As part of efforts to internally strengthen the research ethics capacity of the Korean Academy of Health Policy and Management, we have compiled research ethics issues that are frequently encountered in public health researches. Firstly, when reusing research reports or dissertations as papers, efforts should be made to avoid unfair duplicate publication. Compliance with the institutional review board exemption process is required, and additional efforts should be devoted during the text recycling process to prevent self-plagiarism or unjust duplicate publication.

As network systems are developed rapidly and network architectures are more complex than before, it needs to use PBNM(Policy-Based Network Management) in network system. Generally, architecture of the PBNM consists of two hierarchical layers: management layer and enforcement layer. A security policy server in the management layer should be able to generate new policy, delete, update the existing policy and decide the policy when security policy is requested. And the security policy server should be able to analyze and manage the alert messages received from Policy enforcement system in the enforcement layer for the available information. In this paper, we propose an alert analyzer using data mining. First, in the framework of the policy-based network security management, we design and implement an alert analyzes that analyzes alert data stored in DBMS. The alert analyzer is a helpful system to manage the fault users or hosts. Second, we implement a data mining system for analyzing alert data. The implemented mining system can support alert analyzer and the high level analyzer efficiently for the security policy management. Finally, the proposed system is evaluated with performance parameter, and is able to find out new alert sequences and similar alert patterns.

In the Internet, an identity service must to obtain permission from a user to allow them to share data with requesting service. For that, the privacy policy, which reflects legal regulations and preferences made by the user, is needed. Also, the management interface that aids the user to make the privacy policy and the PDP system that makes admission control and policy decisions in response to a request from an entity wanting to access the personal information are needed. In this paper, the privacy controller system model handled under the internet Identity management system environment is proposed. The system has the easy interface of policy generation and the efficient policy decision process. The system applies and modifies to the XACML of OASIS group. We propose that the privacy policy is divided into the three policies, which are the user policy, the domain policy and the basic offering policy. To resolve the collision between the policies, we also propose the collision resolution policy.

Purpose: The terminology of "policy" or "quality policy" is widely used in quality management areas. But few people know and use that word with the accurate concept. This paper compares the concepts and suggests the contents for quality policy and quality strategy. Methods: This paper compares the concepts between policy and strategy through the literatures and suggests the contents for quality policy and quality strategy by exploratory study. Results: This paper suggests the contents for quality policy and quality strategy which are useful to establish the quality planning in companies. Conclusion: Strategy and policy are intimately related, and so confused in applications, therefore distinguishing both concepts clearly is necessary for effective use of them. This paper will help the right use of both concepts by showing the examples.
