Vision and Developmental Tasks for Korea Agricultural Extension Services for the 21 st Century (21 세기 한국 농촌지도사업의 비전과 발전과제)

  • Agricultural Extension Services in Korea have accomplished a significant role in self- sufficiency of rice, a national staple food, through green revolution in 1970's; supplying green vegetables even during the winter season through white revolution in 1980's; and establishing technical agriculture by organizing rural leaders and 4-H members. In 1990s changes were made in international situations under the Uruguay Round multilateral trade negotiations and inauguration of the World Trade Organization. This was followed by localization of the extension staffs and the functions of extension services in Korea changed dramatically from national government to local governments. Thus, a weakened national function resulted in loosening of the linkages of research and extension in central government and local extension offices. Difficulties were reported in diffusion of new agricultural technology and efficient management of extension personnel. Developmental tasks for better extension services for the 21st century in Korea would include recovering national functions of agricultural extension, and developing a new paradigm for extension service. This should include the following measures; 1) Cooperative extension service should be adapted to involve national as well as local governments and non-government organization. 2) The target groups for extension services should be expanded to include farmers, noel residents as well as urban consumers. 3) The role of the extension service should cover agricultural technological diffusion of innovations as well as managerial skills and leadership development for rural organizations. 4) Extension services should be introduced to small farmers as well as consultation services for advanced farms. Diversified approaches should be employed for mama effective services. 5) Pre-service as well as in-service education should be offered to secure better extension educators equipped with knowledge, understanding and abilities on agricultural technology, information, agricultural philosophy, instructional methods and communication skills.

The Trend in Clinical Study on Atopic Dermatitis Over the Last 3 Years (아토피 피부염 임상 연구의 최근 3년간 동향)

  • Objective : To observe the trend in clinical study on atopic dermatitis(AD) over the last 3 years in order to develop a study methodology of AD in Oriental Medicine. Methods : Using the Pub med on line site; search terms: atopic dermatitis, field as title/abstract, limitation as published in the last 3 years, only items with links to full text, Humans, Clinical Trial, English. I observed the study contents of all this research and focused on the classification of treatments. I also observed of AD clinical trials registered on a clinical trial site(www.clinicaltrial.gov) on 23rd of June, 2007: study contents, localization and study designs. Results : Through the Pub Med site, I found 169 articles. Classified according to study subject, the studies related to treatment were 114(67.5%); physiology, pathology and prevention 12(7.1%); Diagnosis and Evaluation(7.1%); psychological aspects including quality of life 10(5.9%); diet and management 10(5.9%); epidemiology 7(4.1%); and others 7(4.1%). However, the treatment study of herb-medicine as intervention showed only 1 article. Futhermore, it wasn't based on Oriental Medicine philosophy. In the clinical trial site, there were 31 studies in which patients were recruited or planned for the future. The study on efficacy and safety of the medicine produced 14 trials, 5 comparative trials, 2 phototherapy, 2 diagnosis, 6 physiology and pathology, and 2 epidemiology. The trial institutions were concentrated in U.S.A. Conclusion : I suggest we'd better try to make a good clinical guideline and standardization of diagnosis and herb-medicine in order to develop a clinical study methodology of AD as soon as possible in the future. Even though it 's very hard to find the study methodology, we should aim to achieve positive results and show the evidence of the efficacy and safety of herb-medicine treatment for AD using Oriental Medicine.

