  • A school library manifesto means the policies and rules on school libraries and includes the direction which they should follow and the criteria which school libraries should keep. Compared the school library manifestos of IFLA/UNESCO, IASL with that of Japan, the school library manifestos of IFLA/UNESCO are constituted with mission of the school library, funding legislation and networks, goal of the school library, staff, operation and management, implementing manifesto etc. and underline funding legislation and networks. The IASL policy statement on school libraries includes functions, materials, facilities, personnel, lifelong education, skills, literacy development, government and public support etc. and emphasizes lifelong education, skills, literacy development. The school library manifesto of Japan includes philosophy, functions, staff, material, facilities and management etc. and highlights philosophy. As a result of comparison and analysis of the school library manifestos of IFLA/UNESCO, IASL and Japan with that of Korea, the school library manifesto of Korea needs to comprise mission, facilities, staff, lifelong education, skills, literacy development, funding legislation, operation and management, government responsibility for implementing the manifesto, etc. by accepting the components in the manifestos of advanced countries, stressing the educational roles of school libraries and by separating the educational area from others.

  • This paper studied the scheme to realize the manifesto as the method of resolving the side effects after the introduction of the superintendent's election system, a direct election by local residents, in order to implement participative democracy in the educational field. When the superintendent's election system playing an important role in protecting the identity of a state is intruded by the political logic, ideology or factional interest, it leads to the educational crisis such as the damaged independence of the policy and the like. The local educational autonomous system is the institutional arrangement to secure the independence and neutrality of education based on morality and guarantee the democratization and decentralization of educational administration. The scheme to resolve the corrupt aspect of the election of the superintendent is to lead election to the policy-based election. This paper presents the scheme to realize the manifesto movement of the superintendent's electoral campaign to resolve this side effect. All political agents and candidates should be allowed to make free access to diverse information to draw up the manifesto and raise the reliability of the manifesto itself, be guaranteed neutrality, speciality, objectiveness, fairness and the like. In particular, it can be seen that the core task is whether citizens can be involved in the manifesto movement through a shift in their thinking about educational autonomy.

  • The works of the Futurism were developed along with manifestos and statement in publishing. Futurist aesthetic and ideological agenda on futurist fashion displayed in manifestos on clothes. Futurist fashion propagated in consummate Futurist style through the written manifesto. The Futurists anticipated much of modern fashion phenomenon. In Futurist Men's Clothing, men's clothing is aggressive, agile, dynamic, simple and comfortable, hygienic, gay, luminous, volatile, asymmetric and variable. In Futurist Manifesto on Woman's Clothing, woman is now a principal agent of revolt, a walking synthesis of the audacious, performance-oriented aesthetic of the futurist universe. For Futurist woman's clothing they claimed ingenuity, daring, and economy. The Futurist Manifesto of Italian Hat was continued with their provocative style and radical ambition. Their innovation will rescue a lagging Italian expert and restore the Italian male to his former Iatin Vigor. Speed, dynamic, utility, and funtionality are the main characters. In Futurist Manifesto of Italian Cravat, Futurist cravat is called Anti-cravatta, which is anti-traditional style and made of unconventional materials. In general, the Futurist argued for clothes that promoted simple and functionality. These Futurist fashion project were invention of the new style, avant-garde style, in daily wear and were realized for the renewal of taste in clothing design as a modernizing factors.

  • Recently, the emergence of 3D cameras, 3D scanners and various cameras including Lidar is expected to be applied to applications such as AR, VR, and autonomous mobile vehicles that deal with 3D data. In Particular, the 3D point cloud data consisting of tens to hundreds of thousands of 3D points is rapidly increased in capacity compared with 2D data, Efficient encoding / decoding technology for smooth service within a limited bandwidth, and efficient service provision technology for differentiating the area of interest and the surrounding area are needed. In this paper, we propose a new quality parameter considering characteristics of 3D point cloud instead of quality change based on assumed video codec in MPEG V-PCC used in 3D point cloud compression, 3D Grid division method and representation for selectively transmitting 3D point clouds according to user's area of interest, and propose a new 3D Manifesto. By using the proposed technique, it is possible to generate more bitrate images, and it is confirmed that the efficiency of network, decoder, and renderer can be increased while selectively transmitting as needed.

  • This paper examines how a Computer Engineering Graduate student team ran their Advanced Software Engineering Capstone project using SCRUM. The environment provided contextual challenges in terms of the on-site customer and upfront requirements document, not uncommon in a document driven single-step methodology. The paper details the methodology and practices used to run the project, and reflects on some of the challenges faced by the members of a typical software team when transitioning to a SCRUM process. The paper concludes by evaluating the success of the techniques and practices compared to the Agile Manifesto and Henrik Kniberg's Scrum checklist. The project was undertaken at South Korea's Ajou University.

  • Inappropriate applications of bibliometric approach and misinterpretation on the analysis in research evaluation have been found and recognized nationally and internationally as the use of the approach has been rapidly adopted in various sectors in research evaluation systems and research funding agencies. The flood of misuse led to several numbers of declarations and statements on appropriate research evaluation, including Leiden Manifesto, DORA, IEEE Statement, etc. The similar recommendations from five different declarations, Leiden Manifest, IEEE Statement, DORA, Institut de France, and Thomson Reuters White paper were reviewed and meta-analyzed in this study and it is revealed that most of them emphasize evaluation on quality in various aspects with multiple indicators. Research evaluation with assessing multiple aspects of individual research based on the understandings of its purpose and pertinent subject area was revealed as being mostly advised in the declarations, and this recommendation can be regarded as being mostly requested in national research evaluation system. For future study, interviews with relevant stakeholders of national research evaluation system in order to explore its application are needed to confirm the findings of this review.

The oppositions of the type between yesterday's clothes and today's clothes are mournful=play-ful melancolic-cheerful grey-colorful tradi-tional-emphemeral. Futurist men's clothing is aggressive agile dynamic simple and confor-table hygienic gay luminous volatile asym-metric ephemeral and variable. In general the Futurist argued for clothes that promoted simple and functionality. They made dynamic patterns in textile design and asymmetric geometric cuts in pattern making. They suggested an unconventional matetials and strong bright colors and modificanti. These elements pointed the way to a shim-mering exuberant future.
