  • Korean government plans to expand R & D expenditures to 39.8 billion dollars (5 percent of GNP) and to secure 150,000 R & D manpower (30 per 10,000 population) until 2001. This paper deals with industrial research and development manpower and is to forecast the demand of science and technology manpower to keep pace with the economic development goals which includes advancement of science and technology. This is composed of two parts. The first part is the review of the basic concepts of this research while the second one projects and overall future demand of science and technology manpower.

  • In this research we consider a statistical model to estimate the optimal maintenance manpower of aircraft which we use at present. We design a multiple regression model, apply to three types of aircraft to estimate the optimal maintenance manpower of aircraft. This paper provides reasonable results about maintenance manpower of aircraft, and contributes accomplishment of mission for air and air support operations.

동북아지역 어업인력의 협력방안에 관한 연구 (A Study on the Cooperative Schemes of the fishery manpower in the North East Asian region)

  • This study analyzed and mutually compared the fishery manpower problems in Northeast Asia region including Korea, China, Japan by fishery industry structure, fishery education, fishery manpower and presented fishery cooperative schemes of Northeast Asia. In case of fishery manpower problems, China is still in a better situation whereas Korea and Japan have a hard time of a labor shortage. Korean companies have employed foreign crews to find a way out of the difficulties and the foreign crew rate is growing but the problem is that the reduction of Korean crew could deteriorate the safety of vessel-sailing, efficient operations, and fishery efficiency. Therefore crew management should be placed focus on improvement of working conditions and guarantee positions to foreign crew as assistants in fishery surroundings and systems. Fishery manpower problems are complementary to each nation in Northeast Asia. In consideration of this fact, fishery manpower management needs the mutual fishery manpower and information exchange and for the sake of it, the most urgent task is to build up the international fishery cooperative network through establishing fishery-related information systems of Northeast Asia.

  • 정보시스템에 대한 위협이 확산되면서 정보보호에 대한 관심이 증대되고 있다. 정보보호 제품을 생산 설치하고, 정보보호 업무를 담당할 정보보호 인력의 중요성도 증가하고 있다. 그동안 정부에서는 정보보호 인력을 양성하기 위한 다양한 정책을 시행해왔다. 하지만 그동안 정부의 정책은 주로 인력이 부족한 정보보호 분야에 많은 인력을 공급하는데 많은 관심을 보여왔다. 정부의 정책은 단기간내에 많은 정보보호 인력을 양성하는 양적 공급확대 측면에서는 성공했지만, 인력수요의 특성에 적합한 인력의 공급이라는 다양한 수요를 만족시키는 측면에서는 이렇다할만한 성과를 보이지 못했다. 본 연구에서는 AHP(Analytic Hierarchy Process) 방법론을 이용하여 정보보호인력의 양성이 우선적으로 필요한 정보보호 세부 기술분야를 도출한다. 연구결과에 의하면, 시스템 네트워크 정보보호 기술 분야의 인력에 대한 양성이 가장 시급한 것으로 나타났다.

과학기술사업 정가를 위한 인력양성지수의 개발 (Development of Manpower Cultivation Index for Evaluation of Science and Technology Projects)

  • 이 논문은 과학기술을 진흥시키기 위한 국가적 차원의 연구사업들이 과학기술자를 양성하기 위하여 어느 정도 기여하고 있는가를 평가하기 위한 인력양성지수를 제안하는 것이 주요 내용이다. 인력양성지수에 영향을 주는 요인으로는 대학원생(연구조원) 수, 연구조원 중에서 석·박사 학위 취득자 수와 취업자 수, 발표논문 수 등이다. 제안된 인력 양성지수에 의하여 과학재단의 우수연구센터 사업, 지역협력 연구센타 사업, 목적기초 연구 사업 등의 인력양성 기여도를 분석하였다. 이 사업들은 전반적으로 약간의 차이는 있으나 상당부분 인력양성에 기여하고 있음을 보여주고 있다.