Epidemiology of Oral Cancer in Iran: a Systematic Review

  • Background: Oral cancer stands among the 10 top causes of cancer death in the world. Considering the role of epidemiologic information on planning and effective interventions, the present study aimed to investigate the epidemiology of oral cancer in Iran. Materials and Methods: The required information for this systematic review study was obtained from PubMed, Google Scholar, CINAHL,SID, Medlib, Magiran and Iranmedex databases, using key words "cancer", "oral cancer", "squamous cell carcinoma", "oral cavity carcinoma" and their Persian equivalents in combination with keywords of epidemiology, prevalence, etiology, frequency, and Iran from 1990 to 2014. From 1,065 related studies found, finally 25 were included to the study. Results: The mean age of 8,248 patients in 25 studies was $54.0{\pm}15.1years$. The male/female ratio for oral cancer was 1.91. Tongue with average percentage of 29.9 was the most involved site. Regarding microscopic grade, 65.7% of cases were grade 1. SCCs, accounting for an average of 70.0%, was the most common among all types of oral cancer. In the majority of studies, smoking including cigarette, hookah, and tobacco consumption was found to be a risk factor. Conclusions: The epidemiological pattern of oral cancer in Iran is somewhat similar to that of other countries. Yet the information on hand in this field is limited and considering the role of epidemiological data we suggest conducting more accurate studies to catch data that is required for effective programs and interventions.

Estimation of Cancer Cases Using Capture-Recapture Method in Northwest Iran

  • Background: Under-ascertainment and over-ascertainment are common phenomena in surveillance and registry systems of health-related events. Capture-recapture is one of the methods which is applied to determine the sensitivity of surveillance or registry systems to recognize cancer cases. This study aimed to estimate the number of cancers using data available both in the Cancer Registry Center of Northwestern Iran and in the Population-based Cancer Registry Center of Iran. Material and Methods: The studied population consisted of all cancerous cases in the northwest of Iran from 2008 to 2010. All data were extracted from two resources and entered into Microsoft Excel software. After removing common and repeat cases the data were statistically analyzed using a capture-recapture studies' specific software "CARE 1.4". Estimations were calculated by Chapman and Petersen methods with the approximate confidence interval of 95%. Results: From 2008 to 2010, the number of all cancer cases was estimated to be 21,652 (CI 95%: 19,863-22,101). Sensitivity rate of all cancer cases was 83.9% and that of Population-based Cancer Registry Center of Iran was 52%. It was 93.1% considering both resources. Conclusion: Using two resources and the capture-recapture method rather than a single resource may be a more reliable method to estimate the number of cancer cases.

Experiential Content in Boutique Hotels: A Case Study (부티크 호텔의 체험 콘텐츠 사례 연구)

  • This convergence study examines the case of the Andaz Hotel branches, which sees the critical elements of a characteristic boutique hotel as an experience and makes a successful case with rich experience content in the hotel. By examining sixteen experience content categories, eight from the Andaz India Delhi branch and Tokyo branch in Japan and analyzing them through Schmitt's five experience modules, we have found that both branches had strong experience content in most of the modules, in line with the brand philosophy of creating hotels that make the most of the local characteristics. The study also showed that the Toranomon Hills branch had stronger emotional experience contents than the Delhi branch, and the Delhi branch had a little stronger in the case of cognitive experience contents. Both branches were found to have rich experience content at various points encountered by the guests while using the hotel.

  • The instant trend of mobile functionality in the digital age is performing a mediating role of promoting the hybrid tendency in fashion and cosmetics industry. Consumers' needs, which are getting complex and diversified along with development in scientific technology, are requiring product of technology equipped with multi-tasking function in the whole industry. The social and cultural factors, which are shown in cosmetics due to the instant trend of mobile functionality, came to be known on the basis of a ground for classification caused by a change in nomadic lifestyle and by the advance in scientific technology. The irst, The mobile functionality, which is being developed in fashion in the digital age, was indicated to be types such as mobility, one-off, and unity. Second, Even the types of mobile functionality, which are also being developed in make-up and cosmetics in digital age, were indicated to be mobility, one-off, and unity. Third, The trend caused by mobile functionality in fashion was consistent with a type in mobile functionality, which is being developed in cosmetics, thereby having been indicated to be the same type. This implies that there is the same type through independent trend in each sphere even while fashion and cosmetics organically function in the middle of the whole frame, which expresses a human being's external beauty, and implies that even the cosmetics are influenced by fashion. Swift-type beauty product, which is thrown away within one week lengthily and after being used once, are being launched diversely. This quick product can be said to be product that best reflected the characteristic of digital age. However, at this point of time that fast fashion and instant cosmetics, which are thrown away in the wake of being worn easily, are overflowing, the clothing and product with perfection, which has philosophy and thinking of being put more devotion, exert more value and are felt to be necessary.

