Even though the food safety system in the United States is one of the best in the world, many millions of people become sick and thousands die from foodborne illnesses caused by any of a number of microbial pathogens and other contaminants. Large recalls of United States Department of Agriculture (USDA) and the Food Drug and Administration (US FDA)-regulated food products due to findings of E. coli O157:H7, Listeria, Salmonella, and other problems occur each year. As the US FDA Food Safety Modernization Act (FSMA) passed in 2011, FSMA will require food processing, manufacturing, shipping, and other regulated entities to conduct an analysis of the most likely safety hazards and to design and implement risk-based controls to reduce or eliminate these hazards. FSMA also mandates increased scrutiny of food imports, which account for a growing share of U.S. food consumption; food import shipments will have to be accompanied by documentation showing that they can meet safety standards that are at least equivalent to those in the U.S. On September 17, 2015, the US FDA published final rules for Preventive Controls for Human and Animal Food and, continuing into 2016, the US FDA intends to finalize the remaining five rules it has proposed to implement FSMA. Among these rules, this article will review and discuss Preventive Controls for Human Food Rule and its components, and suggest how to comply with these FSMA rules as foreign human food and ingredients suppliers to the US.
세계적으로 ESG경영 열풍이 불면서 국내,외 기업들은 자발적으로 지속가능경영을 선언하고 전략을 수립하여 적극적으로 대응하고 있다. 금융위원회에서는 ESG경영을 나타내는 지속가능보고서 공시를 단계적으로 의무화하고 있으며, 앞으로 중소기업까지 확대될 것이다. 지속가능보고서의 정보공개는 주로 국제표준 GRI, SASB, TCFD로 활용되며, 국내 다수 기업이 GRI Standards 가이드라인을 사용하고 있다. 본 연구에서는 지속가능보고서의 구성체계를 살펴보고 GRI Standards를 기준으로 공기업과 사기업을 비교하여 유형별 지속가능경영을 분석하고자 한다. TF-IDF 모델링을 통해 분석 결과 공기업은 '사회', '노동' 분야에 초점을 두었으며, 사기업은 '경제', '환경' 분야에 집중하는 것으로 나타났다. 또한 전자·정보통신 산업은 '제품책임'에 중점을 두는 것으로 나타났다. 본 연구의 결과는 지속가능경영을 등급에 따라 수치화하여 분석한 기존 연구와는 달리 비정형데이터인 지속가능보고서를 분석함으로써 ESG경영에 관심을 갖는 연구자 및 관리자에게 유용한 이론적, 실무적 시사점을 제공할 것으로 기대된다.
Purpose - This paper attempts to compare five free trade agreements with gender chapters ratified by Chile and Canada and derives lessons for Korea in terms of gender-aware trade policy. While Chile and Canada have three and two FTAs with gender chapter respectively, Korea has none so far, although it has already ratified an FTA with the two countries. Design/methodology - This study first investigates all the gender-provisions with the gender chapters, conducts a comparative analysis on the five chapters as well as a case study of one target FTA's implementation and achievements, and finally suggests policy implications for Korea's trade administration as well as trade-related agencies. Findings - According to the analysis, there are three phases in terms of advancement in gender-related trade policy. As Chile is in phase two and Canada is in phase three, Korea remains in phase one. It has a ministry related to gender within the government, but not within the OMT. It has statistics on female business, but not of women traders. It has a few gender-related provisions in its FTAs, but not a gender chapter. In this sense, new mandates related to gender-aware trade policy for OMT, KITA, and KOTRA should be provided to realize the concrete economic benefits resulting from empowering women traders and policies promoting them. Originality/value - Existing studies only focus on introducing gender-related international commitments and Korea's participation in them. This paper is the first attempt to compare actual gender chapters of five FTAs ratified by two countries with the most advanced gender chapters in the world. To gain benefits from the positive gender impact of trade agreements, negotiating and signing gender responsive FTA with future partners is one of the most efficient, as well as inclusive, trade policies urgently needed for Korea.
This study analyzed the smart construction safety cost included in safety management plans that are approved before construction. Specifically, it refers to the cost incurred in constructing and operating a safety management system using wireless communication and facilities. Based on the obtained statistical results, an activation policy for the inclusion of the smart construction safety cost in building safety management plans was proposed. The smart construction safety cost must be included in the safety management cost; notably, this is mandated by the Construction Technology Promotion Act. However, there are some problems with the inclusion of smart construction safety costs. To analyze the problems encountered when calculating the smart construction safety cost and including it in safety management plans, in this study, statistical analysis was performed using the data of 1,334 safety management plans received at the Construction Safety Management Integrated Information (CSI) from June to August 2021. The results show that only 50.7% of the safety management plans included the smart construction safety cost although the current law mandates 100% inclusion of these costs. Thus, it is apparent that the smart construction safety costs are only included in a low proportion of sites. In addition, the calculated smart construction safety costs were shown to have a small correlation with the construction cost; moreover, they appeared to be distributed at a constant cost level. In this context, it is believed that perfunctory cost calculations were performed at most sites since the effect of the construction cost on the smart construction safety cost was negligible. Therefore, it is necessary to improve the inclusion of smart construction safety costs by strengthening the authorization process of the approval institute of safety management plans. In addition, institutional support, such as guidelines that promote the calculation and inclusion of appropriate smart construction safety costs according to the characteristics of sites, are needed.
