Development of Dynamic Manpower Supply and Demand Model in Software Industry (소프트웨어 산업 동태적 인력수급 모델 개발)

  • The most important thing in digital transformation is SW technology. However, many companies are having difficulty securing SW technology and manpower. In particular, it is reported that the shortage of SW manpower will increase further. The government is carrying out manpower training policies and many support projects to resolve SW manpower supply and demand policies, but accurate predictions of demand and supply of the software industry are essential for these policies to be effectively established. Therefore, this study developed a simulation using a system dynamics methodology that can perform dynamic structural analysis to resolve the supply and demand imbalance in the software industry. System dynamics is appropriate to find the cause and policy alternatives from a dynamic perspective on the imbalance in manpower supply and demand in the software industry. In detail, the U.S. Bureau of Labor Statistics (BLS) methodology was used to develop a prediction model for manpower demand and supply in the software industry, and scenario analysis was performed to derive policy implications.

  • His study was started in the sense of examining the direction of nurturing calligraphy education professionals as the Act on Promotion of Calligraphy was enforced. The purpose of this study is to derive the direction of nurturing manpower in the calligraphy field, and to suggest a direction for nurturing professional manpower different from the existing Seodang-style and apprenticeship methods. To this end, we first looked at the current status of manpower in the calligraphy field through a fact-finding survey and prior research. As of March 2022, the overall status of the curriculum of the Department of Calligraphy at Korean universities was analyzed and its characteristics were examined. In this study, the direction of nurturing professional manpower using teacher job training and the direction of nurturing professional manpower through designated institutions were presented. For the direction of nurturing professional manpower using teacher job training, we selected an autonomous training method that enables training members to collaborate together to enhance the competency of participants. presented as Training and training for professional manpower through designated institutions Major . operation .   • Purpose Information security industry is rapidly growing, but has been confronted with many challenges in a business environment. One of them is the imbalance between supply and demand of information security manpower, which has caused an insecure market situation. Therefore, this study has derived factors of promoting and hindering information security manpower from governance, academics, corporations, and workforce perspectives, and has analyzed a sequence of cause and effect of each factor. Design/methodology/approach This study is an exploratory research based on the interviews. The causal loop diagram (CLD) was developed to deduce key issues and propose alternatives. Findings The result of this study is expected to help the development of information security manpower in Korea, by minimizing the potential negative effects as well as maximizing the positive effects. This study found out the dynamic causes and effects of the security manpower system in each stakeholder's perspective. The cause-and-effect relationships between the stakeholders will be able to contribute to solve the imbalance of supply and demand in security manpower system.

The Forecasting of Market Size and Additional Requirement of Technical Manpower in Korean Engineering Industry (우리나라 엔지니어링산업의 시장전망과 기술인력 필요공급량 추정에 관한 연구)

  • The engineering industry plays an important role for national competitive, since it has an high impact on other industries. With its importance, the engineering industry development largely depends on its technical manpower ather than capital factor. This study aims at estimating the additional requirement on technical manpower based on the forecasted market size which represents the structure change corresponding to economic growth in related industry. Research scope includes the twelve of fifteen field except three with insufficient historical data and technical manpower above bachelor degree. Specialty, we forecast market size with determinants resulted from historical data analysis on each field. The demand on technical manpower is derived from the forecasted market. We also estimate an additional requirement with the supply analysis. The research results show different patterns over time period. The relative ratio on chemical and construction to total market will steadily grow over short term, while applied, environment, electronic and information will rapidly grow This pattern will be stabilized over mid or long term. The additional requirement on technical manpower represents the similar pattern to market growth. The research result implies manpower policy for having high inflow of technical engineer from educational institute and the related industries through the image improvement.

  • This study clarified the fact that the existing 'manpower supply and demand plans', preceding studies, theoretical researches of the past cannot satisfy the multi-goals of organizations, instead, the existing plans focused on only the number of customers and total amount of service. Next, a necessity of more proper manpower plans that consider comprehensive goals of the organizations is suggested then, this study tried to make the countermeasures. As for studying methods, a priority sequence in the organizations' manpower management's goals is set by AHP(Analytic Hierarchy Process), a business administrative scientific skill. Proper manpower policies of the food service enterprises, which satisfy the organizations' multi-goals, are established by GP(Goal Programming). Based on it, mid and short term 'manpower supply and demand plans' are established. For the purpose of increasing the study's efficiency, example studies are conducted in one family restaurant. The limit of this study is that inner personnel management details such as promotion, new personnel appointments, unemployment, retirement were not considerately considered. Therefore, the future studies should think over those limits and research the labor-force supply from the outside also.

