Even though the food safety system in the United States is one of the best in the world, many millions of people become sick and thousands die from foodborne illnesses caused by any of a number of microbial pathogens and other contaminants. Large recalls of United States Department of Agriculture (USDA) and the Food Drug and Administration (US FDA)-regulated food products due to findings of E. coli O157:H7, Listeria, Salmonella, and other problems occur each year. As the US FDA Food Safety Modernization Act (FSMA) passed in 2011, FSMA will require food processing, manufacturing, shipping, and other regulated entities to conduct an analysis of the most likely safety hazards and to design and implement risk-based controls to reduce or eliminate these hazards. FSMA also mandates increased scrutiny of food imports, which account for a growing share of U.S. food consumption; food import shipments will have to be accompanied by documentation showing that they can meet safety standards that are at least equivalent to those in the U.S. On September 17, 2015, the US FDA published final rules for Preventive Controls for Human and Animal Food and, continuing into 2016, the US FDA intends to finalize the remaining five rules it has proposed to implement FSMA. Among these rules, this article will review and discuss Preventive Controls for Human Food Rule and its components, and suggest how to comply with these FSMA rules as foreign human food and ingredients suppliers to the US.
With the global ESG management craze, domestic and foreign companies voluntarily declare sustainable management and actively respond by establishing strategies. The Financial Services Commission mandates the disclosure of sustainability reports representing ESG management sequentially and will expand to SMEs in the future. Information disclosure of sustainability reports is mainly done through international standards such as GRI, SASB, and TCFD, and many domestic companies use GRI Standards guidelines. This study examines the composition system of sustainability reports and compares public and private companies with GRI Standards to analyze sustainable management by type. This study revealed that public enterprises focused on social and labor, while private enterprises focused on the economy and environment through TF-IDF modeling. In addition, the electronic and information communication industries focused on product responsibility. Unlike previous studies that quantified and analyzed sustainability management according to grade, the current study analyzed sustainability reports, which are unstructured data. Therefore, the results of this study are expected to provide valuable theoretical and practical implications for researchers and supervisors interested in ESG management.
Purpose - This paper attempts to compare five free trade agreements with gender chapters ratified by Chile and Canada and derives lessons for Korea in terms of gender-aware trade policy. While Chile and Canada have three and two FTAs with gender chapter respectively, Korea has none so far, although it has already ratified an FTA with the two countries. Design/methodology - This study first investigates all the gender-provisions with the gender chapters, conducts a comparative analysis on the five chapters as well as a case study of one target FTA's implementation and achievements, and finally suggests policy implications for Korea's trade administration as well as trade-related agencies. Findings - According to the analysis, there are three phases in terms of advancement in gender-related trade policy. As Chile is in phase two and Canada is in phase three, Korea remains in phase one. It has a ministry related to gender within the government, but not within the OMT. It has statistics on female business, but not of women traders. It has a few gender-related provisions in its FTAs, but not a gender chapter. In this sense, new mandates related to gender-aware trade policy for OMT, KITA, and KOTRA should be provided to realize the concrete economic benefits resulting from empowering women traders and policies promoting them. Originality/value - Existing studies only focus on introducing gender-related international commitments and Korea's participation in them. This paper is the first attempt to compare actual gender chapters of five FTAs ratified by two countries with the most advanced gender chapters in the world. To gain benefits from the positive gender impact of trade agreements, negotiating and signing gender responsive FTA with future partners is one of the most efficient, as well as inclusive, trade policies urgently needed for Korea.