Open Data is an essential resource for the data industry. 'Act On Promotion Of The Provision And Use Of Public Data', enacted on July 30, 2013, mandates public institutions to manage the quality of Open Data and provide it to the public. Via such a legislation, the legal basis for the public to Open Data is prepared. Furthermore, public institutions are prohibited from developing and providing open data services that are duplicated or similar to those of the private sector, and private start-ups using open data are supported. However, as the demand for Open Data gradually increases, the cases of refusal to provide or interruption of Open Data held by public institutions are also increasing. Accordingly, the 'Open Data Mediation Committee' is established and operated so that the right to use data can be rescued through a simple dispute mediation procedure rather than complicated administrative litigation. The main issues dealt with in dispute settlement so far are usually the rights of third parties, such as open data including personal information, private information such as trade secrets, and copyrights. Plus, non-open data cannot be provided without the consent of the information subject. Rather than processing non-open data into open data through de-identification processing, positive results can be expected if consent is provided through active rights processing of the personal information subject. Not only can the Public Mydata Service be used by the information subject, but Open Data applicants will also be able to secure higher quality Open Data, which will have a positive impact on fostering the private data industry. This study derives a plan to establish a rights processing platform to enhance the usability of Open Data, including private information such as personal information, trade secrets, and copyright, which have become an issue when providing Open Data since 2014. With that, the proposals in this study are expected to serve as a stepping stone to revitalize private start-ups through the use of wide Open Data and improve public convenience through Public MyData services of information subjects.
X-ray, Computed Tomography (CT), Magnetic Resonance Imaging (MRI)과 같은 의료데이터에서 딥러닝을 활용해 질병 유무 판별 태스크와 같은 문제를 해결하려는 시도가 활발하다. 대부분의 데이터 기반 딥러닝 문제들은 높은 정확도 달성과 정답과 비교하는 성능평가의 활용을 위해 지도학습기법을 사용해야 한다. 지도학습에는 다량의 이미지와 레이블 세트가 필요하지만, 학습에 충분한 양의 의료 이미지 데이터를 얻기는 어렵다. 다양한 데이터 증강 기법을 통해 적은 양의 의료이미지와 레이블 세트로 지도학습 기반 모델의 과소적합 문제를 극복할 수 있다. 본 연구는 딥러닝 기반 갈비뼈 골절 세그멘테이션 모델의 성능 향상과 효과적인 좌우 반전, 회전, 스케일링 등의 데이터 증강 기법을 탐색한다. 좌우 반전과 30° 회전, 60° 회전으로 증강한 데이터셋은 모델 성능 향상에 기여하지만, 90° 회전 및 ⨯0.5 스케일링은 모델 성능을 저하한다. 이는 데이터셋 및 태스크에 따라 적절한 데이터 증강 기법의 사용이 필요함을 나타낸다.
The loss of biodiversity poses a significant threat not only to business sustainability and investment risk but also to societal well-being. Nature serves as a crucial driver for long-term business viability and economic prosperity. The Task Force on Nature-related Financial Disclosures (TNFD), established in September 2023, mandates that companies assess and disclose their impacts on nature. Despite this, many businesses lack a full understanding of their reliance on and impact upon natural capital and ecosystem services, leading to insufficient disclosures. This study evaluates the applicability of TNFD's assessment methodologies and indicators within a domestic context, highlighting the condition of nature and ecosystem services, and exploring potential synergies with national biodiversity policies. Our analysis suggests that TNFD necessitates a unique approach to the spatial and temporal data and methodologies traditionally employed in environmental impact assessments. This includes assessing the reciprocal influences of corporate activities on natural capital and ecosystem services via the LEAP framework. Moreover, in industries where the choice of specific indicators depends on unique sectoral traits, developing a standardized strategy for data and assessment indicators-adapted to local conditions-is crucial due to the variability in the availability of assessment tools and data. The proactive engagement of the private sector in ecosystem restoration projects is particularly promising for contributing towards national biodiversity objectives. Although TNFD is in its nascent phase, its global adoption by numerous companies signifies its potential impact. Successful implementation of TNFD is anticipated to deepen businesses' and financial institutions' understanding of natural capital and ecosystem services, thereby reinforcing their commitment to sustainable development.
