Long-Term Water Quality Trend Analysis with NTrend 1.0 Program in Nakdong River (NTrend 1.0에 의한 낙동강 수질 장기변동 추세분석)

  • The effect of seasonality on water quality variation is very significant. Generally, it reduce the power of the trend extraction. A parametric time-series model was used for detecting trends in historic constituent concentration data. The effect of seasonality is able to remove from time series decomposition technique. According to such statistic methode, long-term water quality trend analysis system (NTrend 1.0) was developed by Nakdong River Water Environmental Research Center. The trend analysis of BOD variation was conducted with NTrend 1.0 at Goreong and Moolkum site in Nakdong river to show the effect of water quality management action plan. Power test of trend extraction was tried each case of 'deseasonalized and deannulized' data and 'deseasonalized' data. Analysis period was from 1989 to 2006, and it's period was divided again three times, 1989~1993, 1994~1999 and 2000~2006 according to action plan period. The BOD trend was downward in Goreong site during three times and it's trend slope was very steep, and upward in Moolkum during 1989~1993, but it was turned downward during 1994~1999 and 2000~2006. It was revealed that it's very effective to reduce the concentration of BOD by water quality management action plan in that watershed. The result of power test was shown that it is high for trend extraction power in case of 'deseasonalized' data.

Excessive State of Pollutant Load Allocation and Penalty Application Schemes based on Pollutant Reduction Plan Types for Solving Excessive Problem of Allocation (오염할당부하량의 초과현황 및 초과해소를 위한 삭감계획 유형에 따른 페널티 적용방안)

  • Total Maximum Daily Loads (TMDLs) system was introduced to manage pollution load of watershed and to improve water quality of unit watershed so that it is possible to protect dringking water soureces. Load allocation observation is the most important factor in TMDLs system. Because if load allocation is not observed, it is difficult to achieve water quality goal of unit watershed. Also it is impossible to improve water quality of the drinking water sources. Therefore it is necessary to apply some kind of sanctions (penalty) in case of excess of load allocation. The sanctions have to be, however, applied differently based on various reduction plan types, i.e., using the reduction load planed in 2nd phase, delay the completion, additional reduction in 2nd phase, error of the pollution sources, etc. Moreover, the penalty load should be properly imposed, lest it should be overburden the provence. The reduction load trade inter province must be restrictively permmitted only the same unit watershed.

Framework of Watershed Management Organization Consortium for Water Environment Improvement of Small Rural Watershed (농촌 소유역 수환경 개선을 위한 유역관리 협의체 구성방안 - 함평천 사례를 중심으로 -)

  • Proper management of small rural watershed is important since it does affect water quality improvement of larger scale watershed. Therefore, effective small watershed management guideline including participatory program of local people is required to achieve water environment improvement. Feasibility of water quality goal, short and long-term watershed management plan and funding sources were investigated by field monitoring of Hampyungchun watershed which has characteristics of rural stream, and literature review. The relevant parties and their roles fer watershed management were identified and suggested. A hybrid model, that is mixture of government driven model and NGO model, is recommended for watershed management organization in this study.

  • Pollution load allocation can likely be much controversial, which is essential to formulate the total water pollution load management plan. Existing rules(or guidances) in Korea, can provide no specific criteria for load allocation. Therefore, this paper studied(comprehensively) possible standards how or why to choose any particular allocation method, which was applied in the Gwangju City's load allocation for the satisfaction of set water quality goal. This load allocation is basically focused on the load reduction of domestic wastewater rather than industrial wastewater, because the land-use is strictly regulated and larger sources of pollution are few in the Gwangju City. This paper recommends the city to increase the capacity of sewage treatment plants, promote sewerage maintenance, and set higher effluent standards.

Watershed Management Plan through Water Quality Monitoring for Main Branches of 4 Water Systems in Chungcheongnamdo (충청남도 4대수계 주요 지류하천 수질 모니터링을 통한 유역 관리 방안)

  • This study aimed to develop a plan for effective performance of a watershed through correct identification of a river watershed by using the flowrate of the river and water quality data, which is the basis for the establishment of the water environment policy. The target river for water quality improvement was selected based on the monitoring result for 4 water systems in Chungcheongnamdo province in the recent 3 years. The result of analysis for the distribution of discharge capacity by a pollution source group for the water quality improvement target river showed that most of the target river has a high discharge capacity in the water system for living and livestock. Analysis for the density of the total discharge capacity of the whole watershed of Chungcheongnamdo indicated that the river that needs water quality improvement has high BOD concentration and high discharge load density at the point that this river is located. Thus, for efficient watershed management through selection and concentration, Chungcheongnamdo needs to improve the target river in priority. Stepwise planning is also required to establish and execute the water quality improvement in order to satisfy said target water quality, and establish the index for the water improvement rate for its evaluation.

