The tools, methods and measures used for project control reflect underlying theories of management. Management theory has been neglected in the construction industry, which has rather focused on tools and neglected theory. This paper contributes to the theory of project management by introducing and developing two fundamental and competing conceptualizations of management: MBM (Managing-by-Means) and MBR (Managing-by-results). Current project control and performance measurement practice is based on MBR. However, project control based on MBR may not be appropriate for managing dynamic projects. The paper present the Last PlannerTM System (LPS) and Process Variance Control (PVC) as examples of methods reflecting the MBM view. It is argued first that the MBM view is appropriate for managing uncertain, complex and quick projects. The paper also explores how MBR tools and techniques may be appropriately used within an MBM framework.

The paper presents a case study with application of a performance measurement questionnaire in analyzing a semi-conductor-related manufacturing company. The case may contribute to the development of strategic performance measurement system. The questionnaire contains considerable non-financial measurement indices as well as financial ones, which may strengthen the strategic aspect of measurement system. The strategy, actions, and measures have to be balanced through communication process in an organization. The result shows the usefulness of the congruence and consensus analysis of performance factors in effectively managing strategic action programs and identifying investment task areas to be targeted.

Today, the importance of test and evaluation of defense systems is increasing day by day. In performing efficient defense systems test works, process improvement based on quantitative management is essential. The purpose of this paper is to present the results of process improvement for the defense systems test works of the test organization based on quantitative management activities. As a methodology to confirm process improvement performance, the 'MPM(Managing Performance and Measurement)' practice area of the CMMI model was applied. The quantitative management model for defense systems test works was developed so that it could be practically applied not only to the entire test organization but also to the organization at the department level that actually performs the test work. Finally, the application cases of the quantitative management model for defense system test works and the results of process improvement were described.

The current economy is summarized by increasing business competitiveness and leaner organizations, and the risk and uncertainties inherent in such dynamic environments have increased the importance of managing organizational knowledge. Like the preceding, the construction industry is required to make an effort for survival and takeoff, and most construction companies recognize that knowledge management improves efficiency and effectiveness and the necessity on the innovation of business itself and it is the current of the times. But at this point in time, companies have doubts about performance following the introduction of KM, and set to show interest in developing a measurement method. So, This study analyzes the existing model for performance measurement and based on results derived, presents the method for performance measurement.
With the introduction of supply chain management concept, the nature of a firm is fundamentally changed. Control is no longer based on direct control of the business processes, but rather based on integration across member organizations in the supply chain. Firms are trying to achieve a competitive edge by managing their supply chain performance to gain advantages in cost and service differentiation. The supply chain elements of a sea port involves ILSP (Inbound Logistics Service Provider) at the input side and OLSP (Outbound Logistics Service Provider) at the output side. The goal of sea port is to satisfy the needs of different parties, both upstream and downstream, in the chain with greater effectiveness and efficiency than it's competitors. In this context, the purpose of this paper is to derive conceptualization of the SCP (Supply Chain Performance) in the sea port from literature review on the previous researches and to tackle their theoretical and practical implications. The paper deals with conceptualizing SCP in sea port using the SCOR (Supply Chain Operation Reference) model. It incorporates both the effectiveness and efficiency aspects of performance measurement. And it also recognizes customer related reasons for measuring performance.
The Managing and measuring performance have long been a popular topic in business. Traditions of financially-oriented managing and measuring performance have provided managers with relatively objective and scientific results of measuring performance until now. But today the value of organization is influenced more by intangible assets than tangible assets. Nobody thus believes that the performance and the value of organization can be measured by financial indicators only. In this background, numerous researches have been conducted to find alternatives to measuring the value of organization's intangible assets. One of the remarkable achievements would be "Balanced Score Card (BSC), "which covers three sectors of indicators, each from customer relations, internal process innovations, and learning and human resource development, in addition to traditional financial indicators. Unfortunately, even BSC, let alone others, fails to accomodate all performance indicators as a holistic system. Namely, performance measuring techniques including BCS, at present, fail to reflect the dynamic features in their model - i.e., the casual relations and the interactions between the indicators, and there is no way of taking into account the impact of delayed feedback which flows from introduction of new policy and legislative changes, etc. Therefore, this paper attempts to devise a means for adding dynamic features to BSC, by introducing the system dynamics concept, with a focus on the effect of casual relations and feedback structure.
Measuring and evaluating the business performance plays a very important role in managing business. It is both because business performance, in any types of industry, can be evaluated and managed properly only when the measurement of its performance is estimated and because its performance can be improved through an efficient and effective management. Therefore it is essential to build up the performance evaluation system to raise management efficiency of food service industry, to reinforce competitive power of food service industry. In this study, investigated the present performance evaluation system situation of the food service industry and introduced BSC as the main conceptional framework for evaluating the performance of the food service industry. Finally, this study discussed the possible method for building a balanced scorecard to the food service industry.
Sustainable development has always been the top agenda of many governments. Especially, the concept of 'Ecological Civilisation (EC)' is gaining substantial attention from China's new leaders. However, regional government officers may manipulate or change top level policy in order to suit their own interests or if they are unable to meet the varied pressures of achieving the set measures. Thus, policy makers can unwittingly cause a negative or positive impact on the firms or regional development through the implementation of EC regulations and the requirement to measure, monitor and report performance measurement (PM) information. This can potentially have significant consequences for the firms, the industry sector, and China as a whole. The aim of this research is to explore and evaluate previous work focusing on the relationship and links between regulation and PM. This research will make a significant knowledge contribution to the emerging and yet important area in EC related research. A good understanding of the linkages between PM and EC will assist policy makers to better formulate suitable regulatory control mechanisms at the field level. Moreover, they may take the PM and EC linkages into consideration when setting policy frameworks by minimizing the negative effects and take advantages of the positive consequences.