  • The role of information in knowledge society has changed. Library refers to information centre, which is actively involved information collection and promoting use of for the development of individual and society. Modern libraries are the centres of interaction for all interested in accessing information and in participating in the marathon of the present competitive age. Information and a conducive environment of its free flow is a vital tool in all forms of human endeavour. It is the link pin of national development. For a nation to develop it needs to have and provide relevant, updated and adequate information on food security, health, democracy, population, education, family planning, youth empowerment, gender quality, environment etc. The information intermediaries are the persons to modulate these complexities and find match between the information sources and users needs to satisfaction of Ranganathan's law: Books are for use; Every reader his/her book; Every book its reader; Save the time of the reader; Library is a growing organism. The relative importance of these norms in modern context has been evident from experience, study, observations, discussions, etc., and only by scientists and technologists, but also by managers, planners, and policy makers. They recognize the usefulness of information in the performance of their needs information needs. Libraries are therefore proper management, provision and dissemination of such information. It is clearly visible in the contemporary context, that the libraries in the knowledge society are much more than the book depositories This article looks at the theory/practice divide in library and information science and particularly Ranganathan's contributions, basic statements remain as valid in substance if not in expression as -to-day as when they were promulgated, concisely representing the ideal service and organizational philosophy of libraries today.

Relevance of Five Laws of Library Science in the Contemporary Library World

  • Dr. S. R. Ranganathan's Five Laws of Library Science were published in 1931 which is a classic work. This article describes in detail the Five Laws of Library Science and their implications on library activities. These laws have provided a scientific approach to library science. They constitute the philosophical basis for work and services of all types of libraries. These also provide guidance in the practice of Library and Information Science. He author emphasises that these will provide source of inspiration and guidance in the years to come. Every student and teacher of library Science and librarian must give a thought to the implications of these laws. In the changing environment of libraries in the emerging society has to fall with in the purview of these laws. The imperatives motivated by these five laws at the time of Ranganathan and in the present days have been identified. The new interpretations of the five laws with the various current nomenclature of Library and Information Science and other allied subjects have been enumerated. These new interpretations of these Laws shows that in today's international world of librarianship, Ranganathan's Five laws are much important and relevant what was before and even it is increasing. These Laws became the cornerstones of the philosophy of the techniques of Western society's library experts. The author concludes that the vision and legacy of Ranganathan will continue to be an inspiration and guiding spirit for the emergence of the new library and information profession. These will serve as source of inspiration and guidance in the years to come. It is not whether Ranganathan is by himself relevant to-day, but it is we who can make him relevant by studying and applying his principles and practices in different areas of library management.

A Methodology for Establishment of Safety Culture in Industry through Global Company Practices

  • Objective:The purpose of this study is to suggest the methodology for establishment of safety culture in industry. Background: There have been studies indicating positive relation between safety culture and safety performance. But the areas of those efforts have been mainly focused on elements or factors consisting of safety culture. So it is expected that studies on methodologies for developing process of the culture could contribute for the industry to understand and apply it accordingly in order to improve their practices. Method: In this study, the scope was considered just for industry, even though there are many fields of culture. As the first step, the limitations of regulatory control and efforts by industry were reviewed, and the trends of researches were presented. In the second step, the global company practices were provided with detailed activities. Results: This paper showed the limitations of present state in government strategies and industry for safety culture improvement. Also the restricted areas in researches were shown. As one of the solutions to resolve those things, such global company practices as perception to safety journey, the steps of culture development, total safety philosophy, structure and elements of safety process, standards and procedures, training, and up to keys to success were suggested. Conclusion: Through this study, the development of the structure of safety process which consists of many purposeful activities has been derived to be very important. Because it will be the seeds of safety culture expressing their thinking process and behaviors. Also it is required to approach success step by step according to the achievement of each step. Application: This study can be used to develop the methodology and safety process in industry with different viewpoints for safety culture establishment.