정부는 과학기술 핵심 인프라인 연구시설 장비의 이용 효율화를 위해 국가 연구개발 사업예산을 통해 구축한 연구시설 장비를 국가과학기술정보서비스(NTIS)에 등록할 것을 의무화하고 있다. 본 연구는 국가연구시설 장비의 효율적 관리를 위한 연구기관 구성원의 인식도 조사를 시행하고, 식스시그마 DAMIC 방법론을 통해 국가연구시설 장비 등록 프로세스 개선에 영향을 미치는 주요 요인을 도출함으로써 국가연구시설 장비의 운영 선진화와 활용 극대화 정책에 기여하고자 하였다. 이를 위하여 A대학교 사례를 중심으로 먼저 연구시설 장비의 대학 관계자인 연구책임자, 보직교수, 대학원생, 연구원, 직원을 대상으로 설문과 인터뷰를 수행하였다. 인식도 조사 결과, 연구시설 장비의 전주기적 관리와 구체적인 절차에 대한 인식이 부족함을 확인할 수 있었다. 대학의 경우 국가연구시설 장비의 운영선진화와 활용극대화를 위해서는 대학현장의 의견을 수렴하고 대학의 고유한 특성을 반영한 정책 추진이 필요함을 알 수 있었다. 연구시설 장비 등록 프로세스 개선을 위해 식스시그마 방법을 통해 CTQ-Y로 연구시설 장비 등록기한 준수율과 연구시설 장비 등록정확도를 선정하였다. Process Map과 C&E Diagram을 통해 72개 잠재원인변수를 도출하였고, 이를 대상으로 X-Y Matrix와 Pareto Chart를 통해 최종적으로 13개 잠재원인변수를 확정하였으며 개선안의 방향을 제시하였다. 연구기관마다 연구기관의 특성에 맞게 등록프로세스 개선에 영향을 미치는 잠재원인변수를 추출하고 이를 개선하기 위한 상세개선안을 마련함으로써 국가연구시설 장비의 활용 극대화를 제고할 수 있을 것이다.
프로젝트 리스크관리는 프로젝트 착수에서 완공에 이르기까지 프로젝트 생애주기 동안 프로젝트의 범위, 비용, 일정 등에 영향을 미치는 위협 및 기회 요인을 포함하는 리스크를 사전에 식별하고 이에 대한 완화전략을 사전에 마련함으로서 프로젝트를 성공에 이르게 하는 효과적인 관리를 위해 활용된다. 프로젝트를 진행하는데 있어서 완공일이 지나기 전에 예산과 공사기간을 정확히 예측하는 것은 불가능하므로, 미국 워싱턴교통부에서는 사업비 규모에 따라 여러 분야의 전문가를 참여자로 하는 워크숍을 실시하게 함으로서 체계적인 리스크관리를 의무화하고 있다. 하지만 국내 건설 현장에서는 체크리스트 및 리스크분석 위주의 리스크관리만 이루어지고 있어 효율적인 관리가 이루어지지 않고 있다. 따라서 본 연구에서는 국내 A하천정비사업에 워크숍 기반 리스크관리기법을 국내 처음으로 적용해 봄으로서 국내 현실에 적합한 효율적인 리스크관리 방법을 제안하였다. 또한 이러한 리스크관리 전 과정에 식별된 리스크를 분석하여 완화전 후의 리스크에 대한 비교를 쉽게 살펴보고 관리할 수 있는 RBES 프로그램을 활용하였다. 그 결과 전체 사업비용과 공사기간의 증가 문제를 사전에 인지하고 이에 대한 실질적인 완화대책을 수립하게 함으로서 공사기간 지연효과를 미리 방지하는 효과가 있었다.
오늘날 대학은 교육과 연구라는 전통적 목적에 덧붙여 경제성장에 기여해야 한다는 과제를 동시에 안고 있다. 따라서 대학생들의 창업활성화에 대한 필요성이 점차 보다 중요해지고 있다. 이에 본 연구의 주요 목적은 대학내 창업교육과 창업관련 각종 프로그램이 학생들의 창업에 대한 의도나 관심에 어떠한 영향을 미치는지를 살펴보는 것이다. 본 연구의 표본은 전국 18개 창업선도대학에 재학중인 학생들을 대상으로 하였다. 자료의 수집은 각 대학에 설문지를 보내 회수하는 형태로 이루어졌으며 총 735명으로부터 설문자료를 수집했다. 기초적 분석과 교차분석을 통해 본 연구는 창업교육이나 창업관련 각종 프로그램이 학생들의 창업의도나 창업에 대한 태도, 관심 등에 어떠한 영향을 미치는지를 살펴보았다. 분석결과 창업교육이나 각종 창업프로그램에 많이 노출된 학생들일수록 창업의도나 관심이 높아지는 것으로 나타났다. 이러한 결과는 창업교육이나 창업프로그램이 학생들의 창업활동이나 활성화에 매우 중요한 영향을 미칠 수 있음을 보여주는 것으로 이는 향후 대학들의 창업교육 설계나 정부 정책입안자들의 정책입안에 있어 유용한 시사점을 제시하는 것이라 할 수 있다.