  • Sapkyo Lake Watershed occupies about 19.3% of total area of Chungnam Province, and it is necessary to make a plan of counter-measure for the maintenance of public waterbody sound as well as to ensure water resources due to urbanization and industrialization in this area so densely populated and excessively developed. Conventionally water quality management has been enforced by concentration-based system which is not considered the carrying capacity of receptors, hence there are no proper measures for the prevention of an excessive pollutant load over a waterbody. So even though emission sources abide by the conventional permission regulation, then the quantity of wastewater is increased continuously and encountered water shortage to use finally. Therefore this research focused on the review of introduction of total water quality management system in Sapkyo Lake watershed to maintain public waterbody sound and to ensure water resources. By doing this research in introduction of the system in advance, it can contribute to establish the methodology on systematic water quality management. Also the application of this system in Sapkyo Lake watershed can promote the sustainable development of the area by harmonizing the environment and regional economy ultimately.

  • An integrated water resources management is highly required to use efficient water and preserve water quality due to the limits of water resources development and water pollution. K-WEAP was developed, which supports the water resources planning and evaluation within a fully integrated interactive system. In this study, we present three applications of K-WEAP. First, we examined the usefulness of K-WEAP as a water resources planning tool through its application to the National Water Resources Plan. Second, the conjunctive use of surface water and groundwater in the Geum river basin with K-WEAP was evaluated, and its results show how to support to set up a sustainable groundwater management plan. Finally, we confirmed the function of the integrated water quantity and quality management in K-WEAP, which conducted by comparing the simulated results of water quality in both QUAL2E and K-WEAP.

A Study on the Selection of the Total Pollution Load Management at Tributaries by Evaluation of Water Quality Volatility: Case Study for Chungcheongnam-do (수질변동성 평가를 통한 지류총량제 도입 대상유역 선정에 관한 연구: 충청남도를 중심으로)

  • Chungcheongnam-do has been measuring the flow rate and water quality of streams in the province once a month since 2011 in order to water environment policies. Based on the results, after evaluating the coefficient of variation and the tendency of the water quality trend by using the Mann-Kendall test and Sen's Slope for each stream, the streams subject to priority introduction of Total Pollution Load Management at Tributaries were selected through the Stream Grouping Method. The water quality trend analysis results for 125 streams using the Mann-Kendall test and Sen's Slope were evaluated as streams showing a tendency of deteriorating water quality Biochemical oxygen demand (BOD): 13 streams, Total Phosphorus (T-P): 16 streams). Streams with deteriorating water quality were classified into A-D groups using the Stream Grouping Method. Group A, which has a high flow rate and high water quality, is a stream that requires priority management, and was selected as a stream for introduction of Total Pollution Load Management at Tributaries. There are 7 streams that need to be introduced into the BOD category, and there are 7 streams that need to be introduced into the T-P category. In this study, based on flow and water quality monitoring data accumulated over a long period of time (2011-2022), statistical techniques are used to select watersheds in which water quality is deteriorating. Accordingly, it is expected that it will be useful in establishing a water quality improvement plan in the future.

  • Among water quality models, WASP5 was applied to Boryeong freshwater lake, as a part of Water Quality Management System. The WASP modeling system is a generalized modeling framework for contaminant fate and transport in surface waters. The simulated result was compaired with actual measurement. So, before and after making freshwater lake were compaired. After this research, the lake may have eutrophication and water quality would be worse after making the lake as freshwater lake. Therefore, to make the freshwater lake better, more appropriate plan is necessary.

A Study on the Activation of Non-government Participation in Total Maximum Daily Load System using Private Discharge Facilities Reduction Potential Analysis (개별배출시설 삭감잠재량 분석을 통한 수질오염총량제의 민간참여 활성화 방안 연구)

  • Four major river basin in Korea has been managed with Total Maximum Daily Load(TMDL) System. Water quality indicators as targeted pollutants for TMDL were BOD and TP. In order to satisfy water quality criteria, government allocation using public treatment facilities and its action plan has been used. However, the role to improve water quality were recently faced to its limitation. It is time to require the role of non-government allocation in private discharge facilities to control good water quality. This study investigated three different scenarios in reduction demands of non-government allocations about industry and private sewages. The three different scenarios were discharge under 1) legal water quality standard, 2) water quality level in 2011 and 3) current water quality level with maximum value in group. The results showed that reduction potential in water discharge for TP indicator was 1,118kg/day, under second scenario with 20% of deduction. This results arrived at 42% of whole reduction potential costs and 0.012mg/L improvement in water quality. In conclusion, to intrigue voluntary participation in non-government allocation, various benefits such as tax reduction, tax exemption, and water quality trading should be provided.