This study analyzed the smart construction safety cost included in safety management plans that are approved before construction. Specifically, it refers to the cost incurred in constructing and operating a safety management system using wireless communication and facilities. Based on the obtained statistical results, an activation policy for the inclusion of the smart construction safety cost in building safety management plans was proposed. The smart construction safety cost must be included in the safety management cost; notably, this is mandated by the Construction Technology Promotion Act. However, there are some problems with the inclusion of smart construction safety costs. To analyze the problems encountered when calculating the smart construction safety cost and including it in safety management plans, in this study, statistical analysis was performed using the data of 1,334 safety management plans received at the Construction Safety Management Integrated Information (CSI) from June to August 2021. The results show that only 50.7% of the safety management plans included the smart construction safety cost although the current law mandates 100% inclusion of these costs. Thus, it is apparent that the smart construction safety costs are only included in a low proportion of sites. In addition, the calculated smart construction safety costs were shown to have a small correlation with the construction cost; moreover, they appeared to be distributed at a constant cost level. In this context, it is believed that perfunctory cost calculations were performed at most sites since the effect of the construction cost on the smart construction safety cost was negligible. Therefore, it is necessary to improve the inclusion of smart construction safety costs by strengthening the authorization process of the approval institute of safety management plans. In addition, institutional support, such as guidelines that promote the calculation and inclusion of appropriate smart construction safety costs according to the characteristics of sites, are needed.
Open Data is an essential resource for the data industry. 'Act On Promotion Of The Provision And Use Of Public Data', enacted on July 30, 2013, mandates public institutions to manage the quality of Open Data and provide it to the public. Via such a legislation, the legal basis for the public to Open Data is prepared. Furthermore, public institutions are prohibited from developing and providing open data services that are duplicated or similar to those of the private sector, and private start-ups using open data are supported. However, as the demand for Open Data gradually increases, the cases of refusal to provide or interruption of Open Data held by public institutions are also increasing. Accordingly, the 'Open Data Mediation Committee' is established and operated so that the right to use data can be rescued through a simple dispute mediation procedure rather than complicated administrative litigation. The main issues dealt with in dispute settlement so far are usually the rights of third parties, such as open data including personal information, private information such as trade secrets, and copyrights. Plus, non-open data cannot be provided without the consent of the information subject. Rather than processing non-open data into open data through de-identification processing, positive results can be expected if consent is provided through active rights processing of the personal information subject. Not only can the Public Mydata Service be used by the information subject, but Open Data applicants will also be able to secure higher quality Open Data, which will have a positive impact on fostering the private data industry. This study derives a plan to establish a rights processing platform to enhance the usability of Open Data, including private information such as personal information, trade secrets, and copyright, which have become an issue when providing Open Data since 2014. With that, the proposals in this study are expected to serve as a stepping stone to revitalize private start-ups through the use of wide Open Data and improve public convenience through Public MyData services of information subjects.
Deep learning applications are increasingly being leveraged for disease detection tasks in medical imaging modalities such as X-ray, Computed Tomography (CT), and Magnetic Resonance Imaging (MRI). Most data-centric deep learning challenges necessitate the use of supervised learning methodologies to attain high accuracy and to facilitate performance evaluation through comparison with the ground truth. Supervised learning mandates a substantial amount of image and label sets, however, procuring an adequate volume of medical imaging data for training is a formidable task. Various data augmentation strategies can mitigate the underfitting issue inherent in supervised learning-based models that are trained on limited medical image and label sets. This research investigates the enhancement of a deep learning-based rib fracture segmentation model and the efficacy of data augmentation techniques such as left-right flipping, rotation, and scaling. Augmented dataset with L/R flipping and rotations(30°, 60°) increased model performance, however, dataset with rotation(90°) and ⨯0.5 rescaling decreased model performance. This indicates the usage of appropriate data augmentation methods depending on datasets and tasks.