소프트웨어 개발주기 인력분포 모델 (A Manpower Distribution Model for Software Development Cycle)

  • 성공적인 프로젝트 계획은 활용 가능한 일정과 더불어 프로젝트를 개발하는데 요구되는 인력을 얼마나 정확히 추정하느냐에 달려있다. 현존하는 소프트웨어 인력 추정 모델들은 생명주기 전반에 걸쳐 투입되는 총 인력과 단위시간당 소요되는 인력 분포를 제공한다. Putnam의 Rayleigh 모델이나 Phillai et al.의 Gamma 모델 모두 소프트웨어 개발이 종료되는 시점에서 투입되는 인력이 절정에 도달한다는 가정하에 모델을 제시하였다. 이는 개발완료시점까지 40%의 인력이 투입되며, 나머지 60%는 유지보수 단계에 투입됨을 의미한다. 그러나 Warburton은 실제 프로젝트는 대부분의 인력이 개발에 투입되고 설계가 종료된 시점에서 투입인력 규모가 절정에 도달하며, 유지보수에는 단지 적은 규모의 인력만이 소요됨을 관찰하였다. 따라서, 제안된 기존 모델들은 실제 프로젝트에 적용하는데 문제가 발생한다. 이러한 문제점을 해결하기 위해 본 논문은 투입인력 절정 시점 모수를 고려하지 않는 시그모이드 모델을 제시하였다. 제시된 모델을 실제 데이터에 적용하여 향상된 성능을 보였다 따라서 제안된 시그모이드 모델은 소프트웨어 개발주기 동안 투입되는 인력 분포를 추정하는데 있어서 Rayleigh나 Gamma 모델의 대안으로 적용이 가능하다.

해군 함정 승조원 수 예측 모형에 관한 연구 (A Study on a Manpower Forecasting Model for Naval Ships)

  • The low birthrate and the need for national defense reform in Korea drive the Navy to develop efficient human resource planning such as a manpower forecasting model. However, to our knowledge, there is no study exploring the manpower forecasting model for naval ships in Korea. The purpose of this paper is to develop a model for forecasting manpower demand in naval ships. Data for analyses were drawn from 19 ships in the Korean Navy. Results indicate that mission type is significantly related to the number of manpower. Specifically, battleships need the more manpower than the battle support ships. The results also showed that the weight of hull structure-engine and the weight of the weapons system significantly increased the number of manpower. However, the weight of the combat system was not significant. In addition, whereas the automation level of hull structure-engine and the automation level of weapon system was found to be negatively related to the number of manpower, the automation level of combat system was positively related to it. The model developed here contributes to an advanced human resource planning of the Korean Navy. Implications, limitations, and directions for future research are discussed.

  • Construction companies are now trying a variety of cost-cutting strategies in the midst of recent slump of construction market. Notably, contract workers and local hires are accounting for increasing portion of management manpower as a part of their cost-reduction drive. However, construction site manpower researches to date have focused primarily on productivity analysis of site laborers, with little attention to the productivity of site management resources. This study aims to analyze the staffing status of office building construction site management manpower in reference to project size. Conclusions herein will provide basic inputs for subsequent attempts to build a model to enable efficient staffing of construction site management manpower.

  • In the highly competitive construction industry, a slight inaccuracy of estimation can easily cause the loss of a project. Erroneous experience-based cost estimates or allocations of on-site supervisory manpower often offset the profit gained from the project and may jeopardize the management processes. To counter these types of problems, we develop a model using mathematical analysis and case-based reasoning to automate the allocation of on-site supervisory manpower and estimate construction site costs. The method is founded upon laborious data collection processes and analysis by matching statistical assumptions, and is applicable to construction projects. In the modeling the costs and allocation of on-site supervisory manpower are quantified for both owners and contractors before initiating or bidding on the projects. The findings confirm that the degree of variation of the model predictions has an accuracy rate at 88.47%. Single-site construction projects can be accurately predicted and the assignment of supervisory manpower feasibly automated.

외국인근로자 고용만료에 따른 귀국지원사업 분석 (An analysis on homecoming support project by employment expiration of foreign workers)

  • To solve the serious problem of insufficient manpower in medium and small scaled companies, our country allows introduction of foreign manpower for 5 business types such as manufacture industry, service industry, etc. and there are 226,825 people who entered by employment license system(E-9) in Sep. 2013. However, according to the results of investigation "actual status and difficulties of foreign manpower's employment of medium and small scaled manufacturing companies" of KFTA in 2013, 36.4% of respondents responded that current scale of introducing foreign manpower is insufficient to solve difficulties of insufficient manpower in industrial world and 37.7% of them responded that the quarter of new employment is insufficient. So, they hope that current quarter system of foreign manpower can be abolished. Meanwhile, introduction scale of foreign manpower was decided by 53,000 people so as to solve enterprise difficulties in manpower and vitalize economics this year, but illegal aliens are 39,623, more than 17.5%, in Sep. 2013 after employment expiration. Therefore, it becomes serious social problem. Government displays various support businesses so that foreign workers after employment expiration can return to their homeland legally. This thesis intends to find measures to maintain royalty for our country and support their smooth resettlement through the analysis on homecoming support business of foreign workers.
