality.

Suggestion for Enhancement of Product Examination Government Quality Assurance Activity (군수품 제품확인감사 기준정립을 위한 제언)

  • Purpose : Recently, many quality issues are aroused in military forces, such as failures in K-series weapons, combat uniforms' defects and 40mm ammunition explosion accident. To address these problems, Defense Agency for Technology and Quality(DTaQ) introduced new systems such as Manufacturing Readiness Assessment(MRA), Test Report Information System(TRIS) and so on. However, these activities require the human and time resources which cannot be increased in short period. In this paper, we suggest more practical and efficient product examination method. Methods : The most popular and widely used government's quality assurance technique is a sampling method to examine the product. In this research, we first reviewed the DTaQ's quality assurance regulation, then identified several possible problems and finally suggested more efficient and effective sampling plans. Results : We have suggested new sampling framework and evaluated its performance on two military supplies by comparing with other sampling method, and observed that the number of tested samples can be substantially reduced. Therefore, required quality assurance time can be saved. Conclusion : In this paper, we first reviewed the product examination frameworks of DTaQ, PPQMS and DCMA. Then we identified several possible problems which can cause the loss of objectivity and time. To handle these problems, we suggested the new product examination framework and tested the framework to verify the performance.

A Case Study on Application of R&D Quality Assurance to Secure High Quality for Military Supplies (군수품의 고품질 확보를 위한 개발 품질보증 적용사례 연구)

  • Purpose: This study is in order to secure high quality of military supplies, it is important to secure design quality in the development phase. I will review how to establish a quality assurance system in the development phase based on the author's seminar presentation contents and application example of Hanwha Systems Co., Ltd. Methods: To guarantee design quality in the development phase, in 2002, quality assurance system that is adequate for SQA(Software Quality Assurance)'s requirements of CMM(Capability Maturity Model) was conduct. In 2009, based on the CMMI(Capability Maturity Model Integration) Level 5, there has been continuous and reenforced quality assurance activities. Results: By suggesting the construction and a case study on application of R&D quality assurance, it would be helpful for companies aiming to construct or enhance quality assurance system. Conclusion: To secure high quality for military supplies, a development QA system should be established to secure quality in the development phase. In addition, Total life cycle QA system for development, mass production and operation phase should be reestablished.