The loss of biodiversity poses a significant threat not only to business sustainability and investment risk but also to societal well-being. Nature serves as a crucial driver for long-term business viability and economic prosperity. The Task Force on Nature-related Financial Disclosures (TNFD), established in September 2023, mandates that companies assess and disclose their impacts on nature. Despite this, many businesses lack a full understanding of their reliance on and impact upon natural capital and ecosystem services, leading to insufficient disclosures. This study evaluates the applicability of TNFD's assessment methodologies and indicators within a domestic context, highlighting the condition of nature and ecosystem services, and exploring potential synergies with national biodiversity policies. Our analysis suggests that TNFD necessitates a unique approach to the spatial and temporal data and methodologies traditionally employed in environmental impact assessments. This includes assessing the reciprocal influences of corporate activities on natural capital and ecosystem services via the LEAP framework. Moreover, in industries where the choice of specific indicators depends on unique sectoral traits, developing a standardized strategy for data and assessment indicators-adapted to local conditions-is crucial due to the variability in the availability of assessment tools and data. The proactive engagement of the private sector in ecosystem restoration projects is particularly promising for contributing towards national biodiversity objectives. Although TNFD is in its nascent phase, its global adoption by numerous companies signifies its potential impact. Successful implementation of TNFD is anticipated to deepen businesses' and financial institutions' understanding of natural capital and ecosystem services, thereby reinforcing their commitment to sustainable development.
The government mandates that national research facilities & equipments through R&D business budget should be registered on the National Science and Technology Information Service (NTIS) for the purpose of the efficient use of the research facilities & equipments. This study is to contribute to the national policies on the efficient management of the research facilities & equipments by recognition methodology with the university's members and analysis of the impact factors of the universities' registration process improvement through the Define level and Measure level of the Six Sigma DAMIC. The survey and interview were conducted on research directors, professors joining university administration, graduate students, researchers, and staffs of A University. The findings are the lack of understanding specific steps and life-cycle management of research facilities & equipments. It is necessary to collect suggestions from universities and pursue policies considered the unique characteristics of the university for advanced operating and maximizing use of university's national research facilities & equipments. Research facilities & equipments enrollment compliance rate and registration accuracy were selected as CTQ-Y through the Six Sigma. 72 potential cause variables were derived through Process Map and C & E Diagram. 13 variables were determined as core potential factors through the X-Y Matrix and Pareto Chart. Research institutions should maximize utilization of research facilities & equipments through deriving a potential variables of the process improvements and designing a detail improvements based on the characteristics of each institutions.

The Project Risk Management is intended to result in the effective management by identifying in advance and mitigating all significant risks including project risks and opportunities during the entire project life cycle - from project inception to completion of construction. It is impossible to predict an exact budget and construction duration before finishing a project. So, Washington Department of Transportation mandates that workshop-based risk management is conducted for projects over specific cost. However, the domestic construction sites have depended on numerical risk analysis without any workshop and efficient risk management have not made. Therefore, in this study, we propose the effective risk management using the RBES program which is very useful for workshop-based risk management and pre & post mitigation, by workshop-based risk management techniques. This proposed risk management approach is applied to a domestic 'A' river recovery project. It is concluded that we may expect the effect to mitigate the total cost overrun problem and the construction duration delay effect in the project by identifying significant risks and by preparing effective risk mitigation strategies.

Today's universities are adding economic development to their more traditional mandates of teaching and research. According, the need to foster student entrepreneurship has become increasingly important. The main aim of this research is to examine the effect of entrepreneurial education and various programs within the universities on students' entrepreneurial intentions and interests. The sample for this research majored mainly on the students who are attending the 18 universities, where entrepreneurship education and entrepreneurial programs were selected as the leading ones from the government. The data was obtained from the questionnaire distributed to the students of those universities. A total number of 1,000 questionnaires were distributed and 735 were retrieved back. Descriptive and chi-square analysis using the SPSS were considered most appropriate for the data analysis of the study used. The results of the analysis revealed that student's exposure to entrepreneurship education and various entrepreneurial programs have a important influence on the students' entrepreneurial intentions and interests. Examining the impact of entrepreneurial education and programs on students' entrepreneurial activities tends to raise or provide some useful insights into some theoretical issues on one hand. And on the other hand, it raises some practical implications for policy makers both in the government and universities.