  • As the recent economic downturn continues to undermine the profits of construction industry in Korea, it has become ever more pressing to improve productivity of the industry. Since construction site management manpower staffing plan has close bearing on the productivity of construction projects, it is essential to estimate and mobilize adequate number of resources as per conditions and characteristics of each construction site. However, there are no reference approaches in practice to provide baseline for site management manpower staffing plan or estimation of manpower requirement. Therefore, this study aims to examine factors affecting productivity that warrants first and foremost consideration in development of site management manpower staffing plan during the initial phase of building construction project by conducting survey on industry stakehoders with hands-on responsibilities in construction sites and analyzing their responses. Conclusions herein will provide basic inputs for subsequent studies on development of site management manpower staffing plan as per project characteristics.

Current and Future R&D Manpower Requirements and Policy Recommendations in the Korean Oriental Medicine Research Area (한의학 분야 연구개발 인력의 수급전망 및 정책제안)

  • To strengthen the R&D capability and the competitiveness of the Korean oriental medicine industry, an adequate supply of qualified R&D personnel including medical doctors of Korean oriental medicine is an important precondition. This study analyze current and future R&D manpower requirements including medical doctors in the Korean oriental medicine research area. Our analyses can be utilized for developing the government R&D manpower planning including the adequate supply of medical doctors for the Korean oriental medicine research. For the study, we conducted and analyzed a delphi survey of the experts, the principal investigators, with expertise in Korean oriental medicine research areas. The results of this study can be summarized as follows; First, in 2007 the Korean oriental medicine R&D personnel is currently under-supplied as many as 302 people including 111 medical doctors of Korean oriental medicine. The rate of under-supplied is 28.2%. Second, in 2017 the forecast shows that the R&D personnel in this area will be more severely under-supplied as many as 539 people including 185 medical doctor of Korean oriental medicine. The rate of under-supplied will be 32.6%. As a result, the confrontation of demand and supply forecasts shows that, in general, severe shortages of R&D manpower in the areas of Korean oriental medicine will result if there are not adequate manpower policy adjustment.

  • Purpose: The purpose of this study was to design of a probabilistic model for optimum manpower planning in R&D department by Montecarlo simulation. Methods: We investigate the process and the requirement of manpower planning and scheduling in R&D department. The empirical distributions of necessary time and manpower for R&D projects are developed. From the empirical distributions, we can estimate a probability distribution of optimum manpower in R&D department. A simulation method of estimating the probability distribution of optimum manpower is considered. It is a useful tool for obtaining the sum, the variance and other statistics of the distributions. Results: The real industry cases are given and the properties of the model are investigated by Montecarlo Simulation. we apply the model to the research laboratory of the global company, and investigate and compensate the weak points of the model. Conclusion: The proposed model provides various and correct information such as average, variance, percentile, minimum, maximum and so on. A decision maker of a company can easily develop the future plan and the task of researchers may be allocated properly. we expect that the productivity can be improved by this study. The results of this study can be also applied to other areas including shipbuilding, construction, and consulting areas.

A Study on Forecasting of the Manpower Demand for the Eco-friendly Smart Shipbuilding (친환경 스마트 선박 인력 수요예측에 관한 연구)

  • This study forecasted the manpower demand of eco-friendly smart shipbuilding, whose importance and weight are increasing according to the environmental regulations of the IMO and the spread of the 4th industrial revolution technology. It predicted the shipbuilding industry manpower by applying various models of trend analysis and time series analysis based on data from 2000 to 2020 of Statistics Korea. It was found that the prediction applying geometric mean had the smallest gap among the trend and time series analysis methods in comparing between forecast results and actual data for the past 5 years. Therefore, the demand for manpower in the shipbuilding industry was predicted by using the geometric mean method. In addition, the manpower demand of smart eco-friendly ships wast forecasted by using the 2018 and 2020 manpower survey results of the Ministry of Trade, Industry and Energy and reflecting the trend of manpower increase in the shipbuilding industry. The result of forecasting showed that 62,001 person in 2025 and 85,035 people in 2030. This study is expected to contribute to the adjustment of manpower supply and demand and the training professional manpower in the future by increasing the accuracy of forecasting for high value-added eco-friendly smart ships.

  • Since the major requisite of software production is manpower, the core element of the competitive power of software is also manpower. However, economic treatments and social status of software manpower are in a very unsatisfactory situation. While Korean government has been continuing to drive the policy to foster the local software industry, the most cultivating policies of software industry are adjusted to the focus to create the local market in software field, reinforce the global competitive power, and intensify the competitive basis of small and medium size business organizations. So it is true that manpower which is key players and core elements of the software industry, have been shunned by the government policy. The purpose of this study is to initiate the necessity of the policy for technical manpower in the software industry and to suggest a policy program to uplift the treatment of them. To achieve this purpose, this paper will analyze the structural relation between variables about software policy and suggest policy programs to improve the treatment of manpower in the software field.