Measuring and evaluating the business performance plays a very important role in managing business. It is because business performance, in any types of industry, can be evaluated and managed properly only when the measurement of its performance is estimated, and because its performance can be improved through an efficient and effective management. Therefore it is essential to build up the performance evaluation system to raise management efficiency of the foodservice industry, to reinforce competitive power of the food service industry. This study tried to propose a novel point of prospective and method in which the performance evaluation in any family restaurant should be illuminated and be performed. In this study, BSC provided the main conceptional framework for evaluating the performance of a family restaurant, and evaluation items of BSC four prospectives - financial, customers, internal business process, and learning and growth-were adjusted so as to be fitted into the business field. Furthermore, this study verified the validity of the proposed performance evaluation method through specific case analyses and used AHP to quantify its validity objectively. Finally, this study found the fact that non-financial prospectives, compared to financial prospectives, should be more importantly considered as the performance evaluation index of the family restaurants. Especially, the study showed that the proportion of performance evaluation indexes related to Customers prospective and Learning and Growth prospective revealed very highly, therefore variables such as customer satisfaction index, per employee productivity, education and training, customer response rate, employee satisfaction index should be emphasized as key factors at the process of selecting indexes and measuring their performance evaluation of the food service industry.
Smart technology has been utilized in various fields of all kinds of industries. Manufacturing industry has built its smart technology environment appropriate for its manufacturing fields in order to strengthen its manufacturing performance and competitiveness. The advance of smart technology for manufacturing industry needs to efficiently produce products, and response customer's demands and services in a global industrial environment. The smart technology capability of manufacturing fields is very crucial for the innovative production and efficient operation activities, and for efficient advancement of the manufacturing performance. We have necessitated a scientific and objective method that can gauge a smart technology ability in order to manage and strengthen the smart technology ability of manufacturing fields. This research provides a comprehensive framework that can rationally gauge the smart technology capability of manufacturing fields for effectively managing and advancing their smart technology capabilities.
